CONDUCTOR SHOT BY NEGRO ON STREET CAR THREATENED TO SLAP A COLORED WOMAN UNKNOWN AND UNIDENTIFIED NEGRO ORDERS NO VIOLENCE TO THE WOMAN. "I MEAN, DON'T HIT HER." GREAT EXCITEMENT CREATED WHEN GUN FIRES. WOULD ADJUST NEGROES TO AMERICAN LIFE Founded by W. E. King. VOL. 26, NO 17. CONDU THREATENED TO A C UNKNOWN AND UNIDENTIFIED N TO THE WOMAN. "I MEAN EXCITEMENT CREATED WHEN WOULD ADJUST NEW TO That there should be nation-wide policy and program of work for adjusting Negroes to American life, and some national committees or communities that use African-colored citizens to promote such a policy and program of work is set forth in an article in the Director of Negro Economics, Department of Labor, which will appear in the Public tissue of an especially Negro worker that have taken place during the war. He points out that there is a growing opportunity for part of the people that they should have larger justice as a result of their part in the war. He also states that the Negroes disliked conduct on the Western Front has created very favorable sentiment among American Americans, who should what should! to secure a larger justice for the Negroes in our democracy. As a policy that should gain national resolution adopted at a recent conference as follows: "That every Negro should have reconstruction shall adequately and consciously include provision for our Negro fellow citizens and for their Outlining some of the elements of a nation-wide, constructive program of education for all Americans to American life, he discussed economic justice of both hardiness peasants and industrial workers, educational training of housing and living conditions, and health and sanitation surroundings. He also argued that a lynching should be met by force of national opposition. I wrote to the public press, he says, "Last, but by no means least, if the public press of the country trades of seeking and giving publicity to the better side of Negro character and life of emphasizing the better side of Negro character and relations, much good would be accomplished. I wrote in the Public, the writer cites an illustration of what nationwide, must accomplish, the educational work of fifty years promoted by the Church Missionary Societies that did the pioneer work for Negro education, the plan of organization so success- The Dallas Express --- "The domestic and foreign relations of America are channelled. "The Republican Party Is The Ship, All Else Is The Sea."—Fred Douglas. DALLAS, TEXAS, SATURDAY, FEBRUARY 8, 1919. PITTSBURG OFFERS OPPORTUNITIES Many Positions for Women Workers are Waiting According to Late Report. Pittsburgh has no after-the-war problem so far as women work in the city's superintendent of the Women's Division, United States Employment Service, Department of Labor, who said: "Instead of finding large numbers of women out of work, our office has been filling positions for months. In fact, we close our office every week, covering a hundred and a half jobs, the best range of opportunity—professionally, clerically, work institutional and domestic, work factory. Any woman who is needing employment is more than welcome at the Women need not feel that they are taking men's places and thereby depriving returning soldiers of a chance to work. There are certain types of work for which women are best fitted, and for which women in. In order to meet the need of filling peace orders, the services department PERRY HOWARD GOES TO FRANCE. New York City, New York, Jan. 25, 1919. Perry Howard, widely known Negro attorney of Mississippi and President of the National Negro Bar Association, sailed today for the University of Pennsylvania, then a representent for the Baltimore Daily Herald and other interests. He was recently elected President of the Racial Protective League of America with heart quarters at Washington, D.C. and of which E. T. T. Twell is Secretary-Treasurer. This organization will rival the boss in the country but it should flourish together at F St. N W., Washington, D C. BIG BERTHA IS WAITING BY F BIG BERTHA IS WANTED NEGROES IN THE FOUNDRIES OF INDIANAPOLIS. That Negroes are employed in large numbers in the foundries in Indianapolis as molders and coremakers of from two to fifteen years experience is shown by reports joint and informal effect of these men were inspection Service to the Director of Negro Economics of the U. S. Department of Labor. Over two hundred and effect of these men were employed in six foundries where investigations were made. In some of these foundries, as the foremen withdrew, many of them to go home for way, the Negro molders were taken on. One curious experience has come, in that the accident rate among Negro molders and helpers has been found to be less than it --- DOPE-TAKING HABIT SHOWS BIG INCREASE THROUGHOUT ENGLAND, London, Dec. 18. Opium smoking and drug taking appear to be in high demand in the human London than in generally known. Facts were disclosed at an inquest this week on a young population that were called "doping parties" have been frequently held in various fats and Limehouse. London and Limehouse are called "doping parties" have been frequently held in various fats and Limehouse. London and Limehouse are taken habitually and various trips made to Chinatown and Limehouse in the east of London and heroin are taken habitually or purchasing the drug for consumption elsewhere. In small quantities for five dollars a bottle and cocaine at fifty dollars the bottle. Witnesses at the inquest describe parties held in flats where opium was sold at the cost of the evening's entertainment to twenty-five to fifty dollars. The authorities seeking those who supply the drugs have arrested one woman. FRANCE AGAIN RECOVERS ITS WONDER CLOCK. London, Jan. 2.—(By Mail)—With the occupation of Strasbourg by American troops, France again came into possession of what for generations has been known as the world's largest cathedral clock was built in 1574, but was reconstructed in 1842. It is now to be remarkable, but the mechanism works all sorts of hours. For instance, it was once the clock crew for St. Peter and the saints in engy, with its appearance and walk around. PASSPORTS FOR PAN-AMERICAN CONGRESS DELEGATES REFUSE ED. Washington. Feb. 2. - Passports for Negroes desire to attend a Pan-American congress been reiterated. State Department which announced that the French Government did not allow them to present a favorable time to hold such protection at all, as allied aviators, soon located them. There is a report that several aviators, Americans, French and British, lost their lives in locating the first three Berthas in the forest of St. Gobain, but upon arrival they were captured. However, on March 27, one of the Berthas was blown up by an aerial torpedo which tore a hole in the ground more than fifty feet in diameter, a phantom of a plane. The second was put out of business in the last days of April, while the third of the original three guns was resumed. It is now asserted that two of these guns were remodeled into a larger one-inch cut, and a twelve-inch gun was fitted with a twelve-inch resumed the shelling of Paris late in May. Last week, the Germans succeeded in utilizing larger caliber guns for long distance firing for the invasion of France, and a near Soissons, firing a teweave and a half-inch shell. They were preparing to subject Paris to an intentionally detonated gun had to suffer when they were driven out of their Soissons-Chateau Thierry by the counter-offensive of the Commandant Mirbel, the military expert who organized the Turkish invasion of France, and summed charge of the military affairs of that country, told the Associated Press that the German long distance gun lay in the invention of a special high explosive powder which could only be fired in a special steel of extraordinary resisting power. The Germans had come up with a marshal Peck's offensive and they were manufacturing several guns similar to their Soissons one, but Marshal Peck's offensives was among foreigners engaged in the same work. Another very interesting fact is that both Union and non-Union white molders have worked with these Negroes in most friendly co-operation and without friction. The unique in the case of one foundry which is employing Negro core-makers is that they are employed to employ Colored men on this work lest the white core-makers would refuse to work with them. The owners and managers in a number of foundries is that the Negro molders have given entire satisfaction to the Negroes, that that the Negro is making good Some managers say that the conditions that exist between workers and individual and not upon the race. WAR BRINGS ISSUES NOT INCLUDED IN PEACE TREATY New Creeds Will Spring Up. Germany already Has Produced A Pre-War Religion, "The Little Flock." The new "Messiah" has achieved some measure of popularity by his success in the ground that they draw stipends, which, he says, the apostle, Paul, has given him. The "Little Flock" craze has spread to such an extent in Saxony, especially among impressionable young people, the authorities have had to interfere. Many extreme pan-Germans have given up their mysticism. They openly propagate a revival of the paran worship of the ancient Teutons, including offerings to it. A more modern offshoot of this movement is headed by Ludwig Neugustin, who has given prominence on the ground that it is (Continued on page 4). REALTY AND CONSTRUCTION COMPANY ORGANIZED BY DALLAS NEGROES. The American Realty and Construction Company is the name of a new organization launched by a number of professionals and professional men of this city. The company has a capital stock of $1,000,000 and is settled with $2,590,000 paid in. The company was incorporated under the laws of the state, December 26, 1918. The corporation is formed for the purpose of erecting buildings or making improvements in the accumulation and loaning of money for said purposes, and for the purchase, sale and subdivision of real property. The corporation is chartered for a period of fifty years. The following companies are chartered for a period: A. Wren, M. M. Rodgers, H. Stri克兰, G. L. Furrow, R. H. Hanlon, Chas. Druckens, R. H. Hanlon, A. the City of G. W. White, J. E. Crawford, Taylor, G. W. White, J. E. Crawford. A partner of the company, I. W. Rudder, is the Vice President, H. L. Runyan, 1st vice president; H. L. Lommon, 2nd vice president; B. R. Lommon, 3rd vice president; B. R. Lommon, 4th vice president; Chas. T. Brackman, business manager; A. S. Wells, attorney; Mr. Price A. Wren, the president in the organization; Gem Drug Store, and is its manager; he was prime mover in the organization; he was seen by a representative of the paper Mr. Wren said, "It is our purpose to help people in buying homes and in making improvements on those already required when needed. While our purpose is to help people in perfecting plans to give us ample financial connections to take care of their needs and with us. We will increase our capital stock as our business grows, as we expand our operations behind the organization. We are organized to help the people and not to exploit them. Of course we expect that the people will be involved." We invite attention to the advertisement of this company which applies to VICTORY NO BAR TO INVESTIGATION OF GROSS WASTE FACTS ABOUT THE INCOME TAX WORTH KNOWING Slashes Red Tape Rules. "The men were suffering in the cut, but the men were cut in apple of the screams of horror that arose from the officials, and the supplies were sent where they were." "I found," he continued, "when I went down to Washington, not one of the eleven." Each branch of the military service was a unit and each was working for itself and against the enemy by buying motor trucks. Instead I found four men buying them, outbidding each other and unsetting the enemy's competition" which prevailed among the various* departments may be seen in the business of renting a doo-kat. The department offered $50,000, then came along the engineers with an offer of $10,000, then he went to the navy for $110,000. Cites Other Examples. As a sample of the governmental contracts that were so liberally stawn during the war, Mr. Thorne asked me to "one day I received a communication saying that about 6,000 tons of coal were to be delivered to him he said, 'Investigating further this curious item, I found that the Secretary of State and the Secretary of State of the United States would receive 32,000,000 pounds of jam from Australia. The price agreed on was a considerable one, even for a jam of 10,000 pounds over the map of the world: 10,000,000 pounds is in France, 10,000,000 pounds is in England, 10,000,000 pounds still on the berry bushes of The income tax drive of 1919, is now under way, and every preparation is being made to handle the largest collection in the history of income Tax. "I am not waiting for the final passage of the new Revenue and Internal Revenue Collector Walker today," nor for the new regulations and blank forms to be issued. To get the new regulations and complete, I urge that we begin now in income Tax obligations imposed on the old laws, as well as the measure now in Congress, consist of two distinct operations. One is, to obtain the items of income and items of deductions allowable by law, and to do this within the period named in the other is, to pay the tax, if any. "Neither of these obligations can be met without a careful revenue tax year. That is the big job right now, and that is why I say the Income Tax drive is already under way. I should immediately prepare a complete and accurate detailed statement of his or her receipts for the tax year." When the new bill is enacted into law, I will have the proper return forms distributed throughout the Disaster Recovery Office. I should be filled of the date when the sworn return must be filed. It is my plan to send my men out to central lockup. U.S.A. PRICE FIVE CENTS. T CAR TO IN- OF GROSS WASTE SPONSIBILITY FOR UNNECES- MAN TELLS OF RECKLESS R DEPARTMENT. Australia not yet picked. "one would think," said Mr. Thorne, "that the branches of the War Department would be one big family. Instead, they carried on the same formality that exists between one United States and Mexico during the war with Winston's expedition to Vera Cruz. "This is only one, literally, of the present administration squandered money "like drunken sailor," and which furnishes the reason why the present administration will be willing that the more successful conclusion of the war shall act as a reminder of the waste, extravagance and mismanagement which characterized the present administration's conduct of the war, the correspondent of the Philadelphia Public Lodge, writing of the president and managed or minimized the war, says: "The war, the Republican leaders, public opinion, the imposition of the manner in which the Democrat, was the greatest event in the history of the nation during the twenty years of the war, tangible way into virtually every homestead of the entire United States, on every industry and every vocation. The entire social, domestic and industrial fabric of the country was through the District, adiding taxes in the preparation of the returns and in deciding doubtful points. We income Tax, and with the co-operation which the public can give the government men, the returns will be made to the public. The law's provision, the right taxes will be paid, and the District will govern the government's support. "Meanwhile, let me say again, there is no need in delaying the preparation of the person to compile figures of the financial fund. What Congress does now will not affect the amount of a person's earnings for the day of every person to together of the financial fund or miss. Guesses cannot be accepted as the basis of taxation. It is clearly the duty of the belated bearing together of the financial fund to correct figures and ascertain whether his income for 1918 was sufficient to make necessary a sworn return, the taxes paid, the belated bearing together of the financial fund for salaries and wages, and the high war prices brought unusual to the public. The farmer and man to the farmer in many sections of the country. The opinion in Washington is that a million citizens will pay their first income tax returns. All signs indicate that the income will be raised by a large number of working men and women, and nearly every merchant, shop keeper, as well as a big percentage of farmers. POLLARD, WEALTHY NEGRO FARMER PASSES AWAY Until the last moment he tried to console his family by calling them that he would be alright in a few minutes, but otherwise and the end came without a struggle. He seemed to have only closed his eyes and fallen asleep At 12:15, Thursday morning, he spent his spirit bade farewell to earth. A Tribute to the Late Dennis Pollack, Who Departed this Life Jan 16th at His Home Near Wolfe City, Texas. It has been said that death loyeth a shining mark. In the death of this great man, Dennis Pollard, it can be said that he was a man in County and the race at large have lost one of their most noble men. One whose place will be hard to find must be remembered, must again repeat that a great character has fallen for the noble qualities of the heart and mind made him a man of mind and mind. These great qualities were ever gloriously manifested in manifold ways in the varied activities of his life. seems to me in his death I have sustained a personal loss, like the family and other dear relatives. I can hardly realize that I am to see him when he is gone. I enjoy to enjoy his sweet communion. My grief and sorrow are too deep to be expressed by mere words. This noble man is a class of people in a class by himself. He was of a unique character and I double very much his kindness again in this present generation. He was a few years past 60 but not a year ago. He was the wealthiest man of Fannin County regardless of race. He owned acres of farming land besides many of the wealthiest men of Fannin County plenty of the finest live stock of every description and numerous other assets. He had recently died he had recently erected a most beautiful mansion for the comfort and happiness of his dear love. He had ever so devotedly cared and served through life. He was especially educational weifo of his children and gave to each of them education sought and improved by them. Dennis Pollard was worth possible between $100,000 and $200,000, almost unexpected which was a great shock not only for his family but for his friends and his friends large, especially as the doctors had dismissed his case and he apparently told his family that he would be elicited in a few days, but this was not all. That skill and loving care and attention could bestow was given to relieve his sufferings and preclude his wife, children and others who loved him were ceaseless in attendance after he was finished. He met the fate that must come to us all noon or late with prayer by faith on the mornings of Jan, 16th at 12:15, the excused and gentle spirit of an unplumphant flight from its frail lamentation of clay to enter that region of eternity, pain and death are felt and feared no more. He on dear Pollard. I with a dear loving host of friends help by the grace of God to meet you again in a father cries that this into his happiness and where parting is no more. Sleep on dear friend, Pollard, face. "Life's duty has been well done. Life's race has been well run. Life's well done." W. E. JOHNSON The follow-in series sent heartful offerings. M. A. B. The war is now over and now thousands are returning from the Training Camps as well as from France trained soldiers and thoroughly equipped in military service. The Army has planned to have privates, corporals, sergeants, lieutenants, captains, majors, etc. The Knights of Palmieri have been planned to take advantage of the training of these thousands of young men and have been able to plan that we might draft them into our Uniform Rank which is the most spelled Military Institution in this country. As an inducement to get these young men into the Order, the Grand Chancellor will grant to each Lodge the privilege to not only permit the lodge to initiate new numbers and to re-initiate them but also which will permit the lodge to initiate all young men who have been in the camps or in the army the small sum of $1.25 per member. WHARTON. Wharton, Texas, Feb. 6.—A long time before the hour the St. James school was to hear the lecture of Lieutenant C. C. Taylor. The reporter was unhered up near the front of the room and heard he did hear it. We all conceived that this young man is doing much more posed talks. The subject of his address was Negro and the after telling the Negro that he went through and giving the famous 92nd division of the prairie to the tenacious turbulent billows of the Atlantic to fight for democracy and there did he move the lieutenant got down to business, among the many topics under his subject were "Race Fride, Subture, Condition and Color Line," the speaker dwelled extensively on every one of the topics, and the lieutenant gave us a moving picture show and we were all glad to see it. Mrs. Mildred Graveg. Dear sister: Your letter was received two days ago, very glad to have heard of your work, and to know my image still remains in the minds of all. Though I feel awfully blue and forgotten to have heard of my good qualities, you all are getting along alright and to hear from my dear mother and father also my wife. He and I are together now. Abraham Lincoln, whose clear understanding of right and wrong, whose qualities of heart and mind and character family succeeded in liberating an entire race, was born just 110 years ago, February 12, 1800, in a cough cabin in the undeveloped farmland of Kentucky. The commemorations of his birthday will be as in every other, be marked especially by the recollection of the Enunciation Proclamation, which gave us our freedom. In Lincoln's own words, this enunciation from slavery meant for the Negro "the right to eat the bread, with the bread, with the bread, which we own his hand ears." This was 56 years ago. Today, by summits from the Federal Government, the right is erected upon us not only to eat the bread we earn, but steadily to set aside a part of it so that the enunciation from economic dependence Can anyone imagine Lincoln, who devoted all his time, energy and effort TEXAS JACKSONVILLE. War-Time Speed BY CATHERINE PARSONS (Copyright, MK, by McClure Newspaper Syndicate) Gardner Lester was with the delightful task of painting Amy Roland's portrait. If you had seen Amy you would have really evinced him, for she was truly lovely. Amy left the studio somewhat later than usual for the picture was just at an interesting stage and Gardner could not bear to stop work till the last bit of daylight had directly illuminated. Mr. Roland, who was ways came with her daughter, had early to keep an appointment and Amy had promised to meet her at five. Gardner had kept her till the last possible moment and she was hurrying toward the front door, when she found a doorway leading to a room was coming in the opposite direction. "I bag pardon," exclaimed Amy, as she bounced back in surprise, "Why, why, why?" He smiled and lifted him. "Where in the world did you come from? I haven't laid eyes on you for over two years." "Just got here. Amy. I've been out in the world an accident former has a right to move in and now we can take my two weeks this time. Maybe it good to see you again—you haven't changed much except to grow up more and you'd forgotten all about me, though." Amy blushed slightly, but it was too dark to see really; but of course two years is a long time. In another one I might forget whether your hair was red or brown. It's hard to remember much when you pretty busy. "Billy laughed unhappily with a franks and engaging smile. In another moment she was gone." For "heaven sake," cried Garder, spiring his brother from the door when he saw me. "Maybe it isn't good to you again too! Is this a pleasure trip?" "Not exactly. The truth of the matter is I'm enlisting in about two weeks before I went over." "Great Scott, you don't say so! I would myself but I'm behind the draft and I hate to leave my work—and I hate to leave my work—Could they spare you all right?" "Well, you see, I'm my own boss, I just sold out and came along. I soaked up the money, I didn't soak up the back, either." "I'm single, too, but I may not be long--that's one reason why I don't want to enlist." "Louise?" "Gardner laughed. "I should say not! I have a dagen since Louise. It's Amy this time. I haven't told her anything yet. I don't want another two days later Amy went for another sitting for her portrait and she found she Billy in the hall on her way home." "Hello, Mr. Hermit," she scoffed. "You're not waiting time on your old friends this trip, are you?" "Most of them seem to be pretty nice." "Well, I am not for you, and to prove I will invite you to go for a walk with me now." "But I love out today!" cried Amy enthusiastically. "Yes, but you'd never call this beautiful if you could see it out where I live. Mountains and hills and valleys and forests—and you love those sets--you'd love those sunsets. Amay. They just make the whole world a blaze of glory and put peace into your life. You're a friend, you're there--it too big for that. But I can tell you it impresses me. Maybe I'm dafy on the subject, but it's simply too hard to believe. I had a good friend who said: 'I want to go back and I will!' You love it out there. Anyway, I would love it!' she agreed, and almost surprised herself by her own fervor. "Will you visit me some day then--you and your husband!" she provided I have one by that time. "In the meantime you will consider an invitation to see me with this eve." "I'm sorry, Billy, but I'm going to dinner at the Seatson" with Gardner--they asked me ages ago. But I've a love by walk with you. "So he is too. Good night," Billy! "What can I do for you?" "Don't you ever want to walk home with me again? I have three more sitings, course I want to. But a man doesn't do all the things he wants in worse luck! I will see you before long, though. Goodbye." "I think you love the limit, and you love the reward," she affirmed Amy, and refused to notice his proffessed him. Whereon Hilly powdered long on the vegetables of women and kept out of sight. But on the day that she came for her last sitting she found him standing before her picture in the studio with a straight look on his face. So she sat next to Hilly. "I'm no deed yet." "Hello, Amy; I didn't expect you to today, Gardner went to New York, but I didn't expect you to this one. You must have left before the messenger arrived at your home, "I did. You don't seem overjoyed to see me yourself—don't let me keep you. I have done I have done that that you should be so horrid to me! Don't you dare say you're not-you are!" You sorry, Amy.—I told you I wasn't put for society in the first place, and I always make a mess of things." Gardner came back from New York the next morning and in the town place, and I always make a most fashionable hotel in town. Gardner liked to be seen at smart places—especially in company with a good-looking girl. He was a very handsome man, casually, "Where to?" asked Amy, with aparent indifference. "France. He's going in aviation now," he said. "Why he came east, you know. I've got to go down town and fix up some things for him as soon as we leave here—you won't mind if you send you home in the cur ture." "Of course not, Gardner." Amy was trying hird not to choke on the delicious piece of French pastry which she was doing her best to swallow, and Gardner leaned over the table and began to speak in a lowered voice. "is this a surprise party?" gasped Amy. "I shouldn't think you would be surprised—I made up my mind some time ago." But I didn't know that, and as much as I've seen you lately, it never entered my head that you loved me. I like you, but I don't love you any more than you honestly love me. I don't know if you have a better friend than you would be a husband—do you truly think, Gardner? Teacher smiled in spite of himself. "Where did you learn so much about being in love, little Amy?" "I learned the little I know from a very poor teacher who didn't even want me for a pupil. I'm sorry, Gardner. I don't know how you feel. He doesn't even know I exist—hardly. Forge me, but it's the truth. And you'll still be my friend, won't you?" "You can be perfectly sure about what you wanted the rejected autor promptly." Amy waved her hand to him and turned and walked rapidly in the opposite direction from her own house. She walked toward her house and seemed to travel too slowly. She dragged herself wearily up the steps of a familiar house and ring the bell. "In Mr. Lane Lane in?" she asked. "And her ring, the "In the library, please." "Don't announce me, then—I'll go right in." Billy was sitting with his back to the window. Amy walked across the room before he saw her. Then he dropped his pen and sprang to his feet in amazement. "Amy!" he cried. "Has something happened?" You want Gardner? "Yes." He just refused to marry him. I just want to know why you are going away without saying good-by to me. It's unbelievable. Do you mean to tell me you're not going to marry Gardner? Why not? "It's really none of your business, but I'll tell you. For the simple reason that I don't happen to care for him—not in the marrying way of carving." "What way is that?" "I didn't come here to talk to you about marriage, Mr. William Lane, I only came to tell you how horrible I think you are—I think I almost hate you." Billy covered the distance between them in less time than it takes to mention it. Then he caught Amy in his arms and held her till she had said, "And I love you, love you, love you." he told her for about fifty times in many different ways. "Look me in the eyes and tell me you hate me." But Amy was too comfortable to look up, so she didn't even answer him. After a little white Billy looked at his watch and found it a quarter time. "Will you go to dinner with me this time. Any daring?" she asked her. "It looks at if I have to. You don't know how much I wanted to go with you that of Billy. Let's get out of here. I think it would be better to break it to him after you've been a gone a few days, even though he didn't really love you at all. Oh, I wish you didn't have to go. Billy—I can't bear to think of it." "Would you marry me tomorrow if could get a special life?" "Then we'll go and see about it—will you come with me?" "Anywhere. You won't be able to come with me," my husband and I will be glad to come and visit on your own and woolly farm as soon as you come back to us." "Then I'll have soothing words, would you help us to man do to his duty even if it is hard work, too. I'm the locket person in the world today. Amy auntest." "The right person," corrected Amy, and was himself deprived of the power of speech again.
