Among the recommendations we passes my understanding, brought to our attention Committee, "The race problem is no longer numbered and business houses as well as prominent leaders throughout the bank, from the standpoint of capital and surplus in the world. But morally and spiritually is largely a predicted that the One Million Dollar investors in deposits set as the amount required will be secured by the Citizens Bank in order to enter the Federal Reserve system, here, and it is at our command, if we will organize in a way to get it into the Federal Reserve System." We will organize in a way to get it into the Federal Reserve System.

Washington, D. C. Jan. 26—Onlookers have been amazed at the number of candidates who have signified a willingness to fill the shoes of the late Phil H. They have sprung from North, South East and central portions of local celebrations in the offing, all hopefully and watchfully waiting the meanwhile declaring their profound belief in the "dignity of honest labor." To tell the whole story of why The Express was late for three successive weeks would be to tell the whole story of all of our troubles mechanical and otherwise which followed each other with startling regularity after we began making preparation to change from seven to eight column pages. Some of our experiences were comic and some were rather tragic but all of them conspired to make us late and force us to make some explanation to our agents, advertisers and subscribers.
We have been contemplating the change to eight columns for some time; and in preparation for it we kept the master printing mechanics of Texas busy figuring how it should take place. They made us new chases and finally declared on Monday three weeks ago that everything was in readiness.
The eight column pages were made up, placed on the press at regular press time but with the new arrangement the press would not grip the paper and there we were! Six hours of running time lost while we remade seven column pages and ran off "Your Paper."
Then the job of five days more of figuring on the part of these same mechanics. "It can be done" we said. And we insisted that they "go to it."
The chases were sent back to the machine shop to be planned down and we were premised them in time for a trial before we went to press. More trouble. More worry. Press time came just as we were preparing to run another seven column paper but on the guarantee of these same master mechanics we tried the eight column chases again, adjusted presses, swore, figured, fumed, lost mother six hours and then! It happened! The eight column page became a reality. The Express moved another notch farther up in make-up and appearance.
It caused worry? Yes. It made agents swear and advertisers fume? Yes, and it caused us genuine work and pain that we were forced by circumstance to undergo the delay.
But in making this explanation to our public we feel that we can count on their sympathy with our efforts and their complete understanding of our deep-rooted desire to make The Express the neatest and most up-to-date newspaper in America in its appearance and keep it the cleanest and most progressive in its news, advertising and editorial policy.

The Old Fellows are going to build this Temple. They are going to build it in Houston. They are going to build it soon. The plans and specifications have been approved by the Executive Committee, and bids will be submitted within the next thirty days. It is going to be such a building as will arouse the pride and excite the admiration of the people. It will be owned by the government and occupied by Colored People in the State at this time.
As an investment, it is going to pay a handsome profit in dollars and cents, but it is in sentiment that it is going to pay most. What good has the Washington Monument done? It has made every man in the world a proud citizen. The Temple, when built, will be a source of pride to every member of the Order. Don't you regard it a great privilege to take part in erecting and leaving this great landmark as a heritage to our children? WE WANT TO HAVE IT BUILT. THIS GREAT EVENT. I KNOW EVERY MEMBER IS ANXIOUS TO HELP.
BUILD THE TEMPLE AND SECURE TEN THOUSAND NEW MEMBERS
This is the program for this year. Some program I admit, but not too big for the Odd Fellows and Household of Ruth of Texas. The Campaign will continue to JULY S1, 1924.
Rules governing Campaign will be the same as last year. All bonuses will be paid promptly. BUILD THE TEMPLE AND SECURE TEN THOUSAND NEW MEMBERS. LETS DO IT and meet in Houston next August and celebrate it.

ATLANTA NEGROES! THEIR
SCHOOLS AND THEIR VOTES
«| Asa consequence of the United Negro vote against the)
city bond issue of Atlanta, whereby educational funds would
pe fon ‘solely to white children, the white people have
capitulated, and the Interracial Committee announces that|
by # compromise, eis between white and Colored vo-
ters, five new school buildings, costing $1,200,000 are to be|
erected for the Negro children. Four of them are grammar|

fight for adenuate schools for Colored children was
begun in 1917, when a committee served notice on the At-)
Ianta Board of Education that Negro children would have)
to be provided with proper educational facilities, The com-|
mittee signing the memorial of 1917 consisted of John Hope,
Harry H. Pace, T. K. Gibson, Wm. F. Penn, B. J. Davis and|
W, 8. Cannon.
Tn 1919, the vp Sarg voted in a solid block and defeated
the proposed bond i¢, on the ground that no assurance
given that any of the funds so raised would be spent for
Colored people.
‘The facts were set forth in a statement submitted to
\tlanta’s Mayor, Finance Committee and Board of Educa-
