New York, July 21—Two years ago the Colored fairs were virtually unknown beyond a very limited location, and the fair. The summer special number of the Billboard, issued June 20, of this year contained the dates of no more than eighty fair per cent of the total of slightly more than sixty such race organizations whose existence is known to the public. The organization which organization is largely responsible for the progressive tendencies, in some small measure our fairs have learnt also the value of advertising their dates and their requirements. The publicity phase has not, however, been limited by the different fairs; and until the responsible officials realize that they are ready to give first for entertainment in the form of exhibits and attractions, then for patronage. Their respective efforts are the maximum of usefulness and profit. The National Association meeting set for Washington's Birthday each year, for patronage, their respective efforts for improving the character and the size of Colored fairs. The early announcement of fairs will operate better shows and more exhibits. A direct out of the first meeting at which the H. D. New York, July 24—Tuskegee institutes plight in the fact of the unfortunate trouble surrounding the functioning of the United States Veterans' hospital at the place where the subject of race adjustment.
Northern newspapers, wrong reports, were practically been practiced universally in scoring the instance of the small group of Alabama white politicians who boldly "threaten" the University of Tennessee to the Tuskegee Institute." Even Southern newspapers of known standing claim a misheard has made, says the
"The Ku Klux Klan demonstration in Tuskegee will probably make a whole new code from its purpose to place a wholly Negro staff in charge of the new hospital for Negro patients, the strong opposition to the government's plan, it has also the aspect of a threat of violence is about to be held in the hope of bringing about an agreement between the government and the people. The cross is pronounced in oppor-ture, and though designed to be a symbol of Tuskegee, may have the opposite effect."

THE DALLAS EXPRESS, DALLAS, TEXAS, SATURDAY, JULY 21, 1928
The above cut shows all of the victims of the triple accident with the exception of Mrs. Grant. At the left Mrs. B. J. Cook; instantly killed by the car which fell upon her, breaking her neck. At the right Mr. Pink Grant, driver and owner of the ill-fated machine. At the upper center, Baby Hocola, who by a mishap escaped almost unscathed. At the lower center the luxurious Nash specifier in which the party rode.
At 8 o'clock Saturday night four gay and lighthearted people, Pink Grant, well known Dallasite, his wife, Mula Lula Grant, Mrs. B. J. Cook, her husband, little Rosalie Montgomery, aged 5, left the home of Mr. Grant, 3615 Thomas avenue amid goodbyes of his Nash apples, which they roared of flames. Grant and Mrs. Cook were dead with broken knees. Mrs. Grant lay groomed, uninjured by a miracle, lay pigsuely crying for the friends who could not hear her, to raise the car from under. Such was the toll of "Dead Man's Turn" just outside the city limits of Alvarado on the road to Waco where the bridge serves as a death trap for the motorist not fully acquainted with it.
Had it not been for a party of five white men which was directly behind the Grant party, every person in the ill-fated car might have been cremated.
Institute, which never has offended the townpeople in its forty years, has the new $2,000,000 Federal hospital in the treatment of Nrg war veterans.
"The leading citizen of Tuskegee state that they never would have allowed the new $2,000,000 Federal hospital to their neighborhood if the Government had not provided for control by white men, they may will not allow the hospital to charge. The Negroes make no reply, but no changes have been made in the Nrgers' Bureau that a Nrgro personnel be installed."
"Direct Director Fees heels that he must be a Negro personnel equal in position to any white staff available for the duty, there should be no change. The problem is clinical, not social. It is not a problem that the Negroes made to the citizens of Tuskegee that control would go to white men. This problem is caused to the issue to be widely advertised and has changed a medical problem into a racial situation. The situation may be, the question lies in following the rule of medical efficiency. All other phases of the question are not relevant."
"that of the welfare of the Nrgro war veterans. If their interests are best furthered by doctors of their own race, they must be equal in skill to available white colleagues, the racial sensitivity."

New York, July 21—George W. Harris, for a number of years a member of the board of aldermen of the City of New York, has been voted out by that body in terms of 46 to 7. The seat of Harris is given to John W. Smith, a colored Tammany Democrat, whom, according to the findings of the "Committee on privileges and elections" in a final report, over Harris in the election of 1823. The committee stated that Smith was elected by a plurality of 46 votes. An official count was necessary in the first instance to decide the election, so close was the vote; the election of commissonera finally awarded the certificates to Harris, a Harvard graduate and editor of the New York journal, an attorney, and President of the Poachontah Democrat club. The Board of Aldermen is overwhelmingly Democratic, and Harris attributes the turn of events, after Harris left Tammany, Smith is an attorney, and President of the Poachontah Democrat club. The votes are rung into him to become a candidate for election this fall, and he will probably run against Smith again. The committee has been completed considerable for the 21st district, but not without making political enemies within his own party.

Baby Speechless Till Sunday
Afternoon.
Much fear was felt for baby Rizolla, who, usually very talkative for one of her tender years, was strenched speechless by the quash. Few gestures, no laughter, no amount of coaxing could elicit speech from her until Sunday afternoon, after an X-ray examination had showed that she was uninjured, when she was born.

CAPPER AMENDS BILL
WHEN WOMEN PROTEST.
Washington, D. C., July 21—The active and organized protests of the Colored women of the country, backed by numerous other organizations have won the day in the fight to eliminate the proposed national marriages and divorce bill. Led by the Federation of Colored Women's Clubs, groups of women from all over the country began piling up letters of protest upon the desk of Senator Capper, the junior member of the committee, who have expressed his amazement at the effective working of their organization and to have predicted "that it similar efficiency was exerted in the same unselfish way" most any legislation desired by the Colored Senate. The bill which Senator Capper introduced—last session was presided by an attorney for the American Federal Bank, white, and contained the following objectionable clause: "No license to marry shall be issued to a woman of color of different races; that is to say, marriage between members of the white and black races or of the white and black races." While Southern sentiment supported the clause, the bill it is said was prepared by a woman attorney in Indiana, which first sponsored the measure. The M. C. Capper will re-introduce the bill, which he said would be but during the recess of Congress he has been able to get a line on the reaction that measure from various organizations will likely be proposed to meet the majority opinion as he says he has been able to support the majority among members of Congress in favor of some such measures to eliminate conflicts in marriage and divorce. He now lead to many marital engagements and much embarrassment easier.
In a letter to friends here this week Senator Carper takes the position that it is needless to go out of the country to declare the social line since marriage between a man and a woman is forbidden in most of the states.
he said, "and if it wasn't for the guidance of Southern whites the Tuskegee Institute would have been a failure." Powell's speech reached its crowlaws and certain Southern traditions which are necessary to maintain white supremacy, and when ever we find a southern white man who is too liberal towards niggers, or who does not subscribe to this tradition, then a renegade. Educated niggers are educated, and they may be right or wrong, but we have defended them and we have a renegade. To continue to stand by them until last drop of Southern white blood is among the other local speakers was Congressman Lamar Jeffers, who according to Norman Hapgood, in a letter to the governor of the leading Klanens in Alabama, it is said that General Hines was denied the governor's address. For the president, Director Hines said, the hospital will be conducted with the present staff of white physicians, and the process of selecting Negro physicians ready to put them in when a definite candidate is selected. Director Hines set at rest reports in settling the controversy he might make the institution a white institution. Tats, he said, has no intention of doing. The colored veterans will remain.
1.
At the conclusion of his remark, J. W. Ries, editor of the Dallas Express, sketches briefly of the place of the press and respect. He declared that "Nergoes were as fit to do and to achieve greatly the children and the nation in which they lived, and other people but are not yet fully conscious of their ability. The press is impinging to them the news of the great accomplishments of their fellow in other places and in turn carries their news to Texas." He declared, "is more fruitful; her native sons are as progressive as their past as ambitious as those of other people." The press is spreading of this knowledge among her own people and among others. This the press is offered to you not primarily as a Negro enterprise, for it believes that the fact that it is run by Negroes does not affect that it performs a service to you and to Texas which no other institution in the world does perform." The press editor closed the intermission from regular business and the report of the committee. "Masana Have 410 Square Lodge." The report was adopted with the 410 square lodges in the jurisdiction, the 410 square lodges in the strength of the grand lodge is 1287. There are about 358 representatives of the community. The report was adapted with the necessary correction. This was follow-

It was a wonderful sight to witness the opening of the Guild and Lodge. The man was a man of great home, but has gone from Georgia to Boston, and just put the Order on the map. He brought into life the man who was the first in Mass., and of course is the first Grand Chancellor. He is a principally wonderful how in such a short time he has brought this Order into prominence, for this was the fifth annual event in Boston, and are just doing business. There are brainty men in this city, and they are wonderful of the Order for me during my stay Dra. Taylor of Boston, and Bowen of Springfield. Hon. Butler R. Willett, the man who will congratulate Mr. Barco on his work he is doing. I will not be able to go into details, but will congratulate Mr. Barco on his work he is doing. This man is that being good and many are aspiring for him and you will always find this where there is to be found men of brainty and culture, and then there are others who are some else makes it. One man was nominated against Grand Chancellor, and then you cannot see him. He was right to run, and the other man's right to be in the hearts of the man.
