THE GAZETTE is the oldest, and has the largest bona fide circulation, double that of any newspaper in the interest of Afro-Americans, published in the state of Ohio, and comparison with any will immediately establish its rank as one of the NEWSIEST AND BEST in the country. New York City's great democratic organization, Tammany, certainly does "remember" its Afro-American contingent, and well, too, all things considered. See New York City letter elsewhere in this paper.
There seems to be a decided disposition on the part of the Springfield officials conducting the mob inquiry, to notify the people of the state in advance that nothing is going to be gleaned as a result of their "investigation." This is the usual result. We wish to notify the governor that the people of Ohio will not "stand" such "southern" nonsense, and are looking to HIM for RESULTS.
Rev. Charles Bayard Mitchell, of the First M. E. church, of this city, if reported correctly in our local columns, is certainly "on the right track," and as far ahead of the average white minister of intelligence and ability, as it is possible for a clergyman of that class to be in this day and time. We congratulate him, and regret it was not our privilege to have heard his talk of Monday last.
We sincerely trust that the heirs of the individual lynched recently at Springfield, will not get to "fussing" among themselves over the $5,000 due them under our Ohio anti-lynching law, as indicated already in the Associated Press dispatches to the daily newspapers of the country. The report may not be true, and we hope it isn't. The Associated Press liar is always a very busy man, we know, whenever any of our people's vital interests are at "stake" and whites will suffer any loss as a result of success on our part.
A white brute near Gainesville, Texas, recently (Jan. 26) blacked his face and hands but didn't do a good job on his ears, and assaulted a white woman, leaving her for dead. On the return of her husband she revived sufficiently to tell him a white brute had committed the barberous deed, and without a doubt saved several innocent Afro-Americans' lives. How many times this very thing has been successfully done in the last 10 or 20 years and how many innocent men of the race have been made to suffer—been lynched—as a result, only God Almighty knows.
A white jury at Vicksburg, Miss. last week convicted a white brute for assaulting a "colored" girl and the judge (white) sentenced IT to death. We will give the judge and jury full credit and believe this report, when reliable information has been received of the thing's death. White "men" have too often, in years gone by, at the south, been convicted and sentenced to death for the murder of Afro-Americans and criminal assault upon our women, only to be freed later on, on one technicality or another, to fool us into believing that this Vicksburg verdict will mean anything until that white brute is killed according to Mississippi law, and there are but few persons these days but know that there has been but precious little law in that state for Afro-Americans of late years.
OHIO NEGROES NOT "COWARDS."
According to the public papers, 12,000 colored residents left Springfield, O., while a mob of 300 hundred burnt their residences, and played havoc with their household appurtenances—Atlanta (Ga.) Voice of the People: Bishop H. M. Turner, editor.
Bishop, that was a "public paper" LIE, published throughout the country by daily newspapers fed by the Associated Press, for the sole purpose of creating a local sentiment, if possible, with a view to selling as many copies of their papers as possible. The only "residences" or rather "joints" burned, and "household appurtenances played havoc with," were those of low and degraded Negroes, largely from Kentucky and Georgia, particularly Atlanta, so report has it. And even this was an outrage upon law and order which Clarke county will have to pay dearly for; and a shame and disgrace to the boasted civilization of the "progressive" white people of the great state of Ohio, which we sincerely hope will load them, or at least the law-abiding of them, down to the point where good will result from it in the future. We have no more sympathy for them than we have for the black "trash" that caused it all—the riot, burning and lynching—with the conivance of Springfield's mayor, chief of police, that major of the state militia, and sheriff of the county. The fact, however, is that the decent Negroes of that city were neither molested to any appreciable degree in their homes nor on the streets during the time of the disturbance, pos-
sibly because the "levee," or bad section, was a part to itself and possibly because the white brutes, who constituted the mob, had sufficient sense left to know that nothing quicker than such an attempt would have brought out that black company, the best (and a good one, too) in the state militia, which the mayor kept "bottled" up in the armory for fear they would frustrate the mob's designs, and then there would have been "somethin' doin'" sure enough. Think of it, a mob of three hundred cowardly white men, out of a white population of 22,000, make 15,000 colored inhabitants run to the woods for safety.—Voice of the People.
Bishop, that is silly daily newspaper sensational nonsense upon its very face, and you know it. We haven't that kind of Negroes, in such numbers, in any large city of Ohio, or anywhere else in the world, let alone the United States. Then, too, there are not 8,000 Negroes in Springfield.
In Ohio they can exercise their franchise, have all their civil rights, and every law that protects any other man, and indeed nothing to make them fear, yet a mob of 300 drunken rowdies run 15,000 colored people away from their homes, while the mob burns and pillages their effects at will—Voice of the People.
If there was a shadow of truth, in the "running to the woods" story, we wouldn't say a word, Bishop; but there isn't, and you ought to have known it. Not even the "low-down levee" Negroes from Kentucky, Georgia and elsewhere, who were burned out, did that.
It is true Ohio Negroes "exercise their franchise" and an exceptionally large share, if not quite all, of their civil rights. More than that, Bishop, there isn't braver Negroes in American than live in the old "Buckeye" state, and, too, they are here in proportionately large numbers, when compared with the Negro population of other states of the union, or the world.
THE ANTI-LYNCHING LEAGUE'S RESOLUTIONS.
The following resolutions were unanimously adopted, and ordered sent to the general assembly, Columbus, at a regular meeting of the Anti-Lynching League, held Monday evening, at St. John's church.
RESOLUTIONS.
Whereas, after due investigation, deliberation and investigation, we, as representative citizens, are convinced of the infamous and lawless action of the leaders and mob in the recent lynching and burning in Springfield, Ohio, and of the utter worthlessness and disloyalty of the mayor, sheriff, and the major of the Ohio National Guard, in their failure to perform their sworn duties; therefore, be it.
Resolved, that we, the undersigned, through our representatives in the general assembly, respectfully demand of His excellency, Myron T. Herrick, governor of Ohio, proceedings against the leaders and participants, to punish them, and proceedings in the state supreme court, in quo-warranto, against Mayor Bowlus, of Springfield, and Sheriff Routzahn, of Clarke county (and Mr. Kirkpatrick, of Springfield, a major in the Ohio National Guard), to oust them from office for the palpable failure to act promptly in the line of duty and thus to have prevented what is now known throughout the length and breadth of the land as "THE SHAME OF OHIO"—the Springfield lynching and riot.

The "Fulton" Fight to Be Renewed—Editor Chavers' Fight on Attorney Wilbur King-Tyler's Change.
Columbus, O.—Some one has sent a copy of the Cleveland Leader here—the one containing a great "joss" of Henry Eubanks, on his mirth-provoking effort to make a speech the day the barbers' bill was up, several weeks ago. One reading it would think that Representative Hayes, of Hamilton county (Cincinnati), the other Afro-American member, had done absolutely nothing to assist in the passage of the bill. Eubanks' "tragic" effort is still the "laugh" among many members.—P. W. Chaver, of the Standard, was in Cleveland, the first of the week. He has been "roasting" Attorney Wilbur King unmercifully in his paper and it is rumored that a fight is not far off.—Ralph Tyler is now a stenographer on the local "State Journal." While the local ministers' union said nothing publicly, the members are known to be strongly against the Fulton appointment. The fight against his being retained in the adjutant-general's office will soon engage public attention.

Springfield, O.—The grand jury is continuing the investigation of the lynching of Richard Dixon and the destruction of levee property by fire. Many witnesses have been examined, among them being a number of "prominent citizens." Several evidently did not know much about the affair, as they were only detained a few minutes in the jury room. Prosecutor McGrew claims to be exerting every effort to bring the guilty parties to justice. The jurors are also asking questions, but from what can be learned no one has been found who would identify the leaders of the mob. Jailer Gregory alone can do this and should be made to. There are others. The McGrew "investigation" thus far seems to be the farce we anticipated. It is simply "up to" Gov. Herrick, or will soon be.
Tammany Rewards Afro-Americans New York City.—James D. Carr, lawyer, was appointed an assistant corporation counsel by Counsel Delaney and assigned to the bureau of penalties, on March 22. Mr. Carr was an assistant district attorney under Col. Gardiner, being the first Afro-American appointed to such position by Tammany, or any other political organization in the north. He was born in Baltimore 35 years ago, is a graduate of Rutger's college and the Columbia university law school and was admitted to the bar in 1895.
Negroes Drew the Color Line.
Richmond, Va., March 31. -On Tuesday 14 negro wagon drivers of the Richmond Baggage Transfer Co. notified the company that they would not work with a white man who had been employed as a driver.

Ing Magnate, in Trouble.
Butte, Mont., March 31.—F. Augustus Heinze, the Montana copper magnate; A. L. Frank, superintendent of the Johnstown Mining Co., and J. H. Trerise, superintendent of the Rarus mine, Heinze properties, were found guilty of contempt of court by Judge Beatty in the United States court yesterday in the action brought by the Butte and Boston Mining Co. against the defendants for entering the Michael Davitt lode claim and extracting therefrom valuable ore. Mr. Heinze was fined $20,000, while Frank and Trerise were fined $1,000 each, the fines to be paid by 11 o'clock today or the defendants to be taken to Helena in custody of the United States marshal and confined until the fines are paid. Carlos Warfield, another defendant, was found not guilty and discharged.
The judgment applies only to the first count against the defendants. Judge Beatty's reservation of decision on the two of the three counts on which Mr. Heinze was charged with contempt in disobeying a former order of the court that an inspection of the Heinze mines be allowed in order to permit of the survey of certain ore veins, has the effect of keeping an imprisonment sentence hanging over Mr. Heinze. Judge Beatty announced, however, that no imprisonment order will be issued if the fine is paid and there is no further violation of the court's order. But any infraction of the court's order for appointment of an inspection board of the mines will, he says, be severely punished. It is not thought that the decision will have the effect of closing down any mine or throwing any men out of work.

Sensational Incidents Mark the Trial
of the Repent With Case
of the Bennett Will Case.
New Haven, Conn., March 31.—Further sensational incidents marked the second day's hearing on the appeal of William J. Bryan from probate in the superior court yesterday before Judge Gager. Ex-Judge Stoddard, counsel for Mrs. Bennett, and Mr. Bryan engaged in a wordy war and the court had to intervene. It followed immediately after reference to the correspondence between Mr. Bryan and Mr. Bennett had been made by Judge Stoddard in which it was alleged that Mr. Bennett was brought to the point of writing the "sealed letter" by Mr. Bryan.
Judge Stoddard implied that Mr. Bryan was withholding their contents and said "If this man insists upon getting $50,000 from the widow by suppressing facts and showing that these letters were written at his behest, the court should know the facts."
Mr. Bryan jumped to his feet and insisted that Judge Stoddard had misstated the facts, but the court ordered him to sit down.
BOTKIN MURDER TRIAL.
San Francisco, March 31.—Late Wednesday afternoon Judge Cook announced from the bench that an attempt had been made to tamper with the irrors in the Botkin case.
Acting upon information that four jurors had been bribed to favor the prisoner, Mrs. Cordelia Botkin, Judge Cook ordered the jury into the custody of the sheriff until this morning, when he will formally dismiss the jury and begin the impaneling of a new one. It is alleged that beside four jurors who are said to have been influenced, an attempt was made to bribe a fifth one. When the denouement came in court Mrs. Botkin's attorney made a passionate speech, disclaiming that Mrs. Botkin or any one connected with her case was implicated. He also said that he would not continue with the present jury. The state's attorney concurred in a motion to discharge the jury. A brief investigation was held by Judge Cook after the jury left the room.
TO HELP THE POOR.
A Man Who Claims to be a Preacher Made a Practice of Robbing Railway Companies. Chicago, March 31.—As a result of what he declares was his effort to assist the poor of Chicago, "Dr." Dewing, who claims that he is a clergyman, has been arrested, charged with robbing the railroads which have headquarters in Chicago, of thousands of dollars' worth of transportation. All of the money thus secured was used for charity, at least this is the substance of a confession made by Dewing.
Dewing, who is said to have made a practice of buying mileage tickets at half rates, claiming that he was a minister, and then selling the tickets to Chicago brokers, was arrested in the offices of the Michigan Central railway while waiting for a ticket to be countersigned by officers of the company.
A Big Flood in Missouri.
Piedmont, Mo., March 31. Black river has risen during the last week until yesterday it reached 22 feet, which is five feet higher than any previous record. The country is inundated for miles, farm houses have floated from their foundations, large areas of forest have been devastated, and except by wire this town is completely isolated. It is reported that Rodney Malloy, his wife and their farm hand, living four miles from here, were drowned.
Menellk's Glits.
Washington, March 31.—King Menelik has been singularly generous in bestowing evidences of his regards upon the members of the Skinner expedition. Beside the present to President Roosevelt, Menelik gave decorations to 29 out of the 30 members of the party, made up of officers, marines and sailors of the Machias. All of the medals and decorations have been transmitted by the navy department to the state department where they will be retained until by special act congress has authorized the men to accept them.
Hoar's Idea Is Good.
Washington, March 31.—Senator Hoar yesterday proposed an amendment to the rules of the senate concerning impeachment, so far as they require all proceedings to be before the senate itself. The purpose is to shorten the proceedings and make them more convenient to the senate. He said that under the present rules instances might arise which would consume the entire time of the senate in a short session of congress and that in view of a case now before congress, this is an opportune time to make a change.

Lorain, O.—The annual sermon of Rising Sun Lodge, No. 52, K. of P., was preached by Rev. W. H. Redmond at the Chestnut Street M. E. church, Sunday. Mr. Ralph Anderson made the opening address, and several other members of the lodge made some stirring remarks.—Messrs. Augustus and Charles Phoenix, of Oberlin, Charles R. Blue, and sisters, Misses Bertha and Mabel, of Cleveland, attended the exhibition of the junior class of high school, Friday evening, as guests of Gertrude Williams, a member of the class.—Mrs. Nettie Williams visited her parents in Oberlin, Sunday.—Rev. W. Brown, who has been visiting in Lexington, Ky., since the adjournment of conference, has returned to his family, which he expects to remove to Toledo, where he was appointed pastor for the ensuing year.—Mrs. Lulu Redmond, with her little daughter, Jean, returned Sunday evening, from Cleveland, where she has been nursing her sister, Mrs. Douglass, who is now concalescent.—Mr. and Mrs. McKenney are happy parents over the arrival of a little daughter.—Mr. and Mrs. Geo. Chandler expect to remove to Oberlin, soon, where they have purchased property.—Mr. and Mrs. W. B. Bradford and daughter, Bessie, will spend Easter in Cleveland, with relatives.—Mr. and Mrs. A. Travis, of Cleveland, were guests of Mr. and Mrs. W. T. Carroll, Sunday.—Mrs. Efie Chinn is ill.

Xenia, O.—Rev. Charles Newsome,
of Xenia, who died recently, was a
graduate of Columbus Medical college,
and for quite a time gave his attention to theology and medicine.
For the last five years Dr. Newsome gave his full time to the interests of the A. M. E. church. He was a member of Pride of the West lodge, K. of P., of Columbus. At one time he was grand master of the district lodge of Odd Fellows. The funeral took place last week Thursday afternoon.
Plumbers' Combine Is Enjoined.
Detroit, March 30. In a sweeping decision handed down Tuesday by Judge Brooke, of the Wayne circuit court, the Riverside club and Plumbers' Exchange, of this city, organizations of plumbers against which proceedings were brought that they cuter Hunt on the ground that they were organized to fix prices and stifle competition, were restrained from continuing business, which the court holds to be "an unlawful enterprise inimical to the public welfare."

Ernest O. Orsburn returned the first of the week, from a short visit in Chicago and left for Chattanooga, to accept the general secretaryship of the Afro-American Y. M. C. A. there. "Ernie" leaves with the best wishes of a host of local friends.

At last Monday evening's meeting of the Anti-Lynching League, Mr. Edward Daw was elected a committee to send to Gov. Herrick at Columbus, the petitions anent the Springfield lynching, containing 1,500 names of local citizens, to which we have referred repeatedly in these columns. It is sincerely hoped that they will move the governor to ACTION. The league's activity of recent weeks is most encouraging and commendable, and it is entitled to great praise.
Easter services at St. Andrews' church will be as follows: Holy eucharist at 7:30 a. m.; Sunday school and children's missionary offering at 9 a. m.; morning prayer, holy communion at 10:30; evening prayer and special music at 7:30 p. The rector will preach at both services. Mrs. Edward Daw has been appointed choir-mother. Miss Alex-under will officiate at the organ in
the morning, and Harry A. Williams in the evening. Rev. Edward S. Doan and family have moved out on Eastham avenue, East Cleveland.
Rev. R. L. Dickerson and wife have returned from conference at Lexington, Ky. The former has been reappointed pastor of Cory chapel for another year, much to the satisfaction of the congregation and their many friends throughout the city. The Easter program for Sunday evening will afford a treat, unless the faithful work of the officers and teachers has been in vain. They hope to have it surpass all past efforts of a similar nature. The church, Sunday school and Epworth League, hope to accomplish more this year than last, under the leadership of their able pastor.
Last Sunday was the first anniversary of Rev. H. C. Bailey's pastorate at Antioch church and it proved an exceptionally interesting occasion. There was a large attendance all day. The clerk's annual statistical report showed that there have been 57 additions to the church-membership and that $3,727.19 had been raised. The special services during last week resulted in three conversions, and are being continued. Much interest is manifest and the church greatly revived, as a result of them. The stone for the foundation of the new edifice is on the ground and work will soon be begun. About $60 was raised Sunday as an anniversary offering. During the year the church had paid the pastor $1,020—twenty dollars more than his salary (to apply on this year). The present membership is 170. Excellent showing for Antioch and its up-to-date pastor.
Mrs. Celia Ware, daughter of Mrs. Julia Ford, of the Old Folks' Home, for many years a resident of this city, moving to Pittsburg soon after the death of her husband, Mr. Patterson Ware, some years ago, died a few days ago after a short illness resultant from pneumonia. The remains were shipped here, arriving Saturday morning, Undertaker Rogers taking charge of them. The funeral was held Monday afternoon from the residence of Mr. and Mrs. J. E. Reed, of Giddings avenue. A number of her most intimate friends came from Pittsburg and Allegheny, to attend, and there was a profusion of floral gifts. Mrs. Ware conducted a hair store in Pittsburg for a number of years. Beside her mother, Mrs. Ford, she leaves a sister, Mrs. H. C. Johnson, of Ravenna, to mourn her demise. She has a host of friends here in her old home, all of whom extend their heartfelt sympathy to the aged mother and sister.
A neat sum should be realized by those in charge of the Charity ball from the sale of space in the program. The conduct of the preliminary arrangements for the affair, is open to a good deal of criticism, and great care should be exercised by those having in charge the cash returns not only from the sale of admission tickets, but also from all other sources. If the looseness which has been referred to above and to which a member of the committee having charge of the ball, called our attention on Wednesday over the 'phone, is continued, the Old Folks' Home will not realize anything like it should as a result of this so-called charitable project. Of late months the institution has been in need of all the assistance it got, and quite a bit more. There was a decided "let-up" in the activity of many of its most active friends as soon as the old debt was removed from the home. A sharp eye should be kept on this charity ball's finances.

poet, the musician and the orator of the nation. This statement was made in the course of a discussion of a paper on "Negro Education," read by Rev. F. A. Upp. Rev. Upp declared that this country's population is one-fifth "Negro," and that if the Afro-American continues to increase in the next century as he has done in the last, he will outnumber the whites. Rev. Ward Eecher Pickard and others spoke at some length on the paper. Rev. Pickard gave high praise to Booker Washington, who he said, originated the existing system of industrial education for the colored man of the south. Rev. Mitchell denied this statement. He said that the Methodist church has introduced it long before Washington had thought of it. He also said that while industrial education was all right, he believed to a certain degree in higher education for the Afro-American. Many, he said, are fitted for it. Among white men only a man here and there goes to college and colored men can be found occasionally who are fitted for a higher education. He feared a division of sentiment in the south, because of the two systems of education, one championed by Washington, and the other by other colored men of education and prominence.

There was a man who had read that it was safer to make the doors of all houses open outward instead of inward, says the Chicago Tribune.
He remembered it, and when he built a house of his own he had all the outer doors hung in accordance with that idea.
One bright morning in March he moved into his new home.
Late in the evening of the same day it began to snow, and it kept on snowing until the ground was covered a foot deep.

JAPANESE TORPEDO FLOTILLA IN ROUGH SEA.

St. Petersburg, March 28.—An official dispatch from Port Arthur to the emperor says that at 1 o'clock Sunday morning the Russian searchlights disclosed four large merchant steamers making for the entrance to the harbor, supported by six torpedo boats. only ceasing to fire after a combat which lasted half an hour. Before the Russians could follow up their advantage three Japanese squadrons galloped toward the town which two of them succeeded in entering, while the third was driven back in disorder men and horses falling.
A heavy fire was opened on them by the batteries and some warships. The torpedo boat Stilni, commanded by Lieut. Krinizki, turned the merchant vessels from their course by blowing up the prow of the first and then attacked the enemy's torpedo boats. In the fierce fight which followed Chief Engineer Swyereff, of the Stilni, and six marines were killed and the commander and 12 men were wounded. The Japanese plan to block the entrance to Port Arthur was frustrated.
The Foo, March 28.-The Japanese have made another attempt to block the entrance to Port Arthur. At 3 o'clock Sunday morning four stone-laden steamers, escorted by eight torpedo boats, approached the harbor. They were discovered by the Russian vessels on scouting duty and as they drew nearer the Russian forts and the ships which were anchored in the roadstead opened fire on them and sunk them.
The Japanese fleet, which consisted of 16 ships all told, remained off Port Arthur until daylight. Then the Russian vessels weighed anchor, whereupon the Japanese vessels disappeared.
In high official circles this new effort to bottle up the Russian fleet is looked upon as meaning only one thing, namely that the Japanese are preparing for a heavy landing of troops in the Gulf of Liao Tung, either at New Chwang or on the west coast of the Manchurian neutral zone, to effect which in safety the immobility of Vice Admiral Makaroff's fleet is absolutely essential while the transports are being conveyed around the southern end of the peninsula. It is stated on apparently reliable authority that Vice Admiral Makaroff's report of his reconnaissance of the Elliot Islands on Saturday contained the startling statement that he captured a junk filled with Chinese regular troops which was being towed by a Japanese gunboat
Paris, March 28.—The St. Petersburg correspondent of the Echo De Paris cables as follows:
"An officer of the naval general staff informs me that the four steamers which the Japanese endeavored to sink in the channel at Port Arthur Sunday morning were in excellent condition and worth about a million. All the Hotchkiss quick firing guns aboard them have been recovered. When the steamers stranded, Russian officers promptly leaped aboard and cut the electric wires which were intended to fire the explosives."
JAPS WHIPPED COSSACKS
London, March 29.—The Seoul correspondent of the Daily Mail says that in an engagement March 29, which Japanese infantry had with Cossacks between Anju and Chong Ju the former were victorious, but lost 50 killed. Paris, March 29.—The St. Petersburg correspondent of the Pettit Parisiene says it is reported that the Vladivistok squadron has returned to port with several prizes, including a Japanese warship.
A RUSSIAN DEFFAT
St. Petersburg, March 30.—Gen. Kuropačkin, in his first report to the emperor from the scene of war, announced that offensive land operations had taken place against the Japanese on March 28, the sixth anniversary of the occupation of Port Arthur by the Russians. These operations took the form of a cavalry attack by six companies of Cossacks, led personally by Gen. Mishtechenke against four squadrons of Japanese cavalry which the general believed to be beyond Chong-Ju, but which he found in occupation of that town. Despite a cross fire which Gen. Mishtechenke directed against the enemy, he pays a tribute to their tenacity and bravery, the Japanese
A Huge Fleet.
Pensacola. Fla., March 31.--With the arrival here yesterday of the gunboats Newport and Castine from Colon, the largest fleet of United States warships ever assembled in time of peace is gathered here. The combined fleet engaged in target practice includes seven battleships, five cruisers, seven gunboats, three monitors, two torpedo boat destroyers, beside a number of tenders, colliers and supply boats. The fleet includes more than 25 vessels of various classes. The battleship Alabama has established a new world's record for rapidity in firing all her guns.

Victoria, B. C., March 31.—The steamer Empress of Japan arrived yesterday from Yokohama. Among her passengers were a party of hairy Ainus from the island of Hokkaido, in charge of Prof. Starr, of the department of anthropology at the University of Chicago. He is to be in charge of that department at the St. Louis exposition. He collected these extraordinary people among the mountains of Hokkaido and they were induced to leave their country for the fair. The men are small and have long beards.

The fire maintained on the town was so destructive that the Japanese were unable to make an effective return.
Further Japanese reinforcements arrived an hour later and in view of the superiority of the enemy Mishtchenke determined to retire, doing so without embarrassment, although he carried with him three killed and 16 wounded.
The skirmish Monday will have the effect of encouraging the Russians to retard as much as possible the advance of the Japanese army. Gen. Kuropatkin's dispatch reporting Gen. Mishtchenke's operations as published does not give the place of its origin, but it is presumed that the commander-in-chief is either at Liao Yang or en route to New Chwang. London, March 30.—No Japanese report of the Jand operations in Korea has yet been received here and there is much speculation as to the size of the opposing armies, regarding which there is no reliable information.
STRICT CENSORSHIP
London, March 31.—The Daily Telegraph says the Japanese authorities have refused correspondents the use of field telegraph lines and that all dispatches must be sent to Tokio by mail. The paper says that there is no sign that any foreigners will be permitted to go to the front. The Telegraph in an editorial on this censorship, suggests that Japan has some new move to conceal, possibly the re-embarkation of a portion of her forces already in Korea for some other point in the theatre of war, and is anxious to guard against leakage through correspondents.
THE FORT OF MADRAS
Che Foo, March 31.—The captain, an oiler and one passenger of the Japanese coasting steamer Hanyei arrived at Teng Chow yesterday and reported that the Hanyei had been fired on and sunk by the Russian fleet near the Miatoi Islands, on March 27. They also reported that the remainder of the crew and passengers, Chinese and Japanese, 17 in number, had been taken prisoners by the Russians. London, March 31.—A correspondent of the Times at New Chwang, cabling yesterday, says: "The Russian police have apologized and have re-hoisted the United States flag over the correspondents' mess."

Longview, Texas, March 31.—A northbound passenger train on the Texas, Sabine Pass & Northwestern railroad was wrecked yesterday ten mifes south of here.
Mining Laws Were Violated.
Pittsburg, March 30.-The coroner's jury to inquire into the Harwick mine disaster on January 25, by which 178 lives were sacrificed, began its sittings yesterday. The testimony given by the witnesses examined shows that there was a conflict of authority among the officials of the mine, and that many sections of the mining law were not obeyed. An interesting point brought out was that there is a gas well in close proximity to the mine. Another was that the mine was heavy with coal dust, which was not sprinkled as ordered by the state mining laws.

Linecoln, Neb., March 30.—The effort to drive the Royal Arcanum, a fraternal insurance order, from Nebraska, has failed. It was made by the representative of a home insurance order on the ground that none of the Massachusetts fraternal companies complied with the Massachusetts insurance laws. He alleged that their rates were lower than those fixed by the fraternal congress and therefore a violation of the reciprocal laws. The Nebraska insurance auditor decides that the fraternal societies are exempt from the reciprocal features.
