Talbert, Organizer of Colored Womens' Clubs. Purpose of Conference: Ta尔·Talbert was the 1922 recipient of the famous Spinning Arm Medal, given annually to the person selected by a committee who is regarded as having made the greatest achievement for the year. The achievement for which she was awarded was being the directing head of the movement in the National Association of Colored Women's Orchestra that closed the Frederick Douglass home, in Anacostia, of debt. One of the crowning events of this distinguished woman's life was the day, 1922, when Thousands of the huge concourse visitors who have visited the State Fair of Texas this year have indicated in no uncertain terms, their praise of the exhibit of Prairie View State Normal and Industrial Institute which is in the foothills of the Great Plains Agricultural Building in the fair ground, and supervised by Mrs. M. Within the booth to the left as one centers there is a complete four year course in dressmaking demonstrated in the booth. Students learn to make walla walls which include dresses, shirta, aprons, luncheon sets, beauty bags made of dresses, auto inner-tubes, handkerchiefs, handkerchiefs, napkins, etc. a dress form made by hand stand directly in front of the display of needlework. Continuing around the booth, one finds a large blue serge suit of clothes from the tailor shop, a cabinet containing the latest millinery creations, all made by students, a large shelf containing more than thirty different kinds of ginger vegetables and fruits, all made by clubs in various parts of the state under the direction of the Hunter and Cape of canning demonstration agents. During the World War, Mrs. Talbert was one of the women in the Army, and served on the V. W. C. There are those among us who either without thinking or with malicious persons on public programs, appeals and things of a like nature without first securing the consent of those persons. They seem to feel that it is a thing which be done or which be taken only taken and easily explained away. That feeling is as false as the principle is wrong and unethical. The man who any vehicle public or private without the knowledge and consent of the knowledge. The worthiness of the object aimed at or the benefit public or private to derive from the movement by any right of the individual to decide for himself whether or not his desire is fulfilled. The name, be exerted in that direction. Only a few days ago a man whose name, be exerted in that direction, of weight in our city was handed a call for a public meeting. This call bore his name which had been used His surprise and anger knew no bounds and his feelings could be expressed. He is person responsible for the appearance of the placard but not being present. He is content himself with a publicly printed denial of any connection with the affair. Too much condemnation cannot be given those who are guilty of these liberties with the names of others. He is not responsible for the rights of others and liable to punishment as violators of private property. In their own right they make free use of the influence of others. They are not responsible for the absence and it would not be unjust to characterize them as vicious. They should be marked among those who have close communion with those whose cultural infiltrors their settlers prove them to On last Friday thousands of children of Dallas County were the guests of the State Fair of Dallas. They were given free tickets of admission and their car fare was also paid. They visited the Fair and encountered the Mayor of Dallas. They were given free tickets of the information which it offered and that information was almost unlimited. Too much credit cannot be given to those who so openly and freely give of their means that the welfare of children of Dallas may be increased. On children's day there were no limits and there were no restrictions on the amount of money in a circumstance to be noted and fully valued and appreciated. Texas as a really great institution and as given evidence of a spirit of service to the whole public on the part of its citizens, it is enough of being universal to make it unique. It is another evidence of the true civil dependability of Dallas. ```markdown ``` Teachers of Texas and The State Association. A veteran teacher of Texas has contributed a series of articles to the Express in which he deplores the tendency of the State Association to allow petty politics to supplant a more deep-rooted desire that the Annual Meeting shall result in lasting good to the members. That the occasion for such articles should arise is unfortunate. But none who in the past few years have attended these meetings can argue that the meeting lacks so much in dignity and direction as to make some attempt to address them. Teachers are, or should be, more able to govern themselves than others. They, who have charge of the training of the young idea should have their own ideas of what is right and proper so well grounded that it would be impossible for them to stray from constructive procedure or take part in any undignified proceeding. But the Negro teachers of Texas have not done so. The Express last year took occasion to remark as much. And it again adds its voice to that of Prof. G. W. Jackson in urging that they, in their State Association, cease undignified procedure, pety bickering, and once more adopt a policy of progress, construction and improvement. But they lack power. Because they do not fully vision their own ability to improve their own condition and that of the schools which they have in their care, they rob themselves and the children who look to them for training of many benefits which could be theirs. Better salaries, better curricula, higher standards, better equipment, longer terms, speedier standardization all await the awakening of Texas Negro teachers to a realization that they, united upon a program of progress, can obtain them. The Express hopes that these articles of criticism may awake the teachers of Texas and the officers of the Association to an expression of progress made or hoped for. They should not pass unchallenged in view of the fact that soon another annual meeting will be held in which opportunity for improvement of methods will be given. Mrs. Mary B. Talbert. The race has lost a forward-looking and constructive leader in the passing of Mrs. Mary B. Talbert. In her passing, a national figure whose place was unique is no more. In many ways, Talbert was a pioneer. Much of the success which the Academy for the Advancement of Colored People has reason to be attributed to her encouragement of it in its incipiency. In fact, she more than any of the pioneer workers of that Association, is to be given credit for whatever of advancement the work has made in Texas—for she introduced it to the State. The women of America too, in their club affiliations, have much to her interest in consolidating them and making them a unit capable of accomplishing what all now agree to be the most ambitious proft of the fact that soon another annual meeting will be held in which oppocter ever launched and carried to successful completion by the Negro women of America—the successful preservation of the Frederick Douglas Home. Her place cannot be filled easily but her full free life spent as it was in accomplishing things worth white, and her splendid contribution to the progress of the nation was an example of the possibilities for achievement of Negro women everywhere. Col. Remmel and The Negroes on Arkansas. More echoes of the effect of the exodus of Negroes from the South are to be found in the recent proposal of Col. H. L. Rimmel of Arkansas, to President Coolidge, that he appoint a committee of five Southern Negroes to study the reasons for the exodus and advise their people that their best opportunities for advancement lie in the South. It is therefore that the President has been favorably impressed with the proposal that he double his authority to appoint such a commission without the consent of Congress. Meanwhile the Negroes of Arkansas who know Col. Remmel will have begun to express themselves in regard to his proposal in no uncertain terms and to indicate to him some lines of procedure which contain more possibilities than a Federal Commission. The members of the Colored Chamber of Commerce of the City of Little Rock are known their stand and opinion in the following resolution adopted by them as follows: "Whereas, it appears from the public press that Colonel H. L. Remmel, of Little Rock, Arkansas, in an interview with President Coolidge, suggested the appointment of a Committee of several colored men to travel through the South; and WHEREAS, Colonel Remmel's solicitation for the welfare of the Southern Negro, and particularly the Arkansas Negro, does not square with the doctrine of Colonel Remmel and his "hily fly" associates in Republican Arkansas, in disfraining the Negroes in the Republican party in Arkansas; and WHEREAS, this attitude of Colonel Remmel and his "hily fly" associates in Arkansas has contributed more to the unrest of the Negroes than any other thing; be it RESOLVED, that we question Colonel Remmel's sincerity, deny his authority to represent the Negroes of Arkansas at the White House or elsewhere, and would suggest, fair dealing between landlord and tenants, and equality in Republican party in the South as a better remedy than Federal A commission to stop the exodus will be as efficient as yelling to stop a forest fire. As Col. Simmons so often says: "Our folks have gotten weak in their belief in the wish of their white folks to do better." They won't believe their own leaders who talk. It will take action. The Sanhedrin has at last decided to meet in Chicago. How many bodies will be represented there? To what extent can they decide upon a program and follow it? The outcome hoped for is a successful one. Negroes of Chicago have bought ten million dollars' worth of property this year. From this it appears that at least a few substantial citizens joined the exodus. One cannot simply be content to live in and enjoy a splendid civilization. He must contribute something to it. Scandal and domestic tragedy should not foment the hungry souls of Seandals and the volcanic eruptions in the homes of white folks has caused marriage to become a failure among men and to erotize the percentage of marriages in recent years into an alarming proportion. White supremacy can not be maintained if our fireside is to be abandoned. The most vital elements in racial structure will be displaced and in the place of red-blooded violence from the white embellices, criminals, and, degenerates. Every citizen of Dallas is urged to give liberally to the Community Chest, a drive which will be launched from November 5th to 10th for the benefit of the numerous charitable organizations in the city, including the Negro institution. The Community Improvement Association, of which Rev. L. R. Mave is head, and the Home-makers Industrial School, it has been found advisable to combine the appeals of all of the organizations to the citizens may take part and thus do away with the more frequent applications. If the drive is successful, the Negroes of the city, in addition to the two agencies mentioned above, stand ready to work with the citizens for the United Charities, who is now working with Negro babies under the care of the Milk Association, reinstated. Every minister of the city is urged to keep the drive constantly before the deadline, and to give as largely as is possible in order that the greatest results may be had and that each of the agencies may be able to guarantee its efficient work for the deistite and needy citizens during the holiday.
