SENATOR HARDING AND LYNCHING.
The repeated expression of such sentiments more firmly counseled us to candidate whose beliefs in justice and law are fixed and whose aim, in so far as he is concerned, is to improve the lives of others. Never before has a candidate so repeatedly emphasized his stand on matters which, while affecting the lives of others, usually applies to particularly to our group. It would seem that at last the man has been found whose idea of government collection with our own.
A gubernator of Norcross in California have offered to take the place of the Japa if the exclusion acts are passed. We never lived in California, but we have always been overly apprehensive of such an offer at this particular time.
Matter now is disturbed by nothing more creative than yellow fever.
It cannot be successfully argued that the "Black and Tan" Republican party in Texas does not represent the hope of Negroes for statewide political continuance. Because of its freedom from prejudice and cleavage to time honored Republican precedents, it stands by itself in welcoming the participation of Negroes in its councils and operations. Such cannot be said of any other party in Texas. It cannot be said of any other silence, have allowed the Negro to feel that he might ally himself with them if he so desired. Rather, they have brazenly and openly disavowed any intention of allowing him chance to participate, feeling as they say that "active participation in Texas politics is not a Negro's job." Knowing that this is true, no Negro man or woman of voting age in Texas should hesitate to ally himself with this party, actively participate in its furtherance and vote its ticket in the November elections. The question as it has unfolded itself in Texas, as in several other States, is not one of politics alone. It goes farther than that. The manipulations of the white contingent and the life-long creed of Democrats in Texas have been Anti-Negro. The mainstay of any citizen is political freedom. The greatest power given to any citizen is the ballot.
When the freedom of the ballot is questioned the whole life and prosperity of the citizen is endangered and he is threatened with whatever of good or evil, usually evil, those who have thus treated him, may design.
It is the unilenable right of every citizen, by the power of the ballot, to will as to who shall administer his laws and of what sort those laws shall be.
Such a right has never been conceded the Negro by the Democratic party in Texas and neither is it conceded by the white Republicans, if we are to judge by their declaration through the Texas Republican Council of Fort Worth. There can be no real government by the people where race and gender are involved and war and In this fact alone there is justification enough for the foundation, maintenance and support of a party made up of men and women who believe that the principles of human brotherhood and the dictates of fundamental rights should determine the status of voters and political participants. The Black and Tan Republican party is made up of such men and women. The Black and Tan Republican party is made up of such men and women. The Black and Tan Republican party is made up of such men and women. Its ticket contains the name of a Negro and it central committee is composed of white and black men alike.
In short it is wholly "conceived in liberty and dedicated to the proposition that all men are created equal." It is fully allied with the Republican Party of America and the votes of its members will be polled for Harding and Coolidge in the national election.
The reason for existence in Texas is found in the fact that the public event, supposedly Republican, contrary to all dictates of justice and right, proclaimed the Republican party in Texas a "white man's party." Such a statement was not Republican in spirit. There were those who opposed this spirit so bitterly that they refused to remain longer as associates of those who so fragrantly abused and debased real Republican principles and they formed the Black and Tan Republican party of Texas, giving equal ease of access, freedom of action and opportunity in the American government regardless of race or color who believed in a progressive platform.
It offers the only hope of political salvation to Negroes of Texas.
It is the duty of every Negro man and woman of Texas to help carry it on to an assured success in November.
Its ticket is headed by H. Capers, whose acceptance speech declaring that "no man who denies his fellow the same political chance as himself is fit to govern him" has given evidence of his American government.
Harding-Capers clubs offer to every man a chance in Texas and a share in the American government. They are being organized daily and their support is becoming more daily.
The ticket must win in November.
We owe it to ourselves to push its cause to our utmost capacity.
The call comes alike to every pastor, teacher, leader and citizen.
It is to be remembered that we are thus fighting our own battles and guaranteeing our own safety.
One need not reason long to be assured that this is true. There are a possible 250,000 Negro votes in Texas. With the exception of a few weak-kneed, vacillating sycamorphs and traitors they will vote for the Harding-Capers ticket if only we see to it that the absolute necessity of so doing is made clear.
By recent legislation the period between Oct. 6 and Oct. 22 is opened for the payment of poll tax for both men and women. $1.75 will make any man or woman over 21 years of age a vote.
Soldiers may vote on their discharges.
Every man or woman of voting age should qualify and vote the Harding-Capers ticket.
It will show our belief in our own manhood.
It will prove our determination not to be eliminated.
As we said before this matter goes deeper than politics. It has to do with fundamental, inalienable rights guaranteed to men by their American citizenship.

DALLAS COUNTY HARDING-CAPERS CLUB
The efforts being put forth by R. Lee Jones and his associates in organizing Dallas County are to be highly congratulated for their range of scope.
In addition to the increasing of enthusiasm they plan a real educational program and election school for the purpose of teaching women, but recently enfranchised and non-voting men the purpose and importance of the ballot and how properly to vote.
An imitation ballot of large dimensions is being made and at every Thursday night rally, a certain amount of time will be given to its explanation by men who know.
According to the statement of Mr. Jones there are a possible 20,000 votes in Dallas county alone. By means of the Harding-Capers rally it is hoped that at least 20,000 of these will be polled for the Black and Tan ticket.
There can be no doubt but that the means now being employed for securing voters will prove attractive to those who heretofore have not been attracted.
Certainly they will appeal to our women in great numbers because of the educational value which they possess. And we feel that our surmise that women will respond readily and secure this political training should be able to use it in the November elections will become a proven fact.
The way is being paved for their easy invitation into politics by the Harding-Capers club. They should be urged in all possible ways to take advantage of the unusual offering of political training.
If a person is not willing to spend $1.75 for a poll tax receipt he is not fit to be a voter.
Its our opinion that black lily-whites will not be very popular in their communities after Nov. 2.
Playing the part of a man is due more to determination than to circumstance.
The best things in the world would not be best if they were obtained without sacrifice.
Fire eaters are spectacular but consistent thinkers and workers get permanent results.

*On the eve of the coming campaign every consideration of race and country compels us to counsel our Colored fellow citizens from Maine to California and from Texas to Washington to acquit themselves like men. These are not only perilous times but they are golden times.
You are here in this your great land of great opportunities. If you would be free you must strike the blow. Your personal and petty differences are about the way you acquit themselves as well as in Mississippi, in the Capitol of the Nation as well as in Ohio, Kansas and California the football of American politics. Prejudice on the wings of the wind is growing apace. Your ballot is, as it has been since freedom, your sacred and able weapon, and this you have battered away when not for a mess of potage you have dissipated its strength in ebasing false plantons of partisan hopes and been attached to the idols of treacherous party machines. As a result you stand today as Frederick Douglas foresaw, in the open field of ruin, treading the wine-presence alone.
Consider the sorry condition of the Colored citizens in the State of Kansas—Bleeding Kansas—the State of John Brown, who died to make it of its sister States safe for democracy. News reports come to us that despite the fact that even that little equal accommodations which its Colored citizens have enjoyed in its capitol have been taken away. Yet the black man with the ballot in the golden Sunflower State of the Middle are far more than the balance of political power. In a single election, if they would, they could sweep out of power all the renegades, all the color cowards who forbid their simple equal rights. No question arises in Kansas of black voting or of having their vote honestly counted. The professional classes, led by a fine insurrection black job holder, have been able to get their votes in the moll. As it is in Kansas, so it is in the Buckeye State, so it is in the Puritan State, and so it is in the Empire State of the Nation.
We urge Colored vpters throughout the North in the coming campaign to support their own candidates from the Common Council, for the Legislature, for Congress and for every other position to which their men honestly aspire. Wherever black men do not aspire in such fashion to represent their people you must put none but Americans pure and undefiled into power. "Arise brethren! Throw off your shackles of envy and factual insensitivity with all your hearts and with your courage who would deny you in these times an equal place in your own Government. Throw out the men who do not measure up to the standard of square deal, real Americanism. Get together! THIS IS THE ROAD TO SALVATION." N. Y. News.
THE WAR IN HAYTL.
In his speech on Constitution Day Senator Harding said in referring to American military operations in San Diego Domingo and Hayti:
"The censorship is no less strict than it was during the secret conferences and conspiracies in Paris. Practically all we know is that thousands of native Haytians have been killed by American marines."
Nevertheless it is possible to form an idea of the character of this war, which, as Mr. Harding says, is being waged, though never declared, through the use of the machine, which never bestowed on him but scrupulously withheld by "the Constitution.
The Haytians the marines are pursuing are known as Cacao. Some are simply bandits some are revolutionists, many are men who have been driven to the hills in consequence of a mistake made by the American administrators early in the occupation of the island. The Americans took too seriously an old law requiring men to work the ronds four days a month, there was a rebellion against the attempt to enforce it, Haytian opposition to the Americans crystallized on this issue and ever since a stream of recruits has been flowing to the bands of outlaws and revolutionists.
Of the duties of the American marines has been to hunt down these bands. It has been described as a war of extermination. Samuel Guy Inman, executive secretary of the Committee on Cooperation in Latin America, who made a survey of the inland in the summer of 1919, wrote in his report:
"These outlawgo in bands numbering from twenty-five to two hundred generally. Not more than 20 or 30 per cent are armed, and these are very poor shoals, so that there are few casualties among our men. They are now making a systematic drive and closing in on the bands, and in some battles from twenty-five to sixty are killed.
The machine, which passes criticism on our American marines. It is the machine, not the man, that is to blame. From the military standpoint it is natural to regard all life as cheap."
Another observer, Otto Schoenrich, a New York lawyer, the author of a book on Santo Domingo and formerly secretary of the Dominican Minister of Finance bear "d unfortunate stories of torture of prisoners by water cure and by application of red hot machetes. Giving prisoners an opportunity to escape and shooting them while escaping was also said to have occurred. Mr. Harding spoke of thousands of native Haytians having been killed Jas. W. Johnson, field secretary of the National Association for the Advancement of Colored People, who visited Hayti recently says that "in the five years of American occupation more than three thousand innocent Haytians have been slaughtered."
The immediate provocation of the American occupation of Hayti was the violation by a mob of the French Lefayet at Fort-an-Prince and the subsequent arrest of the French Lefayet, causing the death of only 169 political prisoners. And the purpose of the American occupation was to improve the government of Hayti.-N. Y. Sun.

It is reported that the Democrats are preparing "an exhaustive report" on what the Democratic administration did for the Negro during the war. This report is intended to be used as a campaign document to off-set the present criticism of the Democrats in failing to even mention the Negro in their party platform drafted at San Francisco. We hope a booklet will be put into the hands of the public. Let it come. We suppose it will tell the whole truth and if it does, it ought to tell the following:
(a) That all Negroes were made to tear off the left hand corner of their questionnaire.
(b) That Negroes were drafted ostensibly as soldiers, but sent to camp and given a pick and shovel.
(c) That Negroes were taken from the South in large numbers while the whites of the South were either exempt or placed in deferred classifications.
(d) That a whole Draft Board in Georgia was dismissed because it took too many Negroes and exempted too many whites.
(e) That the stevedore regiments were made up of Negroes while the whites were given guns and commissions.
(1) That Negroes in France were placed under southern officers and humiliated.
(g) That Commissions were given to Negroes in training camps but taken from them before they were sent over seas.
(b) That even in France Jim Crow signs were placed in restaurants and moving picture places by orders of white officers.
(1) That white soldiers were allowed to disperse the propriety of sabbing a Negro officer in uniform.

If the Democratic intends to out a book telling of these practices, it will probably have they were tolerated, then such a booklet would make a very interesting Campaign Document. We should like to get one before taking the stump for Harding and Coolidge; it would refresh us immensely, and put us in fine fettle to take the war to the very doors of the enemy.

It is not that the Colored vote is going solidly to the Republican ticket that promises trouble and embarrassment, but it is the fact that we are about again to be forced with a race issue, which afford to the "class consciousness" that appears to be seizing numbers of people, does not argue well for the peace and tranquility of the country. Not alone the South is affected by this menace, but every situation where there are to be formed any considerable number of colored people will be more uneasy to moralizing race clashes. It has been not altogether an easy thing to manage the men of the race; when the women begin to gain consciousness of their impronance and influence, then will come the realization of the dangerous folly of women's suffrage through an amendment to the federal constitution.
