BLAIR IS INDICTED EX-WORLD'S FAIR ATTORNEY AND LEADER IN MANY OF ST. LOUIS' REFORMS CHARGED WITH FORGERY The Fallen Man Goes From the Hospital to Court and Gives $10,000 Bond for His Appear- St. Louis, Dec. 4.—The October grand jury yesterday returned two indictments against James L. Blair, former general counsel of the world's fair, each charging forgery in the first degree. Each indictment is based on the alleged forgery by Mr. Blair of a deed of trust to secure a loan from the estate of Peter Blow, of St. Louis, of which he, as trustee, had charge. One indictment alleges that on December 10, 1896, Blair filed for record a forged deed in favor of Michael O'Laughlin and his wife, Joanna, to Louis A. Meyer for $12,000. Notes and property near Fourteenth and Spruce streets was given as security. The other indictment charges that on July 10, 1895, Blair filed a forged deed for $60,600 in favor of Elizabeth and John Dwyer and the St. Louis Trust company, their agent, to Otto Mersmer. It covered eleven notes and property at Seventh and Pine streets. The indictments also charge Blair with forgery of the seal of the St. Louis recorder of deeds. The punishment in each case ranges from ten years to life imprisonment. The indictments indirectly result from testimony by James T. Roberts, a former employee of Blair. An impression which prevailed that the crimes which Roberts charged were outlawed by the limitations, and that Blair could consequently not be prosecuted, was erroneous. Forgery in the first degree is not covered by the statute of limitations. Blair gave bond in the sum of $10,000 yesterday evening to answer to the two indictments against him. The indictments are the result of charges filed by James T. Roberts, an attorney at one time employed in Blair's law office. Roberts, who had become familiar with Blair's private affairs, secured certain papers and records on which he afterward based his charges that Blair was juggling the finances of large estates committed to his trust. Jenkins" a purely fictitious personage, to attest the documents. Blair characterized Roberts' accusations as a "tissue of falsehood woven around a few grains of fact." One of the indictments against Blair charges that, in a deed of trust, reputed to have been made by persons alleged to be Elizabeth and John Dwyer on property at Seventh and Pine streets, to secure a loan of $60,000, Blair obtained from the Blow estate $20,000 and the indictment is based upon the reputed loan. The other indictment is based upon the alleged loan on property at Fourteenth and Spruce streets for $12,000. When the information was conveyed to Mr. Blair that the grand jury had returned the bills against him, Mrs. Blair was present. She met the shock bravely and calmly, but made no comment. Blair immediately asked as to the nature of the charges, and when informed said that he had no statement to make, but would at once apear before the court to give bond. James T. Roberts, whose accusations against Plair led to the investigation by the grand jury and resulted in the indictments, was seen last night He said: "I don't want to appear as a persecutor or a prosecutor in this matter. I have gained a lot of unenviable notoriety since I appeared before the grand jury, and I don't care to say anything more at present. Article 1 and section 2 reads "Slavery nor involuntary servitude shall exist except as a punishment for crime, and such persons shall be duly convicted. All persons born in the United States shall be equally protected. No state shall make or enforce any law which shall abridge the privileges or immunities of the citizens of the United States, no state shall deny a citizen the right to vote on account of race or color. The constitution of Missouri, article 2, section 9, says 'all elections shall be free and open, no power, civil or military, shall at any time interf re to prevent the free exercise of the right of suffrage. All lynchers are murderers and violators of law; and are equally guilty as the person lynched Only towards will join the ranks with lynchers, the brave man will battle against evil and obey the law of conscience the law of God and the state laws. White men will help the negro to luch the negro, but the negro must not attempt help lyuch the white man some negroes could be at the gate of Paradise, and if a white man said to him, Down below is the best place, the negro would say, Yes, boys, I believe so too, for I know you knows, and down Bartimus goes. Lynching is worse than the Indians in the West, the superior people are those who obey the laws. The colored man or Indian, without home or education, and a loyal citizen, is superior to that white worth a million, well informed and yet lawless and dishonest. Some negroes especially in the southern states, the more ignorant classes of them are like other negroes learning how to lynch, but he is careful to shun the white man. The best method to check lynching and lawlessness is Christianity and christian education. No one believes that every person whose names are on the church book is a christian. All men and officers were strictly imbued with the value of christian education and good government, they would obe, and see that the laws were obeyed by others. Voting articles of faith: Article 1.—Shall the negro vote the democratic ticket? Art, 2—No, not now. Art 3.—Why not now? Art 4—Because democrats disfranchise re. roes. Art 5—When shall negroes vote the democratic ticket? Art 6—When democrats and republicans are the same, except in the name. Art 7—What do you mean by that? Art 8—I mean when the democrats do away with Jim Crow cars and put you in the posto fice as postmaster, and whatever place you can fill. Art 9—Democratic discrimination against the negro. Art 10—It is against you to vote the democrat ticket. You endorse disfranchisement and only menial labor for the negro. We have some democrats in the republican ranks, but they cannot deface the platform of the party. The democrats had more than two hundred years to make this a good country. Party-three years ago what was your condition? The democratic party offered you no schools, but under their sway you was an ignoramus and in a barbarous state. H. J. BURTON. Mose Mitchell, the barber at Steele's shop, took a day off this week hunting. Frank Gayhart, one of Sedalia's own boys, has returned to our city and is the guest of his sister Mrs Richard Saunders. The democratic cry of Negro domination is a misleading term. What the democratic party really means is Negro degradation or humiliation. The democratic party does not fear negro domination, but they do desire negro degradation. The American negroes are on the upward march to the higher plane of man and womanhood. The American negroes, since their emancipation by the republicans, are living purer and better lives, and becoming educated and more intelligent, are seeking gher and better things in life. But Gorman and his followers are bitterly opposed to this aspiration in the negro, and in order that the democrats may impede the upward march of the negro, they raise the cowardly yelp of "Negro domination." Put while a just God sits in glory, the democratic party will never succeed in its damnable efforts.
