We are not sure of the identity of those who will lobby at Austin. Much good could come of points of contact between these two bodies of ladies.
The latest releases on the Rhinemarch marriage affair is to the effect that the bride will seek to prove that she is white. Now there is no way of knowing of any she is; but those who had any feeling in the matter at all probably wished her well because of her plucky demeanor throughout the whole affair as far as it has gone. But, few will sympathize with any attempt to dismose Negro blood to white women. It is important to note what extent the two companies will operate separately, there is the reasonable presumption that the officials of the white concern see that the future of their investment in the Standard is linked up very closely with the goodwill of the Negro public. And that goodwill is controlled to a great extent by the success of the Standard. For several reasons at the outset of the sort of tension them that has never before extinguished. From this connection it is to be hoped that good will come in the form of a greater respect on the part of the Southern officials for the ability of the Negro officials with whom they will deal. It should happen also that from their contact with the white officials the Negro officers will take advantage of the opportunity that this company has succeeded to the extent which it has.

A bill has been introduced in the Texas House of Representatives which would make it a felony for "any person, masked or disguised, to go into any public place in a manner calculated to disturb the inhabitants thereof," or to go near or into or demand entrance into any private house or church or to commit any assault on any person either in a public or private place." Death would be the penalty meted out to such persons by the "bill." Assault would be made a felony with death as the extreme penalty and ten years imprisonment the minimum. Later reports from Austin indicated that the bill had been modified by the House Committee on Criminal Jurisdiction to the extent that the death penalty had been removed and life imprisonment substituted for it. This was done on the theory that the punishment originally convicted. He understood that the bill would be too severe to obtain conviction. He understood that the bill will be favorably reported to the House.

This bill is evidently aimed at those masked persons who have been terrorizing the inhabitants of all of the Texas towns in recent months and, viewed from trend which the majority of the state governors content, it is reasonable to suppose, that the passage of this bill would find favor in the eyes of a majority of the people of Texas. It ought to pass. Likewise, the conclusion of a series of cases which this bill seeks to punish should cause the introduction of a class of persons whose depredations date back much farther than those of masked mauraders and whose combined crimes are far in excess of theirs. Lynchers have done more to protect the victims of such crimes than any others who could be named. Their victims have been killed, through a period of many years and they have had regard neither for race nor sex. Men have been shot, burned and hanged in the state and no attempts have been made to put them down, into their own hands. Courts have seemed impotent and in their own hands yet with few exceptions its newspapers and public speakers have been virulent in their attacks on a Federal bill which would limit the commission of such crimes in the states of Texas. But so far, such laws on state bookies are few and far from being done in the face of the fact that Texas until two years was the leader of all of the states of the Union in lynching.
