Austin, Texas, Jan. 27—The Senate has approved the bill introduced by Hildebees proposing the establishment of a sanitarium for Negro tubercular patients. This bill carries an appropriation of $105,000 and will have location determined by a member of which is to be the superintendent of the Carlsbad Sanitarium.

Mr. S. J. Lyons, Manufacturer and distributor of the East Indian Commodity Corporation of Oklahoma City, paid a special visit to Dallas at the invitation of Rev. C. Lyons, President of the various places of business of the company, to appreciate the spirit of general prosperity every day. Was Tried on Murder the day of the first-degree murder. The juries compromised on the manlaughter verdict. The girl was calm when the verdict was delivered, the verdict, but later broke down and wopt. She was led from the court.
The trial began Monday in Criminal Court No. 1, but there was difficulty in obtaining a jury, and the jury was unable until Tuesday afternoon. The prosecution, conducted by Assistant District Attorney Crommelin and Van Winkle, was killed as he was entering the Johnson home in search of persons who had fired into the street. After an exchange of pistol shots the defense team was killed. William Johnson and his daughter were discovered by other officers, hiding under a bed. He was testified in the trial and found in a revolver in their home.

Hampton, Va. Jan. 27—Dr. James E. Gregg, principal of Hampton Institute, has announced that the principal of the Hampton Founder's Day to be held on Jan. 30 in memory of Gen. Samuel Chmanman Armstrong, will be given the honorary degree of Doctor of Laws, loyalties, Va., who is the president of the Jeanes and Slater Board, member of the General Education Board, and rector of William and John Armstrong.

Drillard," says the "Southern Workman," which is the official magazine published by Hampton Institute, and which is published by any other Southern man to set force in motion tending to bring about better race relations. It was he who was the first to establish the Southern University Race Commission and he was also active in the organization of the Commission on the Composition of the Southern Publicity Committee.

"BERSHIP IN KNOXVILLE.
Knoxville, Tenn., Jan. 27.—The unfamous institution (known as the Ku Klux Klan) that terrorizes the black community and harmony of the commonwealth during the period of reconstruction, years ago, and that has many southern states has announced through an alleged representative of the Ku Klux Klan the announcement and advertisement appearing in one of the local daily papers of last Sunday, plans for the expansion of the organization in Knoxville. The Ku Klux Klan has so thoroughly gotten control in many states that the organization is operated at their command. In one Georgia city the "kings" patrol white rioters with white rioters and their identity concealed by masks over their heads and formed a long line as they marched through the city. The glare of the lights. Suddenly every light in the city was out for a few minutes and when they came the mobs began to attack. The session could be seen. It is stated that although many hundreds of Negroes stood along the line of march in Knoxville, they were amused at the antics of the participants and not a sign of fear could be noted in any direction or on the street.
The following words were spoken by Col. William J. Simmons, "imagine, expect, extend years of study in preparation for the formation of the organization, before a Birmingham, Ala., audience, to a day of celebration, it is here today and with the grace of God, it will be here forever. " I know most of you here this week, I know have been miliar territory for me, as I lived in the Magic City for a good many years. If there can be such thing as cooperative rivalry among different institutions of the same kind and character, it is being evinced by the churches of the city in their contributions to the development beginning of its dedication exercises each church of the city, and vicinity on its allotted night, has exerted itself much in trying to "make it work," and done and establish a record which its successors cannot break. There can be no doubt but that S. J. Church will spirit. But to our minds its result will go farther. We do not feel that it is foolish that the church will complete that the spurty completion of project because of the increased cooperation of the members of Dallas churches will act as proof positive that the church will be by each of them that, just as cooperation made the church building speedily possible, will it
We are prone habitually to lament the lack of opportunities provided by us for our children when they turn 18. We are also prone to the lack of opportunity for the fact that we cannot borrow the necessary funds easily for helping our scattered families in their business and facilities of various kinds, never realizing that we alone are to blame for the lack of them. We are also prone to the lack of churches are manifesting toward the completion of St. James if carried out by a group or groups of them. We are also prone to the lack of many things whose use we now feel. More than once we have attempted to call public attention to the fact that we are expenditures for the necessities of life and the pursuit of recreation of the 42,000 us in Dallas well well beyond our means. We have not yet learned that there is a way to spend the same sum of money so that every dollar of it will be used to be used for our own betterment.
There has been nothing miraculous about the building of St James church co-ordination with local church members and pastors of local churches simply felt that their dollars invested in that building would bring them a satisfaction in their beauty and church progress, and that contributed them. TUBERCULOSIS.

The increased amount of attention now being paid to the health needs of the Negroes of this state is gratifying in the extreme. During the past few weeks we have noted an increase in litigation for the provision of quarters for Negro tubercular patients and an appeal for a wider dissemination of the gospel of good health.
An investigation by a representative of the Texas Public Health Association disclosed the fact that no where in Texas, was a place provided for the care of Negro tubercular patients. Since that fact was made public Harris County has appropriated $12,500 for the establishment and maintenance of a ward for Negro tuberculars and a bill has been introduced in the legislature and approved by the Senate Committee providing for the appropriation of $300,000 for a state institution for Negroes already now being maintained for white tubercular subjects at Carlsbad.
These signs of increasing zeal in the interest of public health are encouraging.
We predict the passage of the bill providing for the establishment of the Negro Sanitarium. When that institution shall have been established, the state will to some degree have done its duty. But it is not to be supposed that such an institution will efficiently fill the demands upon it of every portion of the state. Counties and cities must also do their share. Harris County has already seen its need and done its duty in this regard. Why should others as badly in need of it as is Harris County, fall to do likewise? We speak of counties we include all of those in Texas, but we think of our own county and city particularly for their need of such facilities is more apparent. Vital statistics compiled and prepared by local physicians prove that in our own city, twice as many Negroes die from this disease as do white people. But there has as yet been no provision made for their isolation and care.
This lack of provision has meant that in cases where the financial condition of the family in which the disease has made its appearance has not warranted the making of special provision for him, the patient has been, in many cases, left absolutely to his own devices, usually to wander in about public places, spitting his germs and menacing the public heath. Why one to oo to him for he has no recourse of the public hospital facilities for ailments not contagious, and in the tubercular hospital recently built by the city, segregation ordinances have made his entry impossible.
We have wondered and are still wondering why such a condition has been allowed to maintain. We have waited for the fulfillment of promises to rectify it as made by our local administration but so far we have waited in vain. We were led to believe that in the erection of Woodlawn Hospital, some provision would be made for all tubercular subjects but such has not been done. We do not know why.
We do know however, that the failure to make this provision has reacted with detriment to Dallas generally and the public health has suffered as a national outcome.

The City of Dallas is remarkable for its progress and attention to its own interests. But in this particular regard its lack of foresight in regard to its health seems without adequate defense.
Dallas needs to make provision for its Negro tubercular cases. As long as it fails to do so it falls short of its maximum efficiency in safeguarding the health of its public. And what applies to Dallas, in this regard at least, applies with equal force to the majority of cities and counties of Texas.

Much concern is being manifested by members of our group in various sections as to the real attitude which. Harding will take toward them.
From the tone of the expressions of many of them their anxiety seems to be centered in the number of offices to be filled by the appointment of Negroes rather than the greater good which may be accomplished by legislative action in their behalf.
We believe absolutely that Negroes should become government officials by appointment and participate in this way in their own government. But we do not believe that their anxiety in this regard should overshadow their desire and urge that a sort of consideration which would result in a more far-reaching form of benefit to them, be given by the incoming administration.
It has always appealed to us that the end of all of our political striving should be 'the greatest good for the greatest number of people' and we still unure. We hold no brief for "political peddars" and our backs are turned squared to those among us who would make personal gain predominant in their political appeals.
To a great extent our present lack of political power has been due to the fact that too many of our leaders have sought for personal loaves and fishes while their neighbors and their children after them were forced to pay in disfranchisement, segregation and legalized prejudice for their bargains.
We do not necessarily decry the insistence of members of our group for recognition by appointment, commensurate with their political deserts. But we do feel that at the same time and even what more slurry, they should declare themselves for anti-lynch laws and others of the sort which would more nearly allow us to participate in our government by making 100 per cent citizens of us. We do not know yet what Harding will do. But we have absolute confidence in his spirit of fairness.
We hope to see Negro Federal office holders but we do not hope to see them to the exclusion of our claims to legislative relief from unbearable conditions.
We glory in the ambitions of all of our office seekers but we would have them understand that we do not feel that they should think that, should their office holding propensities be gratified, the interests of the group will be satisfactorily served.

Unusually frank expressions are being noted from time to time in the columns of Southern papers with regard to the treatment of Negroes. The latest of these has appeared in the Column's (S. C.) Record commending Governor Dorsey of Georgia for his prompt protection of Negro farmers of Hall County from the attacks of "write campers." It says in part: "The Record is gratified by the announcement of the press association's dispatches from Atlanta Wednesday that Governor Hugh Dorsey is investigating race trouble rumors in the county, the county is a trained public, and his is one of the levelheaded Georgia justice and what the farmers of the Cracker State are prone to call "hoss sense." Reports from Hall county indicate that a lot of bolshevist residents of that vicinity are threatening Negroes and that the latter are leaving in fear of raids on their homes. This sort of news might be expected from Russia or from some uncivilized nation or country, but it ought not to come from the beckwoods or from the front pasture of the great and progressive State of Georgia.
Incidental to the world war's ending, we have suffered greatly from wild orgies of lawlessness in many forms. In common justice it should be said that the Negro race, as such, measured up to its war duties quite as creditably" as did the white race. It was even freer of the slacker-class than were the hyphened units of the other races, during the conflict here for hundreds of years, and because that members of that race have been predicated on balancing the bread and rearing the children of this generation in the South, it looks as though it shouldn't be necessary to say that it should be protected from harm.
There has been too much cichancy about the race question right here at home. The law abiding Negro is as much entitled to protection of the law in the South as any man in it, and Governor Dorsey is the man whom we believe will see that he gets his dues in that regard in full measure.

FEDERAL OFFICERS FOR NEGROES.

His prospect for growth in Republican streets rested on in these columns. The promoters of States are many of them former Democrats that it must be a white party, in the senses men. They say that if the Negroes, who permitted to share in the management that the Negroes are denied their elective entitlement was passed to secure, but they preyed for this, and urge that the only right to vote is in developing his interest that individual Negroes of character and recorded to them what is theirs now by renaming Negroes between the two parties to a solid Negro party which is the ghost of Democrats back into the fold.
Upon Mr. Harding's accession to power, he arise for his consideration. Vacant offices in the Southern States. In many men competent to fill these places so far experience are concerned. These men have been the only Republicans within the district Negro of the Negro within the two parties will fill. They say that if the Negroes, whose voting power is negligible, are permitted to share in the management the movement will fail. They admit that the Negroes are denied their electoral rights, which the Fifteenth Amendment was passed to secure, but they press the point that there is no remedy for this, and urge that the only hope the Negro has of securing his right to vote is in developing his intelligence and economic utility, so that individual Negroes of character and intelligence may gradually have accorded to them what is theirs now by right. They would welcome a division of Negroes between the two parties because it would end the danger of a solid Negro party which the ghost often raised to frighten impatient Democrats back into the fold.
Immediately upon Mr. Harding's accession to power a phrase of this question is likely to arise for his consideration. Vacancies will occur in the local Federal offices in the Southern States. In many districts will be found Colored men competent to fill these places so far as intelligence character and experience are concerned. These men have always been Republicans, and often the only Republicans within the district. Their friends will be Colored men who are entitled to the recognition which such appointments will be. The vote of the Negroes of the North is essential to Republican success, and the party should not abandon their brethren of the South when such an opportunity for encouragement is at hand. The promoters of the white Republican party in the South meet this plea with two vigorous objections. They say, first, that the psychology of the situation is that the great mass of whites in every town that is not wholly Colored will bitterly resent to do business with a Colored man in an important official position and that this fact will much interfere with efficiency and dispatch in the doing of the public business. They do not undertake to justify this condition, but they say it is a fact that no argument against it as the result of unjust prejudice will remove. Their second objection to the policy of making Negroes Federal officials in the South is that such appointments will injure the cause of the Negroes themselves in the South; that, the best friends the Negroes have in the South, will not be able to effort to help the race, but that they will lose their interest and become alienated of the race question is thrown actually into Southern politics again by such appointments.
They concede the justice and virtue of Mr. Roosevelt's demand that the door of hope should not be closed to the Negro by making him practically ineligible to official preferment for which he is fitted, and admit that such recognition of the Negro race as Americans by appointment of competent representatives to public office is a real and useful encouragement. But they maintain that the offices conferred should be in Washington or in the North, where the feeling upon this point is not so strained or sensitive. They point out that there are offices of dignity and importance in Washington to which representative Colored men can well be appointed and which they are entirely competent to fill, and that such appointments are far more useful in giving the Colored electorate a sense of official participation in the Government than merely local appointments in the South. Appointments of this national character will create no popular prejudice obstructive to the smooth discharge of the public business, and will not freely incite racial feeling against Negroes or interfere with their material progress in the South. In the middle of the dispute between the "lily white" Republicans and the so-called "black and tans" will come before Mr. Harding soon after he takes up the reins of power. If he shall be able by his decision to secure Republican parties of strength in the various Southern States, even if he disappoints Negro applicants for office in the South, because we can be very sure that Republican white legislatures of the South will be quick to do justice to the Negro in the division of the school funds and that Republican executives will do all that is possible in the suppression of lynching.

The bill for the reapportionment of members in the house of representatives at Washington will not effect Montana. It leaves this state with its present two congressmen. It is called the Siegel bill, and increases the membership 48 to a total of 483 and carries a provision recommending a constitutional amendment limiting the final total as population grows to 500. It is evident that it would be better to cut the total number of members to 250, but no doubt it is impossible to get congress to agree to such a plan.
Under the Siegel bill northern states would get an increase in membership of 34 and southern states of 12. It would appear that in the respect the north was doing well enough, but the fact is that southern states for a long period have enjoyed representation in congress and in the electoral college to which they are not entitled. Representation in based upon disfranchised white and black citizens, people who are lawfully entitled to vote but not allowed to do so.
There has for a long time been agitation to have this evil remedied, and strong demands have been made upon this congress to take from the southern states the representation to which it is not entitled, but if the Siegel bill is not passed, the state will not have knowledge of conditions in the south that the Solid South would be quickly broken up by the growth of a big Republican vote if this condition were done away with by congress.
However, the traditions of the south for fifty years or more, the Nero question and other considerations are bound up in it, and thus far these have been strong enough to maintain the status quo. In this policy, an injustice to the rest of the union is perpetuated, and a problem that eventually must be solved is shirked and the cure of an evil postponed. In time this issue will be forced into the arena of action, and the south compelled to take action. The state has not represented in representation in crassness and the electoral system that it holds by falsity and fraud on the rest of the United States—Hellema (M. Record).

It is a sad commentary of the times that a former President of the United States can publicly give sanction to southern cheersen and injustice, an Mr. Taft dices in the Public Ledger on "The Negro in Politics." Mr. Taft still labs under that o delusion that the Solid South can be broken up by catering to "lilywhites!" Hayes tried it and failed McKinley tried it and failed. The opportunist always will fail in the end. The president will always fail in the South in decied a turn for the better. These constitutions are all violations of the spirit of the constitution of the United States. Nobody denies that the intent of the framers of the new constitution was to disfranchise the Negro. Will Mr. Taft argue that to make stealing logical means to make it moral? We live under a government which stands supposedly for fair play, for equality of opportunity. For "n man's chance for a man. There are good white men in the South, like Professor Kerling, of the Virginia Military Academy; but they are like trees on a Sahara, and cannot modify the severe general judgment of the section. And some people are not willing to take a stand for right, for justice, for fair play, for the constitution, and stand by it. The ideal must not be lowered, but it rather the people raised. If we would spend a little money trying to enforce the fourteenth and fifteenth amendments and not be thoroughly partial to the eighteenth amendment, I believe our moral sense would be better satisfied. Mr. Harding will make a grave miracle, a mistake which will most assuredly be resented by the Negro, if he pays attention to Mr. Taft's advice on the race question. It will becomes a former President of the nation to apologize and pave the way for future injustices to 12,000 of his公民 fellows.

Power is highly cultured and a gifted leader and was greatly missed in the meeting. Mra. Drake was present and the Workers of the House Training and Industrial Home for fallen girls. Mra. Amy Washington, matron, is making good progress on her part finance at once in to set it up a collection to assist in paying off the plumbing $33.00 in cash raised and drive out the debt. Mra. D. Carper was present and made helpful remarks, also Dr. M. K. Curry, R. S. Jenkins, G. W. Day and other gentlemen.

FRANCE IGNORES PROTESTS OF UNITED STATES.
Paris, France, Jan. 27.—Even if the United States government should take steps officially to protest against the occupation of German territory, they will not be withdrawn, following the announcement that Representative Britten of Illinois, had introduced a measure in the House of Representatives to withdraw her colonial troops from German territory. France understand that she may be asked to be involved by reasons, and official investigation has proven that the colonial troops are the best answer to the question. Speaking in the chamber of Deputies this week, Deputy Andre Bothe郎, a former French diplomat, did not respond to the "rights of waker people" by regulating the color question in his own country. "There is no such question among us." I was paired during the war of seeing American officers refuse to wear red, blue, or white uniforms in the same cases for civilization and justice.

LETTER TRAINING
The Committee on the entertainment of the Bishops' Council "has collected funds. Starting out in the collecting agon on a campaign to raise $3,500 from the public, Tuesday night's fundraiser totaled $3,930. $3,930 collected and turned in. The people we respond to are the people we appeal for funds to complete the new St. James, and for the enter into the agreement when it meets next month. "Our people certainly have the Dallas spirit well cultivated and know how to work," said Chairman Hamilton. "We are deeply grateful to every person."
While the committee has obtained the amount it pledged itself to, the amount due to work until all subscriptions are due to all reports of money collected are turned in to the treasurer. Dr. Abinton says, he is still pushed for funds to be raised. He says everybody who has not already helped to do so at once. A number of individuals and several lodges have been helped to do so, but not closed until they be given time to give their donations. The Citizens Committee is getting up an elaborate and artistic souvenir to mark the arrival of the Bishope Council. This will be paid for itself out of the advertisements it will carry. Any surplus of the money will be donated to St. James Church on its debt. A number of the advertisements will be ready obtained and paid for, and more coming in daily. The business men of Calais are urged to attend the church service will be donated to the plan. The advertising agent will call.
The visiting churches during the week past, again played a big share in assisting the committee to reach the goal toward which it has been working. The Munger Avenue Baptist church held services in the new St. James. An annual service was held at the Munger Avenue Baptist church will be pastor Lloyd. A collection of $76.00 was taken up. On the same night, a service was held at Quiet City, Lincoln Avenue and Leontine on Avenue were present and donated $80.00.

Mr. Joe Trammell, manager of the Popular Mammoth Theological Society, donated $25.00 to the Consistory for the success of the campaign. Capital City of Arkansas Will Earn Sunday School Workers For 1921.
Nashville, Tenn., Jan. 27—(National Negro Press Association Service) Liberty School School Conference session of the Sunday School Congress forces June 6th to 13th. This week, the school board will hold a session of the Board held in this city. Five cities have neck and neck meetings of the Board. Kokee, Oklahoma, C. S. Galveston, Texas, St. Louis, Mo., and Little Rock, developed the board for the third time and that the decision was only reached today. No other city has held a meeting at Arkansas, conveying the information to them. The Secretary of the Board, Dr. C. H. Clark, authorized the announcement and they will be no reduced round trip rates for any religious gatherings. They contemplate an increased attendance at the meeting that just a year ago the meeting was a Spring Illinois Institute of memory services were held for the late Abraham Lincoln. More than twenty thousand school workers are affected by this call.
