Dallas Needs a Stronger Parent-Teacher's Ass'n We still believe in the inmate fairness of the City of Dallas to the extent that we do not believe that the efforts of this league as made public will carry. We still believe that there is a real appreciation for the offers that the Negro citizens of Dallas have made to contribute efficiently to the well-being of the city. With the opening of the public schools of Dallas there comes a wondertment as to the attitude of the parents toward the progress of the schools in which they are enrolled in education. Will they, in former times, leave the schools to be run by the Board of Education and the teachers, without the knowledge which they might render in the matter of helping in the creation of that sort of public sentiment which is the cause of children, increased interest in the matter of library facilities, kept grounds and other important places of school The re-uniting of those leaders from the ranks of the National Baptist convention which is the result of the split in Baptist ranks of several years ago, with the convention which has just closed in the city of Nashville will appeal to the general public as the most pleasing feature of the whole convention which was a series of remarkable happenings. We are given to understand that in past time it has been found that a great deal of benefit is received from the schools which have succeeded in keeping in operation strong Parent-Teachers organizations. These schools have a special importance to the schools have been discussed, planned for and properly presented to the proper authorities. The schools of every city stand in dire need of more interest manifested in them by the parents of the children which they teach. There has been only a sporadic attempt at keeping such an organization alive. Only in the the schools with the work of the High School it was possible to realise fully the benefit to be derived from the existence of a healthy and vigorous school. He is more hopeful than we are. We cannot yet see how anybody-respecting, same man 'can think that there is anything better to be found in the ranks of one whose whole political existence has been one of "conservatives." Then too, the candidate of that party does not believe in the rights of capital as do the masses of our folks. No man who does not believe in the right of any man to accumulate as largely as he is able by fair means can be a favorite of ours. Pupils must be kept in school. Crowded conditions must be cared for. The matters of discipline must be considered with a view to abolishing the best results. Ground and fire and where they are not, they must be made so. Libraries must be made to move. In short there must be the education amount of children in the nursery and the education amount of the parents of children in India. If the school serves as its territory to them if so, the teacher must be present. Garvey has a knack of doing the spectacular. Now he has read Dr. DuBois out of the Negro race. Well, any man who undertakes to change the complexion of God, if it be granted that the Delyt can have a complexion, will find it easy to read a man out of a race. We guess that with DuBois, the race would be a promotion of his "Back-to-Africa" scheme easy to complete. THE DALLAS EXPRESS, DALLAS, TEXAS, SATURDAY, SEPTEMBER 20, 1924 For The Woman Who Cares O If the news of the doings of the North Dallas Community Protective Improvement League as made public in the daily papers of the past few days is to be relied upon, there is a real and distinct movement on foot to see, to it that all of the Negro property owners are moved from the city to some place in the county that the members of a proposed alliance of leagues of a like kind are to furnish for them. And though the whole thing sounds rather proposatory to the average person who thinks of it, there is more of menace than it appears on the surface. It is, as we had occasion to remark last week, not impossible but highly improbable that any such thing will happen in the way that it is now seemingly hoped for. But the very fact that such a proposal can be made in gincerity should serve as a guage to the average thinking Negro of the state of the average mind of a certain class of his white neighbors and valued at its full. Suppose such a move should be made in which all of the agencies which are at the disposal of those who propose such a movement should help and suppose it should come to pass that a real attempt should be made to see to it that all of the Negro property owners were forced to move, what would be the course of procedure of those so threatened? How would this happen? As it now stands, there are less than four active leagues operating among the many hundreds of Negro property owners in the city. As it now stands there could be no well directed efforts made toward the efficient restraint of such a movement should such action be found necessary on the spur of the moment. As said before, it cannot now be said whether the proposals as made public can amount to any more than the so often met evidence of prejudice. But the fact that the Negro community really arise for the exercise of our united strength for the stopping of this movement, what could we do? These questions we think are worth the careful consideration of all of us who are attempting to help ourselves and those dependent upon us by the accumulation of homes of the better sort where our children may be reared in the environment of some culture and refinement. It is true that we have been given to think that the average city, where we live, is the most beautiful and whatever color they might be. We have been taught by those of our white neighbors who have claimed to think of us as human beings, that only home owners were good citizens of the more substantial sort and that any man who invested in the real estate of a city should be protected in the rights which such ownership was supposed to give him. But happenings of the sort that have been made public in the past have been made public in the past, which we have heard from our friends in the past, these things could be proven untrue in our case. Certainly, a careful consideration of our plight should cause us to think hard of the necessity for the employment of every lawful means of protecting those things which have been accumulated by us at the expense of unthinkable hardships and deprivations. The consideration of the precariousness of our life as home owners in the cities in which we live is not a question that we should have this threatened movement prove to us that we do not have It could happen that the evidences of the thrift of the Negro property owners of Dallas could be so well handled as to cause the thinking man of any race to realize the value to him and the city generally of seeing to it that that thrift was well cared for. It could happen that a federation of Negro property owners properly directed could see to it that such movements as the one mentioned could be handled without the publicity only unless our people awake to a realization of their utter lack of the ability to protect themselves due to their own negligence. There are white salesmen in the stores; or, in the streets and byways of the North neighborhoods of New York, they prove unassistant and unimaginable that he views with misguided white nenies who comes to his door. Then he there are com- And this it is which, if anything will, bring to naught the efforts now being made to practically create a little "Negro Dallas." Certainly there is no power which we now possess by reason of our own efforts which could do any harm to improve our safety under existing conditions. It is shameful to contemplate but it is so. How long will it so remain?
