Chicago, Ill., Dec. 1—Edward H Wright, Republican commissariat of Chicago, announced Second Ward was appointed commissioner of the position occupied by any Negro in the country by Gov. Len Small Monday, Dec. 1. The Illinois Commerce Commission. The position carries with it a salary of $12,000. It is believed that Mr. Wright's appointment is one of the first big steps taken by the governor in the gubernatorial race. Wright, it is believed, will prove a puzzle to the opponents of the governor among white voters and politician, the Negro electorate of Chicago. His appointment, it is felt, is not going to be successful, as the Negroes led by the Chicago Tribune, which have sought to calumnify Small and produce gubernatorial timber that was destroyed by the present chairman of the Commerce Commission, Frank L. Smith. Smith has been spoken of as a candidate for the governor, and should expect a how to be put up about "race prejudice" that stay at the head of the commission, it is argued. He will be asked to make a presentation to seven members are obligated to Small and would probably act according to that. London, England, Dec. 1.—The Pan African Congress held its third biennial session in the council chamber of the London Parliament, 7th and 8th Dr. Wm. Burgart Duole of New York as chairman, presiding over speeches and speeches were on the whole better than in 1911. In particular, the Pan African Congress held a group of people of African descent for purposes of information and co-operation in 1919. Subsequent sessions were held in Paris, London and Brussels in 1921. The French delegates, however, were present, and mounting a series of obstacles due to the temporary failure of the European Union effectively. The present session was held in London and another session will be held in Paris, Portugal, under the auspices of the Liga Africana, an organization of Portuguese Negros, English papers, paranormal journals, and have given detailed and interesting accounts of the meetings. Mrs. Edna Logan, R. F. Seldon, Mrs. Ida Hughan, H. R. Vinson, Mrs. A. M. B. Logan, R. F. Seldon, Mrs. Ida Hughan, Dr. John Alcidor, Chief Almouni 111. Gold Coast, Africa, and Dr. Wm. Duole Prominent Englishmen among the members of the Congress, will present at some of the sessions. The resolutions adopted by the Congress.

A SIGN OF PROGRESS
Just to see these young men, inspired, full of a vision of service and mission, but out exception they hoped for progress and pledged themselves to greater endeavor. They were ambitious, steadily and sober. And best of all they are dedicated to a service which improves the financial status of family. To view this group was to become more hopeful. And to think that all of them are steadily working constantly activating and full of ambition are the reasons for their day, in to be sure that some day the barriers that now thwart us will be turned into assets which will help them to comprehend now as the splendor of these days were by our prayers. Comparisons often are odious but sometimes they are rope producing. Who can view once a gathering of our friends as a better business, compare. It will such a gathering of twenty years age and declare that we are not proclaimed. Increasing interest of young men in business with a future is a sign of may it be. In all ways be encouraged.
It formerly was true that nothing but death was certain. But now it happens that Xmas expense, death and takes fall in the same group.
"And with all of the getting, get understanding." Might well agree to some of our socialized elevated folks who do not understand the meaning of propriety.
It hires about gotten so that daughters who are "happies" receive their first lessons from their mothers who love "pollybanks."
We are glad that Editor Richardson has been "rescued" enough to address that a city fit to live in Dallas beats Houston. We've known it a long time. Yes, it in Dallas, editor, and we hope to keep it here. See if you can get it in Houston. It will help the town.
THANKSGIVING.
Only once a year does this nation pause for a day in its mad pursuit along its manifold paths of excellence to bow in thanks to The Almighty for the blessings which it has enjoyed during twelve months. And certainly on this occasion the thanks rendered should be as all embracing as have been the benefits of the year.
Every American on this day can be thankful that the nation as such still exists and the social and civil conditions conducive to increased efforts at bringing into full existence life, liberty and the pursuit of happiness. No wars disturb us. No civil strife of large proportions has menaced the nation. Our coffers have been filled by a bountiful harvest and our institutions are enjoying normal growth. Such can and should be the thanks of the individuals who realize that they are parts of this great nation. We can make a difference to make up the nation likewise be thankful for civic and social well-being and in addition for those things which have been of peculiar and specific benefit to them.
Our race in America on this day may be highly joyful in the special blessings which have come to it during the past year. We have prospered in spite of our handicaps and today finds us measurably farther along our path of progress than did this day last year. We can be truly thankful for many special things among which may be mentioned; the successful culmination of the fight to free the Eaine prisoners which has been so efficiently conducted in the days of weak spouses and manful courage in the part of our leaders we should be truly thankful for the few to dare to have the courage of their convictions.
No less worthy of mention and of thanks is the growing influence and power of the Interracial movement which has for its aim the application of common sense and Christianity to the problem of the races in the South. To this may be added the fact that during the past twelve months as never before, the best minds of America studied and made public their findings in regard to our life in America and made it possible for our best minds to express themselves for the benefit of thinking America. If it is true that men hate each other because they do not understand each other, the possibility of ideas should result in increased understanding and much racial progress. But greatest of all the blessings which have come to us is a greater awakening on our own part to the possibilities for advancement which are ours and the conscious effort which has been made by us to improve these opportunities by cooperation.
Our business ventures are larger and more numerous, our school curriculums are more nearly up-to-the-standard, our home owners have increased and our race as a whole has somehow come nearer to a consciousness of the fact that "a house divided against itself cannot stand."
Truly we should be thankful for our racial blessings and with the thanks of thanks to The Almighty should go a plan for more of this consciousness and a greater determination, under Him, to use our talents and improve our opportunities to the end that our contribution to the sum total of the nation's progress may be as substantial as our presence in its life demands.
GARVEY AND DUBOIS AGAIN
Differences of opinion may have caused the development of mankind along many lines; but differing to the extent of ceasing all operations just to differ has never advanced any man, group of men or the cause which they represent. Such thoughts are bound to come to one who reads the recent tribute of Marcus Garvey at Tuskegee against W. E. B. DuBois whom he probably has good reason to hate.
He tethered in his Negro World in regard to his visit to Tuskegee where he gave just praise to Booker T. Washington:
"To compare Booker T. Washington with Du Bois is like the comparison of the weed to the giant oak. The one man was an originator and builder who, out of nothing, constructed the greatest educational and industrial institution of the race in modern times. The other, bombast and iconoclast, has found nothing else to do but parade his own little intelligence and, with the vanity of the dude, try to attract the attention of the thoughtless and vulgar."
Tuskegee is to elevate Washington to the height of the gods; to think of Du Bois in comparison is to descend to a world of pignies for companionship."
Such speeches from men in charge of great movements among us hurt both us and them. They never help.
Why could Garvey not have contented himself with praise of Washington as such. Certainly he did not add to the quality of that praise by the injection into it of his personal bitterance and hatred of Du Bois.
Why could Garvey has his hands full bringing the U. N. L. A. out of its difficulties into the fuller light of public approval?
But all too few of our leaders seem to realize how they cheapen themselves and demean the movements which they lead by petty bickering in which they engage to the exclusion of the furtherness of their causes.
Du Bols has his place in our life and development as has Garvey. And who shall say which is greater or which represents the more worthy cause? There is room for both of them. But the greatest concern of each of them should be the efficient operation of his own concern.
Du Bols should learn that no man, no movement is without its faults and falling. Garvey himself, to thousands has become a god with feet of clay. He with all others should remember that "there's so much bad in the best of us, and so much good in the worst of us, that it does not behove the best of us to talk about the rest of us."
THE POLITICAL OUTLOOK
weeks ago all of the Washington college wrote articles to the effect that he or presidential nominee in the G. O. that which Calvin Coolidge would be the right without any other to contest his right at announcement that the Honorable Iris is also my aspirant for presidential Iris. It seems that it means to us? Much more in our nurse has not been forgotten that the success of 1920 led the leaders of that policy of favoritism toward Lily White in Southern states, well right to the political benevolence.
Several weeks ago all of the Washington correspondents of daily newspapers wrote articles to the effect that the forthcoming contest for presidential nominee in the G. O. P. would be a "love feast" at which Calvin Coolidge would be the most highly honored guest without any other to contest his right to the honor. But the recent announcement that the Honorable Hiram Johnson of California is also an aspirant for presidential honors has upset the Republican who feigned his right to the honor. And what does it mean to us? Much more in every way than a love feast.
It of course has not been forgotten that the overwhelming Republican success of 1920 led the leaders of that party to put into operation a policy of favoritism toward Lily Whites which, effective in the majority of Southern states, well nigh reduced the "Colored brother" to the political boneyard. In that no strong contender arose and the nomination passed every the feigned brother would still have been guaranteed a place outside. He would not have been particularly needed.
But a contest for nomination makes matters a little bit different. Rival candidates make state contests for seats in the convention. Much more interesting. And at the same time give better opportunity for "airing out" the Lily White policy of party leaders. Johnson as a presidential candidate may prove formidable. Who can tell?
In the meantime it is for us to again don our political fighting clothes and do our best to regain some of the ground lost by poor manipulation and the overmastering power of prejudice.
We must never forget the menace of Lily Whitism. We are as true Republicans as live in America and as such are entitled to every right and privilege which other members of that party enjoy. Why not another Black and Tan contest in Texas against Lily Whitism? Why not another contest delegation to the convention? Politics makes strange bedfellows and even stranger situations. Who knows but that the hat of Johnson in the presidential rill will have its effect in our behalf? Let us look, listen and think, studying events with a view to our own political well-being.

Texas is the last Southern State to invite the four national funds for the education of Negroes to assist in improving her Negro rural schools. But it is better late than never. Eventually Texas desire for better education will result in her removal from thirty-seventh place.
And now that the State Teachers' Association knows its short comings as told by Prof. Jackson and the ambition of its president as told by Prof. Sanford, what will it do about it?
CANDIDATES AND VOTERS.
The world is ripening for another war as the presidential election of 1924 approaches. If American voters make a mistake in choosing the next head of the nation evil days are sure to come upon us. If trouble comes it will be justifiable punishment and the blame will rest upon the shoulders of every citizen. The country has refused to accept any bold and powerful leading since Theodore Roosevelt released the refusal of American government. His personal influence and public elegance, insight and fortune, love of justice and righteousness, vigor and courage were sufficient to place the nation on the right road and keep it there while he holds supreme.
Hosewell vaulted a n hold and powerful leader in spite of his party. He vowed a statismist—citizens of the first one to oppose the second. He capitulated his dwelling storm—the sout of his power and activity. His supreme desire was to do right and see that the people of the country were every one of its officials. A clear conscience and clennd hawls were things Hosewell held high above all personal interests. He above all the influence of corrupt men and political combinations. He served the people of the nation with unchanged zeal. He such a man in this nation today? Who knew him? major parties are feeling the pulse of the people of the country preparatory to the campaign of 1924.

Every day in every way some new evidence of the extent of the migration is coming to light. Maybe now, the Negro children who are left will get more decent school facilities. Helica, Arkansas—This is the week that Rev. S. D. Buler, of Austin Tx., visited the church last week, that he is to receive the approval of his brethren for the position of bishop in the African Methodist Episcopal Church, and something to say about it myself after the work is ended, for he is indeed a man, a man of ability and a believer. I have known Dr. Butler for a long time, and I know that he is a good worker as well as an able preacher, and I have been a good church and God. He is true to his friends. Like all preachers he has manned the place and downs before he has now he has given to the people of Arkansas. doctrine of free trade. The reason for this is easy to see. Cotton did not need labor to be grown by slave labor and the cotton grown felt that it was more profitable to him by slave labor and the cotton grown by cheap labor in exchange for his slave-produced cotton. He got the benefit of the cheap labor but he would not accept the theory that after all his greatest market would be in the slave market, he would aim for the upbuilding of all sections of the country would ultimately benefit from it.
Not withstanding therefore, that Washington, John Adams, Jefferson, and Jackson had supported the doctrine of protection, there was a great outcry in the South sanction the protective tariff, which was supported by Henry Clay and other Semi-federal leaders and was denounced by the former protectorist. The tariff was somewhat modified in 1822 but was still unsatisfactory to the South because it was not a tariff.
Ordinance of Nullification
South Carolina was especially bitter against the bill and the legislature of the state authorized a convention to nullify the bill. This Ordinance declared the tariff acts of 1828 and 1829 to be null and void, so far as South Carolina had been involved. Hayne then proceeded to prepare the forces of the state for war. Warning was given that if the Federal Government violated the tariff with the army or navy by closing the ports of South Carolina or Union and form a separate government. President Jackson, however, disposed of the doctrine of nullification in a forceful state paper in which he said: "I consider, then, the power to animate the war, to be the State assumed by one state, incompatible with the existence of the Union, instead of expressly by the letter of the Constitutional Convention, consistent with every principle on which it was founded and destructive of the great object for which it was
Calhoun himself listened to the reading of this paper in the Senate and beaten by the mob. He found an easy way out of the difficulty for South Carolina by proposing a "compromise" tariff. This was stalled. The issue of slavery, the Orrendance of Nullification was abandoned and the crisis was over. The issue of slavery extension, however, was not the issue than that of the tariff. The reason for the passing of the nullification ordinance was not altogether disaffectionate. But the North with its manufactories and farms conducted with free labor soon began outstripping the South in the battle of the Continental Congress, a continual struggle by the Southern politicians to keep their political power in the national Congress, so that the growth of slavery might not be interfered with. Again and again the Senators from the South seceded to be their most formidable weapon. For a time it was believed that the so-called Missouri Compromise, adopted in 1820 had settled the question of slavery in the United States, a slave state, but prohibited slavery in all of the remainder of that territory acquired from France in the Louisiana Territory, degrees thirty minutes north latitude, but provided for the returning to their masters of fugitive slave captives. The Missouri Compromise population and in a few years it became evident to slavocracy that if it desired to continue to hold an equal population and in a few years Senate something more must be done. The Missouri compromise of 1820, of course, stood in the way and thirty years later, as a final solution of the slavery question a movement was set on foot in the South to bring about its mutilation so that more slave states might be freed.
Early in the fifties a movement was inaugurated in Missouri which had for its purpose the carrying of slavery into the territory of Nebraska. This move was opposed by the governor, Stephen A. Douglas, Democrat, of Illinois, introduced a bill, designed to divide the territory of Nebraska in two states. The governor, also named as Kansas. This proposed legislation became known as the Kansas-Nebraska bill and it provided that the settlers in the two territories should have the right to own either or not they would have slavery.

The bill was passed by Congress after heated debate, and it, of course, set aside the Missouri compromise because the Missouri was north of the nocturnal line provided for in the compromise of 1820. People in the North were beginning to believe that the time was at hand for a showdown. The White House had been in the throes of dissolution and the Democratic organization was firmly in the grip of the South. That new organization, as later events showed, was the Republican party which was to produce in the hour of the nation's greatest peril a man to save American constitutional government—and that man was Abraham Lincoln.

Need of National Roads Seen in New Memorial.
The George Washington Mononic Memorial, being erected to Washington on the banks of the United States, in Shoalhaven Hill just outside the city of Alexandria, in Virginia, and half way between the city which bears the First President's name, is the main road at rest, is not upon a national road.
