PRESIDENT PROMISES IN SOUTHERN STUDENTS QUIRY INTO HOUSTON CHEER CARVER "GOOBER" WIZARD IN COLLEGE TOWN MARTYR CASES

ident Couldea has promised an inquiry by the War Department, and the Columbia, S. C. F. Feb. 15—(Special Infantry, ill imprisoned in Leavenworth Penitentiary for their alleged share in the Houston Riot of 1915). President Couldea made promise in the presence of a delegation representing the Colored people of the United States, the National Association, Secretary of the National Association for the Advancement of Colored People, at noon on February 16, presented the petition signed by 1,000,000 for executive clemency for the men. The President listened attentively to Mr. Johnsons address preamble to it and to the delegation of representative Colored citizens who had come to Washington for theoc
cation.
The President declared he would recite the cases to the War Deparment and take action in behalf of the State to take any action in behalf of the State, he would do so.
After the interview with President Johnson of the White House office building, Mr. Johnson called upon Senator Arthur Capper of Kansas and Representative Martin Koch of Virginia to endorse his Appropriations of the House of Representatives, and both these Congressmen promised they would take a favorable action by the President.
Mr. Monroe Trott, Secretary of the Equal Rights League, headed a delegation of five representing the State to hear the Negro's viewpoint presented by able representatives of the president of the imprisoned men. Mr. Trott submitted to the President letters and resolutions from Senators Dr. J. T. Hodge, of South Carolina, Dr. James Bond, of Kentucky, Dr. James Fisher, of Fisk University, Dr. H. T. S. Johnson, of Oklahoma.
While the tour had no small measure of scientific value, its most important feature was the preparation of possibilities of his race which Prof. Carr inspired in his hearers. This result was commented on by observers.
The Interracial Commission has also sent representative Colored students to represent the possibilities of Virginia, North Carolina, Tennessee, Kentucky and Oklahoma, and always with the finest results. Probably no part of its program is more favorable action by the President.
The leaders of tomorrow — are enabled to see what the best types of students are capable of representing the State to hear the Negro's viewpoint presented by able representatives of the president of the imprisoned men. Mr. Trott submitted to the President letters and resolutions from Senators Dr. J. T. Hodge, of South Carolina, Dr. James Bond, of Kentucky, Dr. James Fisher, of Fisk University, Dr. H. T. S. Johnson, of Oklahoma.

Baton Rouge, La., Feb. 14—Robert W. Cutter, 25, was shot to death
Outlook for a longer life for the average American Negro is very bright, studies made by the Metro-politian Life Insurance Company's statistical division reveal. And this tendency reflects a far reaching trend in the profession, rushed out of the parish by sheriff Wileox as a precaution against mob violence of America today, in the opinion of Dr. Louis L. First of these is the increasing number of people in the public health movement in the well-being of the Negro and more easing of the stigma. The second is the awakening of the Negro race to its opportunities for self-expression.
At 10 a.m. clock, Parker, according to the authorities, crept up to the window and sat on the sleeping man through a window blowing off his hand with a charge of pepper spray and scared when the shelf arrived told him Cutter had committed cul-

PLEADS FOR NEGRO INTERNA-
NATIONALISM
Chicago, IL. Feb. 15—(A. N. P.)
In the current issue of "Opportunity Turns Turns Turns," university turn his brilliant pen to throw some light on the matter of the Negroes of the world and an institution that has been called "the article written by Prof. Locke. An isque, an eloquent and logical, thoughtful and action among Negro peoples of all countries.
Professor Locke is of the opinion that the masses of Negroes for some such form of contact is so strong that it will not be able to resist the pressures of Africa and those of American will settle themselves into some form of economic cooperation out of contact. He believes Garvey's movement and the Pan-African congress will be successful in efforts in the proper direction and points out as unfortunate the obstacles that hinder the Garvey movement, in the lines of cleavage among African themselves, the fact that the Negroes themselves, together for this reason he believes it would have been fine for them to establish a mandatory, somewhat autonomous colony in Africa, which might have been an African "militant."
Study of Africa should be encouraged, the writer enaphashes, by Amara Ndungu, the founder of the possibility of Negro students, with their sympathy and psychological support of black students have done. Further he gives credit to Africa for a cultural American NEGRO scarcely suspect. The entire article is illuminating the self to the new kind of literature to self the new kind of literature about Africa. And by the way, the teacher should not be Negro, or anything else, so much as they are actually Pan-African.

ternational reputation as orator, statesman and author. His
name ean never die so long as generation if black men are
born and their parents tall them of the days when freedom
was only a hope and bondage a reality.
Lincoln, gentlest of motals but courageous in the pur
suit of that'which he conceived to be right, rose from, the
rank of railsplitter to the head of our nation; became the
most hated man of all time because of the Civil War which
sot brother against brother and caused the dissolution of
nation. But Time, great discoverer that it is, has dong for
ane of Lingo what no other ageney could have Sone,
It has healed the scars of war, united in spirit the states of

South a reverence for the personality and character of Ab-

‘What of us who still grope, freed in body but chained in
spirit! Certainly the memory af their lives and deeds should
eauise more earnest desires that upon the pages of our time,
we may write as indelibly, as conscientiously in the full con-
fidence that time will prove our writing good.
Because a trustee of Howard University criticized the
yuality of the religion of America, the institution must lose
appropriation of approximately $207,000. It will lose’
this amount if in its appearance before the upper House, the|
ite Appropriation Committee will not restore the lost
ao of order raised by Representative Byrnes of|
South Carolina that there was no authority for the appro-|
priation with the exception of one item was sustained by the’
chairman of the committee after he had read and tye
excerpts from the sermon of Rev. Frances J. Grimke on
“What is the trouble with the Religion of Today,” delivered

‘The situation is from many view points unfortunate and
lamentable, It is unfortunate that the spirit of revenge
should seem so fully to actuate a member of our national
legislative body as to allow him to be willng to cripple the
lefficiency of a whole institution for the betterment and ed-
jucation of American students because of his disagreement
|with expressed thought of an official of the institution.
‘Were such action fully justifiable it would be as natural
for every citizen to conclude that the government as such
\should not be supported because of the misconduct of the
a officials who are responsible for the Teapot Dome sit.
uation.
‘The, situation is also unfortunate in that, for all of the
years that Howard University has been expecting and re
ceiving aid from the United States Government, its officials
Ihave never been able to see to it that there was authority
|for the appropriation of its budget. Certainly it is correct
| to. ‘prawns that if it was justified in receiving such appro-
ere it would be justified in asking that its appropria-
tions be authorized. s
| ‘On two occasions before just such a situation has arisen
but at no time has any action been taken which would lead
Ito permanent correction of or removal of the danger of its
ion.
Tf the appropriation is totally lost because of the point
‘order of the South Carolina Senator and the institution is
hindered and kept from its highest point of efficiency,
‘America as such will sutfer, for those who are to be trained
in the sehool must serve the nation if they would serve

If my appeal imbues you with the same spirit of determination as I have, then in the next two weeks as managing editor of the Express it is my ambition to see it grow in circulation in such a situation as it will become heralded the greatest and most widely circulated Negro publication in the Southwest.
The goal I have fixed is 10,000 new subscribers added to the list of The "Express" during the 30 days. Sounds impossible. But, it can be done.
