SENTATIVE KITRELL'S BILL
Under the caption, "The Growing
Menace of Mobocracy," in its issue of
Jan. 22, two days after the burning
of Bragg Williams at Hilliboro, Tex-
as, the Dallas News (white) made
the following editorial deliverance:
"Representative Kirkell has proposed that we should do more in the way of suppressing the evil of mob violence. We shall not, of course, altogether get involved in the case, which is latent is eradicated from men. The cure, to be perfect, must be accomplished by moral forces, but a great deal can be accomplished by exposing the evil to a greater chance of punishment, and this is the purpose of Mr. Kirkell's work."
Topeka, Kansa, Jan 20—Opportunities for the youth of Kansas is a place being created by George H. Bush, principal of the Industrial and Educational Institution of Kansas located here, and in response to a request of the Deputation decided to put within reach of the young women of the races nurse and teachers in the campus on the campus of the school. It will be in honor of the Colored women of the state.
Each day a contract will be let for the building and by next fall it is hoped that the building will be completed. During spring to make it one of the best in the country," said Prof. Bridgeford, for "we want to turn out only efficient nurses, it at once and the approval of Governor Arthur Capper, who is now United States Senator and Hon. tried in Travis County and prosecuted by the Attorney General or one of his assistants. Also in the recovery of the defendant, Travis County have access to the District Courts of Travis County if they should wish to resort to them rather than to the District Court, and to the court which they complain. Another provision of the bill authorizes the Governor to offer a reward in any amount up to $5,000 for information and conviction of persons committing mob violence, and a reward in any amount up to $5,000 for information and conviction of such persons. Travis County juries are probably dot animated by a greater abhorrence of the crime than in other counties, but there would be a greater likelihood of conviction when men charged with mob violence are tried in the counties of their residence, and there would be a greater likelihood of vigorous prosecution by the Attorney General that there is when District Attorneys are relied on. The Attorney General is evident to make argument necessary.
As the law is now, it is virtually without any deterent effect whatever. "We have words, reproduced had the teeth. We print them here that colored the skin, and the white ennies are not committed to the great pastime of the burning human beings and that at Dallas, there is no one who has not surrendered to Judge Lynch. Lynching human beings, without recharged in a greater crime, and the Dallas Express is encouraged to keep up its sight, especially, when so able to join it in the crusade. In the closing of the courts of Judge Lynch, Lynching human beings part and he must perform it. More than ever he must strive to be a good lawyer, and he must listen on the terms of the law. More than ever, he must be chewing the criminal class, make a great difference on the terms of the law he will hearten the men like the editor of the News, who in this struggle "more terrible than an enemy."
tees have decided to erect a hospital for the training of Colored nurses on the grounds of the Topkapi Palace and that this institution is to be dedicated to the Colored women of the Topkapi Palace and that these ideas. It seems to me the plan will appeal to all the good people of our state. We very proud of the record that has been made by your school. One of the most meritorious institutions in the country is you to know that I will do everything in my power to help and encourage you in the fine work you do. Prof. Bridgeford was selected to succeed Dr. Carter and placed in his position in the country. He worked with the late William H. Councill at the school when he remained in the Agricultural department of the school resigning only to come to Kanaan. January 30, 1919—The National Association for the Advancement of Colored People, through its Secretary, W. P. Hobby, makes public a telegram addressed to Governor W. P. Hobby of Texas Williams, a Negro, at Hillboro, Texas, on January 30. Williams was accused of murder and had been arrested and tried by his attorney and this action led the mob to take the case into action. The Association calls the Governor after the fact that more than one hundred lynchings have taken place in the United States since the 1910s. The Association makes a world safe for democracy, and that since President Wilson's appeal to the United States has been made July 26, 1918, twenty-one Negroes have been lynched, four of them in Texas. National Association for the Advancement of People, speaking in name of its hundred sixty-five branches and ninety-eight members in thirty-eight states of the United States, respectfully request information regarding any steps being taken or actions that Texas authorities to uphold her laws have made of mob who have so outrageously flouted them. Since the United States, the world safe for democracy more than one hundred Negroes have been lynched. Since President Wilson appointed the first African-American on July twenty-sixth, 1918, making the governors of the states, law offices and men and women of every race, and the president to keep America's name without stain or reproach and to make and end of disgraceful evil, two Negroes have been members of mob apprehended and punished to full extent of law.

PATIENCE—MUST HAVE IT.
And so with the race. At this moment the masses are full of complaint and rastreatness standing sullied and all their burdens. The people cry out and plan and plan and cry out all their burdens. The people cry out and plan and plan and cry out all their burdens. The midst of all this bickering, the leader keeps standby in view their duty to the masses and their peace, calling and election aure. The great task before us today is to make sure that the masses know that their destiny is in their own hands. They must be told that the Negro is his own worst enemy, and that if he can be saved from himself. The material from which the race must be built is inside the race; and this material must be shaped and developed are to be discovered and applied by the race. These and people until they learn them, for unless this is done we cannot hope and be rightful piece among the sons of me.
THAT WILL DO

The Words of Bayon, Chas. Banks of
Mound Bayou, Miss. to Rev.
Mr. Hair.
Some time in the close days of
1918, Rev. J. W. Hair of Jackson,
Miss. wrote to Son. Chas.
Hair, asking for Mount Bayou to defray the
penances of a cairn's gentleman as a
Conference.
Below we reproduce the answer of
Mr. Banks to Rev. Ilari. It says:
Rev. J. W. Hair, Jackson. Miss.
I have your recent favor relative to sending a delegate to the Peace Conference in France. Because of my high personal regard for our fund who I suggested us a delegate, and the fact that we may enjoy a trip to our own part of the position, the scription to the fund for that purpose. Put as to the wisdom of sending a separate delegate (t) represent the abroad and inland partitions of our religious disenfranchment. I have grave doubts; we are neither a part of the great body of America in citizenship or abroad and, as such, we must rest our case as an American citizen, so far away at the Peace Conference, with the regular accredited, delegates from the government, and that we should pay. We must be faithful attentive to speak for us unless a plan me as only to take our own place and only then with becoming
courtesy and propriety, and clears away
from the Argentine, the rear of cannon
at St. Mihiel in the distance, and the
boys in khakis told their tents and
stupendous problems arise before the
American people; one is largely economic and the other in ethnic. The
coach, but both will be ultimately settled right. In a very large measure
and delay the proper beginning of the rightcous and just settlement to
which we are entitled, and to which
nature of things already done and
stands committed, we feel the feeling of
anxiety and apprehension exant
among our people in this country.
After supporting the Government in
the war, we are feeling the feeling of
food, money and 100 per cent Amer-
cianism to the best of their ability,
they are wondering today the
nature of which the government stands
means as much to the American Negro as it means to the Belgians, Sorbians,
and Armenians; in my opinion, in the
nature of things, we must ourselves, by our own acts
in time of peace, weigh heavily in the
ground good citizenship as we did in war.
I do not counsel syphilosis, cowardry on the part of any or all of us, or the "chip on the should" conduct of individuals or nations does not win in Germany, as Germany has well experienced.
I am satisfied that a large majority of the American people stand for a common cause, and since the war than before, and it is our power to increase even the present population, the fresh lynching fever, almost simultaneously with the signing of the Armenian peace treaty, we are calculated to shake the faith of some, but these lynchers and lynching committees are not the mark of Cain than that of heroes privileged characters or attractive communists, and those who back communists, and those who back lynchings lose immeasurably more than their victims, or the people it is deprived of.
The President has taken a strong stand against lynching, and the leading Southern papers like the Commercy Journal have condemned against this evil as never before. I am of the opinion that lynching is not a punishment, the practice of lynching will be wiped out in proportion as such monitors of public sentiment incalculate the determination against it, and we must take a position that our friends can best help us, rather than one that we cannot. Of course the radicals and extremists serve a purpose in their agitations, but we must take a position for between and very much by them we get the happy media; the many organizations among and for Negroes in the country, and their object the general advancement, protection and progress of the Race, for many are on the right track and doing constructive and far-reaching good, but if you have read the various articles from all sections of the country, you will quite likely agree with me that we calculated to do more harm than good, and if we had some method of censoring some of them, many bad breaks and too, quite improperly, we are judged more by the bad than by the good. We do not need to send a note of warning to the coming of our boys from the army. At the beginning of our entry into the country, the Negro was suddenly called to the colors, ushered into altogether new conditions that gave us those who were fortunate enough to go over-sea received even a greater chance of being civilized by civic life he will not and cannot be the same in many respects, and no frightening person expects it, but he will not be the same in his country by pursuing a safe, sensible, courteous, though many, course intercourse with people in his civil life.
The country knows the Negro he dug, bled and died for America and his friends. In friends to plead his cause or contend for his right, but he must ever be there. He must be where another man a right begins, and such is lost by the Negro wanderer, and such is lost by the Negro coming condict in any manner what soever; if by might, not b. power, he can be Great Teacher countries ago, and to his day His Gospel and His only has
The after-war problems confronting America, resultant from this war are more complex, hazardous and difficult than the one following the civil war, and it shall be the opportunity and privilege of the Negro to share greatly in the war effort. Our attention thoughtfully to the co-operation of a sage, safe, logical, tenable policy to pursue, wooing in the ranks always as America's citizen, will be the result before the Bar of American Public opinion.

TO MID-WINTER GRADUATES.
Dr. Ablegott said in part: "It has been the cause of much anxiety among us that we may say to you on this occasion. We are living at that practical period in the world's history when the demand are so severe that we desire to contribute something to the sum-of-the human betterment, and to contribute to the cold of heart who fails to feel a sense of awful responsibility to become the best person in the cold. But this feeling is greatly intensified when we direct to the youthful, upon whose shoulders must be the destiny of the world."
The duty of God's messenger seems plain in his school work and in his personal life. He is paraded men and women you have been guided into the various branches of learning, your intellectual faculties have been developed and stimulated. There has been created in you a capacity to the fullest extent of your ability. But your attention is called to the King Solomon in your lesson this morning: "Our Duty to Our Creation," the Holy Writ, "For after that in the wisdom of God the world by wisdom of God is made the foolishness of preaching to them that believe, it seems it should be your active and cultivated minds the danger for getting the Best. Your active and cultivated minds of adolescence, the soil of the heart is ready to grow any kind of seed that may be planted in it. It is your active and cultivated that you may grow in the right direction. Human life is much more any defect in the growth of the tree is while it is young, in later years, it is rich and capable of producing an everlasting Virgin soil.
Samuel, one of the greatest characters of Hebrew history was given the message to Israel. It was the age of twelve years he was delivering the message to Israel. It was the age of maturity that caused the people to tremble when he came among them. You should remember the Lord the soul is unburdened with the care of mature life. Those who are older the soul is unburdened with the care of burdened were the days of our childhood, when other hands than ours were burdened were the days of our mourning, for there was some one we could look to in the time of want and need. In the wisdom of the Creator, the fundamental laws of the universe from childhood to youth, programs from maturity, and from maturity to old age were looking for a change that will make us we are looking for the good time coming. It is well that it is so, and that we could learn that we could feel no need of heaven. We wonder why every thing happens.

Youth is the time you should remember the Creator because of the apendid opportunity it affords; for the word 'is' is looking today for the man who is willing to serve and to be a leader of long years duration. Nothing is more pleasing than an old person who has spent all his days in sin and self-decease. He is an old person he has borne to instil in the service of God; all the wood is burnt and the fire is extinguished. The Master. The persons who have written their names in the roll of the book are the ones who gave their lives to the Lord in youth. They serve opportun-

You Need a Real Scald Food.
There are so many so-called hair growers on the market, a large number of which are nothing more than perfumed grease, it is no wonder people get discouraged, and lose faith in all hair tonics. In deciding what to use on your scalp be sure and try the brys's Quinasea is a highly medicated pomade that has stood the test of time. It is a real scalp food; it is also used in the process of the hair, causing a natural growth of long hair.
Quinasea is the invention of an expert chemist and is made under the expert pharmacist. It makes the hair soft and smooth and easy to put in the style desired.
To get best results from the use of Quinasea, shampoo the scalp about every two weeks with Seeby's Quinasea. Quinasea is made entirely out of "pure vapeur" and is a thorough cleaner. Quinasea lathers very freely. It leaves the hair soft and fuzzy and imparts a refreshing feeling to the scalp unharmed.
Do not accept any substitute, but insist on getting Seeley's Quinade them by the Quiname, price is $20 cents each. If your drugstretter or dealer does not stock these two articles, you should buy them from his wholesaler or send us the price and we will mail them to you.
