To Pass Upon Teachers' Salaries Annapolis, Md. April 1.—With the Education Bill safely passed by the Legislature and signed by Governor Ritchie there remains absolutely no chance of county teachers getting a fair salary for the next two years unless the le- gality of the budget appropriation is tested in the courts. COLORED SUFFER ath Toll May Grow As Communication Is Re- established As far as can be learned from the persons most interested in bringing the salary scale to the office of attorney and legislature, this is just what will be done. It is pointed out now that the bill has been placed in the hands of a competent attorney who will recommend what are the best options. No doubt exists in the minds of many persons that the State appropriation Bill as far as it relates to the education and to the appropriations of funds for higher education for colored people is un-American and unconstitutional. To make this proposition more for the purpose of education and one that skilful attorneys are now spending sometime on. Church Divides Over Movies Knoxville, Tenn. April 1—Trustees and pastor of Mt. Calvary Church, E. Jackson avenue, have divided over the question of motive. Chaney agreed to urge his members to attend a moving picture and vaudeville house and in return the white manager and the rest of the proceeds during the entire week of Monday, April 12th. In a public statement, the Deacons' Board displeased the pastor's action declaring he was turning the church into a Devil's playhouse. Baptist Meeting Adjourns The Baptist Preachers' Meeting met at Perkins Square on Monday morning and after passing resolutions regretting the death of the late Rev. P. C. Preferred Death To Wilmington, Delta, April 1—Lee Abrahams, one of the three men convicted of manslaughter in the General Sessions Court last week and sentenced to 20 years in prison created a sensation in the court room when he was jailed. The Judge finished speaking and said in a loud voice, "Judge, Honor, can't you make it a death sentence and let them electrocute me? I'd rather die then stay in jail that long." The Judge refused to change the sentence. Another strange incident of the trial was that no one of the three men had procured counts. "The News" editor declares he became suspicious when he met Frederick Douglass, as planned, and he was led to assert the fact from the British Consul. Teacher Guilty Of Assault Pittsburgh, Pa., April 1—Hilda Bruce, white teacher, guilty of assault for striking eight year old Armand Wright, one of the two colored pupils in her class. The Bruce University she was forced to in having colored children to teach anyway. Memphis, Tenn., April 1—Mrs. Abbie Ribbons, wife of Rev. J. W. Ribbons, pastor of Metropolitan Baptist Church, was acquitted by a jury on the charge of attempting to kill Miss Minnie Williams, organist, and admirer but the law was voked. St. Augustine, Texas, April 1.—All known records involving legal execution were shattered here last week when John Hood Price was hanged for the murder of a white man accused of murder and arrest. Price was captured last Tuesday at 4:30, indicted by a special Grand Jury within an hour and sentenced to death at a night session of the County court. At 11 o'clock Wednesday morning, 3,000 persons gathered in the public square to witness the hanging. Anne Arundel Republicans Organize Annapolis, Md. Rev. Chas. A. Tindley the entertaining pastor, Rev. T. H. Kish, Princess Anne, Md., Rev. D. A. Hargus, district superintendent of Cambridge, Cambridge, Rev. J. N. Kish, of the Centerville district were elected as delegates to the General Conference, to be held in Des Moines, Iowa in May. Memorial services were held for Dr. W. A. Idout, Marlton, W. D. Whitman, Ortec and Bishop Alexander Camphor. "The conference elected J. M. Dickinson, of Salisbury, secretary, E. O. Parker of Princess Anne, statistical officer, and W. W. Helton of Snow Hill, treasurer, Bishop Matthew Hughes of Oregon presided. "At the meeting Saturday resolutions were unanimously adopted opposing the proposed plan for unification of the North and East churches. There were few important changes in the assignments for the ensuing year. PHONE OPERATORS New York, April 1—Lead by former Lt. McKeala McKenna, colored citizens her are making a determined fight to get colored girls employed as telephone operators. White girls are scarce, and in some instances service has been crippled. We are sure that the employment of colored girls would precipitate a strike of white employees. Lt. McKenna suggested that they be given one of the ex-changes for themselves. The main official silenced by saying that white girls could be found to train them. To this last objection, Lt. McKenna replied that white girls are working side by side with colored girls without protest in stores and, factories over the entire city, and all races of both sexes are attending the same schools harmoniously in half the United States including New York. Montgomery, Ala., April 1.— Colored voters will not be permitted to vote in the Democratic caucus in the 11th. They may have a vote in the general election of November. GEN. RECKORD Washington, April 1.—The Senate Probe of the District of Columbia public schools is expected to continue for the next month. Sister Kate, a senior man above all whom the Parent's League want removed, will be called before the committee in the very near future. Mrs. Concile F. Book, the only School Board who was on the stand last week recommended that the colored public schools should have their full share of appropriations on the basis of the school tuition. The schools play grounds and took a stand for moving pictures and the theatrical entertainments in the school building as a part of community work. She also favored dances, school buildings and said, and said, "Today is going to dance. It is better to give them a proper place and chaparronge than have them go to other places." Mrs. Concile Harper from Mississippi the idle compliment that she was "clever woman." Dr. J. Hayden Johnson aroused theire of the Parents League when he affirmed that Dr. Van Schickk's characterization of them as one-child child, one-third savage and one-third shell-grabbing,publishing great results and it is said here that Congress will give the whole system a thorough overhauling causing theire of the R. C. Bruce and Dr. Van Schickk. **SCHOOL** Jacksonville, Fl., April 1—A university from school, the county of any similar institution of its kind is going up in East Jacksonville, known as Oakland. It will be completed by next fall. All of the work is being done by colored carpenters, plasterers and two stories high and nunnel Graded School number two. The stranger part about the building is that it built out of funds not at first intended for a colored schools. Two years ago, the legislature authorized a bond issue of several millions for the erection and improvement of white schools only. Seeing that they were discriminated against, the colored people secured injunction in the courts, restraining the county to loan the money to the ground that the people's taxes were being used for one race. The case never came into court. The white County School Board, after learning that the judge would surrender the county to loan the money to the ground that the people's taxes were being used for one race. Graded School number 102 is one of the brick structures being erected out of the fund. **Want Colored Conductors** Boston, Mass. April 1—At a hearing at the State House recently on a bill that would obligate managers of Street Railway Companies to extend equal opportunities for employment to all citizens it was polled out that colored men as conductors and motormen on account of their color. Great Victory For Justice Association Defeats Two Rattempts to Extradite Hill Hill to Arkansas. Kansas Executive Claimed Accused Man Could Not Get A Fair Trial. Topeka, Kansas. April 1—The resusal of Governor Kanyon of Kansas to turn the Hill to Arkansas for the authorities on writ of ex-privation is relegated here as the greatest legal victory of the National Association since the segregation de- cased "Hill was arrested in Topeka, Kansas on January 20, 2014, after planning to "massacre" whites in Arkansas in October," the newspaper received at the National Headquarters of the Association, the Secretary of the Association, the former governor, the former president of the Topeka Branch of the Association and present at the National G. P. J., who wired the governor to the Director of the N. A. A. G. P., who wired the governor to the Director of the N. A. A. G. P., could be represented by counsel to the case, the governor Allen stating that the Association would retain counsel on Hill's bail and a fair trial in Arkansas; that this fact was conclusively proved by the evidence of moving out of the County. Arkansas. a verdict of the last November, rendered by the jury, the jury's verdict were excluded of the twelve man sentenced to five minutes. Counsel for defense in five witnesses on the stand in defensible behavior and did not ask for a change "Senator Capper recommended Mr. Hugh T. Flisher, County Attorney of the State, to join the Association who fought the case there, without compensation. WITNESSES TORTURED "It was contended on Hill's behalf that he had no direct connection with colored people among Homesteaders. Some, Arkansas, by affiliates and depositions it was shown that the testimony brought through torture and that testimony offered by Arkansas authorities, who were recessive to the testimony, was heavier testimony. Mr. Fisher forced the Arkansas Attorney General to name the victim of Little Rock, Arkansas, was almost lenched and that a great deal of feeling and misfortune against Hill in Arkansas, organization existed." EXTRADITION DENIED "Following Governor Allen's denial of extradition, which was a great blow to the Arkansas authorities, counsel for Mill and the N. A. A. C. P. immediately took a train for Kansas City, Kansas, arriving there last in time to prevent the Arkansas authorities from securing a peril from Federal Judge Pollock for Hill's removal to Arkansas on the ground of Impersonating a Federal officer which counsel for the N. A. A. C. P. regard as a official and inconsequential charge. Judice Pollock refused to sign the papers and has set April 8, as the date for the hearing on the federal indictment. Fletcher, who married Jessica Neal, white, a trained nurse, announced that he will not live in Maryland. White Tenants Ousted Brooklyn, N. Y., April 1—The Unique Operating Co., Inc., which recently took over four apartments in Ascend, issued, notices on thirteenth-while tenants that they would have to move in order to give way to colored people. Eight families are now in each house, occupying apartments and moving from $40 to $77 per month rent. PRICE 5 CENTS Testimony Behind Closed Doors Testimony Behind Closed Doors Crowded Court Room Not Allowed To Hear Witnesses In Assault Case EVIDENCE FLIMSY Girl Could Not Identify Acused, But "Believes" He Was Assailant Special to the Afro-American Rockville, Md., April 1.—Facing a trip to the gallows or at least a long term in the penitentiary, Forrest Eaglin, 22 years old of 914 T. street, N. W., Washington, D. C. stood in the Circuit Court of Montgomery County here yesterday and told the court he was not guilty of criminally assasinated robbing Mary Sanchez, white, a native of Montgomery near Chevy Chase Club. Just July. He was sentenced to 29 years in the penitentiary but will appeal. Eaglin's lawyers James Hugh and Thomas Dawson, both white, attempted to prove an alibi. One of the chief witnesses in his defense, was Detective Edward J. Kelly, white, of the Washington Police Department, who investigated the case and expressed the opinion that Eaglin was not guilty of the charge hid against him. Detective Kelly's testimony was instrumental in preventing extracred and hand over to the Montgomery County authorities several months ago. Several other men testified that he was playing pool at the time in Washington. Evidence against the accused was altogether circumstantial. Miss Saunders asserting that she could not make a positive statement that Englin was her assistant although she believed "deep down in her heart" that he was the man. Englin was tried before Judges Ushur, Worthington and Peters and because of the nature of the crime, testimony was taken behind closed doors from which the public was excluded. The state rested its case on the fact that the accused man was seen by several persons near the place where the crime was committed and identified by several persons. The defense showed that police would get $3,800 by convincing Englin. The great Professor L. S. King, J. R. the man of mystery, magician, moving picture man, stage manager and chorl direction. He played one week at the Rainbow theatre, sometime ago. One week at the Star theatre, and played last week at Chichester Institution church. Dr. Kennard pastor. RENT PROFITEERS CAUSE COMPLAINTS Folks talk about various kinds of protesters, but the Rent Protractor seems to be a gentleman that is getting holder every day. Out in the 1600 block of West Lexington street a woman wanted to know from the landlord for She says he demanded $15 a week at a 15 acre street was sold for $15 a room at a 54 acre room was sold for $6 a room one on Camellet for $4.55 a week. He houses in East and South Fulton, which never brought over $15 a month, are now bringing from $25 to $30 a month. A colored owner of a house on the same street occupies one floor, rents out two, the other patents association charges, but allowing her a profit. Musician Dismissed Reginald Hamer, a musician, was arranged in the Western Police Station last Friday morning charged with certain knowing data over a long period. Last week, the street was arranged at the same time on the charge of keeping a disorderly house. The accused were represented by Attorney L. Davis, both cases were dismissed. Through Attorney Ephraim Jackson, Lloyd Forty entered salt in Chicago from New York and later divorced from Mrs. Cecilia Forty, alleging abandonment. FRIDAY, APRIL 2, 1920 BALTIMORE COUNTY Where the political control of affairs of a city or county is entirely in the hands of the white people, and colored people have no representation in city offices or county boards, it is difficult for them to get their share of the taxes expended for public benefit. THE AFRO-AMERICAN'S expose of Governor Bitchie's Budget for the State of Maryland is an example of how the colored people are robbed of their own money. Another example that shows the disadvantage to which colored people are subjected can be seen in the proposal of Superintendent Albert Cook, white of Baltimore County to spend a maximum of $803,000 in improving the white and colored schools of his county. Now there are according to the last census in round numbers 120,000 persons all told in Baltimore County, and one tenth of them are colored. By all laws of common sense and justice then, one tenth of school appropriations should be spent upon colored schools. But what is the case, Under Mr. Cook's plan $762,000 as a maximum is to be spent upon white schools and only $41,000 on colored schools. Under the law $76,200 ought to be expended upon the colored schools, so that in the final analysis the thirteenth thousand colored people may be robbed of last $75,000. If a criminal in Baltimore County were to steal $55,000 from the State bank at Towson, the Associated Press would flash the news from one end of the United States to the other, but a County Board of Education can do the same thing with out fluttering the conscience of the county or state much less the nation. --- PERHAPS THE GRAND JURY CAN DISCLOSE SOMETHING One of the most astonishing things about the recent disturbance on Druid Hill avenue, which resulted in the death of W. A. Scott, the shouting up of the AIFQ AMERICAN building, and the wrecking of a house on Saratoga street, is the absence of any official inquiry into the cause of the affray. Despite the fact that Scott an ex-soldier, intelligent, literate, and of a good reputation in the community, the police department gives the excuse that he was a victim of the night doctor scare in the bottom of the whole riot. Persons unacquainted with Scott might believe that statement, those who knew him, know that there is something he could bind the state's police. Quiet investigation brings to light the fact that night hawks, two of them—or in plain words two young white men attempting to become familiar with colored girls on the street was the beginner, unable to find these men or those girls, or will it be necessary to urge to Grand Jury to take a hand in it? WISDOM COMES WITH AGE Over the head of Bishop J. M. Monor of the A. M. E. Church, and two other prominent ministers of the Baptist demonstration not to speak of the Governor and leading white people of Arkansas, Governor Allen of Kansas has refused to allow Robert Will to be taken back (or Arkansas for trial). Arkansas colored folk knew that If Hill were brought back for trial in connection with the Helena riots, he could not get a fair trial, and Bishop Conner said, his son before their constituents for taking sides with Governor Braugh demanded the extradition. Us whispered that Bishop Monor could not have had a secret understanding to use Will to free the other colored men now in prison on various charges growing out of the riots. However, Bishop Monor could not begin that he ought not make secret arrangements about public business. Today he is an older and wiser man. HOOVER'S MAY IN THE RING Hoover's But it is in the ring. For some time it has been noised abroad that Herbert Hoover the man who fed Europe during the war, could have the Democ- ratic nomination for the pres- ident, he wanted and would not be offered the nomination. It was offered in him. influential newspaper like the New York World, normally Democratic, announced recently that it would support Mr. Hoover, no matter on who he was, or how he would double in the minds of many politicians that Hoover will get a large part of the liberal Democratic vote. What of the Republican? the Republican race so far are Wood, Lowden, Johnson, and Harding. With Wood the only national figure, and the smothered scandal of the General's pre-election battle, this little perceptible enthusiasm among Republicans for any one of the candidates. What. What. this colored voter? John Howe is on the fence and sitting tight. Campaign managers of General. Wood have been attempting to dislodge him, but this is a time when something else besides money exists. John Howe is diving to Robert Hoover, with the expectation that he would pull them out of the welter of words into which President Wilson has subscribed, watching. A late start does not always mean a poor race. --- Spots in the sun were said by a New York Scientist to be the cause of the recent Northern lights seen in the heaven, and another display for April 18-19 is predict- --- The Mississippi Senate ratified the Suffrage amendment last week while the Delaware legislature debated. It certainly would upset the dope if Mississippi forged head and Delaware uses valuable time in discussing. Can any good thing come out of Mississippi? The fellow that grows at Baltimore because it is not, as good it ought to be is growing at himself. A city is not only buildings, but it is folks. Speaking at Cincinnati, Ohio, recently, Bishop Harrill took a stand against the present plan ofification in a speech that ultimately provides for colored representation. Is there anyone, who does favor the plan? There is a church in Baltimore with approximately two thousand members, one in Philadelphia that has a membership of 2500 to 3,000, but Mt. Olivet, Dulphia Church in Chicago Ohio has a long known congregation in the United States. Most of them are new members from the South. They all cannot get into the church building if a different set attended each of the three Sunday services. The pastor accuses the school of "abandoned home," and everybody, who goes within one square of the church knows that the congregation is appreciative. Jack Johnson reached Calexico, Mexico Tuesday just across the international line. He had with him his wife, his nephew and his wife's maid, but none of them will save him from going to jail, once the U. S. corps get their hands on him. Friends of Jack have advised him to stick to bull fighting and leave the U. S. alone, which aken altogether is not half bad advice. REV. P. CARTER NEAL The sudden death of Rev. 12 Carter Neal is a distinct loss to the community, which needs Christian ministers of the type in order that the spiritual welfare of the people may be properly directed. A minister of liberal training, educated at Wayland Seminary, Lincoln College at Colgate University, and at one broad-gruped and in exemplar of the best of the older traditions of the Baptist church. Dr. Neal spring of a family of teavent Baptists and was an eminent to the Baptist ministry and to the chery of other denominations. He was decidedly a Christian pacifist as will be noted by his efforts to bring peace within the colored Baptist family and cooperation with white Baptists in his presidency, the Maryland Co-operative Baptist States Convention has been in a most flourishing condition. The church, the people and the community will surely miss Dr. Neal. THE MEEK UNDERIT THE MUSH A Presidence correspondent writes: "We realize that straight party voting in municipal affairs by the Negro has not brought any recognition from the Republican party. Because of his loyalty to the party in the past, he is considered a 'sure thing,' and has no chance of receiving recognition. Will you give us your opinion as to whether a sure thing is the answer 'nothing?'" If colored people in Presidence or any other city are determined to support a party whether it gives them good legislation or poor legislation, two jobs or two hundred jobs, then they need never look for any relief. Politicians are much like storekeepers. Meek patrons get underweight, the worse cuts of meat and sometimes spoiled meat. They get in good raises coin is looked after. In addition patronizing another storekeeper sometimes where goods are cheaper pays handsomely. Vote for a Democrat sometimes. Vote for a Socialist sometimes. Vote for any candidate of any party who will promise in advance to get done the things that interest you. men, and a colored man on the school board. When Republicans can't talk on this line, talk to Democrats, and if they won't listen the Socialist will. Talk to them, and then vote for the party or the candidate that will put the job over. NEGLIGENCE AND BLINDNESS For failure to comply with the State law requiring the administration of silver nitrate to the eyes of newly born babies to prevent blindness, a North Carolina law fixed $10 and deprived of her license to continue practice. The woman had two cases of bibies sore eyes recently in her practice and had not used the 'solution which is furnished free by the Board of Health. The consequence is that the two children will be blind for life. What an insignificant penalty for children who might have had their sight if the nurse had washed their eyes out with the solution two hours after birth. Two sets of parents who will mourn all their lives the affliction of their youngsters; several thousand dollars the State of North Carolina have had to pay to educate these children in the School for the Blind; all of this misery and sorrow and money for the negligence of a midwife. Out of every 100,000 white persons 58 are blind. Out of every 100,000 colored persons 90 are blind. Out of every 100,000 Indians 302 are blind. This means that the ratio of blindness for colored people is higher than that of white and lower than that of the Indians. The reason is partly that a large part of the colored population live in rural districts where medical facilities, diseases having blindness as a more or less frequent consequence may be left to run their course unchecked. Lack of medical treatment accounts for the higher blind ratio among the Negroes and Indians. Negligence and like that of the North Carolina midwife is at the bottom of fifty per cent of the $349 cases of blindness among colored people in the United States. MYSTERIOUS BODY IN FLORIDA Gets Behind Tardy Colored Voters And Brings Them Out To Register Staff Correspondence Jacksonville, Fla. April 1, — Florida is getting to be something else besides a Land of Flowers. It is becoming a state of the far South where colored people are regulating themselves to vote imprecedent numbers. What the organization is that is getting behind the colored voters we are not at liberty to say here, but it is an active, powerful force with sufficient money to pay the bills of our citizens who insist it yet and then sees that his mans gets on the books. To say that the white people are Negro registration is putting it mildly. All through the principal streets in the show-windows can be seen this plaid. "Mr. White Democrat, Have you registered? Have not paid your poll tax for 1915-19 If not so, do it now, do it today. Back of this registration by colored voters, is course the increase in the number of people that they can do nothing without suffrage. Added to it is the fact that thousands of white people from the North are spending their money in Florida for welfare homes. These Northerners are avowed enemies of any one party system and naturally resort the fact that the Democratic party in Florida, as in the South, is the party of political force. They are interested in the establishment of colored voters and are encouraging them. The death of Joseph E. Lee, the president of the National Judge of Jacksonville removed from the ranks of the colored people one of their best and strongest leaders. He was the first and only colored man elected Municipal Judge of Jacksonville and was an infinite friend of the late President McKinley. Strangely enough he was a native of Philadelphia but preferred to live in Florida, where for the past 55 years he worked in the gift of his party including, collector of customs, internal revenue, chairman of the County Republican Committee, committee of the Republican Committees and delegate to the National Republican Convention. People who know the political situation here are frank to say that Donald Trump will not be able to fill, but that the large colored vote for Florida in the coming election will be the major factor in bringing forward several candidates who will have to be recognized. April 1—Marryland 52 captured vehicles in the distribution of captured war materials, as ordered under the Wandworth bill which has passed the Senate in accordance with the number of troops unlisted from each State. The report shows limit: Maryland would get five 75 mm. howitzers six 106s one 120, six 150s, two 210s five 76 trench mortars, two 170s two 245s, 900 rifles, 120 machine guns, 52 vehicles and a great quantity of other materials, such as bayonets, badges and so on. To the Editor:— I saw your cartoon about the Norfolk people singing the vow off the BIRD Sunday, March 21 and it was cool. Let me mention that for real harmonious singing, the quartette of girls that sang at the M. E. Conference held week before at John at John Heard church. The blending of the low register, contratos with the high soprano and alto was to me a revelation. Women were want to take my hat off to them, and at the same time express the desire that they give a lover of the city their help be invited. WJS. J. W. U. To them, the mother of three children, who are forced to attend the rural schools in Charles County. The building schools in Charles and the teachers are the worst paid in the state. For these reasons I hope that the AFRICAN teachers organizations through Maryland will not give up the fight they have been making for better school conditions under the current teacher package in Kentucky took the school question to the courts and compelled the legislature to fathom quip accustomed teachers to make better children. If Maryland as a State stands 22 in the scale of illiteracy, the Federation of Women's Club of America stands first in "Americanism and justice toward the colored children of the State, in that it recommends equal opportunity for every colored child in the State." A condition that will make for the very best citizenship. Education is not only an economic but a national necessity, if the fundamental principles of our government are to endure. Therefore the children of all the people should be educated. "The goal is by which the No-GALLEY 6 girl can reach this end that there is for any other child. In the scheme of education, a teacher is an indispensable resource. If the child is to be taught a subject, time and money, their destiny must be placed in the hands of trained teachers. Any other student must be placed in the state and the nation. We cannot expect to get trained college teachers for a salary less than $100 paid the janitors of many white schools. The Federation not only stands for equal opportunity for the colored child, but it stands for equal opportunity for the white child, a fact was made known in the county commissioners on March 4th in the presence of a crowded court room of both white and colored children. The commissioners called Upper Marlboro for the purpose of endorsing the budget as recommended by the county school board. Mrs. Claire Gilbert of College Park made a magnanimous plea for unqualified justice to all the children in the state. One of the chief reasons advanced by the commissioners is that children in free American ideals is that they may become independent, thinkers, in order to safeguard against any pernicious propaganda that might arise in the M. F. WIGGINTON. Supervisor of Colored Schools of Prince George's County There Is No Race Prejudice in The Industrial Workers Of The World According to Benjamin Fletcher Who Is Alive. Everyone should be aware the Industrial Workers of the World commonly known and referred to as the I.W. W. has had hundreds of tons of paper and ink used by their enemies purposefully defrauding them, defining its efforts. Scores of its members have been murdered and even as I write hundreds of other members are laughing away their threats and insults throughout the country. It is generally accepted and correctly so, that the Industrial Workers of the World is not looked upon with favor by the Employer. This article is to the readers of the AFRO-AMERICAN is to put them in possession of the reasons why the organization is so vilified and political and "Labor Leaders" controlled by the employers. When the founders of the I. W. W. gathered together in that may be 1905 at Chicago, IH, and launched the organization they had witnessed a continual series of deceptions the Trade Union Movement for twenty years previous. A new salary scale for colored teachers in colored schools was put into effect January 1, 1920. Comparison of the two scales will help teachers save $30 more per month in every case than colored teachers for the same work. White teachers will come into the system at $29 per month, while colored teachers will save $90 per month. Colored principals with one assistant will receive from $80 to $120 per month, whites, from $119 to $150 per month and so on.
