These are well worth bearing in mind. They may do much to determine our outlook on life. The parent who helps the boy while he is young, to choose a life's work and prepare for it has helped more than he can ever know. This institution of government varying only in domain scope is maintained in city, county and nation. The strength of its agents and its percentage of efficiency depends almost solely upon the confidence and faith of those served in those serving. They it is who must so conduct the affairs relating to all concerned as to render impossible the formation of movements and the spreading of ideas which will tend to lessen the confidence of those who share vitality in the contribution to the general well being, in them as leaders and the institution which they represent. The loss of confidence is not sudden, nor does it show itself in any marked way necessarily. But little by little that high respect for and cheerful contribution to the general well being is replaced by suspicion and fear to give credit to and rely as fully upon the other factor in the scheme which mutually concerns them. Such a condition if long continued would vitally impair the efficiency of any scheme. But it is the natural outcome of failure of those directly concerned to place due emphasis upon the importance of keeping the faith with those who have faith in them. THE MIRROR OF PUBLIC OPINION Among living philanthropists few names touch the heart of the Negro with more reverence than the name of Julius Rosenwald of Chicago head of Sears Roebuck & Company. Less than ten years ago Mr. Rosenwald was not a familiar name among our group. But today there is not a Negro in the country but in some way or another has come to regard him as a trust friend of the race. Rosenwald is modest to the core. Last June we visited the Rosenwald school and astonished at the obviously innate modesty of the man! Mr. Rosenwald who made it possible to have a chain of Y. M. C. A.'s throughout the country to the credit of the Negro. In every large city he would give so much for so much raised by Colored people. Having had a successful experience with Y. M. C. A. he very soon sought other fields for his humanitarian efforts. Hence we find him subsequently interesting himself in the work of the Negro. He is also the supporter of Tuskegee. Rosenwald chartered a special train and with many friends visited Tuskegee. His visit meant a new era for that museum institution. Bradley Gilman, a distinguished journalist, just returned from Tuskegee, says of Mr. Rosenwald "energetic, shrewd, generous Tuskegee still lives and not only maintains a deep interest in Tuskegee but is developing and applying the Tuskegee far out throughout the surrey. He is established elementary schools. He gives about a quarter of the annual income of the county officers will give the other three quarterers. And has already established, on this wise basis, 800 of these schools. I hear this shrewd, broadminded, kwin hearted man talk at a Tuskegee meeting a week ago. He did not speak about those schools but justice to humanitie This tribute—as fine a tribute as man could pay man—has not overtly the mark. It portrays the man Rosenwald exactly as he is. It may not be generally known that there is a Rosenwald Scholarship for medical students of color who wish to take post graduate word in the medical sciences. This scholarship had a very obscure beginning. A young man is granted a Mharyar Medical College was courageous enough to apply to Rookefield Medical College. After several weeks he received a letter from the board of trustees to call on Julius Rosenwald. Quietly and within a short period this young man was given a scholarship in Harvard—the first young man to be honored with a Rosenwald Scholarship. That young man is now finishing his second year in the graduate department of Harvard University, specializing in Pathology and Bacteriology, and so proficient he has become that he has been granted another year of graduate work in the University. That young man has been given a scholarship in Harvard, and has learned by contact the needs of the Negro. He knows that the Negro like himself has been tossed about, defamed and ridiculed with patient consideration is helping an oppressed people not only in their efforts to advance morally and spiritually but economically, industrially and in higher education. Mr. Rosenwald in his efforts to promote the higher education of the Negro has gone many steps beyond a certain class of philanthropists who have consistently confined themselves to donations to Hampton and Tuskegee University, entire institutions such institutions of learning like Howard, Atlanta, and others. Long ago he lived to carry out the noble work he has been most identified with. It might be interesting to count noses and see just how many there are among us who hail from Africa. How many who know anything about Africa by reason of setting foot on African soil. Very, very few, and yet we hear much about "going back home," about having a country of our own where we can salam to a high much-a-much of our own, one not living in a white house but a black house near the capitol. Beautiful pictures are painted of this land where summer lilies all the year, wherebed and shelter are as free as the air and dress an unbearded of quantity. Scientists claim there is a weak spot in every human mind. That we are all crazy more or less, and when we scan the list of impossible and impractical schemes foiled on an unsuspecting public by "promoters" we are convinced of the truth of the statement. It isn't a difficult matter for any fanatic to start some new creed or ism and gather about him a board of dupes. It has been done since the time began and will continue. In the fluid of religion this has been especially noticeable. Every time we have a fanatic who is not a member of these cults for downright absurdities could not be equaled by the densely ignorant savage tribes that inhabit parts of our globe. There *something in the make of man* that rebels at the old order of things and demand a change. It cannot be termed ambitions, for ambition carries with it the desire to rise to higher and better things. What has the American Negro to gain by going to Africa? Does he expect to find a higher civilization than surrounds him right here? Or has he reached that point in human progress where he is justified in establishing his own civilization? Does it mean anything for the illiterate to be in constant daily touch with the literate? Are we ready to stand alone? And should these questions be answered in the affirmative there yet remains the query. What group of people have a better right than have we be classed as 100 per cent Americans? To call the United States our home? Back to Africa. We repeat, how many of us have ever been there. And by the same token, how many of us are going there? Detecting a Point for the sake of argument and admitting that promoters and colonization schemes are honest, have no ethical purpose and believe that they have been divinely called to lead their people into a land flowing with milk and honey, why do they not return to Africa, work with the more intelligent natives and prepare a place cleared of jungle underbrush so that when the American home-seekers arrive they will not be disgruntled and feel they have dropped their money and all the things they held dear into a bottomless pit. "You can fool some of the people some of the time, all of the people sometime, but you can't fool all of the peep all of the time." And by the way, when we invest in a piece of property in this country we insist upon having a deed for it, and when we invest in a piece of property in this country we purchase in Africa please rise? The Express consistently has supported all measures for the intellectual education and moral improvement of the Negro. It has gone the length in condemning mob violence. It has demanded the strict enforcement of the law against all who, in defiance of the law, take its "execution" into their own hands. It has offered a standing reward for the conviction and punishment of those who are not complying. This newspaper has believed and still believes that as the Negroes are advanced in education and morals, crime will become less frequent among them, the whites be better protected against a certain class of offenses, and the Negro arrive at a better understanding of the racial difference between him and the whites, and of the fact that permanent racial separation is not only inevitable, but necessary. Any denbaultation of the Negro, therefore, is an injury both to him and the white man. It says the moral advancement of the former and brings on friction with the latter. The Negro is a citizen and has the right to vote; he should be taught to cast his ballot for men and measures that represent civic virtues and private decency. A good Negro is a better citizen than a bad Negro—that fact should be constantly urged on him. He should be debauchees the Negro morally or politically is an enemy to his own race. He breeds in the Negro lack of self-respect and lack of respect for the white man; for the teacher of immorality, politically or social, must fall to the level he sets for his pupils. He encourages them to aspire to social equality with those not of their own color. Judge Brown stated that his orders had been served by Jarrett. Sheriff Smith called Julier G. B. Bryan and the court Brown as to whether or not he should remain detained there. It was the first extra innning after the Buffalo Bisons had a south par going the full distance.
