Nor would it be in accordance with circumstances as ‘they now show themselves to claim that at any time in the near future, this mind will definitely assert itself. It fs to be hoped however that this condition is not, as hope- ess as it now appears and that the forces at work to check this ‘greatest of all American evils may soon begin to make themsel- ‘Yes more noticeably felt. ‘We confess that the situation now is not roseate with prom. ‘ses of allevintion. It seems rather that in the general unrest that has attended the period of American reconstruction and ad- justment the forees for good which have until now worked ef- ficiently for the direction of American ideas have either lost their grip, or swayed by the seeming importance of other con- siderations, ceased to fimetion noticeably. ‘The increase of lynching i to be deplored, The failure of public opinion to guarantee its diminution is a sign of a lassitude ‘which in its ultimate results may be disastrous, Lynch Taw fs no law. | When lynch flourishes no man is safe; no institution has guarantee of permanency, however beneficial it may be. ‘This is a truth not to be lightly east aside. Subsequent events ‘will prove that the perpetuation of American ideals depends upon law and constituted authority. > |The increase of lynching will of necessity be accompanied by fn increasing disrespect for law. Progressive people seek to avoid rather than cultivate such conditions. UIT LIFE AND THE NEGRO, . A recent report of the Publie Welfare department of the city lof St. Louis shows an alarming death rate among Negroes. Par- ticularly noticeable is the prevalence of tuberculosis; and in dis. cussing it the Post Dispatch has the following comment to make: “It is unnecessary to repeat the comparative statisties of mor- tolity, but attention is properly directed to the prevalance of tu- Hereuiosis among Negroes and its menace to the entire popula- tion, The so-called white plagueyit would seem, is predomonant- ly @ black plague, and if the scourge is to be banished, the ques- tion of Negro housing from standpoints of sanitation and gener- ally wholesome conditions becomes a matter of large municipal concern. Whether sanitary requirements and regulations as. to ‘congestion would touch the roots of the difficulty. may be ques- tioned. ‘The big city is the most adverse habitat for the Negro. ‘The circumstances, concrete and abstract, unavoidable and for- {tuitous, are against him, Beyond all that, he lacks the necessary evolutionary equipment for the brick and iron jungles by a mil- lion years or more, The Negro should stick to the land, and that is where he would be today if he had real economic and industrial vision, The black man with the hoe is on the right trai.” ‘The reasoning of the writer of this article is in many places reminiscent of the “good old days” when the “evolutionary eauip- ment" of the Negro, was held to be nil and eircumstances had not made it possible to disprove the contentions of his adverse critics. ‘The time is now however when the “evolutionary equipment {for brick and iron jungles” of Negroes is no longer gainsaid by {those who in their search for accurate information, give to facts their due consideration. "This scribe may be said to be a really ‘rare bird” who would have been at the height of his glory 40 yours ago, ath Tt is true that the alarmingly high death rate among Ne- eros in large cities is and has been the cause of much specula- tion by students of public health statistics and regimes. But {their findings have been that poor housing conditions and a lack lof Knowledge of health fundamentals among Negroes has been responsible for the prevalence of tuberculosis among them rath-| Jer than innate physical weakness or lack of “evolutionary equp- ment." . ‘The past few years have witnessed a’ migration of Negroes| 1s of others to cities large and small, drawn by the lure of higher wages pecrentional and educational advantages. I ‘When it is remembered that city landlords have always been | and still are interested in’ property solely as a source of revenue. one can but wonder hew any of these tenants survive the ordeal, of unsanitary, poorly constructed dwellings situated as is true of Negro rental quarters, in the least to be desired portions of), the community. | Tt fs possible that the “black man with the hoe is on the| right trail.” Under more normal conditions of wage navment, pro- tection, education and recreation there could be no doubt that the | udvocacy of farm life for black men would be in order. \ ‘But taken as a whole, and though Nesro farm laborers are | probably. less fortunate than white farm laborers the zeneral con-| ditions of them all are unfortunate erough, rural conditions now onotencon agen movement ack to the land. The problems of health and well being in cities with congested populations are complex enough. But rural life, at least as many laborers of| Georgia, Mississippi and neighboring states have found, is even more complex. \ “Agencies such as extension bureaus, experiment stations and rural Improvement workers, have already made progress enough | to warrant the belief that in. time ety dvellers will be again drawn to rural life, That time is far in the future. | aged 110m, now that in facing the health conditions. in ident to the to ities of Negroes er rar tnorities sk stents would fo wel to ro en far oa in establishing health regulations and requirements upon lords will as upon tenants in the hope that they may prove their to the general public. nour bole ha if this x done it wil ue found that ee) Jotionary equipnient” does not play so important a ine taining a low Gea rate from tuberculosis and other contagions Bocas to dwellarsin crowded places as an ipartial distribution of sanitary jes and general health inforrmtion, and oa President Harding's dsarmanvent program will cause the ap pearance of many “conscientious objectors” but the taxpayer will not be one of them. i It iy our belief ‘hat a reat Pan-African Congress will be a difficult of actual attainment as a League of Nations. Garvey, thé ruler of the Black World and DuBois, also a large factor, hav peculiar notions about their “individuality.” ‘The disarmament program will cause s.me other orator t ride to fame on the ears and nerves of his hearers. ‘Thoy say that law is codified custom. DIAMOND MINING BIDS FAIR TO SURPASS RUBBER GROWING IN BELGIAN COUNTRY Popular opinion can do much either to make or mar the reputation. Congo calls to the mind of the average person. If he happens to think about rubber trees and tropical vegetation. "Belgian Congo suffers from the conelusion that it is a great rubber tree of the of Belgian Africa, and who is now," as a matter of fact, he con- tinue, "the most important industry in the Congo, the rubber trade is flourishing, but it is outdone by the more romantic industry for diamonds. All the fortunate stones have already been taken out of Belgian Congo, and all the time new mines are being discovered. So promising it is that the conelusion it will be only a short time before Belgian Congo will rival the diamond mines about Kimberley. Diamond mining is still in its infancy in the Congo, but it is a highly precocious infant. "American civilization in the interior of Congo, where I am located, is VOCATIONAL AGRICULTURE IN NORTH CAROLINA There are now in operation in North Carolina sixteen county training departments of agriculture; one department in a city high school, located in the State Normal School department in the State Normal School countyville. The work in the countyville was done in these schools the experimental stage, for wonder, fun results have been obtained in the countyville, and these are these schools are located. A survey of the project work of the seven schools in the countyville 1511-1920, shows that 220 colored hogs grew crops in a scientific farm, the average income of land and successfully raised 275 farm animals, the average income of land and successfully raised 275 average income per acre was $78.49. Most instances the yield and in- the New York market, selling them at the then prevailing war prices. When the student's financial relics are sold, he sees to it that partition of this money is placed in the local bank. The seeds of thrift as well as of industry are thus started. — R. E.
