Colored Mob Vowed Summary Vengeance On Whole White Population LYNCHING CHARGED Miami, Fin., Aug. 5—"If Chicago Negroes outnumbered twenty one, could stop race riots, Negroes equal to the whites, man to man, can an avenge a lynching," was the watchword of nearly one-fourth of the city's colored population yesterday when they organized, armed and threatened to wipe out white Miami. Only the arrival of the State militia prevented a pitched battle. The trouble started over the death of Herbert Brooks, charged with assaulting a local white woman. While being taken to Jacksonville for safe keeping authorities say Brooks jumped off the train and was killed. Colored people say he was lynched. The arrival of a body here was the signal for the rise of the colorization, who met his body at the station, attended the funeral in crowds and buried it with great ceremony. He was one of the most prominent Democrats in the country. Weller A statewide meeting of colored voters of Maryland will be called shortly, at which the attitude of Republican leaders in Maryland toward the race will be discussed. Rev. C. H. Stephan, chairman of the committee which was organized as a protest against the treatment given by the Browning administration announced that a preparatory meeting will be held at the Y. M. C. A. Tuesday night next at eight o'clock. It will be open to the public. It is planned to wage an active campaign against the Republican nominees in Maryland this fall. Democrats, while watching with interest the serious disaffection that exists among the colored voters, have made no effort to get support from the disaffected. Several leaders have told colored men, however, that they are glad to note the signs of revolt and it is right to protest against prejudicial conditions within the Republican party. These Democratic leaders seem inclined, according to the views of Entered in the Postoffice at Baltimore Md., as Second-class matter under the act of March 3, 1879. Africa, July 30. On the grounds that the problems of Africans are not the problems of colored Americans, the British West African Conference held in Accra recently voted, "to give fullest patronage to the Black Star Line, but to take no part in the program of the Universal Convention of Negroes, meeting in New York City, under Marcos Garvey, this week. In explanation of this vote, the Nigerian Times says, "Promoters can count on the heart-swined support of every same minded African. The inclusion, however, of a political plan such as the founding of a Pan African Empire is too obviously ridiculous to do ought also than alienate sympathy from the government. "The idea of independence of the Africans does not chime in with that propounded by Hon. Marcus Garvey. Africa will one day be controlled by Africans. The distinct African nations want a separate political entity, rather than being a part of the universal Negro empire. "Our humble advice to the Hon. Marcus Garvey and other members of great movement for Negro emancipation is that so far as West Africans are concerned what is needed most is civilization. Besides the Black Star Line (already in being) West Africa needs the establishment of banks, industries, schools, (normal aud vocational) colleges and an up-to-date University. These are the best civilizing agencies and the best means of speeding up the development of evolution. To do this, of building up an Empire, the bases of ignorance and civilization is but to concomitate the wildest of wildest schones." Rich. He said: "We shall not ask England or France not, or Belgium, 'Why are you here?' he said, "we shall only command them 'Get out of here.'" The mention of Belgium brought hisses from the crowd in remembrance of the atrocities of the Congo. What is good for the white man is good for the Negro, we believe, he went on, "and that is freedom, liberty and democracy. Two million black men were called out to fight that the world might enjoy the benefits of civilization and 400,000,000 black men are ready to fight the battle of democracy on the fields of Africa and no compromise to offer; the Negroes of the world shall do no less than strike for freedom. If the English claim England, the French France, and the Indians Italy, as their native habitat, then the Negroes shall claim Africa as their native habitat and shed their blood to maintain their claim. The impression "shall frame a bill of rights for the Negro race and daw up a constitution that shall govern the destinies of all branches of the black race. The bloodless of all wars is yet to come when Asia shall match her strength against Europe for the domination of the world. That will be the Negro's opportunity to will be the Negro's opportunity to draw the sword for the cause of African redemption." TO ELECT LEADERS OF RACE Besides the drawing up of the bill of rights the brief work of the Three bands provided music for the singing of the Negro anthem, "Ethiopia, thou land of our fathers."
