The Tuskegee Institute has been the steps of the illuminous capital building there has been recently planted a gold star commemorating the spot where Jefferson Davis stood to be inaugurated in the state of Arkansas. That is a good question. Tuskegee Institute is isolated today by the inaccessible power of the Ku Klux Klan in the defulance of the United States Government. A conservative estimate places the number of Negro policy holders of the Metropolitan Life Insurance Company at 3,000,000. These people pay into that company $33,000,000 yearly in pre-tax. And yet, one dollar of that money would not make those which would give employment to give profit to a single Negro. The North Carolina Mutual is a Negro Company but not nearly so large as the Metropolitan. Yet a few days ago, according to a news distribution through Tiberfoer several hundred thousand paid for a rate for a long period of time. And this loan was made only after several other concerns, all white but with Negro patrons had refused to make the loan. Is there proof of a truth that should be found in heart of every Negro in America: On the hand, he is handled by me come nearer to doing good for us than when handled otherwise. Ordinary observation would cause us to feel that any reasonably sized loan on the grounds and buildings of Wilberfoer University would be a good investment in church and its properties are valuable. But—only a Negro company would make the loan. White companies with millions of dollars of Negro premiums in their huge reserve funds refused. Too much notice cannot be paid to occurrences like this. They are the attackers on the financial direction of the wind of financial opinion. Had it not been that Negroes by patronizing this insurance company, had built up a sufficient reserve a splendid school for the training of our youth have been forced to fall far short of its greatest efficiency because it lacked capital. It has ever been thus. Those who would benefit by their moneyys must make the use of those moneyys available for themselves. In America, and especially in the South, millions upon millions of dollars piled up by Negroes cannot be used by them in the furtherance of their own schemes because they do not control it. It works mightily for them, makes splendid positions for his business, whom it belongs blemn their lack of chance. How (colleh it! is! No one is bleamble but black men themselves. Let them learn from such instances as this. Our own concerns made financially insured by our pattition can help and will help us. Learn this well then build banks, and businesses and there by create for our race the same sort of financial independence which now is the pillar of strength of our netcharge. POLITICS AND THE FUTURE the campaign of 1924 just a few months away is the ring of the national politics hats we are, and what about ourselves. And the bill made itself felt in no unmistakable way as it shades more and more break into those who realize that 1924 is not far away in rosy promises and the customary bosh we are filled. be able then to weigh our chances, forgetting and bargaining shrewdly for future better times we thinking politically? With the campaign of 1924 just a few months away and the casting into the ring of the various political hats we are wondering just how, when, and what about ourselves. It is generally agreed that the Harding administration as representative of the Republican party has operated not for but often against us. The Dyer bill was allowed to die an untimely death. The lily white factions in southern and border states were taken in as regulars. The president advised Negroes to divide their allegiance. And now comes the Tuskegee hospital case in which it appears that our hopes for a Negro personnel for the Veterans hospital will be thwarted by a parade of a local Klan and the protests of a few white activists of Tuskegee. Dissatisfaction rides high in the minds of many, heretofore stamouth supporters of the "grand old party." And that dissatisfaction should make itself felt in no unmistakable way soon. Migration has rendered some states more powerful than formerly. Black ballots may determine the contest for president. Who will they support? Will they take the advice of Harding and the Tuskegee? Will they will help? Questions like these more and more break into the then thoughts of those who realize that 1924, is not far away. It will be filled with roys promises and the customary bosh with which all campaigns are filled. Will we be able then to weigh our chances, forgetting nothing that is past and bargaining shrewdly for future betterment? KEEPING THE NEGRO IN THE SOUTH been satisfactorily proven that though they had and proscribed in altogether too many wars his labor is of vital importance to the South in him. Lackness with which this section takes cognizance of retaining him is deplorable and of course he found guilty will be a result of his treating, repressive measures are still being Negroes, because of them are still more dead has been introduced into the state legislature to statutory offense to solicit labor in the state point outside of the state. No license can be found guilty will be a result of years. The following instance makes it appear in Georgia has enlisted the assistance of the Post Georgia Company and the Post Georgia Negroes from leaving the state: colored man from a small town not far from came to Pittsburgh three months ago. He found and placed a place with a friend for him. He obtained a post office money order for the post office clerk refused to pay over the retained man to a friend in and collected the money and then sent it by The Georgia representative of the We would not give her the money. The man of the Urban League office more determined of the only a single instance. And it is more that your white neighbors, brilliant at the prom, which vitally affect their welfare should be particular. Am to feel in the case of the Negro that they product of some other country than America, natural that, having lived among them, we have been taught to attend their schools, attending their schools, the Negro shoest, want freedom even as they do, seek desire greater opportunity even as they? He would prove that man is not affected by him we know is a sociological fundamental. stretch of any same person's imagination is seen as pleased under the conditions which tools, insecure lives, poor housing conditions, like evil will overcome the love which the section in which they live, things, like the law in Georgia and the repress postal clerk and telegraph operator, are the case. They finally prove inefficient. These fife so coveted, fair, fair dealing, practical Christianity to more in a year than all of these have done. Of the successful operation of any government contented, satisfied citizens. The negro migration is just traceable to the conditions. Migration would be stopped the conditions which moved. And further repression will not remain. It has been satisfactorily proven that though the Negro is shunned, hated and proscribed in altogether too many ways for his satisfaction, his labor is of vital importance to the South and it desires to retain him. But the slowness with which this section takes cognizance of the best means of retaining him is displeasant and of course allows the migration to continue unabated. In spite of conferences, manifestos, and petitions of leading Negroes to whites of their sections, the old browbeating, repressive measures are still being resorted to. And the Negroes, because of them are still more determined to leave. A law has been introduced into the state legislature in Georgia to make it a statutory offense to solicit labor in the state of Georgia for any point outside of the state. No license can be obtained at any price, and one found guilty will serve a term in prison from which he will be followed. Repressive makes it appear that the legislature in Georgia has emitted the assistance of the Western Union Telegraph Company and the Federal Post Office in keeping Georgia Negroes from leaving the state: A Colored man from a small town not far from Savannah, came to Pittsburgh three months ago. He obtained work and found a place with a friend for his wife and child. He obtained a post office money order for $50 and sent it to his wife in Georgia to come to Pittsburgh. The Georgia post office clerk refused to pay over the money and the man went to a burglar who collected the money and then sent it by telegraph. The Georgia representative of the Western Union would not give her the money. The man then came to the Urban League office more determined than ever to move every member of his family out of Georgia. This is only a single instance. And it is more than passing strange, that our white neighbors, brilliant at the promotion of all other things which vitally affect their welfare should prove so obtuse in this particular. They seem to feel in the case of the Negro that they are dealing with a product of some other country than America. Is it not natural that, having lived among them, with them, serving them in their homes, taking care of their families, reading them, teaching them, helping them, they think, want freedom even as they do, seek improvement as they and desire greater opportunity even as they? For him to be otherwise would prove that man is not affected by his environment and that we know is a sociological fundamental. By no stretch of any same person's imagination could any other group be seen as pleased under the conditions which Negroes now migrate to escape. He would live lives, poor housing conditions, no votes, peonage and like evils will overcome the love which any man or bear for the section in which they live. These things, like the law in Georgia and the repressive measures of that postal clerk and telegraph operator, are the instruments of force. They finally prove inefficient. These finally will keep no Negro cowed. Right thinking, fair dealing, practical Christianity generally applied will do more in a year than all of these have done or will do in a century. The cause of the successful operation of any government is the number of contented, satisfied citizens. The cause of Negro migration is justly traceable to highly dissatisfying conditions. If the migration would be stopped the conditions which cause it must be removed. And further repression will not remove them. A STEP FORWARD FOR LOUISIANA and testimony has been wiped off the judiciary. Judge Charles O Neil, Chief Justice of the United States, is in a court of public record testimony is as harious as withcherrised testimony has won for one Mitchell Davis in a case where he stands accused of manslaughter of his guilt was held proven by a better proof of the bloodhound testimony. It is of a day when witches were burned. The court of public record Negroes if whom have met unmarried deaths because they hounded them timely and horrible des Bloodhound testimony has been wiped off the judicial map of this state by Judge Charles O'Nell, Chief Justice of the Louisiana Supreme Court. Judge O'Nell, in a dissenting opinion, declared that "Bloodhound testimony is as barbarous as withcraftcraft itself." This dissenting opinion has won for one Mitchell Davis, a white man, a rehearsing in a case where he stands accused of murder and the evidence of his guilt was held proven by bloodhound scent. No greater proof of the progress of Louisiana could be found than this displacement of "bloodhound testimony." It is barbarous. It does smack of a day when witches were burned. And particularly welcome should this be to the Negroes of that state. It is a death of the dead because of these baying beasts who hounded them timely and barbarously. No more bloodhound testimony! Slowly but surely America is becoming civilized. May God hasten the day when lynching, more barbarous than blood hounds; more bestial than the burning of witches, more horrible in its fiefish tortures than the arena of Nero; more lasting in its effects upon human minds than the hatred of ancestors, now for the fiefish of Louisiana is progressing. May all of her sister states see and imitate her. Undertakers are increasing to an alarming degree among Negroes but statistics show that the Negro mortality rate is on the decrease among these people. 17 per 1,000 are the figures recently given out by the Interior Department. This is declared to be 70 per cent above the white mortality rate. The cause assigned by the Department of the Interior for this situation is the lack of a sufficient physician who understands the expulsion of slickness among the Negroes. Too few Negro physicians may be responsible for the high Negro death rate in a small degree and in very limited localities. But it is rather true that a high death rate is attributable to unsanitary homes, crowding in houses and lack of knowledge of how to keep well. Undertakers naturally are attracted by the lure of profit. Who can blame them? A news dispatch states that Vardamon probably will not be a candidate for reelection for state senator. If this be true his passing like that of Tillman, Blease, and others, will be unmourned! The Negro population is growing and the Progress without them will be more speedy. Their consignment to oblivion need not be attended with any ceremony. THE DALLAS EXPRESS, DALLAS, TEXAS, SATURDAY, JULY 28, 1923. A PRODIGAL WASTE of money in the summertime is proverbial among Colored people. Oh! when the sun shines on both sides of the streets, what do some of us care about? Should we be borne in mind that the extravagance of the summer must be paid for in the cold of the approaching winter. Few of us can forget the story of the grasshopper and the ant. When the ant pressed the grasshopper to the sunshine, the grasshopper quest of food. But the industrious little ant asked him what had been doing all the summer. Whereupon the grasshopper said that he had been dancing and singing the whole day. The grasshopper grasshopper he had been at work laying up something for the rainy days and the cold wintertime. Now he had singing and danced in other words, the ant did not have a dizziness begging a maiden notice. With lots of our people, the sum ON WITH WHITE SUPREMACY! Dixie is surely the most inconsistent land ever known. The South's statement and political savvors have prated from time immemorial on the importance of industrial slave drivers and her plantation molochs have long declared her black labor worthless and ignorant and criminal. Lynch law has by them been decreed a necessity for the suppression of the bestial nature of the black South. Jim crowism has been universally pronounced by them because the black man was nature as best for both races. Disfranchisement was decreed by them because they averred the black man was eternally unfit for suffrage. Education was unnecessary and harmed the black man's book learning unified them for labor; since the Bible had decreed black folk hewers of wood, drawers of water and beasts of burden. In short, the South is a white man's country, they say, and the black man's country, which a white man is bound to respect. The black South is taking the white South at its word and is leaving an masse. By their exodus they are bleeding the South white, and white supremacy, at the present rate will be a reality rather than a reason reason for the Crackers' murder, neighbors, Jim-crowam, disfranchise, and lynch law will then have passed into oblivion, because her black population will be elsewhere. The "nigger's place" will be elsewhere, and there will be no need for worry on behalf of the white South on the score. MAKE HAY WHILE THE SUN SHINES. "Make Hake White While the Sun Shines" is an old maxium, with a world of pointedness which at this time, conveys a tremendous message to the people of the Northern states who have migrated to the Northern states from their former homes in the South to the land of better and greater progressive opportunity, educational advantages, narrowed opportunities in the higher branches of human attainments; dwarfed chances to rise in the scale of racial greatness; stiffed voice in the creation and admiration of the laws; nullification of the laws; discrimination; humiliating discriminations; jim crow, and where all of the ramifications of race prejudice and injustice holds away. You find the land where peonage, the tattoo, the pine啄 law tortures on the quivering forms of thousands of Negroes—sacrifices upon the alter of raper and murder—into their northern acres in the heart of an island, in the minds of opportunity. You are now, where you "may make hay while the sun shines." Where the doors of the best common schools, the university, and the educational universities of America are wide open to you. Millions of acres of the best farm lands, not infected with boll weevil awaits your productive genius and invites you to possess as much of the land as you can sense of agricultural thrands. Thousands of shops, mills and factories and industrial activities hereforeclosed to Negro labor and craftship are open to our working men. The late great world war gathered an appalling death toll from the ranks of European nations and American whites escaped not the cycle of war, but the opportunity came to our race, from out of the war, the devastating rages of which left ten of millions of idle hands in European nations, that would rush into America, and awamp the war with hordes of cheap labor, conditions which great combinations of industrial plants have been trying to bring about in order to enrich themselves with greater profits. The law was passed. mer is only a time in which to dance and sing. They forget that all over these fields where the royal volutes and the wild flowers are blooming, that the killing snow and ice will hold complete and undisputed control. Of course we do not need to burn coal now, but we need to buy it now so we may have it to burn in the coming winter. We don't need to buy many heavy clothes now to wear in summer, but we will need them only in a very short white. Let us cut down on so many automobile sprees to the country and joyring in the summer. The Ten Dollars spent this week in more excursion to some summer place, could keep one from having to be a beggar and borrow next winter. Think on these things! Let us put on the breaks. Winter, in spite of the present heat is just around the corner. From Saint Luke's Herald. In fact, it would seem that the millennium of white supremacy is approaching in Dixieland, and Dixie should be extremely happy. But she isn't. She is sending up piceous walls and walls of white supremacy, pleading with her black sisters to stay. She is actually crying at the departure of her hatred black citizens. The fair ladies of Dixie are going to be secure from the menace of her big black burly brutes. Her plantations are going to be spared the hardships of the black colliers. My, but the South should be wonderfully happy these days! The South is on the verge of eruption and starvation because her black labor is leaving her and her white laborers, though they may be millions in number, are too proud to work. The South is in the dream of white supremacy will be realised when no black people are in her midst. The black refugees are coming North by the thousands and are finding work at top prices and making good as laborers and artisans in the building trades and factories. In Southern eyes this is a proper punishment for the North, which has thought of black folk as human beings, and the South, therefore, ought to be happy. The South has deceived the North in the decadent industry to justice, education and the franchise for the Colorado citizen. Why should she cry at his leaving? More power to the exodus! It will benefit the black South. It should satisfy the white South. On with white supremacy. —N. Y. News. prevented a flood of cheap alien labor and you have great power to keep this condition intact. The labor shortage in northern states is the only timely employment care by good, loyal, patriotic American labor, and no labor shortage would exist in the South if justice prevailed. The Negroes are not emigrants, but Americans. Color prejudice has always held their considerable employment in industrial activities by employers, but the employers being "up against it" they must give them a chance. Herein lies your chance to "make hay while the sun shines." You are now enjoying the opportunities 60 years prayed for, forced though they be, you can make them happen on the roadway to lofty rainy retaintments. Richmond, VA, July 27—I have been too sick to make it to Georgia this week, but the world continues to move. I find myself white at the time, but I am moving along with the world and some day while on a hike I am going to see a dog I will say "It is a pity that he died so early, and he was one more good man." I wondered why people put it off until you are dead to discover some goodness in you, while you be able to drink ice cream. Will you be there? Will you join me in the number? Well I have been telling you about these meetings, but I have not been here. I have been in the office, I am still here and if I were not here I would be in some other place, country or city. I have been bumping in the office and I am not tired yet. It strikes me that I was going around in Washington in my letter and when I got through there, I found myself on the go, headed for Philadelphia, and had the pleasure of going from way down in Hot Springs.
