Willis, Grand Chancellor of the Colored Knights of the Society of Christian City Monday and took time to say that he was highly gratified to read in the paper that the Knights of Pythia were campaigning and are responding so generously to the appeal for funds, the support of the Knights of Pythia to take a lead in the campaign, and had for its purpose the uplift of the people and the betterment of their environments, and that at the prophecy Grand Lodge will make a donation. "The business men of the city have a fund and a large numbers," says Mr. R. Lee Jones, assistant secretary of the committee. He says, that the business men will be shown that the business men have done their full share for the Dr. Hamilton, chairman of the committee on lodges visited the first Friday night of last week and obtained a donation of $25.50. Ages Lodge No. 5000 and 5001 donated $50.00, to the fund at its meeting last Monday night and promptly issued a cheque to the first lodge to pay its pledge in full. The officers and members seen in all other lodges visited, expressed themselves as being glad of the opportunity to help the funds needed. The committee on Baptist Minister and a member of the committee, made an appeal Monday night to Paul Draptoy, chairman of the $50.00 donation. This ground is holy. W. E. KING. PICKEN'S COMMON SENSE HEAS ONING BLUE LAWS FOR SUNDAY. Concerning Sunday Blue Laws we might well take the position that we would be glad to see a national law that would readily pass rather than an attempt at the passage of others. The passage of a law means little if the law is readily passed to us. We do not feel that our actions on Sunday need legislation to keep them within the law, and we do not feel that worship is no worship. Blue Laws mark of Puritanism and history does not record its long and untimely history, which its destinies gained control. Before the passage of Blue Laws for Sunday, we would urge legalization of the hanging of men, impossible the hanging of men, three at once in California, the desecration of the courthouses of the state, the roastings in Florida and the firing scauds of Georgia one of whose victims was a woman. Tribals in public schools will help much in teaching youngsters to hate and successfully manage history. It is a lesson until now, sufficiently studied by our own --- ON CUTTING SOUTHERN REPRESENTATION. A bill has been introduced in the National Congress by Congressman Tinkham urging an investigation of Southern voting conditions with a view either to cutting down Southern representation in Congress or to forcing Southern States in which discrimination is rife to remove those laws and usages which for so long have caused the disfranchisement of a large group of their citizens. Since the beginning of the movement to reduce Southern representation or to so reform the law upon which the presentation of the various states is based as to make their representation equal there has been much conjecture as to the spirit in which it will be received by those states directly affected by it. There are some who seem to feel that before these states, which are without exception Southern States, will allow their representation to be cut they will remove "grand-father clauses" and abolish those discriminatory practices which have rendered the disfranchisement of a great group of their citizens the customary occurrence. How true this conjecture is can be determined only in case this measure is passed and an investigation should result in further action. We can however be fairly sure that the measure will be pushed as far as is possible by Northern States which are most affected by the unfamiliar unequal representation resulting from the present condition. A fair idea of their sentiment expressed editorially may be gained from an excerpt from the Boston Traveler of Dec. 7, which says in part: "Vast possibilities for the stirring of sectional feeling between the South and the North are doubtless wrapped up in the proposal of Congressman George H. Tinkham to urge an investigation of the disfranchisement of voters in the South. Nevertheless, if it be true that the letter and spirit of the 14th amendment to the constitution are violated by some of the states, the fact that it is Congress and utilise action taken. The 14th amendment, it will be recalled, provides not only that all persons born or naturalized in the United States shall be regarded as unworthy of the least thought as respects a remuneration of its male citizens the right to vote, shall be penalized by a proportionate cut in the number of its representatives in Congress. It is more or less an open secret that this provision of the Constitution has been evaded if not actually flouted by some of the states, which have contrived by "grandfather" laws to prevent the voting privilege. Hitherto Congress has pretty much overlooked the failure of southern states to live up to the 14th amendment, and has itself violated the amendment by not administering the penalty plainly laid down. Precisely how much wisdom or justice there was in granting the franchise to the whole Colored race immediately upon its emancipation, is still a debatable question. That fact, and the desire in latter years to have the old animosities of the South by a national and fraternal spirit, no doubt account for the hesitation North about demanding full enforcement of the 14th amendment. The 14th amendment is the only one in the entire nineteen that specifies a penalty for non-enforcement—or, if you please, an alternative. And the alternative is fundamentally right. The number of representatives a state is entitled to have should depend somewhat closely upon its voting population. It is obviously unfair, for example, to give a state a Congress when 298,000, or nearly five times as many, voters in Minnesota are allowed to send only the same number. As the number of votes each state has in the electoral college is directly dependent on the number of representatives, we have a situation in which the states of Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas and Virginia, which cast a total vote of 1,870,000 for President in 1916, have 128 electoral votes, while 1,700,000 voters in the state of New York have only 45 electoral votes. Such discrepancies presumably are due in large part to the limitation of the Negro vote in the southern states. If those states wish to continue the limitation, they are at liberty to do so on condition that they lose part of their representation. Now that a reapportionment of representation, based upon the census of 1920, is to be worked out, the question may as well be squared faced whether the 14th amendment is to be enforced or to remain more or less of a dead letter. Form the above statement as has to see that while Northern States have a pluralization of representation they do it for no other reason that they are seeking an equal apportionment of power. In attempting to form an opinion as to how such agitation will be received by Southern States we may gain some idea of their present reasoning processes from the following editorial clipped from the Baton Rouge, Louisiana State Times, captioned "Negro and Constitution." I states that the institutions the calling of the new Constitutional Convention is that of framing new articles so as to completely and absolutely eliminate the Negro from politics. Louisiana's legislation on this will not stand the test of the Supreme Court of the United States. Practically the same law in Oklahoma has been declared unconstitutional by the nation's highest tribunal and if the issue is ever in this state—as it would be if the occasion ever arose—the Supreme Court would have to have the Negro out of politics. The cooled grandfather clause has worked satisfactorily up to the present time. A test has never come, and it has served to keep the Negro out of politics. But the issues are too important and results too far-reaching not to have the suffrage articles drawn so that they will keep the Negro out of politics and at the same time stand the test of the Supreme Court of the country, if the occasion should ever arise. Whatever may be the reaction of the South to this proposal we may be sure that this proposal holds vast possibilities for our good or ill and because of the fact should, command the close scrutiny and study of group investigators and students. CONCERNING THE MINIMUM WAGE. The Progressive Citizen of Texarkana in discussing the willingness of the Industrial Welfare Commission to include Colored women on its minimum wage scale says: It seems to the Progressive Citizen that no class of servants are more worthy of the benefits of this recent ruling than the women who do the drudgery work of the world. This class of people have been too long denied the just meed of their services; they have had no one at court to speak for them, and have been regarded as unworthy of the least thought as respecta a mmunerization consistent with their toll. It goes much far for washwoman to live as it does the general run of those who labor with their hands. When a cook goes to buy a winter coat, a pair or shoes, to pay rent, to purchase food for herself and children she is assessed as heavily as those for whom she works. If she is expected to pay equally with others she is entitled to a wage that will warrant her in living in decency. History tells us that the foundation of Chaldea, ancient Babylonia was almost coincident with Egypt. In fact, in the beginning of the world, they were sister colonies of a parent empire. Cushites created Chaldea; 5000 B. C. it was a civilized state. Ancient Babylonia was a division of Cush-Dipa, the Cushite empire of Ethiopians of Pre-historic times. Ancient authorities tell us that the first organized government of the world and the first dominion over the various tribes, was of the Cushite race. Today archaeologists are unearthing indisputable proofs of the extreme antiquity of Chaldea. They have unearthed Babylon evidences proving that under her oldest cities, lay the foundations of other cities, which stretch back into the antediluvian world. This subsistens the old legend of the "Deluge" upon the Babylonian tablets, that the supervisors of the Flood returned and rebuilt upon the old foundation of Babylon, which of an earlier name was destroyed in the general overthrow. Berenos, a Chaldean priest of the temple of Bel, wrote a history of Chaldea in nine books. He gave the oldest traditions of the origin of the human race. His works perished but fragments remain in the writings of the Greek, Hebrew and Roman Fathers. He can no longer claim that tradition does not stand for actual facts in the life of a race. Men once claimed that ancient Trojan was a myth; and the archaeologists of today have proved that the Trojan was actually being laid bare, that the remembrance of earlier ages were accurate and Bereos tells us, of the earlier ages, when a multitude of men of various tribes inhabited Chaldea. The fish taught men language and science, the harvesting of seeds and fruits and rules for boundaries of land, the mode of building cities and temples, arts and writing and all that pertains to the civilization of man. This early tradition and the image of the Fish God represents a historical happening in life of undeveloped and unutured people. The Cashite Ethiopians were a maritime people, who had long possessed the arts. The Fish-God represents a ship bringing the civilized Ethiopian, who was a fisherman and a builder of buildings. It shows that civilization did not originate in Chaldea, but sprung from the Pre-historic race that preceded them. Bereos tells us that the Chaldean tradition placed the birthplace originally as the Erytheian Sea which we know in deep antiquity was the seat of Ethiopic culture. There supremacy in the early ages was everywhere marked by progress in the industries and in science, united with myths and traditions peculiar to the Ethiopian mind. Three ships appeared upon the coasts of Pre-historic Chaldea, bringing to them the art of civilized life. Just as Ethiopia colonized Egypt, so she colonized Chaldea, India, and India, introducing religion, science, manners, customs and art. They pushed back the original culture, and their language everywhere except in the West which afterwards became Assyria. WHITE MAN'S CIVILIZATION TUMBLING. No man who scans the columns of our daily papers and reads of the carnage in England, the uprising in Ireland, the hocodicees, suicides, lynchings and burnings in America, can dispute the fact that the white man's civilization is tumbling. The bloody scenes that have attended the fall of seven countries which have stood out as leaders in the world's civilization are engulfing two of the leading nations of today, namely, England and America. No wonder men of thought are beginning to discuss the domination of the white races on the earth. The people of Europe have been on armage and bloodbed, but upon Christianity and justice. The historic events of Rome, Greece and all the other decadent nations that have fallen from their cynical methods are only synonymous to the conditions that exist today in America and England. Nero drew the young maidens into the arena to be devoured by lions in order to satiate and bring pleasure to himself and the Gladiators who surrounded him, but his acts were no more base than the defiled the sinew arms of the law by taking from the court the victim who was on trial and dragging him through the streets until his body became inert in this, the home of the brave and the land of the free, and the country which boasts of its religious status. His acts were no more nile than the acts of the hoodlims of England who are causing anarchy to run rampant over the country has become more proud of its station in the world than ever America. And yet while the white races are committing these woofful crimes for the review of civilization, Japan, Africa, the Negro and all of the darker races are striving to become more enlightened and are drawing nearer to Him who said, "I am the way, the truth and the light." The signs of the times that forecast the falling of Rome and Greece are vividly portrayed by the acts of the move in England and America. Here upon this soil where the people of the world are living, the people of the quality men are destroying the very principles that these noble men and women came to enunciate by acts of violence which will inevitably dethrone the Anglo-Saxon race, which is fast retracing here and abroad. The white race has been allotted the task of making the world better, and so was the Egyptian race, and when the Egyptian race failed placed them in the maleestom of the world and that is exactly what is happening to the white race today. They have their superiority or hold superiority intact that tramples upon the laws of He who came to rodem the world, "I came to save and not destroy the world," was the solemn exhortation of the Nazarev. And yet a large number of the white race who boast of their superiority and their divine right to leadership in the shaping of the world's destinies are going diametrically opposite to what they claim they are dedicated to do. They have become so bauy prating about superiority and trying to hold other races in subjection until their allotted task has been overlooked. Nearly two thousand years ago Christ thundered forth the following warning to all the world: "Verily I am not a man who has been so proud as truly as it was then, and neither man or races can violate this sacred decedation without suffering the inevitable consequence—Times-President. We do feel it necessary, however, to inform the public of the need for the right to promotions from the ranks recognized. The black race will no longer be content to have only privates in the United Army. There is no more dargent wrong done the twelve million black Americans by the American Government than the practical denial of black citizens rights as officers in the army. The World War proved, if nothing else, to the Southern Administration at Washington not only the loyalty of black men to the Stam and Stripes, but the loyalty and efficiency of black officers. The black men will be less likely to whitishly be attributed by a thousand reports. Nor needs General March to lament his inability to set such officers. Much of his difficulty in the ob- training of officers could be removed in the twinkling of an eye if he should recall as many as he needs of the thousands of brave young black officers summarily mustered out of the service because they were black. We want black officers like Colonel Young and Colonel Payne put in complete command of the Ninth and Tenth Calvary. "Twenty-fourth and Twenty-fifth Infantry.
