The hectic days of the political campaign of 1920 should serve as a reminder that voters, for we can not tell, what fate has in store for us on along political lines. The public president, county, district and state conventions will be held in the city, body holding forth at Cleveland, Ohio, during June. The district, state and congressional officials will also be elected during this year, which bids fair to be an important history of this country, and perhaps our county and state. We must single quality and be in a position where they can vote in the various elections, they can not cut any wait in the elections of 1924. THE HOUSTON INFORMER Hamlet, in his celebrated soliloquy, ruminates thusly: "To be or not to be: this is the question." The electorate of the City of Houston will be asked to decide the question of "to jit or not to jit" in tomorrow's (Saturday) election, when the voters of the city will be afforded an opportunity to either retain or abolish the white jitneys with their ballots. "To jit or not to jit!" This is the question that the electors of Houston must decide at the polls in Saturday's election. Whether it were better and wiser to endure the present dual intra-city transportation ills and misery, or eliminate the "divers" and "cockroaches" and give the local transportation company a fair chance to deliver the goods and make its promises and patience. But soliloquizing, ruminating, deliberating and hesitating will not decide this issue, dear friends; it is going to require votes and plenty of votes to give these white jitneys a vacation of permanent duration. In previous editorials and articles we have endeavored to give our people and readers some sense, sensible and logical reasons why the city should go to the polls on tomorrow (Saturday) and cast a ballot for the abolishment of the jitney pest, misanence and menace. We have striven to show where colored citizens can neither operate nor ride in these white jitneys; that the colored San Felipe jitney line was abolished because the owners and operators of the city did not manifest any interest in the men, and what is worse into a connivance and conspiracy to oust the colored jitneys! We have striven the situation as it relates to the white jitneys on one side and the local traction company on the other; and, without bias, prejudice or the policy of striking back. The Informer is unable to see what benefit will accrue to our racial policy by the rejection of the white jitneys. On the other hand, this paper can see wonderful benefits, both directly and indirectly, to the colored residents and tax payers of the city, if the white jitneys are put out of commission and the street car company afforded an opportunity to grow, develop and help up our great and growing city. On the other hand, through and by the aid of jitneys, which at best can only serve a few of the thousands of people that must daily depend and rely upon rapid transit facilities; yet they fit along the streets, paved at the expense of the citizens and traction company (where they employ those streets used by the street car lines), and skim the cream (short hauls), and water (long hauls and transfer passengers) for the street cars. Last week we gave some facts and figures regarding the number of colored people the Houston Electric Company employs regularly and during extension and construction periods, and we showed them that we are not required to go to the jeans of our race every year by the local traction company. This was also compared with the number of our people that the white jitneys do not employ; the number of our people that do not and can operate; the number of our people that do not and can operate and own these white jitneys! Now, permit us to become impersonal and unselfish and show white jitneys to the Houston Electric Company for the entire community, all races included, and none excluded. HOUSTON, TEXAS, SATURDAY, JANUARY 19, 1924 Reports emanating from Washington, D. C., state that the Texas representatives in the national legislative body are up to their usual tricks and that these Lone Star solons, aided and abetted by other Southern democrats, aristocrats and mobsters, will oppose and fight the Dyer anti-lynching bill to the last chitch. This bit of news is neither surprising nor alarming, for these solons must make some noise to impress the folks at home that they are looking after their interests, and that they will battle to the bitter end any encroachments upon the righteous and sacred doctrine of "states rights!" It is hard for The Informer to believe that these Texas and Southern representatives favor and advocate lynch law, but since actions speak louder than words, their congressional and senatorial actions in opposing all proposed legislation for the suppression and elimination of mobocracy, are calculated to lead one to conclude that these Southerners are ardent and devout adherents, supporters and devotees of the famous American pastime—lynching. The four worst and approve of lynching the Dixie law-makers trut out the ancient and extinct doctrine of "states rights," as if this doctrine were not intered at the termination of the Civil War. But, in assuming this attitude, these Southern solons are quite inconsistent and unreasonable, for the reason that they favor and swallow federal invasion of states rights at one time and then oppose it at another time. Practically every amendment to the federal constitution, particularly those enacted since the fratricial struggle of 1861-5, "inades" the domain of states rights; and, with the exception of the 13th, 14th and 15th amendments, which are in a state of innocuous desuetude, the South has gullibly swallowed all of them and more! The 16th amendment, dealing with the levying and collecting of the income taxes, meets no organized opposition from Southern sources nor solons. The 17th amendment, which tells the several states how they must elect their United States senators, creates no noticeable furore and wild-eyed agitation in Dixie. The 18th amendment, (Let us pray!) that national act that tries to regulate a man's appetite and that has for its purpose the making of a Sahara out of the several states of the commonwealth, is a direct invasion of the individual rights and prerogatives of the Southern states ran a manation to see which one would be the first to ratify this particular "states rights invasion" federal statute. These same Southern solons vote out millions of dollars every year for the enforcement of the 18th amendment, and most of them endeavor to move hell, heaven and earth every time they hear of the violation of this particular amendment—this amendment, which is the federal government police powers in the several states, Dixie included. Can you beat it? Perfectly willing and amenable to a national law that invades the domain of the several states and even prisoners and cases out of the courts of the states, just because some Tom, Dick or Harry made the "apple-jack", or sold the business, even if the federal government "up on some certain brand of "moonshine" or the "real stuff"! But when it comes to proposing a law to safeguard the lives and protect American citizens from mobocracy and anarchy, these same solos—who are so submissive to the other federal amendments or so enthusiastic about and insistent upon their observance and enforcement—rant, snort and covort and proclaim that any law that would infringe on their rights would Judge Lynch, is ipso facto, an invasion of the rights of the states. Whenever the colored race in the South begins to ask and demand certain仁使able, constitutional and God-given rights, the cry is immediately raised that the "niggers' want 'social' equality!" Every time a bill is introduced in the national law-making body that will sooner or later afford the colored citizens of this country some redress from evil and protection from wrongs, these same people raise the hue of "states rights." The doctrine of "states rights" is as dead as Dodo, in so far as it delegates to the individual states the rights to do as they please, whether such policy and procedure be to the best interests of the republic or not. These same solons have another argument against the Dyer anti-lynchning bill and that is, it is unconstitutional, null and void. Ben F. We always thought it was the duty of congress to pass laws, then permit the court, through regular processes, to make such constitutions. Miss Thelma Rouet, Sealy, who spent the holidays here, visiting her sister, Sherman Martín, left this week for her home. The Northern democrats, who expect to corral colored votes in the pivotal and debatable states of the North and border territory, will do well to tell their Southern fraters of the same politics. The Democrats, who are now spinning out in opposition to this anti-mob measure. Mrs. M. E. Jackson is all smiles with her New Year's present, a deed to house and lot at 241 Jefferson avenue from her husband. The Informer hates to see our Law congressmen attacking any measure that will even reduce mob-law in this country, and, while they may fool and joke their constituents by their opposition to the new law, they are also inexorable, immutable and unviolating law of retribution. POLITICAL SITUATION IN TEXAS Our journalistic contemporary, the Dallas Express, edited by the brilliant and scholarly John W. Rice, asked a very pertinent question in last week's issue regarding the political situation among the colored voters of Texas. After reproducing excerpts from an article of Colonel Rosecoe C. Simmons and commenting on it, the North Texas public wanted to know what "Bill" McDonald al were going to do about salvaging the republican party from the hands of "illy-white" politicians and manipulators, commanded and led by R. Political observers, writers and prognosticators are saying that the Southern representation was restored to its former basis in the national republican convention as a matter of political expediency; that thousands of colored migrants would perhaps resent the conventional disfranchisement of their Dixie brothers and sisters and that to coral this vote and support, the G. The next step would be to organize their forces and outline the line of battle. Many were the tricks and dirty practices indulged in by the "ily-white" leaders in Texas during 1920, but some have a hunch that the tribunal in the party will not sanction such procedure in 1924. No man can win a case without presenting it to a tribunal or some person duly delegated and authorized to sit in judgment on said cause. Will the colored republicans of Texas permit their case to be lost through default, or they will arise and with every vestige of manhood contend for their rights within the party of Lincoln, Dewey, T. C.-Political wares are busy trying to determine whether a commission of six Nigros means anything more than just being appointed. THE HOUSTON INFORMER, SATURDAY, JAN. 19, 1924 SOCIAL SERVICE BUREAU ASSISTS OFFICERS' WIFE IN PAYING HER TAXES On December 4, 1922, Mrs. Marty Jones, wife of former Police Department Jones, applied to Social Service Bureau for assistance with her taxes. Mrs. Jones explained nature of case to the colored worker. Worker, knowing that Mrs. Jones has been struggling hard with her tax problems, asked to assist, as it means so much to every individual to own a house. Meaning that Mrs. Jones is the secretary of police department, asking if that department sets aside funds when they are in need. The police secretary and they did not have such a fund, but that the department was able to help. On December 28, 1923, Mrs. Jones' case was discussed at police meeting and it was decided to refer case to city council. Same day Mrs. Jones was given check for $8 by the bureau, and on December 28, 1923, the city council, in considering Mrs. Jones' case, decided to give her $245, and the service Bureau to pay Mrs. Jones the amount, which was tendered the race woman on January 4, 1923.
