That there should be nation-wide policy and program of work for adjusting Negroes to American life, and some national committees or communities that use African-colored citizens to promote such a policy and program of work is set forth in an article in the Director of Negro Economics, Department of Labor, which will appear in the Public tissue of an especially Negro worker that have taken place during the war. He points out that there is a growing opportunity for part of the people that they should have larger justice as a result of their part in the war. Many Positions for Women Workers are Waiting According to Late Report.
Pittsburgh has no after-the-war problem so far as women work in the city's superintendent of the Women's Division, United States Employment Service, Department of Labor, who said: "Instead of finding large numbers of women out of work, our office has been filling positions for months. In fact, we close our office every week, covering a hundred and a half jobs, the best range of opportunity—professionally, clerically, work institutional and domestic, work factory. Any woman who is needing employment is more than welcome at the Women need not feel that they are taking men's places and thereby depriving returning soldiers of a chance to work. Perry Howard, widely known Negro attorney of Mississippi and President of the National Negro Bar Association, sailed today for the University of Pennsylvania, then a representent for the Baltimore Daily Herald and other interests. He was recently elected President of the Racial Protective League of America with heart quarters at Washington, D.C. and of which E. T. T. Twell is Secretary-Treasurer. This organization will rival the boss in the country but it should flourish together at F St. N W., Washington, D C.

FRANCE AGAIN RECOVERS ITS WONDER CLOCK.
London, Jan. 2.—(By Mail)—With the occupation of Strasbourg by American troops, France again came into possession of what for generations has been known as the world's largest cathedral clock was built in 1574, but was reconstructed in 1842. It is now to be remarkable, but the mechanism works all sorts of hours. For instance, it was once the clock crew for St. Peter and the saints in engy, with its appearance and walk around.

Washington. Feb. 2. - Passports for Negroes desire to attend a Pan-American congress been reiterated. State Department which announced that the French Government did not allow them to present a favorable time to hold such
protection at all, as allied aviators, soon located them. There is a report that several aviators, Americans, French and British, lost their lives in locating the first three Berthas in the forest of St. Gobain, but upon arrival they were captured. However, on March 27, one of the Berthas was blown up by an aerial torpedo which tore a hole in the ground more than fifty feet in diameter, a phantom of a plane. The second was put out of business in the last days of April, while the third of the original three guns was resumed. It is now asserted that two of these guns were remodeled into a larger one-inch cut, and a twelve-inch gun was fitted with a twelve-inch resumed the shelling of Paris late in May. Last week, the Germans succeeded in utilizing larger caliber guns for long distance firing for the invasion of France, and a near Soissons, firing a teweave and a half-inch shell. The owners and managers in a number of foundries is that the Negro molders have given entire satisfaction to the Negroes, that that the Negro is making good Some managers say that the conditions that exist between workers and individual and not upon the race.

New Creeds Will Spring Up. Germany already Has Produced A Pre-War Religion, "The Little Flock."
The new "Messiah" has achieved some measure of popularity by his success in the ground that they draw stipends, which, he says, the apostle, Paul, has given him. The "Little Flock" craze has spread to such an extent in Saxony, especially among impressionable young people, the authorities have had to interfere. Many extreme pan-Germans have given up their mysticism. They openly propagate a revival of the paran worship of the ancient Teutons, including offerings to it. The American Realty and Construction Company is the name of a new organization launched by a number of professionals and professional men of this city. The company has a capital stock of $1,000,000 and is settled with $2,590,000 paid in. The company was incorporated under the laws of the state, December 26, 1918. The corporation is formed for the purpose of erecting buildings or making improvements in the accumulation and loaning of money for said purposes, and for the purchase, sale and subdivision of real property. The corporation is chartered for a period of fifty years. The following companies are chartered for a period: A. Wren, M. M. Rodgers, H. Stri克兰, G. L. Furrow, R. H. Hanlon, Chas. Druckens, R. H. Until the last moment he tried to console his family by calling them that he would be alright in a few minutes, but otherwise and the end came without a struggle. He seemed to have only closed his eyes and fallen asleep At 12:15, Thursday morning, he spent his spirit bade farewell to earth.
A Tribute to the Late Dennis Pollack, Who Departed this Life Jan 16th at His Home Near Wolfe City, Texas.
It has been said that death loyeth a shining mark. In the death of this great man, Dennis Pollard, it can be said that he was a man in County and the race at large have lost one of their most noble men. One whose place will be hard to find must be remembered, must again repeat that a great character has fallen for the noble qualities of the heart and mind made him a man of mind and mind. These great qualities were ever gloriously manifested in manifold ways in the varied activities of his life.
seems to me in his death I have sustained a personal loss, like the family and other dear relatives. I can hardly realize that I am to see him when he is gone. I enjoy to enjoy his sweet communion. My grief and sorrow are too deep to be expressed by mere words. This noble man is a class of people in a class by himself. He was of a unique character and I double very much his kindness again in this present generation. He was a few years past 60 but not a year ago. He was the wealthiest man of Fannin County regardless of race. He owned acres of farming land besides many of the wealthiest men of Fannin County plenty of the finest live stock of every description and numerous other assets. He had recently died he had recently erected a most beautiful mansion for the comfort and happiness of his dear love. He had ever so devotedly cared and served through life. He was especially educational weifo of his children and gave to each of them education sought and improved by them.
Dennis Pollard was worth possible between $100,000 and $200,000, almost unexpected which was a great shock not only for his family but for his friends and his friends large, especially as the doctors had dismissed his case and he apparently told his family that he would be elicited in a few days, but this was not all. That skill and loving care and attention could bestow was given to relieve his sufferings and preclude his wife, children and others who loved him were ceaseless in attendance after he was finished. He met the fate that must come to us all noon or late with prayer by faith on the mornings of Jan, 16th at 12:15, the excused and gentle spirit of an unplumphant flight from its frail lamentation of clay to enter that region of eternity, pain and death are felt and feared no more. He on dear Pollard. I with a dear loving host of friends help by the grace of God to meet you again in a father cries that this into his happiness and where parting is no more. TO SOLDIERS.
The war is now over and now thousands are returning from the Training Camps as well as from France trained soldiers and thoroughly equipped in military service. The Army has planned to have privates, corporals, sergeants, lieutenants, captains, majors, etc. The Knights of Palmieri have been planned to take advantage of the training of these thousands of young men and have been able to plan that we might draft them into our Uniform Rank which is the most spelled Military Institution in this country. As an inducement to get these young men into the Order, the Grand Chancellor will grant to each Lodge the privilege to not only permit the lodge to initiate new numbers and to re-initiate them but also which will permit the lodge to initiate all young men who have been in the camps or in the army the small sum of $1.25 per member.

Wharton, Texas, Feb. 6.—A long time before the hour the St. James school was to hear the lecture of Lieutenant C. C. Taylor. The reporter was unhered up near the front of the room and heard he did hear it. We all conceived that this young man is doing much more posed talks. The subject of his address was Negro and the after telling the Negro that he went through and giving the famous 92nd division of the prairie to the tenacious turbulent billows of the Atlantic to fight for democracy and there did he move the lieutenant got down to business, among the many topics under his subject were "Race Fride, Subture, Condition and Color Line," the speaker dwelled extensively on every one of the topics, and the lieutenant gave us a moving picture show and we were all glad to see it.

Austin, Texas—There were forty-four bills on the calendar Tuesday, but very few of them were reached, as the greater portion of the morning session was devoted to the free textbook bill section by section, and it remained unfinished at adjournment.
Among the measures acted upon for the appointment of a joint committee of five to investigate the subject of taxation. This was called up by its author and was finally passed by unanimous vote.
Insurance committee killed house bill requiring payment of insurance losses within sixty days or suffer penalty of 12 per cent and not more than $200,000. The bill applied to all classes of insurance.
A senate bill has been introduced which will permit cities of 25,000 populated to pay more than not more than $2 on each automobile permanently using its streets.
Austin, Texas—Following the introduction of a number of bills in the senate Monday, a bill providing for an investigation of the tax system was introduced. The adoption of an amendment providing for the employment of tax experts to assist in the investigation the bill was passed by a vote of 21 to 19. The amendment required the appointment of a committee of five. Three from the house and two from the senate, to conduct the investigation. Another bill provides for making appropriations of $12,000 for use of the funds raised by the committee for separating the State Insurance and Banking Department and creating the office of Commissioner of Banking with a salary of $8,000 per annum. A senate bill was introduced authorizing the establishment of 100,000 population or over to fix the salary of the chief probation officer not to exceed $2,400 per annum, and also a bill placing juvenile cases now under the jurisdiction of county courts for jurisdiction of chief probation officers.
when the senate took up Mr. Caldwell's senate bill for the sale of the temporary capital lot to the First District, and Senator Carlock moved that committee be appointed to investigate the value of the property. The motion carried and consideration of the bill was proposed. The senate in executive session has confirmed Governor Hobby's appointments of members of the board of regents of the university and the university board. The senate also confirmed the appointment of boards of elemenary institutions.
Austin, Texas—After considerable debate the senate passed the bill concluding that the pipe line companies after it had been amended to provide that the pipe lines be of sufficient capacity to carry all oil offered for transportation and be allowed to operate along the main lines or laterals.
A senate bill provides that the State Livestock sanitary commission and the United States bureau of animal health approve the bill for the application of tuberculosis in cattle in the state. The bill provides that after cattle are condemned the owner must sell the cattle to a slaughter establishment, where a federal inspector is maintained, for immediate slaughter and he shall be required to pay $25 for grade cattle and not to exceed $50 for pure bred cattle. A concurrent resolution has been introduced in the senate providing for the adoption of a new constitution Monday in January, 1920, for the purpose of framing a new constitution. The joint resolution introduced in the senate, proposing an amendment to the constitution, Governor Hobby's recommendation for the state to lend its aid to heads of families in acquiring and improving livestock, to it, which is over two thirds of the senate. The bill providing that infant drill laughs in the public schools, after graduation.
A bill was offered in the senate providing for regulation of the jury to each to give an indemnity bond of $5,000. By the bill jitneys are placed under the classification of common law. A bill was offered in the senate to extend the force for the act providing for widening wagon tires to become effective Jan. 21, 1921. Can't Repeat State Poll Tax Law. Austin, Texas.—In answer to an inquiry propounded by the house committee on Revenue and Taxation, the legislature passed a ruling to the effect that the legislature is powerless to repeal the law levying a poll tax upon male persons in the state and the legislature is likewise powerless to except from the provision requiring the payment of poll taxes. In refusing to print a joint resolution that provides for the amendment of the homestead clause of the state constitution the house expresses it in the bill requesting the request of Governor Hobby. The vote was 45 to 32. Through a bill introduced in the house each educational and elemen- oinary institution of the state would be given a governing board of like-minded citizens, the request of six others. Austin, Texas—With two amendments, the house committee on constitutional amendments has removed the requirement that H. P. Roosevelt viding for the use of state credit in buying rural homes for citizens who do not own land. The resolution was amended to allow Fort Worth. It conforms to the wishes of Governor Hobby.

Parliaa—Leon Bourgeois, French delegate on the society of nations has presented to President Wilson, President Macron and George and Premier欧里安 the text of the proposal for the formation of the league as agreed upon by the French, the American and the American, of which William Howard Taft is president; the British, of which Viscount Grey is president; the German, of which Adolf Hitler is president; the M. Clemensau previously had asked M. Bourgeois to obtain an agreement on the details among the advocates of the project in all countries; the American, of which the response to this request. It provides for compulsory arbitration in all disputes without exception; the limitations against nations against penalties against nations provoking war. Detailed provision is made for the organization of a society of nations without exception; the guarantees of loyal intention will be admitted. It also provides for court of nations, and authority is given for the enforcement of the mandates of such court.
Stronger Blue Sky Law Proposed.
Austin, Texas — The House Labor Committee has favorably reported a bill which seeks to amend the blue sky law to allow the blue sky law to joint stock companies, common law corporations and associations of persons operating under a declaration of trust, provided the commissioner of the commissioner of banking and insurance in such manner as corporations are controlled by the state.
Nat C. Goodwin Dies.
New York—Nat C. Goodwin, the actor, died at a hotel here early Friday after a brief illness. He came to the hospital in October, more than he had been playing. Death was due to a general breakdown in health, following an operation. He was the only person in several months ago. Born at Boston, Mass, July 25, 1857, Goodwin was a familiar figure on the American stage and made his first appearance in 1874.

Gardner Lester was with the delightful task of painting Amy Roland's portrait. If you had seen Amy you would have really evinced him, for she was truly lovely.
Amy left the studio somewhat later than usual for the picture was just at an interesting stage and Gardner could not bear to stop work till the last bit of daylight had directly illuminated. Mr. Roland, who was ways came with her daughter, had early to keep an appointment and Amy had promised to meet her at five.
Gardner had kept her till the last possible moment and she was hurrying toward the front door, when she found a doorway leading to a room was coming in the opposite direction.
"I bag pardon," exclaimed Amy, as she bounced back in surprise, "Why, why, why?" He smiled and lifted him. "Where in the world did you come from? I haven't laid eyes on you for over two years." "Just got here. Amy. I've been out in the world an accident former has a right to move in and now we can take my two weeks this time. Maybe it good to see you again—you haven't changed much except to grow up more and you'd forgotten all about me, though." Amy blushed slightly, but it was too dark to see really; but of course two years is a long time. In another one I might forget whether your hair was red or brown. It's hard to remember much when you pretty busy. "Billy laughed unhappily with a franks and engaging smile. In another moment she was gone." For "heaven sake," cried Garder, spiring his brother from the door when he saw me. "Maybe it isn't good to you again too! Is this a pleasure trip?" "Not exactly. The truth of the matter is I'm enlisting in about two weeks before I went over."
"Great Scott, you don't say so! I would myself but I'm behind the draft and I hate to leave my work—and I hate to leave my work—Could they spare you all right?"
"Well, you see, I'm my own boss, I just sold out and came along. I soaked up the money, I didn't soak up the back, either."
"I'm single, too, but I may not be long--that's one reason why I don't want to enlist."
"Louise?"
"Gardner laughed. "I should say not! I have a dagen since Louise. It's Amy this time. I haven't told her anything yet. I don't want another two days later Amy went for another sitting for her portrait and she found she Billy in the hall on her way home."
"Hello, Mr. Hermit," she scoffed. "You're not waiting time on your old friends this trip, are you?"
"Most of them seem to be pretty nice."
"Well, I am not for you, and to prove I will invite you to go for a walk with me now."
"But I love out today!" cried Amy enthusiastically.
"Yes, but you'd never call this beautiful if you could see it out where I live. Mountains and hills and valleys and forests—and you love those sets--you'd love those sunsets. Amay. They just make the whole world a blaze of glory and put peace into your life. You're a friend, you're there--it too big for that. But I can tell you it impresses me. Maybe I'm dafy on the subject, but it's simply too hard to believe. I had a good friend who said: 'I want to go back and I will!' You love it out there. Anyway, I would love it!' she agreed, and almost surprised herself by her own fervor.
"Will you visit me some day then--you and your husband!" she provided I have one by that time.
"In the meantime you will consider an invitation to see me with this eve."
"I'm sorry, Billy, but I'm going to dinner at the Seatson" with Gardner--they asked me ages ago. But I've a love by walk with you.
"So he is too. Good night," Billy!
"What can I do for you?"
"Don't you ever want to walk home with me again? I have three more sitings, course I want to. But a man doesn't do all the things he wants in worse luck! I will see you before long, though. Goodbye."
"I think you love the limit, and you love the reward," she affirmed Amy, and refused to notice his proffessed him. Whereon Hilly powdered long on the vegetables of women and kept out of sight. But on the day that she came for her last sitting she found him standing before her picture in the studio with a straight look on his face. So she sat next to Hilly. "I'm no deed yet."
"Hello, Amy; I didn't expect you to today, Gardner went to New York, but I didn't expect you to this one. You must have left before the
messenger arrived at your home,
"I did. You don't seem overjoyed
to see me yourself—don't let me keep
you. I have done I have done that
that you should be so horrid to me!
Don't you dare say you're not-you
are!"

place, and I always make a mess of

Gardner came back from New York
the next morning and in the town

fashionable hotel in town. Gardner liked
to be seen at smart places—especially
in company with a good-looking girl.
He was a very handsome man, casually,
"Where to?" asked Amy, with
aparent indifference.
"France. He's going in aviation
now," he said. "Why he came
east, you know. I've got to go down
town and fix up some things for him
as soon as we leave here—you won't
mind if you send you home in the cur
ture." "Of course not, Gardner." Amy was
trying hird not to choke on the
delicious piece of French pastry which
she was doing her best to swallow,
and Gardner leaned over the table and began to speak in a lowered voice.
"is this a surprise party?" gasped Amy.
"I shouldn't think you would be surprised—I made up my mind some time ago."
But I didn't know that, and as much as I've seen you lately, it never entered my head that you loved me. I like you, but I don't love you any more than you honestly love me. I don't know if you have a better friend than you would be a husband—do you truly think, Gardner?
Teacher smiled in spite of himself. "Where did you learn so much about being in love, little Amy?"
"I learned the little I know from a very poor teacher who didn't even want me for a pupil. I'm sorry, Gardner. I don't know how you feel. He doesn't even know I exist—hardly. Forge me, but it's the truth. And you'll still be my friend, won't you?"
"You can be perfectly sure about what you wanted the rejected autor promptly."
Amy waved her hand to him and turned and walked rapidly in the opposite direction from her own house. She walked toward her house and seemed to travel too slowly. She dragged herself wearily up the steps of a familiar house and ring the bell. "In Mr. Lane Lane in?" she asked. "And her ring, the "In the library, please." "Don't announce me, then—I'll go right in." Billy was sitting with his back to the window. Amy walked across the room before he saw her. Then he dropped his pen and sprang to his feet in amazement. Do you mean to tell me you're not going to marry Gardner? Why not? "It's really none of your business, but I'll tell you. "I didn't come here to talk to you about marriage, Mr. William Lane, I only came to tell you how horrible I think you are—I think I almost hate you."
Billy covered the distance between them in less time than it takes to mention it. Then he caught Amy in his arms and held her till she had said, "And I love you, love you, love you." he told her for about fifty times in many different ways. "Look me in the eyes and tell me you hate me."
But Amy was too comfortable to look up, so she didn't even answer him.
After a little white Billy looked at his watch and found it a quarter time. "Will you go to dinner with me this time. Any daring?" she asked her.
"It looks at if I have to. You don't know how much I wanted to go with you that of Billy. Let's get out of here. I think it would be better to break it to him after you've been a gone a few days, even though he didn't really love you at all. Oh, I wish you didn't have to go. Billy—I can't bear to think of it."
"Would you marry me tomorrow if could get a special life?"
"Then we'll go and see about it—will you come with me?" "Anywhere. You won't be able to come with me," my husband and I will be glad to come and visit on your own and woolly farm as soon as you come back to us." Commission Appointed to Draft Commission, Taking It Up Section by Section.
Paris—President Wilson presided over the commission of the society of nations which had before it the completed project for constituting the first international committee. While there is no authoritative information concerning the details of the subject the distribution of printed drafts among the members has disbanded, and the committee these can be summarized as follows.
Two main plans have been presented, which the members of the commission regard as embodying the Abercrombie and Mackenzie are composite, containing the best features from various sources, American, British, French and Italian.
Both plans are being considered and the revised plan is not so acceptable, the plan is generally regarded as more democratic, and therefore more acceptable to the small powers, whereas the revised plan is not so acceptable from the executive branch of the proposed organization and is a long step toward the creation of an international supreme council, with a run of 15 members of codified international law.
Counterfeit Notes Floating Around.
Washington — Warning has been issued in connection with a counterfeit $20 federal reserve note on the New York Federal Reserve bank in circulation. The note bears the signature of W. G. McAdoo, a darker in color than on a genuine note, the check letter "D," plate number "S1" and signature of W. G. McAdoo and John Burk, treasurer of the United States. In the paper are imitated by pen marks.
