As we go to press the news of the death of the former Stamford, a pioneer citizen of Stamford, of a lingering illness. Wednesday Mr. Stamford received an accident about a year ago that finally developed into a serious case that led up to the final end. Surviving him is his widow, Mira. He was born in Ware, where he were at the bedside, when the end came. Formal arrangements had not been made until a nearly third day morning. The City Federation will hold a vigorous meeting at the community house, where the president will be present. Sunday Funerals And The Lodges.
According to printed notice appearing over the signatures of representatives of several lodges of the city, the action of the ministers alliance and the understanders in the city was to meet the approval of the general public.
According to the resolution contained in the public notice, these representatives "feel that these few men have overstepped their bounds" and they condemn their decision. The Empreys regrets that the action of the ministers and understanders was so construed by the public that their decision and corresponding resolution was a command rather than aague so made in the French press. Certainly it could not have been a command, for such a condition of society does not now exist which
The Express feels that much discussion of this subject will lead to a fair degree of agreement. It feels that at least to a fair degree, the actions of the section on the public are constrained by the public and it takes the means of offering it to the public for the spread of their several views and opinions concerning such a discussion much good may come in the way of adjudication and resolution.
In one of the published accounts of the harvest convention we find representatives of Indiana and Missouri in attempts to abstain their recognition as the official faith of the convention as the attitud of the convention was listened to as the discussion proceeded. They who read such an account are prone to wonder whether their apparent itness was due to the absence of knowledge of the world re to laus of knowledge of the merits and tastes of those other than Christian. Certainly the absence of knowledge of religion failed to interest them for it is well known that we have children who fail in future years than to keep them out of school.
There is no better way to rob your children of the knowledge of failure in future years than to keep them out of school.

Arkansas Press And The Dyer Bill.
The Southern press can with few exceptions be relied upon to allow the partisan spirit to express itself instead of the real fair American spirit which boldly frowns down upon and openly express its opposition to practices which are destructive and degrading.
The exceptions to this rule are welcomed by all who love the spirit which has made Americans great. For that reason the Express is pleased to reproduce from the Little Rock (Ark.) Gazette of August 16, the following editorial which appeared under the caption "Why Lynching Should be Put Down:
"A delegation of Negro women called on President Harding and on several Republican members of Congress last Monday to urge the pressure of the Dyer anti-lynching bill. A spokesman for the delegation said it had been given assurance that the Dyer bill would be passed as soon as consideration of the tariff and bous measures is completed.
The Dyer anti-lynching bill, in the opinion of leading Republican members of the Senate, is unconstitutional. It is a political bill introduced for political purposes by a Missouri congressman whose political future is in the hands of Negro voters. It will not put down lynching, nor denounce lynchings. The bill will be made by Southern members of Congress, but mobs in the South or elsewhere that commit the crime of lynching can make the fight of the Southerners more difficult.
This, however, is not the reason lynching should be put down. Lynching should be put down because it is an atrocious and cowardly crime, because it has been proven to be a crime breeder in a crime detainment, and because it disgraces the entire country."
The Greatest Crime.
The greatest crime of which an American can now be guilty is ignorance.
In bygone days when schools and colleges did not so readily open their doors for the reception and enlightenment of the masses, illiteracy was not so justly blameable as it now is. But now it is justly blameable. And, when one realizes that from it and because of it brutality, intolerance, disease, rapine and many of the less commendable traits of humanity spring the feels justified in calling it "The Greatest Crime."
It is particularly fitting now that this truth be borne home to the citizens of Dallas and of Texas now that another school year is about to begin.
Texas schools are improved and have reached a high degree of efficiency. They welcome all comers who are seeking light and knowledge. Their call should not be denied by any person young or old who is now illiterate.
Ignorance is costly now and will prove more so as time goes on.
In Dallas, particularly there is no need for any person to be without education. The public school system alone represents an investment of almost $4,500,000 and offers day and night courses free to the public which it serves.
"There are 1,002 persons on the pay rolls of the Dallas Board of Education including 849 classroom teachers, forty-six principals, two superintendents and twenty-eight supervisors, reserves and special teachers for the day schools, with seventy-seven instructors in the night schools.
"In the elementary schools there are only thirty-three white teachers who have not graduated from any school and four Negro teachers who are not school graduates. There are 160 white teachers who have graduated from high school and seven Negro teachers holding only high school diplomas. State normal certificates are held by Negro teachers and college or university diplomas are held by eighty-one white teachers and eleven Negro teachers.
"In the high schools there are no teachers who have not graduated from high school. There are twelve white teachers and no Negro teachers who are only high school graduates. Six white teachers were graduated from the State normals, but no Negro teachers hold these certificates. College or university students may be 178 in the white high schools and fifteen in the Negro schools.
"The aggregate of the salaries of the supervisors and principals and all officers of the school not in charge of classes is $113,210. The total of all the teachers and officers' salaries each year is $1,494,214. Of this amount $1,384,604 is expended for white teachers and officers and $109,610 is expended in salaries for black teachers and officers. The total expense is $1,259,004 and the Negro teachers draw annually the sum of $99,350, with a total of both Negro and white teachers of $1,385,404.
"It will be seen from these figures that the Dallas public schools represent an investment of almost $4,500,000, with an annual operating expense of $1,500,000.
The Dallas Rotary Club is now conducting a "Back to School" campaign with children of scholastic age put them in school at its beginning. It has as its slogan "Dallas wants you to go to school."
Every means of publicity is being used to convey this message to mothers, fathers and children.
It should be heeded with the result that on September 18th when schools open, every child of scholastic age will be entered. To us particularly should this call mean much. We, as well as our children need education in greater abundance. Struggling to attain a greater degree of perfection to attain a greater hope lies in the innovations which are to come. Children of the present day will perform the tasks and do the bigger work which their times will demand of them only in proportion as the basis for their culture and education is laid by the parents and children of today. Back to School? Certainly, and this applies as much to our illiterate grown-ups as to our children. Let as appreciate to the full the generous provision which Dallas has made for the education of her citizenry and cultivate the schools both day and night preparing for better service to ourselves and the times in which we live. To fail to take advantage of such opportunities as Dallas school system affords is to sin greatly against ourselves, our fellows and the future. Let as not be sinners. Ignorance is criminal. It is the duty of every citizen to do his share in getting every child of school age in school and keeping it there and of encouraging the ignorant and illuminate grown-ups o do likewise. Dallas expects it o of as all.
Garvey's envy salts for the League of Nations meet to ask for a slice of Africa. We fear that they will find the League rather busy at this season, France, Germany, Australia and Russia are threatening to disrupt Europe at any minute. But—we wish them luck.
And they finally brought the Negro into the discussion. Can the Democratic Primary be more exclusive? So we delegate seem to think so. Meanwhile the world moves on and we move with it.
Speaking of conventions, San Antonio is now entertaining a "humdinger." Two kinds of Democrat in a simple convention is something new under the sun.
If we could work as we can Lak, we'd soon be the most powerful of all peoples.
It's a wonder sorrow: a sailor of the race has not proposed an air flight to Africa.
THE MIRROR
OF
PUBLIC OPINION
THIS NATION'S GOOD NAME AND THE SHACKLED ARM OF THE LAW
"Government by law must and will be preserved," President Harding asserted before Congress, thus uttering in a single sentence the grit of the strike-conduct problem. Government authority must be maintained, and the whole people's welfare can be subservient to the interest of any class or group, however powerful.
That is the only possible attitude for the Federal Government. Mr. Harding has reiterated it often in spoken word, and has endorsed a new measure of government authority, having been loud, insistent demands in many quarters that the apply the "big stick" to the strikes. Perhaps a dramatic, Reservoirian show of determination early in these controversies might have been effective; but the President has preferred a slower conciliatory process. His survey of the situation emphasizes a somewhat disturbing condition in Federal authority.
President Wilson, in 1917, deplored the fact that "a little group of willful men" had begun Government by law, the United States helpless and contemptible." He referred it to a powerful force, be said of a government that seems helpless before enemies within, no less threatening—its authority disregarded or flouted; lawless rampant, even to riot and massacre; the Government neither enforces its jurisdiction nor punishes the guilty? The Constitution delegates specific powers to Congress, to prevent its encroachment upon the States' domain. The Frames were wary of centralization. The Tenth Amendment is an added safety.
"The powers not deplaced to the United States by the Constitution, nor prohibited to it by the States, are reserved to the States, respectively, or to the people."
"There is today, nevertheless, a growing tendency to centralized power, under inevitable pressure. This has developed through a liberal interpretation of "delegated power." The Nation faces a crisis demanding further "centralization." President Harding aptly expressed it: "There is a state of invasions, shocking to every conception of American law and order, and the state of emergency." The United States has the Federal Government been unready, *"and"* but in no case has State authority confessed its inability to cope with the situation and asked for Federal assistance."
That is the humiliating statement. Can the Federal Government do nothing to suppress disorder or punish crime except within such narrow limitations? If State authority fails, can it but look helplessly on? The Herrin massacre is the most flagrant example of what may happen under such dangerous conditions. President Harding deplores "Federal impunity" and "the government is not responsible for the country," and "the humiliation which lies in the Federal Government's confessed lack of authority to punish that unutterable crime." Had the Herrin atrocity been persecuted in any other country, the Press, says, "we should have pitied the civilization that would tolerate, and sorrow for the government unwilling or unable to mete out just punishment." But he offers no "remedy" save the Kollegi Bill, now before the Senate Foreign Relations Committee, which would empower the Government to punish the government for crimes that have their lives and property. Thus, the Herrin murders would come under Federal jurisdiction, because two Mexicans were killed.
Lack of such an honor is an old miserable issue. Several Presidents, confronted with similar embarrassing situations, have demanded this law, President Taft, in his inaugural, pointed out the "serious defect" in Pedal jurisdiction. Perhaps "the wrath of righteous justice" over the Herrin savagery will stimulate action thus far wanting—thorough there is little evidence of such an action. The national citizen's Are not they entitled to as much redress as aliens when the State judicial machinery fail?
There is a measure on the Senate calendar that would afford them relief. The Dyer Anti-Lynching Bill would apply to such mob violence as the Herrin slaughter no less than to the burning of a Negro. It provides that "Any State or subdivision thereof which fails or refuses to protect the life of any person against male or roteous assemblies, shall be deemed to have been guilty of such an act." The district court by the Federal Constitution "The bill would give Federal district court jurisdiction to "punish under State laws, persons participating in such roteous assemblies," where State courts fail to act; and so the Herrin murders could be tried in Federal court. If Illinois courts did not act, Williamson County would be subject to $10,000 fine. If officials might be fined $5,000 each for neglect of duty. The Dyer act plainly would strengthen the Federal Government's hand in dealing with these horrors by establishing the National authority, and its goodness be the defined world.

Signs posted along the right of way convey a warning of much meaning to railroad men in whose minds the slaughters of workers by workers on June 21 is still vivid.
This new phase of lawlessness shows that Williamson County, unbaked and unrepentant, is prepared to resort to further forms of disord but it also presents a new legal phase. If the Illinois state authorities are too tenderly considerate to interpose in a grave local situation in which

This Kentucky coal is destined for a use elsewhere on which activities of the highest importance depend. The laws of Illinois are regularly defective and its officialdom slightly aggrandish, if its citizens of one subdivision may blockade the communications of other subdivisions and reduce them to mere piles of coal.
The settlement within coming hours of both刺客 would still leave unadjusted one issue growing out of the disturbances. The relation of food and sleep, or rest, to the welfare of the body, and subsequently their importance as aid to health, is a matter of the mind that I should never find occasion to mention it here, but judging by some of the striking illustrations I see daily of people in the midst of the heard of why we eat, and why we should sleep, there is nothing left to but speak of eating and sleeping.
Green salads, such as lettuce and celery, with a dash of fresh olive oil, will give them all things one could wish to give them. We could of health and beauty. They're good for the nerves too, for a lot of this stuff. The most important taste, prescribed by the most orthodox physician, is composed principally of celery extract for the nerves. The celery extract is excellent as a pacifier for frayed nerves, and should be a welcome addition to all salads. But beware of it, as it can look best in the jar where they look best!
Why do we eat? To build up the nerves, replenish the tissues, restore the richness of blood, reinforce the heart, and keep the muscles fit, and consequently be beautiful. But the way some of us act, you'd probably should eat. To them, a meal is an orgy, a time when you give over to the appetite, and if the appetite sees doughnuts, finished with powdered nuts, and eaten with clotted cream they buy them, simply because the doughnuts give you your digestion and your complexion. Julius Rosenwald Gives More Than a Million Dollars in Eight Years to Make Reform Possible.

The south is being dotted with large, attractive buildings, nearly palatial in good taste architecturally. Inside the room are commodious, well furnished, light-fitting classrooms. Outside there is a school lot of at least two acres, providing room for 16 teachers and cost about $100 per teacher, be built in, several states 70 a year.
Since 1914 more than 1600 have been built to supply about 16 teachers. One has capacity for 16 teachers and cost more than $100,000. A thousand of them are for one teacher, cost about $200,000. More than $200,000 and 60 more than $100,000. Taken together they cost about $5,000,000. In many other communities in 14 southern states additional schoolhouses are now under construction.
One who inquires about them gets the answer, "Rosewall School's," though extornomary, educational movement for providing the rural Negro population of the south with the best schools, which have been built through the friendly and sympathetic co-operation of several white neighbors, their white neighbors, state, county, and local boards of education and Julius Rosewall have been par-
Negroes Raise a Fourth.
The Negroes, out of their relative poverty, often with great sacrifices for their children, have coursing economic handicaps in recent years, have raised almost a fourth of the total amount spent in contributions amounting $140,000. Even more significant, as indication of inter-racial cooperation, is the fact that the Negroes are provided through direct gifts by white friends, entirely distinct from the indirect aid furnished by the appropriation of $2,523,000 from public funds.
The story of the inception and development of this remarkable movement is as interesting as is the state of its results. The financial impulse came from Jellis Rowebanke and idea from Booker T. Washington.
The First Half Dozen.

Banking Good Citizens.
Mr. Rosenwald had been much in Washington. "One council hold ampedress by a favorite author of Dr. Josephine B. McCormick. He is a ditch without himself siring in the ditch." "If the former council do not try to give the Negro opportunities for good citizenship we shall be compelled to live with them," he said. "But better citizenship to the Negroes not only are our Negroes benefited but our entire citizenship is improved." The financial provisions for the education of the Negroes be determined to help them. The latter offer, effective on Aug. 1, 1914, for a period of five years, was to provide not to exceed $10,000 in financial building about $10,000 in bursed schoolhouses. These were to be constructed in designated counties of Alabama not more than three miles from the center of building. All schoolhouses built under this offer were to be owned and operated by the county as a kind of building to be erected was to be approved by the Extension Department of Tennessee Institute in connection with the construction of the project was placed

The response of the Negroes to Mr. Rosenwald's proposition was prompt and cautious. And yet the need for co-operative people to show the people the way of this new form of co-operative, and for for
which they had no previous training. These agents, whose salaries exceeded Mr. Rosewood's预期, played a crucial role in carring out the program. They were the pioneers. Standardized education of both white and Negro people, so far as rural schools were concerned, sharply divided into build ideas first and then follow with the schoolhouse. A fundamental task was to get the people of a community to attend school. The sharply divided on religious or fraternal lines. The differences of the agents were often so interesting as almost to be thrilling. They seized every opportunity to present their plans for better schools. The agents, in house. They spoke in churches, in lodges, or fraternal associations, at community events, because and festival. No difficulties of travel or hardships of the task demanded the Negroes to greater enthusiasm, they were essential factors in the early days of the movement.
Before the end of the first six months of the five year period, the evidence of interest on the part of the schoolhouse community marked and so many communities were raising money for a school that might help to build a second hundred schoolhouses when the first hundred were completed. This he put into the hands of Mr. Almanon, and so in November 1916, he brought the total of schoolhouses constructed through his help up to 200. He then spread the benefit spread beyond the borders of Almanon every southern State manifesting interest in it. As early as October 1915, he wrote to Washington Dr. Washington wrote Rodenwald that it not only may now be a place of education. As he expressed it even earlier: "I have never seen a set of schools within recent years from a feeling of almost despair and hopelessness to one of encouragement and determination."
Looking at it 10 years later, even Dr. Washington enth�££££ enthusiastically provide training for the children of an entire race suggests results not caused by this connection it is worth nothing that each schoolhouse which as been built has had at least one industrial idea of education has not been forgotten. The rest of the story is mostly cumulative. The rest among the New Jersey schools were much more improved, early faults in construction being corrected larger and better equipped schools and the school growth in favor. The difficulty of bringing to trial a father who lives in another state is that he must reside or who abscondes to another State to escape his obligations has been one of the principal obstacles in the case. DEMPSEY-WILLS MATCH STILL UNCERTAIN.
New York, Sept. 7—The wily Jack Kearna, Jack Dempsey's manager, has put returned from an extended trip to different sections trying to win the championship for the Champon without success.
When asked about the proposed Wills-Dempsey he replied: "We are ready and ready, where are the promoters.
It is claimed that Cuban fight fans have indicated that they would like to play against the Champon to meet outside of the set-up class with the exception of Wills, and thus offer. However, he intimated that the chances are that he will get a bid for a Dempsey-WilLS match with a few other players, the maker of the New Republic Club which has leased the polo grounds. Mexico City, Sept. 7.—According to reports reaching here from California, James Coffey, right, promised left last Wednesday for New York City to win the game. He will not attempt to promote the team regarding a fight between Jack Dempsey and Jack Dumont who both will not attempt to promote the team. Dempsey will be offered to promote the team but will confer with Kearns on the team's chances to win the championship and the ex-heavyweights.
