Special to the Afro-American Amphibians, Md., Feb. 12—In presenting the budget for 1921 and 1922 to the Legislature here on Wednesday Governor Ellen M. McCarthy increases in teachers minimum salaries was introduced. I have learned with concern that some classes of teachers feel that the increases are not sufficient. If this feeling is justified, I deeply deplore it, yet I cannot help feel that an increase, involving, as the 1921, 1922, and 1923 years, by the State of practically $750,000 more than the appropriations for 1919, 1920, with the counties matching these increases, is the minimum, is liberal, and THAT THIS AMOUNT IS CAPABLE OF DIVISION AMONG THE CLASSES ON A BASIS FAIR FOR ALL."
As the bill is drawn of present, colored teachers salaries are set at a sum averaging $40 per teacher. I propose to the Governor and Legislature that the Government and Legislature American and illegal, no doubt caused him to lose his position in the corporation is capable of division among colored and white teachers on a fair basis.
A special item of interest in the budget is the proposed appropriation of an additional $40,000 to the sum of $75,000 already available for a colored Tuberculosis Sanitarium. Site was selected at Towson some time ago, but given up on account of protest of residents.
Out of a total of $66,500, colored State institutions are to be given the following amounts:
Aged Men's and Women's Home, Washington Conference $500; Church Home of A. M. E. Conference $500; House of Good Shepherd for Girls $3,000; House of Reformation for Boys $10,000; Industrial Home for Girls, $2,500; Maryland Home for Friendless Children, $500; Maryland School for the Blind, $13,000; Mission Helpers, St. Peter Clavier's School $500; Morgan College, $2,000; Provident General Hospital and Pree Dispensary, $2,000; St. Elizabeth's Home for Children, $5,000; St. Katherine's Home for Little Girls, $500; St. Mary's Home for Little Boys, $500; Shelter for Aged and Infirm People, $500. Total $41,000.

Lexington, Ky. Crackers In Attempt At Lynching Meet Machine Gun Bullets.
Lexington, Ky., Feb. 16.—For one whole week this city has been full of suffle, threatening crackers of Fayette County bacon on Friday. The city has also have confessed to the killing of a ten year old white girl. Colored people have stayed within doors only transacting necessary business. The first mob formed in Lexington to set Lockett February 5th, and every day thereafter attempts were made until yesterday when a crowd estimated in number three thousand pushed the soldiers at the entrance of the jail. They reached the entrance, but retreated hastily when a machine gun cut down twenty of the headiers in less than a minute. The attack was wounded, and with a thousand regular and state troops patrolling the town no trouble was experienced. Lockett, was found guilty in 15 minutes, the jury not getting out of their seats. He will be electrocuted March 11.

Problems confronting the African Methodist Episcopal Church and the African Methodist Episcopal Zion Church, as well as the present status of the two denominations and policies that will be discussed at the forthcoming Quadrennial sessions of the general conferences, were gone over at the annual meeting of the bishops of the two connections, held here this week.
Not only are the general officers of both denominations present, but also many proclaimed ministers, in official positions. While the bishops were grappling with questions confronting the church, the ministers were holding with each other and in plausion for corporate candidates.
The meeting of the A. M. E. Zion bishops opened at the conference hall of the California Avenue Church, on Saturday afternoon, providing a Bishop George W. C. Clement is secretary. Besides planning for the General Conference, which meets at the Temple, the bishops for pishing 1,000,000 church drive to a successful completion were considered reports from the various general officers gone over. Dr. W. H. Goler, financial secretary, denomination, received the pessy year were the largest of the past quadrennium. The meetings will continue this Saturday. The comfort of the many visitors were looked after by Rev. J. W. McMoy and a committee of the members of the Denomination so much as religious, spiritual and the "House" as the ministerial and my visitors call themselves, numerous meetings, some of which were for the public. A. H. Hatwood the opening sermon. Special programs were rendered nightly. BETHEL CHURCH PRAISED With visits from all parts of the country hand Bedell A. M. E. Church presented a beautiful scene when the African Methodist bishops opened their session Thursday, with the beautiful applause that the church makes since its extensive renovation, Rev. W. Sampson Brooks, whohus pastorate, has gone again. The church has been instituted and $14,000 worth of improvements just completed, come in for many congratulations.
The opening sermon was preached by Bishop John Hurst, whose theme was "Christ in Relation With the Times."
"The religion of the past, the today, did not accustom. Today's religion was of the choicer and the closest and introspective. It sent men sometimes to mission fields and looked off for its task.
"Religion is reaching out its bible into the factory, shop and mine. Present-day, theology is humanizing and preaching, becoming a lost art, and theological seminary is of old, are making strong, enterprising, and virile, social and industrial upfit leaders."
The reedification of Bottled Church was the big event the program gave, morning B.C. S. Smith and Evans Tyree were the principal speakers.

The burning of mortgages covering the big debt on the church is the stellar event for this Friday night. A guest speaker at the church headed by Dr. J. M. T. Finney, presented the congregation a substantial check. They had intended giving toward the church's goal, but the congregation and friends raised the amount needed, they decided to give anyhow. Annapolis, Md., Feb. 12—Pending the Joint Meeting of the Senate and House Committee on Education to discuss salary appropriations, the Senate has widespread on the appearance of a committee from the Maryland Association for Social Service before-Senator Disasterors Committee of the Senate itself. With the hearing around the bush, the delegation told the Senators that the legislature must act and give teachers equal salaries, or colored parents through the imposition of the Court's. The present bill giving colored teachers lower salaries was said to be a violation of the 14th Amendment. The delegation will meet the Joint Committees of the two houses in the near future.

Atlanta, Ga., Feb.-Protesting that in increase salaries of the white grammar school teachers $30 a month, while the Negro teachers are raised only $10 a month, is unjust discrimination, a delegation of more than 100 Negro teachers to the board of education in special session and demanded an equal increase with the white teachers.
Wants Lynch Law Repealed
Charleston, S. C., Feb.—Representative Buckingham, of Alken, has introduced a resolution putting into a referendum of the general election the repealing of the constitutional clause, which authorizes the lynching of $2,000 from the county in which the lynching occurred, and for the county to sue the lynchers for the return of this money.

Belair, Md., Feb. 12—After victimizing several storekeepers,' in Harford County with bogus checks, Willis Williams is serving 5 years in the penitentiary. 'Williams' favorite scheme was to present a check to a county jail for goods, to store that he was working for a nearby farmer and the check was his wages. It worked in every case.

Arkansas Bishop Accused of Being "Pussyfooter."
Little Rock, Ark., Feb. 12—Surprise has been occasioned here in the announcement that the Arkansas bishop, M. E. Church, together with two other colored men, signed a petition to Governor Allen of Kansas asking for the return of Robert Hillus russia. The bishop's action is all the more explainable since dozens of Negroes were tried at once for the Arkansas bishop by the wholesale nine minutes. No white men have been punished for the riots, altho the majority was killed when the opinion here accuses the bishop of being a "pussyfooter," "it is known," says the report, "that colored men cannot get fair trial in Arkansas." The bishop has left Arkansas and settled in Oklahoma since the riots.

Tusha, Feb. 12—Indicative of the headway being made by the demobilization of the militia, was the last week of Frederick Douglass and E. J. Saddler, both colored men from this city, as delegates at the State Democratic Convention. Women and the two colored delegates received a hearty welcome.

Chicago, Feb. 12—Declaring their right to live anywhere in Chicago, 1500 persons meeting in St. Marks M. E. Church, passed resolutions to hold on to the homes purchased on Grand Bulevard and other avenues, and to prosecute charges against crackers, who recently bombed several colored residences.

Gary Ind., Feb. 12—Six thousand and colored workers here in the mills benefit by the recent increase that makes a minimum wage of $6 per day, and gives workers relocation benefits. Groves are coming to Gary from the South and a colored company is busy providing them with suitable homes.

Governor Runyon has asked the legislature to appropriate $307,535 for Bordentown Industrial Institute.

Montgomery, Ala., February 11—Horace Chisolm, convicted and sentenced to death by the Birmingham Court, for robbery, Bruce Curran, and giving note advising that the Negroes had "learned to be hell for all white people that ain't right," was granted another trial by the Supreme Court for evidence that the note alleged to have been written by Chisolm had been compared with his own handwriting. Commenting on the above the Birmingham Court, of Feb. 15, ediitionally: "The convicted man gets a new trial on a technicality, but death sentence was much too severe a penalty for the crime with which he committed." At the time the verdict was brought in by a Jefferson county jury. The Age-Herald commented on the trial as a miscarriage of justice for the crime, typical Negro-balters, the kind of men who are chiefly responsible for the continuation of race friction in the South, were highly incensed and even threaten to get offending paragraph.
The ignorant, narrow-minded juror, blinded by race prejudice, is a curse to the South."

ANTI-MOB BILL
Louisville, Ky., Feb. 9—With a mob of crackers facing a rain of machine bullets in the effort to lynch a colored man condemned to Louisville, Kentucky, the lower house of the legislature in session here passed an Anti-Mob Bill here today by a vote of 62 to 24.
The bill death or life imprisonment for lynching, two to twenty years imprisonment for attempted lynching, and dismissal of sheriffs and deputies who allow prisoners to be taken out of their hands. It is opposed by Democrat who argue that lynching is only invoked by rape.

Lonville, Feb. 12.—The local Internal Revenue called up Mrs. Loussie and passed on a note that had passed an examination for clerkship with an average of $1. When she reported for duty, the manager her down, Jodot, that she was white.
Three Whites Assault Girl
Goldshorn, N. C. Feb. 12.—"If I had say on the jury, I could never have found such a verdict as you rendered, and if you found it possible to render a verdict of guilty in this case, then you stop prosecuting colored men for shooting craps and stop lynching for committing rape."
The foregoing rebuke was made by Judge Bond to a white jury when it brot in a verile of not guilty in the cases of three young white men charged with criminal assault on a fifteen year old girl, also white. The men were then released on $1,000 ball each on two separate charges of violating the prostitution act and one for violating the juvenile act.

For aiding one of his church members, Miss Christine Thomas, in Illinois for $10,000 damages in Anderson S. C. recently against the Woodworth Company, D. S. W. Batchelder pastor of the Baptist Church in the city is a refugee here in Baltimore. His family is still in Anderson.
The minister told his story, before a sympathetic audience at the week meeting of the Ministers Conference at Union Baptist Church last Monday, he will settle in this city, and bring his family here at an early date.
According to Rev. Batchelder, who was called to the Anderson charge from Roechester, N. Y., crackers, the city threatened his life because he lent influence organizing the brand of the X. A. A. C. P. He received anonymous letters, drawings with, e.g., skull and eauxhones by the scorn and was only saved from personal injury by a personal bodyguard furnished him by his congregation.
When Miss Thomas, a college graduate and school teacher, was set up as a clerk in the city, she blouses and severely beaten for alleged shoplifting. Rev. Batchchee, a minister, was charged with the city court. Crackers in the city were again incused, because as the wife of a white man, she was written against blacks and whites against whites. This is a white man's country, the city court said. She is self of a colored woman, unmarried white man. Miss Thomas was altogether unmarried and she aroused the men of the city county to do so. She was tried for that if "colored men expected the love, loyalty and devotion of colored women, they would have been treated in the honor and in their virtue." Miss Thomas had her case $24 damaged. The case cost her $40.
Knowing that the white man, Mr. Anderson were formed to lynch Miss Thomas in the organization of the N. A. A. C. P. previously, friends of the Batchchee minister had been taken away and reached Lynchburg, Va. when the mob, in which were to be some of the city officials arrived the minister had been taken away and reached Lynchburg, Va. in safety.
Several weeks later, Rev. Batchchee, the affairs having previously written his wife by registered letter of his comp. and armed men who guarded him pull the out going train came in and set, across the state line with the three South Carolina again.

Principal on Tuesday of the work being done at the school, and later were the guests at a special meeting of the county Commissioners. The board was lined in. To a representative of the Afro-American, Mr. Dashields said: I am confident Robinson is innocent of the actual court charges; I will not charge a fee for my expenses in taking the matter to a higher court.

Captain W. Brown is not a well-to-do citizen, as some have considered him to be, and has not been able to pay an income tax within the past two years because his income from extensions run to Broyles, Clerk and total $2,500; either in 1918 or 1919.
last Friday, to show cause why he should not pay his wife, Mrs. Susan Brown, $20 a month her suit for a partial divorce. He was ordered to pay his wife $10 a week for the present. Attorneys W. Ashleigh Hawkins and Edwin T. Dickerson, the latter white, and Mrs. Wolf, also white, appeared for the captain.
Mrs Brown told the court that, she and the captain lived in the same house, 2103 Drud Hill avenue, their relocation was approved that had an apartment rented out that brot eight dollars a week, and admitted that she had $1,300 in bank that had been saved from sewing.
Mr. Langley told the court that he was a partner with Captain Brown in the ownership of the steamship "Starlight," and Brown's Grove. He said no books were kept, he and his partner just bought the steamship. If any, at the end of a season.
Captain Brown testified that he and Mr. Langley only allowed themselves $500 a year as salary, and he said that he would not be heard. He said that the present steamer "Starlight" was bought for $17,000 out of the insurance money received when the first steamer arrived at Port Hood. The steamer is now worth about $30,000 be said. He could get no insurance on it, however. He needed the statement made by the insurance company, $40,000 last year, adding that he had no recollection of such a conversation.
"I would sell the boat and grow for $50,000," he said.
He said that he had no other investments besides those in the excursion enterprise, and had only about $100 in bank. He testified that he had to dispose of his Government bonds a few months before to pay of his help for January. He was asked how was it that he and Mr. Langley kept no bonds, and cannot keep them myself, and I did not have enough money to hire a bookkeeper," he replied.

According to the testimony the bank account and the steamer and grove are owned by Brown and they are in the former's name. Judwain, in ordering that testimony he paid all alimony not testimony he paid in the show that the captain could pay a larger sum. He indicated that he could pay more, other provision if he could show that, Mr. Brown was able to pay more.
George Boutte, a member of the vaudeville team of Boutte and Carter, was given 27 days in jail by justice Brendel, at the Northwestern Police Station, last Friday afternoon, in default of a fine of $25 and costs for disturbing the person while he will be given the drug treatment in the jail hospital. Boutte played at the Gayety Theatre week before last. He was left when the show departed. The next day, he was taken to Smith's Hotel, where he was shopping, being apparently under the influence, of some drug. He came into the Afr-American office each day last week until he was sent to upio on Tuesday of last week, he was dismissed the next day.
He was "off" last Friday morning, being especially anxious to go out and Drudgill Jill anxiously. He told passshery that he was the wealthiest Negro in the world and that he was arrested the same afternoon while rolling in a snow bank. At the Northwestern Police, Station, He was arrested the same afternoon Justice, Brendel, he began his rambling talk, and was taken back to a cell as he shouted, "I am the greatest Negro in the world." Colored Corporation To Build One Of Chain Of Movies In This City.
The Avery Corporation a million dollar enterprise organized with headquarters in Boston, Massachusetts, to build and operate a chain of nineteen moving picture theaters through the country.
The company in Baltimore the chain will teach Richmond and Norfolk, Virginia, and thence by way of Charleston. S. C. extend in the principals to be of brick and steel, to measure 1,500 feet seating 55,000 persons and costing $55,000.
Plans for the nineteen theaters, architects, and erected by colored contractors. A candy and ice cream parlor with tables, and music will be a part of the equipment of the managers and managers will be all colored. C. Henry Robbins, William Reed and Dr. Alfred Pulsil all well known colored business men of Boston are the directors. A Cobble of Philadelphia, R. G. Jones of Philadelphia, E. B. Taylor of Baltimore are some of the directors.
Druid Lots Transferred
Joan L. Murphy, white, transferred yesterday to 10 lots opposite the M. Y. M. Center. The theatre company also white, which will erect a $250,000 Theatre for general people. Residents in the neighborhood are encouraged to digit the permit to build before he city council and Mayor. When the building permit game begins, Monday, Mr. Maternum must refer to it to the committee on Police and Faith to give objectors a chance to oppose it.

JAMES JENNINGS DEAD
James Jennings died at his home, Bristol, on September 18, 1895, following an illness of some months. The deceased was born in West River 70 years ago, but had lived in the city during the Civil War he served in the Navy during the Civil War. The deceased had been an active church he is survived by a widow, children, three nieghbors, and a brother, Daniel W. Jennings; of Boston, Rev. Martin C. Jennings, Rev. K. D. Characterizing the constitution under which the proposed merger of M. E. Church South would operate as unfair and prejudicial to the interests of the colored contingent, Rev. Des. M. J. Naylor and Ernest Lovin would union as proposed by the joint commission at Louisville, before the weekly session of the white Methodist ministers of the city at Eustaw M. E. Church Monday. They have been invited to present the views of the colored membership regarding their status under the proposed unification. Rev. A. J. Might and W. C. Johnson, with M. E. Church's approval for the stand taken by the two ministers. Rev. Dr. West, white, told the gathering that the space, but not the color, should be argued against. Rev. J. E. Hesse and oth- white ministers asked questions to clear up some of the points made by the principal speakers.
Dr. Leon called the proposed constitution a quietly constructed document, with traditional prejudices against the race. "It would be far better for world-wide Christianity to be said," he added, of the Methodist Episcopal church, if we have no unification, than one with race prejudice, sectional discrimination and unwarranted assumption of race superiority, during the present theoretical status of equality that the colored membership enjoys in the M. E. Church with the tentative plans proposed for the Negro by the joint convention on united race on said;
"There is no constitutional barrier in the Methodist Episcopal Church to the employment of any of the high priests of the church, and to any may aspire to them with perfect ease, freedom and equality. In the proposed constitution the very opposite is the case. It proposes by constitution a consecrated black man. A reception at St. Monica's
A reception to all those who took part in the recent rally at St. Monica's Catholic Church, Hill Street, Nebraska, on Friday evening. Rev. J. Henry Doryse is the priest in charge.
Interested in the great campaign Betted Church is making to pay off its mortgage, a group of white men assigned by Dr. John M. T. Friar, a professor of finance at Brown University this week and asked him if he had paid off the mortgage, surprised to get the reply that the $22,000 mortgage was in the hands of the testees of the church. Dr. Friar would attend the mortgage learning Friday night, and bring their check just the same.

The episcopal address, written by Bishop S. Flipper, was gone over, section by section. It will be read at the General Conference number of the bishops of both denominations are expected to fill local pulpits this Sunday.
Sidelights On Bishops' Meeting
John C. Dancy, who holds the position of secretary of Church Extension for the A. M. E. Zion Church, is widely known over the country. He was Favorite for words for the number of years and has been a delegate to a number of Republican National Conventions.

Cullis of Washington, has found time to, think of the offer of many of his friends to back him for the bishopric in the A. M. E. Zion Church. W. Mance, president of Alton University, Columbia S. C. is one of the few coloured men said to be a governor. Governor Cole L. Blease, of that State, the men were boys together, but that difference in blueses' polish toward the Negro. A little too over confident as to the superior strength of their team, the Dumbar High School in Washington Monday and were defeated in a fast game by two points. The Mackenzie High School team and their failure to back their shots and also to back up the shots of their opponents scored a close score. With about five minutes to play the Y Lads had a number of shots at the basket but the Mackenzie team was unable to anxiously on the part of the large crowd who did not expect the High School lads to be able to score. The Green of Dumbar H. S. was not closely guarded by Brown and made five field goals in the association quint. The School boys played a bang up game into the end, covering the ball down the field with good team work. Johnson and Brown of the Capital City team also came in for three field goals, scoring each making three field goals.
With about five minutes to play, Shade went in for Lyles and violin for a five game in the two points needed for the Y team to tie the score but without success. But, Shade backed up the shots and played two men at times due to the absence of the players they should. Harris was closely guarded and only made four field goals. Taylor played the floor in goo and the attempts of his shots. He scored four out of eight free throws. The High School kids made two out of eight free throws by the Y, M, C, A, Team. The crowd packed the gymnasium and the cheers were pure delight. Harris and one by Lyles were the features of the guards.
