PICKENS WILL DEBATE SOUTHERN JUDGE
NEW YORK, N. Y., Oct. 4—The October issue of the Forum will contain a debate on migration between Blankton Porten, a well-known Georgia, and William Pickens field secretary of the National Association for the Advancement of Colored People, Judge Forten will argue that the migration of Negroes has been wholly beneficial and desirable from every point of view, presenting some that Negroes do not appreciate. Mr. Pickens will present the obverse side, showing that the white point of view is narrow and full of inadequate considerations.

Waco Man Wins First Prize In Dallas Express Circulation Contest.
According to the decision rendered by the six judges who on last Monday night made the final count of ballots in the office of The Excelsior Mutual Insurance Company in which the end of the Contest took place, P. R. Malone of Waco won the Grand Capital Prize which was the splendid $2405.00 Nash Sedan and drove it back to his home town on Thursday morning. The second prize, a Tudor Ford Sedan was awarded to Mrs. C. W. Abington who ran the winner of first prize a close second. The following decision of the judges indicates the winners of the other prizes and the standing of the whole list of contestants as they stood after the opening of he ballot box which had remained sealed in the place of final count since last Saturday.

Children's Day at the State Fair and Us
It is true that there are many sues and will conciliate all accusations, blending harmony and of the things which are prepared for the entertainment and benefit of us and our children and benefited of us and our children because of the lack of realization of their bearing on things that are great or perhaps. Take the matter of Children's Day at the State Fair for instance. Take the few years the Mayor of the City of Dallas and the
officials of the State Fair have been making it more important to men. As well as women of the race may well unite in putting into practice the things of which Mrs. Hall has spoken. The needs of the group as compared with the efforts along to attend the fair on a day really constructive lines which are being put forth by the men. They, at much expense, have issued tickets to the fair, and the majority of the crowd is a study of the conditions which confront us needs to be had.
be making it possible for every Negro child as well as for every white child as well as for every child to attend the fair on a day set apart particularly for children, and to attend tickets to admission as well as to car fares for each one of them. But unfortunately, we think that the privilege of attending the variance of the kindness to the extent that could be wished. They would not be able to receive a sort of reception which would be desired to stand in the way of obeying the rules of the pleasure which would come from their attendance on that occasion. Last year, our children were invited only slightly more than 800 were registered by the Welfare worker who had been attending the fair.
It appears to us that there should be more attention paid to this opportunity for education and training of our children and our children each year. While it is true that there are occasions when there is the reasonable doubt that a child will be able to attain affairs of the fact that our presence would result in more discomfort than benefit, this is not the case. It is not to be successfully reasoned that the invitations would be so freely issued if there was not the possibility that they can be present. Realizing that they should attend in greater numbers and by so doing, indicate their appreciation of the consideration given to them.
So often it happens that such overtures as this cause those who would see to it that the opposition which would be of cultural benefit to the group are increased meet the statement that when it is necessary to participate in litigations or a like nature, they fail to take advantage of them and it naturally follows that there is no provision made in the law.
In times past, the management of this same State Fair, set a day apart for Norwegians. On that day, they attended their own speakers, arrange their own programs and take advantage of the education and pleasure which the fair afforded. That arrangement was finally abandoned for the reason that the expectations for them. And it has only happened in the past two or three years that they through to participation in it.
This year, a strenuous attempt to being made to see it to that the children will be fair is materially increased. The various Nego-organizations of the city have united to the preparations of the children to the extent of the children to an extent that has ever before been the case. From convictions of every act and see to their every need will be on the grounds in a place well outpatient for them well covered over to the entertainment of the children that all of the two thousand tickets will attend, and enjoy the things which are furnished. They will be welcome. To them will show a lack of appreciation will show a circulation and lack of appreciation for a producer which in itself is more than a producer that may lead to larger things.

That plan of action must pass. There must come a real and earnest study of the needs of the people with a view to satisfying them in some way. That way lies in the direction of the entire voting strength of the race.
If in every city and town of the state, there should be formed some sort of political school such as that of Galveston, in time, there would be developed in the state a strength of Negro voters which, despite what may now be said, would set at naught the efforts of "illy whites" and all others who would seek to limit the race politically.
Such a course would of necessity be slow. It would require time and constantly applied effort but its benefits would make themselves felt in such a way as to make those who spent such effort know that they had not labored in vain.
There can come no lasting solution to the political problems of the Negroes of Texas until it can happen that they can make themselves felt politically. They must arouse a statewide interest in the use of the ballot. They must be able to see to it that their voters accuse the power of conspiracy on one side of the political field of driving straight to that thing. Numerous organizations like the one spoken of will accomplish that thing. They can be formed if it can happen that there is a real and deep interest in the solving of political questions which now face us.

We face a new day. It is necessary that every organization as well as every individual be, not only good, but good for some particular thing.
If the time can come in which there is conscious thought and study to improve the conditions of which we complain, there will come a change in those conditions for the better.
How Texans Could Organize Politically to Advantage _____
A word about discipline. Discipline in a child should be achieved before it is three years old. If the child is not disciplined it is accomplished. You are doing your child a great service by making him realize what discipline in Obedience is a lesson in life. You are helping him problems of social adjustment center. There is probably no great fear in American children to discipline. You are correcting of this loss with the parents. It is your responsibility.
In these days of approaching campaigns of various costs when the Negro voters of the state are wondering what to do and how to do it, there should be some sort of real direction to their thinking in order that the greatest good may come from their efforts.
Texas, as far as its Negro voters is concerned needs organization. It needs some form of closely knit machine which will be able to function efficiently and directly in what ever campaign comes. So far, there has not been the sort of direction in matters political which would lead to such an organization. That lack should now be filled if there is to be any hope of real participation in the affairs of the state in the future.

Some time ago, there was an effort, of which we have not heard much since, on the part of the Negro Republicar or Galveston, to form a club of voters, both men and women which would operate as a political school; which would teach its members the how and why of voting, endeavor through the interest of its members to interest the slothful members of the group to qualify for the ballot and act as a clearing house for the decision of all matters political which confront us. The group was not worth while. If conducted along the lines indicated, it would lead to just the sort of political organization of which Texas stands so much in need.
The leaders of the past have not been able to perpetuate themselves, have not been able to hold the respect of the leaders of any party because it has been found that they could not deliver any of the things which they were no ready to promise. They had no real organization upon which to draw. They had no system to their procedure. In any campaign, they were accustomed to making a few speeches, causing some articles of doubtful authority to be sent to them. They were not able to publicize their public which made it easy to spend pityful small campaign money in certain places, garner in a harvest of finance without any real thought of the needs of the public generally or of the permanent good which a different course of

After breakfast was over, we went down town to see some leaders. He invited me to go there with him, and I tell you that man has wonderful influence in our community, and I speak right out in church to our people and when I say our people told them without closing his eyes. When he left the office of the man who was in charge of the office of the Mayor of St. Louis, and when he walked up, that door opened and the Governor of Missouri was in with him. I was with him, and I walked into that big office of the Mayor of St. Louis. I felt right faintly, but I had no bad feelings, being right in the would not faint. I am proud to see where we stand before I, and the other, and they all hear him speak, and I realized a real grin and smile on my face, and at times you could see how red my face was especially when I spoke without closing his eyes.
Returned to Pore, had lunch, and then out to a ball game. I went to the ball game. I had a ball business, and I fear I will not have time.
