Chicago, Ill., April 15—Chicago has gone through one of the most spectacular and great political primary campaigns in its history. In this battle the Negroes of the city played a conspicuous part. Strange as it may seem, Negroes grouped as they are, hold the balance of power in the great municipality. No candidate is strong enough to ignore the Negro vote. It is normally said the nomination the candidate were. It might dict a man to any office.
The interest of Negro voters in the primary just ended was centered on the candidates for the United States Senator, and representative in Congress. For the gubernatorial nomination the candidate were the present chief executive of the states. Len Small and Thorlow G. Pestington, a state senator, the chief candidates for the position in the United States Senate were the candidates for the governor of Arkansas and Former Governor Charles S. Dennen. Martin B. He has drawn plans for many of the largest office buildings in Toledo. In company offices at Montpelier, Uruguay, he is one of the five architects from the United States who have entered. Wheeling, W. Va., April 15—Negroes of the city were incensed when they learned that an unidentified white man lured a six-year-old Colored girl into his automobile and locked the girl in a chair on the street, last night a little six-year-old Colored girl was playing with a rubber ball in Chаплиа, a well dressed white man, walking down the street, caught the ball and pulled it back into the hall out playfully with the child innocently following, until they and passed the Pyrian Tennessean and pulled her into an automobile. Having disarranged their clothing, the children who became afraid and yelled and managed to get out of the automobile, she ran to her home and investigated why to find that the man disappeared. The mother in charge investigated later and later later an officer on the scene. It is alleged by Negroes of the city that the delay in the arrival of the color of his child, as it is said the first question asked by the officer was the color of the child.

Marshall, Texas, April 5—the observance of the sixth annual Negro Health Week in Texas at Wiley College which was conducted under the auspices of the Sigma fraternity and the Theta chapter of the Zeta Phi Beta sorority aroused considerable interest in the program. The fraternity took an active part on the program; as a result of which the students were given the protection and preservation of their health. The program which began Sunday, March 30 was held on Saturday, April 5, as follows: Sunday, hay sermon by H. J. Mason, Executive Secretary; Dr. T. L. Hunter, Dr. T. L. Hunter, Tuesday, paper by Mina Inez Foster, a junior college student, and Sharman D. L. Hunter, Dr. T. L. Hunter, part on the fly and fosquete as germ carriers; Wednesday, paper by P. L. Success Failures Introduction of New
Thus far, success has followed the conduct of the courses under the new curriculum during the present school year. With the fulfilling of the requirements for an adequate course, the number of volumes to school it is predicted that the school of law of Howard University will receive the accreditation of association of American Law Schools.
Recently an announcement was sent out by the Secretary of the Howard University School of Law has qualified for a place among the standard law schools. Many members of the Race are moving into the suburbs of Morgan Park, Harvey, Blue Island and Maywood in order to avoid congestion conditions in the city.
Rev. H. E. Stewart, pastor of the former M. E. Church of the University of Texas and the Institutional A. M. E. Church, is an assistant for the conference will convene in Louisville Ky., in May. Rev. Murder Charges Against Willie Holland Reduced to Manlaughter
Charges of murder fled against Willie Holland, in connection with the murder of a man who was at the Oriental hotel, were reduced to manlaughter Tuesday night in connection with Holland and Holland's punishment fixed at four years in the penitentiary.
Court adjourned Tuesday afternoon. Assistant District Attorneys William McCraw and Robert Hunt represented the man who was John Ballowe represented Holland.
Finley was shot at the Oriental Court. It shortly after he was guarded by a man on a ledge with dirty clothing at a local hospital.
The jury was not asked for Holland Tuesday, though pre-trial attorney's office indicated it would

REMEMBRANCE OF PAST
PERFORMANCE THAT
Last week the school board in its regular meeting changed the name of the school formerly known as Fred Douglass to J. P. Starks in memory of the late Prof. J. P. Starks who was its principal for many years. The change was made in conformity with the school board's decision to the Board by former students of Prof. Starks and it attached to it in the personal recommendations of well known leaders in the affairs of Dallah who during the life of this man had known of the spirit did contribution to the life of Dallah. man ever does it happen that men can so well serve their people and themselves as to call forth such tribute to their memory, many of whom do not decorate every corner is attributable to the infrequence with which men are able
But often it is the case that particularly deserving service is in the hands of someone who is in this true among us. So often those who have lived and labored among us are well right in their service to their fellowmen and to their final resting places. For this reason the Inquest feels more confident in the movement which has resulted in the re-naming of this school to allow for the new leaders in the movement whose service to his people can never be fully measured or known by any commendation. They have done a service for the service of Dalai Lama whose need to be brightened and whose ambition needs to be fired by knowledge of one of their fellows himself felt, and respected by all who came into contact with him. It has been truthfully said that the full free man who had convictions and the courage to state them in his own words
The time must come in our history who, the memory of those alive by lasting reminiscences of their deeds. Monuments are not always faithful but if an effort is made to if that the things for which these truly great have worked are still remeil, hear their names and in that way keep constantly what will appropriate what it should. Dallas must record itself to there will always be cohesion in the night that Dallas would work for his beloved wife and worked in it. And in education the name of the school in which he worked will be remembered. Dallas has only said that it was thankful for his life and
WHAT CHRISTIANITY MUST DO
There is so much of criticism of the younger generation now days that the average member of the public must occasionally be forced to believe that civilization must be on its way to the dogs with nothing to stop it. Pastors berate the tendencies of the present generation declaring that they are wasting their time in riotous living and scattering their energies in things not worth while. Loud amena greet such sermons; the congregations go telling of the splendid tirade against sin which they have heard and the incident is soon forgotten till another Sunday comes.
While there can be no defense of wasted lives and no excuse for health and energies that are scattered in non-productive things, there can be a more sensible course pursued by those who so clearly see the need for the improvement of the young.
And here again can we learn from our neighbors who are suffering from the same apparent carelessness of their youth. They preach against what they are pleased to be the deplorable tendencies of the age but they go farther than that. They actually bring into being things of a more constructive nature to take the place of the things against which they preach and thus get real results for their pains. It certainly stands to reason that preaching alone will not be sufficient to change the things which are judging degrading and the minds of the young must be turned to those things.
Men and women follow that which they consider interesting and beneficial to them. There is no need to urge human beings to support that which gives them pleasure and profit. But on the other hand, they cannot be divorced from such things if nothing is suggested to take the place of the interesting thing. The race are no different to the young of any other race. They are not naturally deprived nor are they perverted. They are just normal human beings who must employ their energies in some way.
Make opportunities for the employment of their energies in constructive ways and they will respond as willingly and as fully as those who bitterly criticise them would wish. Why should they be criticised only? Does not the failure to provide for their energies in more constructive ways argue for the lack of real interest in them on the part of the people? Dallas has needed a Y. M. C. A. for many years but so far the interest of the Christians in the betterment of the young man has not been sufficient to guarantee this benefit to them. Other things of like nature might be mentioned which have not been supported—and yet the young people must stand accused of frivolousness.
It is time that we were awake to the gravity of the situation. It is not enough that criticism alone be launched at the young of this generation. Let institutions of im-mentation be provided for those we would leave to live and then when they do not respond criticize them to the limit.
It cannot be argued that the young are living fully up to their opportunities. They are not. But neither are the Christians living up to theirs when they take the narrow view which now seems to characterize them. Preaching against sin is always in place. It must always be done. But the effort to do good must not stop there. There must be actual effort along constructive lines to bring about the desired end. And before all must be remembered that our young people are not naturally depraved or headed to the dogs. They are normal sons and daughters of their fathers and mothers who now have no more constructive outlet for their energies.

ACTION AT LAST
It would seem that the call for the Republican State Convention issued by Harry Beck was more than ordinarily powerful if the advises found in a dispatch printed by the Times Herald are to be believed. Says this dispatch: "A break in the Republican ranks in Texas, after four years of party harmony, looms as a result of the issuance by Harry Beck of Dullas of a call for a "delegated Republican convention" to be held here May 27. Mr. Beck's "call" is signed as chairman, representing the "Republican state central committee."
It is the first open split in the G. O. P. ranks that has been indicated since 1920, the last presidential year, when Beck led the socalled "black and tan" party.
At that time Clarence E. Linz, Vance Muse, R. B. Creager, Eugene Nolte and others prominent in the party through the state, led what was then called the "lily whites." In 1922 there was no apparent trace of the "black and tan" faction, and no indication of a party split. The Republicans, with R. B. Creager as state chairman, put out a ticket, and county tickets in many sections. In several of these the party won, and several representatives were elected to the legislature.
That meeting of the state Republican executive committee, held here, Harmony seemed to be the watchword. R. B. Creager, who became national committeeman to succeed the late H. F. McGregor of Houston, was indorsed for the vice presidency, and President Coolidge was indorsed for re-election.
There was no opposition to either indorsement.
In 1920 the "illy whites" have maintained state headquarters here and have a working organization by which the leaders hope to elect Republicans to many offices in Texas.
Mr. Beck is not listed as a member of this organization. L. D. Lyons, who signed the call issued by Beck as secretary, is not known among the O. G. P. men in Dallas. Yes, it seems that there is an indication of a break. And because of that break, Texas Republicans face an interesting campaign year.
So called "regular Republicans" do not know L. D. Lyons. But in the records of "Black and Tan" Party, recorded as sung in Austin, he appears as regular. That much is certain.
But between now and then, the various and sundry brethren who have been itching for political action may get busy in real earnest. The issuance of this call by Beck, the leader who in the past was worthy to be trusted, gives ample room for the belief that no degree of energy expended in local organization for the choosing of representatives to the state meeting. This is not a "illy white" call. It is issued by the voters of the several Counties of the State who are in charge of the office of the Republican party, who believe in its declarations of principles and are in sympathy with the aims and purposes.
Here is an opportunity for action. Let every qualified Republican believe in Texas "hop to it."
The primary elections in many of the states where the G. O. P. must win decisively if America is to have another Republican president do not give room for the belief that the Republican majority will be as large as it was four years ago. The Republican majority is still a minority and rise to it. This is to be a campaign in which GNO votes will be a deciding factor and the need of some can

Usually, the mother is blamed for the improper care of her child. Sometimes, in many times she does not. The father is as much to blame in many instances, and again he alone may be responsible for the poor health of the child. The mind who is at fault—the infant must suffer just the same. Do you call this a square deal for the baby? You must be humility be a human and give your baby a fair chance to live, to be well and happy and to be able to take care of your child. Your mother and father later on. Remember your baby did not have anything to say about coming into this world you brought him here now
The life, health and normal development of the child depends largely on the health and protection of the mother. A mother can impair the child she carried just as much during the nine months before birth as during the nine months after birth. The change in the health of the child living depends on sufficient income for family need; health and right of parents; protection of the child from the changes in the health of the child underfeeding and worry; skilled supervision during pregnancy and during the lying in period; maintenance of breast feeding; and intelligent mother care in the home. More than half of the babies who were born from causes related to the condition of the mother. In 1918, in the returns from 70 per cent of the babies born from causes related to the condition of the mother more than 75,000 deaths of children under one month of age. Most of these were infants born too weak.

1. Early consultation with a well trained physician, physical examination, including pelvic measurements and frequent examinations of the urine.
2. Nourishing diet, with plenty of milk.
3. Regulation of excessive gain in weight by frequent weighing and filling starch and sugar in the diet.
4. Abundance of liquids, especially water.
5. Regulation of constipation, by food if possible.
6. Daily bath to increase the stimulation by the skin.
7. Sufficient rest to the teeth.
8. Work and exercise moderated to avoid overexertion.
9. Proper clothing and possibility of recreation.
10. Out-door stirring daily and free ventilation of the bedroom.
