Fore's Fish Market, 2714 Odin Avenue, receives many inquiries and orders for fish from foreign readers of The Informer, largely because of the ad appearing weekly in this paper. Writing to this fish house from Normangee, an Informer reader says: "I am writing to get your prices on fish, and the kind of fish you handle. I was glad to find your ad in The Informer, and if you will ship small orders of fish, I shall be a regular customer." That it pays to advertise in axiomatic and 'all progressive business men have long since realized that printer's ink is the best thing to employ to remain in business. A golf course for members of the colored race, located on a beautiful site near the city, is being proposed here, and while the promoters are not desirous of divulging the location just now, the course is already laid off and golf is being played daily. Aside from the golf course, a beautiful grove adorns the place, making it ideal for outings, picnics and other forms of outdoor amusements and entertainments. The conductor of this column inspected the site last Saturday at a natural beauty of the site and its possibilities, under proper management, as a golf course and social center for the better and best class of colored residents of Houston. Worth, Texas, April 30, 1929.—The report of William Madison McDonald, appointed by the court as receiver for the Baptist Missionary and Educational Convention of Texas, made at Mt. Zion Baptist Church, at the special meeting of the convention by the receiver, showed the convention's liabilities at $68,988.89; and revealed a shortage of $25,840.16 of convention's funds collected during previous administrations. "Several 'hot checks' form a part of the record read by Mr. McDonald, which follows: On Oct. 21, 1921, there was a balance in the F. and M. Bank of $ 8,614.25. From Oct. 24, 1921 to Jan. 21, 1929 there was deposited in the F. ORPHANAGE HEAD HOUSTON VISITOR REV, W. L. DICKSON, founder and president of the Dickson Orphan Home, Gilmer, spent last Saturday morning in the city, marrying as Friar m. and leaving for Dallas at 12:01 p. m. During his first two hours in the city he collected two checks totaling $500 for the orphanage. These contributions were made by wealthy Houtonians, who are regular supporters of the Orphan Rev. Dickson stated to an Informer reporter that he was enthusiastic over the prospects of the state taking over the home, and that prospects are bright for a bigger and better institution for the state taking ill-veined colored children of Texas. White Man Flogged By Court's Decree New York City.—(ANP)—Efforts to have the lafen striken from the sentence imposed on Jack Nafte, a white man convicted of whipping an African native to death, proved faithful and Tuesday the white man was sentenced to death. A dispatch received here from Pretoria, South Africa. When Nafte was tried and sentenced, endeavors to have the order of the court changed and carried out was made known, as opinion as to the matter was divided, but the judge stock to his decree in the sentence and it was duly carried. AMERICA'S GREATEST WEEKLY NEWSPAPER HOUSTON, TEXAS, SATURDAY, MAY 11, 1929 DUNJEE WINNER IN LIBEL CAUSE FILED BY PASTOR Oklahoma City, Okla.—(ANP)—A suit for $50,000 brought on the Black Dipatch and Editor Roscoe Dungee of this city by Rev. E. J. Cain, a local preacher, was thrown out of court last week after three years of litigation by order of Judge Willy Whip. The case in which for a time the Daily Oklahoma was a co-defendant with the Black Dipatch, grew out of the outing of Rev. Cain from the pittil of a local church. At the trial other余害逾限 brought out the Dipatch. It was permitted severance. In dismissing the case on a de- bate, the judge said he believed in freedom of the press. "No hostile public servant should object to justice by being placed in a man who is placed or irritated by his activities does not necessarily infer that he has been libelled." The judge said newspapers should not be licensed to publish unethical but he believed they should be licensed to freedom which would permit them to expose the truth and the facts on all matters. Washington, N. C.—(ANP) The herodom of James Hayes, a 14-year-old negro youth, prevented the drowning of two white boys here Thursday afternoon, when the white boy took too far out into the Pamplona River. Edward Thompson, age 9, and Clint Banks of the river and went in wading. Not knowing the truchawan sank from sight beneath the swirling waters of the Pamico. He when they came up, Hayes, who was working in the backyard of Dr. John Plummer, plunged into the river in the effort to save the boys. Despite his efforts, the water was impersonal by the current of the water and his own life was impersonal. He is well known among local charities and advertisers, and is regarded as a very valuable man in the par FIRST SECTION—NUMBER 51 Northeastern Life Stockholders Vote For Consolidation Baptist Missionary and Educational Convention of Texas Called Upon To Rally To Save Its Property and Credit Newark, N. J.—(ANP)—At a special meeting held here recently of stockholders of the N. or the north Life Insurance Company called for the purpose, the proposed merger of that company and Casualty Company of Columbus, Ohio, and the Liberty Life Insurance Company of Chicago, Ill., was ratified by an overwhelming vote, which was later made unanimous. Out of 10,000 shares of stock outstanding in the company, 9,475 were represented at the meeting. Of 10,000 stockholders, representing an ownership of 3,904 shares, were present in person, while 5,571 shares were in the administration held in 2,836, there being a possible objection of only 216 votes represented by proxy and about 190 votes represented by the administration. The required number of votes to approve the merger was 6,667 or more. The expected opposition to the proposed merger did not develop any objection that the proposal would carry. President Face read a complete and comprehensive report of the operation in addition gave a history of the conception and organization of the company, and absorbed the Lincoln-Douglas Life Insurance Company of Delaware, the stockholders of the Lincoln-Douglas which had failed to organize. It also chief opposition to the present mergers arose from those same stockholders who had been beneficiaries of the company. In the president's report it was also brought out that the combined company had more than $855,000 and assets of nearly $1,500,000, together with a capital in force of $26,500,000. Follow BY REV. E. Before the roll was again called for the vote the opposition widened and the vote was made unanimous. The support to carry the merger into effect were unanimously adopted and the opposition good feeling of all present. Stockholders of the Liberty Life will pass on the matter within the last week after which the whole matter will be submitted to the insurance department, who have been thoroughly conviverant with the proposal to merge with the tentative approval to the matter. Owing to the great amount of technical and detail work involved the company was effective until the last of May or the early June of the末年. The directors of the Northwestern met and elected Dr. P. M. Harry, secretary in addition to the latter. They also elected G. H. Heen, a present director of agencies at the company as a member of board of directors. Nine men were also chosen from the consortium to serve on the consolidated Supreme Liberty Life Insurance Company, as the actual consolidation place. and Educational has Called Upon To has Property and Credit debtors. This history is not complete and inassumch as it represents in great part the writing down of facts that exist vaguely and variously in the minds of persons who remember "way back when," some of the facts as reproduced in this narrative may differ from the facts as remembered by some others. But the Associated Negro Press believes that with the cooperation of Mr. Leonard it is performing a service in making available this much of a fairly authentic written picture of the Negro's histrionic activities. LEONARD Public Relations Representative of "Harden" (For The Associated Negro Press) Installation When "Harden" first revealed its pennual drama in the middle of last February, two of its ingredients stood out above all others as conspicuously a note thumbnail on a bank teller: One was its genius direction by a twenty-four-year old chap named Chester Erkin, and the others its wiping, animalistic and raw but wholly talented cast of sixty-old dark-shaded playwright. The latter fact, especially, was cause for no small wonderment among theater commentators. What made them laugh, and what made the bang noise accompanying the shattering of the notion that the Negro is originally the white, without honor histi For, with the possible exception of those in "Perry," the colored actor in "The Greatest Alive dramatic obscurity. Nor could his merits have been judged by that spiritualistic merit; the character was more true to Sean Connery; both merely palpeted him. But at no time before "Harlem" was the role he played; himself in the terms of drama he understood on Broadway and most easily recognized by the white world With such conclusions about the Negro actor in America history is inclined to differ so far back as 1789, when he was the greatest of all, claimed as the greatest Oblast of all. There are more than two dozen of these colored maids, so-called, in Hollywood whose position, ordinarily, are those responsibilities one attributes to a secretary, assistant business manager, and so on, found to be efficient, and trustworthy, these colored maids become the confidante, mother, confessors, and genius of the cinema passion flowers. One of these women, Ethel Walker, has employment with one other, a celebrity than any other. She has been personal maid to Betty. Compson for employment with the city by white and colored as the trusted representative of the movie company, the hundred fan letters each day for the star; has charge of the home, laundry, and kitchen of her bungalow dressing rooms and, may go away "on location," Miss Walker goes with her. Louis Thomson is still of much interest to Miss Lottie Pickford, sister of the famous Mary. Lotte, who has been mixed up inumerable ponds solely on Miss Thompson to look after her affairs. Her parties always present, whether she is guest or hostess. Every Wednesday night she presents table at the Apex Night Club, Curtis Mosby's colored fun renderings for Miss Pickford, or white parties present or not, she makes plenty "whopee." It is then only the cultivated artist of any one or group who has reached the intelligent and social attitude of thanking his God that he is unlike other men even while he recognizes that they have just and excellent cause for being grateful that they are unlike him. In the remaining two per cent whatever fees Negro lawyers obtain from the settlement of Negro estate are surely a small feature for drawing papers or filing reports.” Lastly, Mr. Davis is said to excoriate a mythical class of real estate operators who are declared to be “the unabashed of all those who exploit the Negro” and men who have “done nothing to improve the Negro’s credit and everything to betray him to the white sharper.” In response, Mr. Andrews presents the technical exception that there are no Negro real estate operators, that term comprehending a group of wealthy real estate buyers and sellers to which the Negro has not gained entrance. He shows that Mr. Davis was in error in describing Negro brokers and dealers in real estate as operators, but does not present any regulatory facts. Second: They have refused to pay employees at Houghton College. Third: They have wanted convention funds in questionable girls and boys, without consent of the convention. Fourth: They have misapplied and inappropriated convention funds without the consent of the convention. Fifth: They have sold convention property, the grounds and buildings of the convention. Sixth: They have incarcerated members of the convention. Seventh: They have borrowed money and piled up huge and unnecessary debts without the consent or knowledge of the convention. Eight: They have plunged the concession into wicked and unrighteous litigation. Ninth: They have maintained, employed and paid attorneys with consent without the consent of the convention. Tenth: They have been indifferent, to co-operate in an effort to prevent court sale of the sacred property of the convention, which has been accused of unlawful unmarried co-operation united and devoted labors of Bap- tist men, women, children and their families. They have excited, formed and stirred up religious strife between church, brothers and sisters of the Baptist Missionary and Educational Twelve: They have polluted our elections with wicked perfidy and uneducational rule; supernumerary and scolding the charter and constitution of the convention. They have abducted the proceedings or minutes of the Baptist Missionary and Educational Twelve: They have profiled the churches of the true facts which we had a right to know. They have abducted their positions here in this convention by refusing to attend and declarations of their own right to operate to the end that the receiver be advised to as the assets or liabilities of the Educational Convention or to offer counsel, and to help pay off the huge debt which they have incurred by which their corrupt and unChristian methods the convention is plunging. Fifteen: They have squandered the church unity, and ruined schools and colleges, plundered and Sunday school education, women, and arrection and driven public purposes of the Educational Convention of Texas. We are just out of a series of litter court trials in which we easily put our hands on the judge's arm to fly. For months we have been at sea to why the opposing court will lock and key on the secretary's books, but Alistair Preserve broke the seal of the convention and that some one had $25,401.6 of the convention's money. But our group our group is to sit down and permit a few high officials alist and plunder the denomination's mission and education. Robinson, district manager of American Woodmen.) I believe the first thing I will do is to define the word "Business." According to Mr. Webster's interpretation, the word means that which we do or that which engages the time, attention or labor of any one as his principal concern or interest, whether it be for a longer or a shorter time; a constant employment or occupation; as the business of Life. It may further be defined as any particular occupation or employment, engagement for livelihood or gain; a constant employment or occupation; as the business of trade, business of art, etc.; or a profession such as the practice of medicine, denistry, teaching, etc. Or it may be considered from an of financial dealings, such as buying or selling real estate or transaction. For our purposes, I shall consider business from the standpoint of affairs, concerns, transactions, engagement, employment, calling, occupation, profession, vocation, and office duty. In the last mentioned group, I am sure we may be able to classify any business that may claim our attention, and that we may be able to mount a studious nature or turn over acquire any great degree of reputation for their knowledge of business." A few such in a community can put the business in the rocks just as we can put an acquaintance by telling him every day how sick he expect him to be. No man would be a person who does not doing all he can to prevent failure and would in the next breath tell you he is going to fail. We are living in an age where we do not need to be terrorized by business buzzards; they can do us no good but rather add to the gloomy condition that already exists, if such crises. We need, as business men, to institute a constructive program and then follow it up a hundred percent with our confidence in the project we may institute. Any project started out with the idea that it will fail, in all probability will result in a failure. Evolution deliberate violation of fundamental law is a crime, and the violators are criminals. The 18th amendment provides the plain provisions of the 18th amendment are crimes. The officers are criminals, and the guilty of repeated commissions of that crime. They are like all the others, calls in "shaken" language for the enforcement of all law and the punishment all crime; but, like all the others, calls in "shaken" language for the enforcement of the 18th amendment or prohibition, but he does not mention the 18th amendment of cases of individual murder, but he does not specify the far greater crime When will we ever find an American in high position politically, with "guts" enough to speak the truth and the "whole truth" about this thing? Is it not clear to a man of Mr. Hoover's intelligence and experience that our tolerated and palliated crimes against the weak are responsible for our whole infernal excellence in crime? You cannot tell the criminal: "See here, now! You must stop stealing from everybody but Negroes, you must stop murdering everybody but Negroes, and you must cease your political corruption against everybody but Negroes." The criminal is too natural, too logical, and too decent to adopt a program like that. In the last analysis, he will not be able to draw a strict color-line for his crime; to him, stealing will be stealing and murder will be murder. He will steal where the stealing is most profitable and murder where the murderer is most immune. It is sound statesmanship that the best way to defend the strong is to defend the weak. A strict regard for the rights of the man farthest down is the best security for the rights of the man farther up. Nature has put us all into the economic and social ship; and a leak in the steerage is equally dangerous to the lords and ladies who ride in the cabin. If the ship sinks, the steerage passengers will go down first; the first-class passengers will go down a little later, but not much later. The American white man must see that there is no excuse from seeing the N.C. State University for advancement must include the Negro one hundred per cent. The unbelief of the people made him feel that his efforts were fruitless. Seeing so clearly the awful doom which awaited his people and nation, and their willful opposition, he wept sorely. III. Jeremiah's Prophecy in the Temple Court (26:1-24). 1. Jeremiah's solemn warning to Judah (vv. 1-7). The Lord commanded him to stand in a conspicuous place in the temple and proclaim the judgment which was about to fall upon them because of their sins. The object was to move them to repentance (v. 3). If they would not repent, God would-make the temple as Shiloh (v. 0). Just as Shiloh was once the dwelling place of the Lord and now fallen into decay and abandoned, so would it be with the temple. 2. Jeremiah on trial (vv. 8-11). (1) Cause of arrest (v. 8). It was for faithfully speaking all that the Lord had commanded. (2) The charge (vv. 8, 9). Thou shalt surely die. They charged him with a capital crime. According to this charge his guilt was twofold: a. Pretending to speak for God. b. Speaking against the temple and the city. According to this charge he was guilty of blasphemy and sacrilege. The one who prophesied without God's command was to be punished by death (Deut. 18:20). Blasphemy was also punishable by death. (Lev. 24:16). (3) The princes sit in judgment (vv. 10, 11). Matters of state were not entirely in the hands of the priests and elders, but were in part controlled by members of the royal family. 3. Jeremiah's defense (vv. 12-15). Threats of death did not deter him from preaching, but only made him repeat his message with clearness. (1) Reiterates his divine commission (v. 12). He plainly told them that he was God's messenger and in opposing him they were opposing God. (2) His exhortation (v. 13). He urged them to amend their ways and obey God and thus turn aside the divine judgment. (3) He gave himself up (v. 14). He did not resist the powers of government (Rom. 13:1). (4) Warns of fatal consequences (v. 15). He told them that God had sent him and that if they killed him they would be guilty of defying God. 4. Jeremiah sated (vv. 16-24). (1) The judgment of the princes (v. 16). They found him "not guilty." (2) The speech of the elders (vv. 17-23). The elders pled for Jeremiah and adduced two cases in illustration: a Miah (vv. 18, 19). Mieah had prophesied against Jerusalem, but King Hezekiah instead of putting him to death, repented, and thus turned aside the punishment which was impending. b. Convention of I have been closely watching and observing the course of events in our country. I don't know when I have missed a session of our convention. Especially I have been deeply concerned for the future. The Paris Session my mind to this meeting with my mind fully made up to vote for Rev E. L. Harrison for president and when I was in the office, I was in name of favor of E. L. Harrison. When the executive board met, my mind on the board elected another superintendent to lead me and my stead. However, it was all right with me, because I had made up my mind not to serve longer in that office. But I had the same right to vote for whom I wanted for president as any other candidate, but the enemies treated me dry. I said so in writing and sent the Western Star but it never appeared. When the officers were phoned for to come and drive out those who voted, I was told that I had night, I had gone home. My wife remained and was in the number of A Man of Prayer I am charged with being a man of prayer. I plead guilty. I prayed one year for peace in our ranks. I stood for peace, love and harmony. I worked and prayed the whole year for unity among the brotherhood. I knew Dr. Harrison did not get a square deal at Paris, though he had the majority. So I labored and looked and hoped and prayed that if both ran again, both would have a fair and impartial race. I went to Sherman, expecting that and nothing less. Dr. Wilson Fayored Me Because I voted my honest convictions I was thrown out of office by the Boone County jail, where he first died in Dallas in January, a department of evangelism. He also recommended that I be there were there and all they could be there, I failed, I recognized Dr. Wilson as my president. I cooperated with him and he was very kind to me. My wife and I went to Sherman with our minds made up this time to meet him. The Sherman Convention Pandemium. *reigned suprem.* Everything was confined. I wrote Dr. Wilson. Because I was not there to answer for myself, the enemies took advantage of my absence and did me another dirty deal. I am informed—took the position of superintendent of state evangelism away from me and gave it to my pastor. I raised more than $2,000 last year and received more than 400 souls into the churches and helped to make Dr. Wilson's administration a success, such as it was, and this is the way I was treated. You may never give an enemy out. He will wait for years to find a chance to do you up. But I am by this office as I was the other—I do not care one bit. I am not hurt. The more your enemies try to crush you down the higher God will send you. Daniel, Joseph, and Jesus Christ are good examples. Sermon In Macedonia Church I told Dr. Wilson and his congregation that Texas Baptists were rioted, and five of them killed the dove that had the golden egg; that Baptists were in the worst shape in their history; that we would not get rid of them; that all the conventions would split and some of the churches; that Texas was torn all to pieces. Fearing Execution Colored Prisoner Takes Jail Leave Port Gibson, Miss.—(ANP)“He hate to go, but I understand that my neck is going to be broken and this is the best way out of #.” was the substance of a note left for Deputy Sheriff Davenport by George Jones, who joined Jones was charged with killing Joe Williams when the car of Sheriff Bagnell, which Jones, a trusty convict, derailed the car during a monthary age. Deputy Sheriff Davenport was notified by Neah Neah talked to Jones on the street a short time before, and investigation showed that Jones had escaped from jail by driving his car and calling his cell and other jail doors. He had locked the doors after him. He was trailed Jones to the railroad, where the trail was lost. Deputy Sheriff Davenport stated that he had no assistance in the break for liberty, but had brought in jail a short time, and had been used in making the keys. HOUSTON, TEXAS, SATURDAY, MAY 11, 1929 CRIME'S CONTRIBUTORY CAUSES Due to the peculiar manner in which our entire race is rated and judged by the depredations and deeds of a few criminals in our racial contingent, our lot is the more difficult to bear and job the more onerous to perform. As long as able-bodied young men of our race, or of any racial group, are permitted to roam the streets in idleness day and night and endeavor to get by on their wives and supposed smartness, they are unable to produce a bumper crop of thugs, h jackers, rapists, murderers and criminals. There are entirely too Negroes in Houston who "toil not neither do they spin"; yet, apparently, they are living a life one while contributing absolutely nothing of a productive and constructive nature. Petty politics, apathy, indifference, moral cowardice and a double standard of citizenship, are contributing more to the criminality and delinquency of our group than any other possible factors; and even those in our own racial group who know these things, are as quiet as a clam and as docile as a lamb. In utter defiance and abject violation of the laws of the state, are run openly; and as seem to have some special privileges conferred upon them by the police and constabulary departments. Most of these dens and dives are operated, owned and controlled by men of other races, yet they are conducted expressly for our people. As a matter of fact, it is almost impossible for a colored man to occupy all of these criminals in Houston; yet they are doing a rushing and thriving business under the management and ownership of other races, mostly foreigners. We have often observed that more of our young men can be found in the dives, dens and resorts on Milam, McKinney, San Felipe and Odin, even on Sundays, than in our Sunday schools, churches and young people's religious organizations. We can also practically every Sunday in the year, but this is no brief for augmenting church attendance, but we merely cite it to show how we are drifting upon dangerous shoals and deserting the ancient landmarks of sobriety, honesty, integrity and right living. If criminality is to be reduced among our racial unit, these places must be closed, particularly where they exist and operate. We must be careful not to allow a full blast and become the meca for idlers, loafers and parasites (potential criminals), the entire race will be held up to the world as being criminally inclined, and our cause will suffer seriously. We are in the midst of peculiar times, and too many people are hunting something for nothing. They are resorting to dice, dominoes, checkers, policy wheels, bootlegging, hijacking and other means to get something for practically nothing; and where fortune goes against them some of them become desperate and a brutal murder, often in cold blood, is not the only way to do it. Let's enforce the vagrancy law of the city, and let's close all these clubs (gambling dens) that are thriving in Houston like the proverbial "green bay tree." If colored citizens in Houston would take more interest in the things that vitally and directly affect us and our common community, we could be an instrument of much force and power in clearing up our side of the fence, and in ridding our city and society of these crime breeders and their extremely large colony of devotees, followers and adherents. An adult boots and sane man who refuses to make an honest living but elects to try to live on his wits, is a constant menace to society, and stern measures must often be invoked and employed to get him in the right path and keep him straight. Resolutions deploring crimes, offering rewards for the apprehension of these criminals and depreciatory articles in newspapers are efficient, but not sufficient—we must remove the causes! "An ounce of prevention is worth a pound of cure," and that is just as true regarding crime and its suppression as it is regarding health and prolongation of life. One heinous crime can cause one towards precipitating clashes between criminals or disorder, bloodhed and civil upheavals in one day or night than can be remedied during a generation or two; and can do our racial cause more harm than we can rectify in several decades. Our peculiar Southern psychology is very unfair to the Negro race, in that the whole race is judged, rated by and held responsible for the acts of one criminal; yet if a white man perpetrates some atrocious crime, it is just that one person, and the entire community is judged, rated by nor held responsible for his criminal deeds. This method of judging and classifying our race is unjust, unfair and un-Christian; for the masses of our people are for law and order and against crimes and the agencies that contribute to and make for criminality. So people are usually impotent and powerless to remove the criminality causes, we can at least ask that such dives and rescues be patlocked and the sooner this is done in this city, the better it will be for all concerned. The Houston Informer THE 19TH REPORT OF THE NAACP By KELLY MILLER, Howard University, Washington, D. C. The Negro has very much to fight for but very little to fight with. The National Association for the Advancement of Colored People concern itself mainly with the question of justice before the courts. The report records effective interference in several cases, and the rights of individuals. Such cases involve the issue of murder, extradition and civil political rights. There was laudable endeavor to estop the Illegal exclusion of the Negro from the ballot in Texas, Virginia, Florida and Arkansas. The segregation fight, so gloriously won in 1917, was continued in specific features especially in the case of the Negro. It was $4,000, a sum which is small when measured against the task essayed. A people who want their rights ought to be willing to pay for them. The contribution for the year amounts to less than half cent per capita. It must be said that the association has made good use of the resources of the Negro. The meagerness of contributions may be accounted for largely by the absence for the year of any picturesque and spectacular feature. Where some flagger outrage has been committed or some drastic unfriendly legislation proposed the whole race becomes alarmed, and upon the excitement of the moment, will empty its pocketbook. The Negro has also inflamed the public mind. This leads to the suggestion that the great need is still the need of education. South where the ballot might serve a great protective purpose, it was taken from him for fear that he would use it vindictively. The prospect of a vote under the prevalent yil-white dispensation. The only defensive weapon which is left the Negro is the appeal to the constitution and the law. Although this appeal is not always successful, the resort. N. A. A. C. The award of the Union army and the pen of Lincoln overwheed slavery only because the abolitionists had previously denied the right to a full civil-military abdication of mankind. Thirce armed is he who has his quarrel sworn. The Negro's cause is just and righteous altogether. It is in alignment with the ten commandments, the golden rule, the law of the land, the constitution of independence and the constitution of the United States. No other foundation can be laid than the one which has been laid. However dark the present aspect of things may appear to be. On this foundation the one which are weak but our tactics are strong. The comprehensive ends of justice are not accomplished in the hasty enthusiasm of the excited moment but rather by deliberate, sustained and persistent endeavor. This organization has on different occasions called for large amounts to cope with some threatening evil, such as lynching, torture, or murder, no adequate response has been forthcoming. The Negro psychology is akin to that of Shakespeare's lamb, which he bears his passion as the faint bears fire which much enforced shows a hasty spark and straight in cold again. The report before me is a sufficient indictment against the race that it has no deep-seated interest in its rights. Indeed, if it were not for a few individuals who keep hammering at the race as a whole would become blissfully oblivious of such things as the N. A. A. C. P. keeps to the fore. Disfranchisement is still rampant, jim-crow cars are still rumbling through the land, separate schools have recently received the stamp of approval by the supreme court, residential segregation is extending its periphyseal year by year, and the results still exclude the black would be entrant. These are not the words of disparagement or dispair but a plain description of the situation. The Negro is too prone to rest satisfied in nugl compliance at his wonderful achievements, in deplored oblivion of their inadequacy, and in satisfaction with a few shells, picked up along the shore while totally ignoring the great ocean of trouble which lies uninvested before him. All hail to the N. A. A. C. P. It has fought well with meager instruments. But we must neither allow ourselves to be defeated by plainness nor depressed by the gloom of ever-awing difficulties. Several public-spirited race citizens of Houston have organized a citizen station survey in connection with a family station survey is being made by Jane O. Thomas, field secretary of the National Urban League. Funds in connection with the survey have been contributed by the Negro citizens of Houston. The purpose of this survey is to ascertain the extent to which organizations and agencies already embark on the development of the Negro population. It will also reveal needs that are not met by the existing building programs of scientific approach for meeting these needs. The effectiveness of this survey will be determined by the complete cross section of the complete life will be included in the picture. The survey of the Negro populationators that determine the conditions of the Negro community in its relation to the larger community, and has as a necessary requirement for intelligent planning and successful carrying out of a social betterment within the group. Such a survey, if well done, will not limit its benefits to the Negro population. It will also limit the general population by raising the level of the disadvantaged group. An aged bachelor, living absolutely excluded from the world, he yet insisted on everything being perfect about his unnecessarily large and pretentious mansion, and particularly was he fussy about his meals.
