Its life of even handwriting, its savage riddles, occupied by the human race. This is pretty high and pretty high, are preparing. Hop and come up and stand with us. This ground is help us. No Negroes On The Jury When the lawyers for a Negro woman charged with murder believed that the indictment be questioned, they asked her to be detained her contained. No Negro members, they helped to write a new chapter in the legal history of Dahlia County and of the city of Dallas. It is a well known fact that Negro jurors in Texas are so scared of their fellow citizens that they have survived in a safe place their fellows and the fast that they have survived in a safe place a thing in their records. There is no reason in the law either of the state of motion which has been filed against the prejudice and the unpleasantness of Negroes, accidentally eliminated in the case of this county, to undermine all of the distress of the sick and the unfortunate states that they do not wish to be exposed have cowered it so. Any Negro person becomes the very unfortunate person because that the very unfortunate of such a reason for that the very unfortunate of the signal for such, community and large handprints in every daily place. THE ELKS INVESTIGATE NEGRO HEALTH FOR MANY YEARS we have been prone to feel that insurance rates on the lives of our people were too high and that the tables of statistics compiled by the mortality commissions of various kinds throughout the country were not mirrors of the real status of Negro health. But now The Elka, a fraternal order which is strong in the East, but which does not enjoy such esteem in this state for some reason, comes to the fore with its own study of Negro mortality in 710 cities, concluding from the facts obtained that Negro health is its toewt ebb. And not only has it investigated the present status but it has assigned as the reason for this alarmingly high death rate the general insanity conditions in the average "Negro quarter" in large cities, the failure of officials to enforce and of Negroes to observe the public health laws, the almost complete lack of drainage systems in Negro homes and schools and the prevalence of crowded, dirty unventilated pool rooms, etc. The study will not be complete for at least another year. Some of the facts upon which the conclusions found in this study are based, are interesting as well as calculated to cause more than ordinary pause. It discloses the fact that the "dying race" myth in generally held because of the fact that more than 25 per cent of Negro births are not registered. Infant mortality has dropped from 131 per 1000 to 113 per 1000. One hundred fifty-four thousand. Negroes died year and tuberculosis, pneumonia and whooping cough led in contributing causes. The number dying from tuberculosis was four times as great as the number of whites. The death rate in the South is larger than that in the North and yet Ft. Worth, Texas, had the lowest rate of all the cities. Studied. There are eight times as many murders among Negroes as there are among whites. Nineteen Negro babies are born ever hour but two of them die in the same hour along with 13 adults. But in spite of the rather alarming status indicated by the facts here, the life span of Negro men has been lengthened by six years and that of Negro women by five years. Such facts as they are wasted and fall far short, of their greatest efficiency unless marshalled by those of all cities and made the basis for a sort of sanitary and living improvement which will reflect itself in bettered conditions. Particularly in the South where the death rate is highest should this be done. If the reason for this condition is as indicated by the report, and the generally unsightly condition of the average Negro section indicates that it is no, committees of persons in every city should be encouraged to know the real condition, should be informed of the lack of sewerage and its menace, not only to the health of Negroes but to the health of white people as well. Thus only will the conditions be charged. And in this connection it might do well for The Elks to consider the formation of health committees in their local bodies which would follow up the situation as reflected in this report. Certainly in making public these facts and in the appropriation of $5000 for the continuation of it, this order has pointed the way to very definite contribution to the public welfare to other fraternities and organizations whose existence had doubtful reason and whose practices did not conform to the idea of practical service to their memberships. And in this connection it is not amiss to remark that The Elks also maintain twenty-five scholarships, for Negro boys and girls in the various universities of the country and generally encourage better performance on the part of the race. NEGRO DAY AT COUNTY FAIRS TENAS HAS MANY fairs, mostly agricultural and the majority of them are of the sort confined to the display of the products of individual counties. This year, in two of them at least, there has been a special Negro Day set sport on which special programs have been rendered and every inducement offered to the race to participate in its events. Special exhibit rooms have been provided for Negro products during the extent of the fair and in every case, the room provided has proven too small. Particularly was this true in the case of the Harrison County Fair held at Marshall. And a very significant attestation was contained in the news report of this occasion by The Delaware THE BAYLAS EXPRESS, BAYLAS, TEXAS, SATURDAY, OCTOBER 1, 1927 productivity, which has been noticed in Harrison County as the result of the inclusion of the Negro in the general scheme of farm improvement, would not be found to the same degree in other agencies. Certainly the success of job-killers in the farming population should point the way to those other counties and even those organizations, which, yet, have not thought it necessary to provide improvement for themselves by encouraging the Negro farmer. A SOUTHERN STATE COLLEGE North Carolina seems intracational job thoroughness. Not in equiping and establishing for Negroes but it now opens a large—strictly college institution. The instructors in the instituting colleges of the country, where there are no classes in home curricula. This is a step forward forative of the possession of an infinitely large number of Negation and who will serve more warrant the establishment of must realize also that such a turn out will not of necessity Such a decision and the ex distinct departure from the gage of Negro education. It is revo no doubt but that, despite what Carolina will be amply repaid And finally, if the South general Southern State must come to s North Carolina seems intent on doing her Negro educational job thoroughly. Not only has the state taken the lead in equipping and establishing first class high schools for Negroes but it now opens the first state supported college—strictly college institution for the race in the South. The instructors in the institution are all alumni of the leading colleges of the country without regard to section and there are no classes in home economy or agriculture in its curricula. This is a step forward for a Southern state.
