six months of 1921 there were thirty-six 1 ‘This is twen-
ty-four more than the number (twelve) for the first six months
1920, and seven more than the number (twenty-nine) for the
fet se months of 1919.
“Of those lynched, two were whites and thirty-four were
Negroes. Two of the latter were women. Eleven of those put
to death were charged with the erime of rape.
“The States in which Iynchings occurred and the number in
leach State are as follows: Alabama, 1. Arkansas, 4, Florida 4,
Georgia 8, Kentucky 1, Lousiana 2; Mississipi 10, Missourt 1,
Carolina 2, South Carolina 1, Tennessee 1.”
‘That twenty-four more Iynchings should have taken place
‘this year than last in the same space of time is not an indication
fof the growth of a public mind against it, such as had been
hhoped for. Nor would it be in accordance with circumstances as
‘they now show themselves to claim that at any time in the near
future, this mind will definitely assert itself.
It fs to be hoped however that this condition is not, as hope-
ess as it now appears and that the forces at work to check this
‘greatest of all American evils may soon begin to make themsel-

that has attended the period of American reconstruction and ad-

Progressive people seek to avoid rather than cultivate such
conditions.
UIT LIFE AND THE NEGRO, .
A recent report of the Publie Welfare department of the city
lof St. Louis shows an alarming death rate among Negroes. Par-
ticularly noticeable is the prevalence of tuberculosis; and in dis.
cussing it the Post Dispatch has the following comment to make:
“It is unnecessary to repeat the comparative statisties of mor-
tolity, but attention is properly directed to the prevalance of tu-
Hereuiosis among Negroes and its menace to the entire popula-
tion, The so-called white plagueyit would seem, is predomonant-
ly @ black plague, and if the scourge is to be banished, the ques-
tion of Negro housing from standpoints of sanitation and gener-
ally wholesome conditions becomes a matter of large municipal
concern. Whether sanitary requirements and regulations as. to
‘congestion would touch the roots of the difficulty. may be ques-
tioned. ‘The big city is the most adverse habitat for the Negro.
‘The circumstances, concrete and abstract, unavoidable and for-
{tuitous, are against him, Beyond all that, he lacks the necessary
evolutionary equipment for the brick and iron jungles by a mil-
lion years or more, The Negro should stick to the land, and that
is where he would be today if he had real economic and industrial
vision, The black man with the hoe is on the right trai.”
‘The reasoning of the writer of this article is in many places
reminiscent of the “good old days” when the “evolutionary eauip-
ment" of the Negro, was held to be nil and eircumstances had not
made it possible to disprove the contentions of his adverse critics.
‘The time is now however when the “evolutionary equipment
{for brick and iron jungles” of Negroes is no longer gainsaid by
{those who in their search for accurate information, give to facts
their due consideration. "This scribe may be said to be a really
‘rare bird” who would have been at the height of his glory 40

eros in large cities is and has been the cause of much specula-
tion by students of public health statistics and regimes. But
{their findings have been that poor housing conditions and a lack
lof Knowledge of health fundamentals among Negroes has been
responsible for the prevalence of tuberculosis among them rath-|

tection, education and recreation there could be no doubt that the |
udvocacy of farm life for black men would be in order. \

VOCATIONAL AGRICULTURE IN NORTH CAROLINA
There are now in operation in North Carolina sixteen county training departments of agriculture; one department in a city high school, located in the State Normal School department in the State Normal School countyville. The work in the countyville was done in these schools the experimental stage, for wonder, fun results have been obtained in the countyville, and these are these schools are located. The entire lake shore is their property, and although the lake is not a popular snoofer, are sedenny annoyed by curiosity seekers.
