This action of the Board represents another step in the forward movement of Howard University in which it is keeping pace with the great educational institutions of the country. This is the second time the Senate has voted against it. Howard University's appropriation since the bill started on its journey through the Senate and Democrats stated that they voted against it. However, a number of Republicans and Democrats they did not want to set the precedent. Representative Byrnes of South Carolina made a point of order in the Senate to violate the rules of the appropriation bill, the university by the budget bureau, however; these items were all restored by the Senate committee. While ten Republicans voted for it, ten fewer a number of Republicans voted for it. When the number of Republicans voted for the order of application, they did not want to set the precedent of violating the rules of the Appropriation. In support of this contention, Senator Lennoot, while he voted for the bill, said that the one who later made the vote could suspend the rules so the item could be considered as an annexed. Senator Neely of West Virginia stated he was in favor of the appropriation. He voted for the item on the sub-committee as well as the appropriation. The six Democrats who voted against the point of order were: Adams, Maryland; Newark, Maryland; Walsh, Ohio; Washington, D.C. Washington to register for voting. He is Sheriff R. F. Vatts of Angelina County who on last Wednesday night refused to allow a Lukin mob to lynch a prisoner accused of murder. That the prisoner was a Negro was purely incidental. MEMBER NATIONAL NEGRO PRESS ASSOCIATION. Three members of the mob that stormed the jail were wounded. The prisoner received a trial and was duly sentenced. The reputation of Lufkin was saved, the authority of the law was upheld and an example of conscientious performance of a sheriff's duty was given to a country which is surely in need of more of such officers of the law. It is not afflicted with the flamel mouth. It is in a plain, every day, which itwns us to sail on, which itwns us to sail on, passing breast; files we doubtless like. It professes a parriation as broad as our country. Its love of even handed jacket covers all the territory occupied by the handkerchief, but we live on it and are preening. Haps of the press come up and stand with us. This ground is holy. An Association That Dallas Ought to Support An Association That Dallas Ought to Support One of the greatest proofs of the laxness of Dallastine in the matter of perpetuity, the memory of those dear to him is to be found in the weed covered unkempt condition of Woodlawn cemetery. Its appearance is disgraceful and it stands as a silent accent of people as "heartbreakers" of the earth which gave them their lives. Once theodore lived once, theodore has covered them and their bodies returned to the earth which gave them their lives. It remains to convict us if the efforts of the Woodlawn Cemetery Association should return the return which they should. This Association, organized by leading members of our city who are involved in the yearly memorial along this line, is seeking to raise an endowment fund large enough to pay for the yearly memorial. By immediate effort it is seeking to raise funds enough to pay for a spring renewal of the cemetery. It is seeking to build the walks, the grading of roads and the closing of grass that has taken possession of the final resting places of those who have lived and labored To say that the efforts of this association deserve to meet with the needs of our unqualified support is unnecessary. The shame of it all is that such a step should be found necessary, and that we should be dedicated to the proposition of civil pride, and well regulated conduct,—that the memory of those whose lives have been given for us, whose energies have been spent, and whose efforts should have been so forgotten, so long neglected. Certainly the very thought of it should be the shame that now should weigh so heavily upon us and such forces to pt is as nothing compared with that which will be ours if we fail to improve our society. This Century Association in every way possible, and families in Dallas from which members have been claimed by Death to guarantee the accumulation of such a step, should be supported. And they should be it. It is a duty which should become a responsibility which men who lay any claim at all to those dictates of human emotions which so all civilized men The work of this association can well be added by patrons, students, and individuals. The very good of such activity as the association can easily enough for immensely persual of its cause. Better boot corner the. The Woodland chairs on. Wind - will Dilat dawt We hope that he will do to his dawt - already now too long THE DALLAS EXPRESS, DALLAS, TEXAS, SATURDAY, MARCH 8. 1924 FOR THE WOMAN WHO CARES The What-Not Column. (By Robert P. Edwards for the Associated Negro Press) LYNCHINGS. During the last thirty-six years many lynchings in the United States. Colored folk for the most part have the fiction of the lynchings were the lawless lynch. The National Association that indict victims of lynchings of these lynchings have striven intensely to build up, southwest in repression of an unlawful North and South in wrong and a national disgrace. Undoubtedly a great change has happened North and South in the public's attitude toward moth violence, but the evil has not yet been largely advanced but more modest, longer advanced in the methods employed for punishment, when it occurs remain defective. The most significant editorial comment from Texas' newspapers in regard to the affair is found in the Dallas News in its issue of Friday, February 29th. Because it represents the kind of thought which must eventually maintain everywhere if lynching is to be curbed we include it here. Under caption of "What makes a Jail Impregnable" that editor says. Angelina County has a jail that proved impregnable the other night against an attack by a mob. Every Sheriff in Texas ought to be interested in that fact. And every citizen in Texas ought to be proud that it is a fact. With the naturalness of the sentiment which caused the members of the mob to indigestion at the murder of a friend and neighbor it is not necessary here to deal. The primitive force of the thirst for vengeance may as well be admitted. And if the prisoner in the Angelina County jail was guilty of murder, as the mob evidently felt, we don't need to waste any sympathy on murder. The change in public sentiment is accurately applauded by the author. He writes in *Imagine, which it is stated:* "The author lyrically outdoled one another by newspaper editors, and even by clergymen in the pulpit, no one would dare to enter would now dare to enter such sentiments." The change is emphasized by editorials in such throughly representative Southern newspapers. But there was something bigger than murder and vengeance at stake in Lufkin on the evening of the mob attack. The sovereignty of the State of Texas was at stake. The sanctity of the Constitution was at stake. The integrity of law and authority in Angelina County was at stake. And finally, the oath of a man sworn to do his duty was at stake. And they were vindicated. FOR THE WOMAN The jail at Lufkin would have been as straw before the wind but for one fact. There was a man inside who was as big as his cath. And he was a man from the depth of his heart to the tip of his trigger finger. Such, at least, is the picture which the brief dispatches give us of Sheriff R. V. Watts. You read simply that "Sheriff R. V. Watts was in the jail at the time the crowd ascended the steps." And the next sentence begins, "The crowd quieted down after the shooting." A man couldn't want a better record in an emergency than those two terse comments. It is true the Governor sent the militia over after the shooting for fear there might be a recurrence of violence, and it is proper that he did. But the point for us to remember is this—a real Sheriff who knows how to use the equipment a Sheriff ought to have can handle the defense of any Texas jail worth the name until law and common sense regain control. It takes courage and a steady aim. But weve to teach to mobs that battering in a jail door is the signal for some hastily arranged funerals, and that the undertakes will find more business in the jail yard than on the inside This cleaning should not be done briefly or hastily. — 000 000— Tie your sleeve back with a soft towel and wear the face very lightly with your cleaning cream. Work it gently into the pores then take it off with a fine soft towel. These precautions will ensure you a fine smooth unhygromed skin for evening festivities and a presentable one even in the daytime and while the weather is his worst. — 000 000— Lay in a good supply of veils and hairnets. MISTAKEN IN MISSISSIPPI MISTAKEN IN MISSISSIPPI One of the outstanding successes of the sport in in sportsman in fashion is that the flannel which is now favored is so fine in finish that it ought to be worn. We were mistaken in thinking that Mississippi had decided to leave its prejudices long enough to think soberly and sanely on the reasons for the exodus of its Negro citizens as explained by Attorney Redmond before the state congress several weeks ago. The legislative did not listen respectfully. They heard what Redmond and his associates had to say with resentment. So much so that, this week, they went on record by passing a resolution condemning the Redmond plea for fair play and repudiating the widely-heralded message of Governor Whitfield. Mississippi has not declared that it is not ready. Printed flannel contributes no small share to the popular success of the fabric inamuached as both durability and comfort are equally combinations. —000 0 000. Early runners of the effect that linen was for rebuilt for both dresses and dresses are borne out by presentations of superior plain fabrics. The attitude of white Mississippi, in the light of this week's condemnatory resolution, is perhaps more accurately indicated by a quotation from the Mississippi Free Lance, published and edited by Bilbo, former governor of the state and recently a court dodger, The Free Lance exorcates Whitfield for his effort at fairness and continues: The What- (By Robert P. Edwards for "We believe that the Negro ought to be treated fairly, but kept in his place. Theoretically we can give him the ballot, but we must give him hell if he takes it. So long as the Negro stays in his place and occupies the sphere intended for him through Providence, environment and capabilities, all will be well—peace and harmony will prevail between the races. But in the name of the white man's civilization (A. N. P.) 101—Who was Ken. Rufus Saxon? General Rufus Saxon was the first officer to receive official authority to call Negroes as soldiers. On the 28 of August, 1858, the Secretary of War ordered him to proceed to the Department of the South and assigned 8,000 troops of "African Desert" to the service in marriages not in danger of attack by the enemy, to relieve white prisoners whose terms were not satisfied. and for the sake of our institutions and for the supremacy of our race when the Negro demands more, it will be moving day for him. And so we know that Mississippi is still Mississippi the backward, the undeveloped, the retrogressive and will choose to continue to be. And we also know that in choosing to continue thus it is signing its own death warrant as far as its future growth and development are concerned. States like chains are no stronger than their weakest component parts. To keep the Negro down demands that his oppressor must of necessity stay down. That evidently is what Mississippi has determined to continue to do. 102-Who was Carney of Wagner? When the Mt. Manahawkin Regiment stormed Fort Wagner, the regimental soldiers were entrusted to W. H. Carney, a young sergeant. As this soldier was sent to the fort of the fortra were ranks full, but as they reached the top, they tilted away before the enemy's fire, allowing the sergeant wound in the khak, but falling upon his knee he quickly plant. But may happen that the lure of greater opportunity may so thoroughly charm the balance of the Negro labor of Mississippi that there will eventually be very few left to "keep in their places." Will Mississippi be happier then? We wonder. ed the flag upon the parapet, and lay down on the outer sleeve, for ablution, with pads on the flankset held it erect for over an hour and deed that he wan later what in the head held until he was relieved by another of SHORT CUTS. It is now being discovered that some of the big guns fired at the Lincoln League have a powerful recoll. It appears that the Tukegee Hospital case has gone from public notice but Link Johnson desires that it be not forgotten. Oil's well that ends well. See the Teapot Dome principals for further enlightenment. W. L. Porter, Editor of the East Tennessee News, was recently elected to a seat in the Republican Executive committee. It appears that this is the year of charges and counter charges. Even the A. M. E. General Conference promises to be full of thrills. The New Age, of Hopkinton Ky, is asking if there is Negro Ku Klux Klan organization in that city. Hasty judgment and better abuse of the reported upheaval in our big insurance companies may well be delayed until subsequent, events determine the true status of affair. Let us remember that they are the greatest business enterprises among us and their failure means a severe setback to our progress. In Houston, Texas the dentists have a local dental society which meets weekly and is opened with prayer,—we hope for the patients. THE MIRROR PUBLIC OPINION expresses its gratification at the reduction in the number of lunchmen in the number of increasing morality." The Tuskegee Norman and Injured Booker T. Washington, through its excellent department or records and research year by year, has documented the ascertainable facts concerning lynchings. It finds that there were 48 instances in 1972 and 157 in 1922, and that "there were 48 instances in which officers of the police had not but two of those lynched last year were Negroes and two were women among the definite number of causes given for mob violence were; little stealing;" "trying to set like white men and not knowing his place," "striking man in an alteration of his appearance," and "warnings were attributed to that crime which in past years ordinarily has been designated as the cause of lynching." Viewed relatively, the record shows social and moral improvement. Viewed almost entirely it shows the mood of nearly each federal legislation as has been sought from Congress, by which the amount of money would be made to pay a highly deferrent penalty. O. MIDNIGHT AGAIN IN SUNNY FLORIDA. Orlando, Florida. I am trying to make an inventory of my today to find out where I am and I am sure that you will pray while I do this that I may be able to find you, place, and if I should then there will be one more funeral in this country, and when I go in I am at Atlanta. I will be there to remain in heaven the rest of my day. As I came through Atlanta, or Savannah, returning from Atlanta, the Rev. Dr. L. P. Pinney, of Atlanta, stepped on the roof of the house and was away from home visiting a church, and died called for to the Great Beyond. I am not able to tell you much about it, except that I was preachers in Georgia and was at the 1st session of the National Baptist convention in Los Angeles. I had a great big time in Atlanta among friends, but it is hard to tell but I know that there but I know that there just the same and all the people know that I was there was supposed to meet with all them educated people, but listen until I tell you that the room was so near up to me that I could see them there one night. High kicking and high climbing are two things I must not do more than to buggle with and I am to keep them down. I had the pleasure of seeing the great man who was while I was there and all his talk was Sunday School and B. J. W. Congress in Cleveland, and I am to declare that it is going to be one of the greatest meetings ever I have known where he is talking about, and everywhere, I go I hear young people talking about the great grass in Cleveland, and the are there and they are going to receive their friends when they The experts are getting in trim, and you will hear more about the importance of being the unreached and demeaned good. They are trying to beat the bad news, and hope that there will be nothing but success. Mr. Cannon has his own plan. He is going to make a hime run, and he will be able to that it should be a little more. The future of America depends on the young people to take care of their children, and on and on the world goes. What can you do? I told you in that letter that I was in company with men of the University church. Men who are aspiring for themselves and for others it is a church of inspiration, and that is why I need to ready for a general conference to be held in Louisville, Ky. I am of the opinion that the men of the University church get up put will declare it to be the greatest general conference that I have ever heard John A. Greag, of Wilberforce-infact the president of Wilberforce University will walk to the time of Dr. A. A. J. Wilson, of Wilberforce and it think it is high time that he will be followed by Dr. A. A. J. Wilson, of Wilberforce and it think it is high time that he will be followed by Dr. A. A. J. Wilson, of Wilberforce along that line Dr. Wilberton is one of the strongest and best men in the church. He is a scholar, a thinker, a teacher, a scholar, a thinker and a leader of men. By word he made his place in this world. Speaking of men for the beach, there is Rev. Reverdy C. Benson who is about to make a book about the teenage boy. Young of Texas is getting ready for the race, and he is one more "good man," and will add much more to his book. He will have Texas behind him, and should win. When the delegates are writing their ballots, he would have then place there the name of Dr. W. H. Thomas, of Denver, who is indeed a worthy and good man. He is one of the leaders of the soccer team, the leader of men. But then I am careful examination will clear up the situation. The gravel are very characteristic, the most prominent one is pain and especially this is the greatest strain. Blood urine, and great frequency of urination. This symptom may be alleviated by urination or in some cases almost constant. The pain is a burning and stinging sensation. Small stones, especially if they are small stones, more suffering than do large ones. The patients often will experience a sudden stoppage of urine. Often the patient will be scalded with renal colls when a stone is thrown into the bladder down the ureters. Blood in the urine or bloody urination is often with other symptoms as described above. The diagnosis is made only by the doctor and the treatment is not to talk about all the scholars and able men in the A. M. E. church this week, for I have some other things to say to you, I have been to Jacksonville Fla. and I have been to Box 725, St. Augustine is where I will be getting my mail all of the month of March which will be available to me. It comes in like a lamb and goes out like a lion, is what the people say about it, and it is the month of March which will be available to me. T. B. I, B. I had the pleasure of going to my headquarters and was accompanied by Dr. Robert. The night was spent in the home of Dr. H. Y. Tooka, and all of Florida is with him in putting together the book, the vile, the able scholar and learned I shall have more to tell you about Dr. Grant in one of my In company with Bishop and Mrs. John Hurst, and Dr. S. K. Johnson, on a noon Tuesday for this place, and we used that train on the Seaford Air Line, and it is here we meet Mrs. K. H. Kill, hearing. Reach town, found the Rev. Dr. H. K. Hill, awaiting my arrival in his automobile carriage, and noted me to his wife, who is a pleasure to have me stop with him during my stay in town. I visited Florida conference, pressed over by that leader of men, and the man who has accomplished so much. Bishop John Hurst, Bishop John Hurst, of Baltimore, Maryland. He has made almost a new African Methodist Episcopal Church, the men are not like they use to be instead offending each other by the throat as was once the case with the women, they walk hand in hand singing "Behold how good it is for breathing to dwell together in unity it is exactly what they are doing. *Florida has been turned into just one happy family, so far as African Methodist are concerned.* *K Bertha Hurst represent the mother and father. They are the parents, and they are honored.* *K Bertha Hurst will there will rise, up some fellow who thinks he should be on the ground, and so good, so determined, so succeed. Just think of it this conference has some about six hundred years, and they are doing a song of victory. They will march into the general conference with the daughters will go along to keep their company, and they are going to make the world know that they are doing business in Florida.* I am sure that you heard about H. S. Shin, of Texas. He is a financial secretary and, being an African Methodist, it is his job to be one thing about the church every minister has something to capture for, and that is also an important start from sexton and work up to blush, if you will just lift up your hand and use you, I was just thinking about the men who have made it to the right mind right now, the Rev. S. J. Johnson, D. D., or San Antonio Dr. B. W. Faton, as secretary of Extension Society. Think of his starting point and see where he I have been out to the summer home, and I mean the Florida home, and I mean the Florida home, and I am a peach, believe me, and I know you know Mr. Herden, for he in from Atlanta, and has been well known. He was a thrifty and knew how to save, and now he has a fine modern home way out in the Florida sunshine. He was thrifty and it should be Park Beautiful. Dr. George Cleveland Hall, is spending his summer in the backbank of the Florida sunshine. He has been sick and is just sick and sickness off of his mind, fishing, fishing and doing many other things that will take business and sickness off of his mind, and about the birds which are biting and wanting to consign my body. OFFICE CAT TAUDA MARK BY JUNIUS "Gosh, what an awful strain," said the critic, as he listened to a new song. The candidate stands for what the people will fall for. **DIPLOMACY** She calls him "Pet" and "Honey," Carresser he him "Dear" and "Bunny." And ankles and laughs and smiles. She talks so sweet and funny. Makes use of all her wiles. For she's wanting hubby's money. And she gets the whole dread pile. A singer, growing weary of no applause after several numbers, halted rather long for a "Nest." Some thought she had finished her band's heart to continue, but sat down amid the hurrahs. An executive, a man who thinks the daily dozen refers to grouses. **GE GENEKENS SUBSCRIBER** (Frankwood, Mr. Chronicle) He could not forget us as a log billing time this year. As he could not send the squail he sent the tail. For benefits large or small. We always懂疑问 why the other 64-100 of 1 per cent wasn't advertised as being pure, also. TWO WOMEN AT A MILL A Story of the South of Mother Love, Hatred and Revenge (Copyright 1824 by Famous Writers' Guild) The McKenzie Bays Handicap The McKenzie Bays Handicap its length of thick muddy water across Southern Arkansas like a tangled dead tree hovers along, its trunk logs large, clumy turtles drop off like lost scots on the River Styx. Water branches cling huge growths of gray moss, draped in tattered fan-shaped branches along the canyon benay. Here through the long, sleepy days and brooding, the air is burdened with the moisture-caw of black crows, and the ghostly ripple of Indian needs and looseness-patterned brown moccasins silhouettes through the bay on the green scum above the green scum. From proximate to the water beneath with a splash. In one of the loops which the bay's plantation—hundreds of acres of "bottom" land, lush and black and brown—moccasins acre. Just where the road leads up from the bayou and curves over the stands dominately among the tiny weathered cabin of the quarry. It here, gray white face is the color of the dead tree that remains and air which the trees may sit by is but proud and defiant the grim old house of the air which the lowlands air which the dices, a nice people of passions as turbulent and uncontrollable as dead trees when swollen with spring rains. In an upper chamber of this house, in the middle of a burgue fourposter bed, the four women, attacker with paraplexy, and helper, was Miss Pattie, the grandmother of Bob Holton. The Holtons did not remember Miss Pattie, who was the last of her family. A mass in years and stature, his brain had his best pace with the growth of his brain. He was a cruel, cunning child. The neighbors called him "The Idiot," and cunning because of his cruelty and cunning. Cold, hard, Miss Pattie had been different from the other women who were in the house, the suppressed affection of a lifetime was poured out in a flood of (Continued on page 5) Ge SEP UTM AE SABI SCT ST EMT TET ED TR TG ET MRM MUGS Leche.
