The funeral was held Monday evening from the Baptist Church, Rev. C. H. Palmer, the pastor of the services and paying tribute in full measure to the deceased, who largely in his lifetime, had attended the churches here giving of his substance and of his time in unharmed manner, and obtains a better spiritual life, and a more Christian feeling here. Mr. Palmer was 70 years old at the time he deceased are, a wife, two brothers two sisters, a son and four daughters. The result would make real improvement in the penal system of the state. All of the facts made public are of interest to the general public because of the race, they are some which are of unusual importance for the conditions of which they give up. What Will The Teachers of Texas Do This Year? What Will The Teachers of Texas Do This Year? of the facts made public are of the facts made public are of those interested in the welfare of the race, they are some who are members of the State of Texas. To those who have carefully followed the proceedings of the State of Texas, the conditions of which they give evidence, soon it would begin to function as a thing of real worth to the educational system of the state as it applied to Negro children, there has come the usual amount of wondertment as to what the association will do this year in the way of improving the policy which will result in increased power for good it. In the report there are state- tional populations of the 3,461 inmates, exam- nulated in the 1,581 were Negroes, 364 Mexicans, 1,200 others were mostly of Hispanic origin, 1,000 were American-gro- reen, 1,434 were of American- born parents. The Negro popula- tion represents 44 per cent of the total, whereas Negroes represented 44 per cent of the So far, there is nothing in the past record of the association to which its members can point with pride. There is no act which can be remotely connected with any bit of progress which has been made in the conduct of the Negro schools of the state. The association has rather been a good meeting place for old friends, a sort of mid-year pleasure for the retired workers in Negro schools and a lobbying ground for the exercise of the efforts of a few of political inclinations. O the 1,500 others examined, 1,423 were United States born, O the 3,156 males $3 per cent claiming, the 3,156 males $3 per cent for the entire State, according to the census, while $3 per cent of the adults in the peninsula were compared with $8 per cent in Texas. Seven per cent of the prizes inmates claimed to be widowed, as compared to 4.8 per cent for It is true that the president of last year instituted a program of progress which if followed, might have resulted in the establishment of an association of white teachers and a correspondingly enhanced amount of work which the Negro association might have done. But that policy, seemingly has been abandoned and in association have rather "rocked" along in their same old way. One of every five persons in the prison claimed to have had no knowledge of the Negroes were reported untrained and four out of each ten Mexicans were without education. The Negroes were reported to be schooling. Another fifth of the prison population, over half Negro, claimed schooling did not work for them. Only one out of ten persons in the penitentiary can rank as a student. Homicide convicts represent about 25 per cent of the population. Of these Negroes contributed to about 10 per cent of white prisoners. Nearly half of the Negro women are serving homicide sentences. The Mexicans are the most guilty of murders. Nearly half of the whole list of offences fall in the category of homicide and assault, originating in capidity and only incidentally enduring safety of the owners of the property. They involve about 40 per cent of the Negroes. 6, per cent of the Mexicans and 40 per cent of the Negroes. To make such a statement is not to accuse the present head and cabinet of not having done all in their power to make conditions better. They may have. But the fact that so far, the general public has not been made aware of any effort of theirs is not encouraging to the presumption that there has been any well defined effort to improve the body. That such a condition could exist is unfortunate in a state in which the educational system as it pertains to Negroes is so far short of what it should be. But it is so only because there has not been the sort of wisdom on the part of those who have so far had the direction of the association in charge. The fact that in other southern states there are such associations which are contributing largely to the direction of Negro education in them is proof enough of the fact that in Tennessee they are not. In the states of North Carolina and Mississippi particularly, there are virile, active bodies of Negro teachers which are helping to determine the direction of Negro education. They have memberships in excess of two thousand and they have the sort of recognition by the department of education which allows for the consideration of their views in regard to all of the things which pertain to the conduct of their schools even to the point of having a Negro Superintendent who conduct their own organs of publicity and maintain several pay workers whose sole duty it is to study to improve the conditions under which Negro children obtain their education. These statistics give evidence of a condition in Texas which should have charge of schools and courts as well. The figures for Negroes are not surprising in view of the population which has always received the minimum amount of attention both as to education and the percentage of their criminals as compared to the whites should be no small for the wonder. It is clear that the study to improve the conditions responsible for these conditions as they now exist in the state. So far, no such program has been attempted in Texas by its teachers. So far, they have seemed to lack the vision necessary to make them begin, in their state body, to function. The Negro schools are the best in the whole southland is due to the fact that most of the Negro teachers to see to it that they are. They have rather seemed to be content to let their task be done by others. The future of Negro schools will depend largely on the attitude toward them. It is the members of the race 'self'. The logical way to go about such participation is to accomplish the needed things through the organized body. Though the Negro schools of Texas are better than the average in the southern states, they lack much of being up to the standards as set by modern day tr aiming. They must be improved. And it is to be hoped that in this meeting which is to be held in San Antonio, there will be some progress in putting put forth in the pursuit of a policy for the state association which will result in its operation as a real live and vital force in the direction of Negro public schools. One week from today and the most spirited election of America in modern times will have come to a close. Texas will have a new governor and the country will have a new president. And the Negro voters of Texas as well as the whole of America will have passed another milestone in their history. The Negro voters tell nor does it matter so much if every vote cast is cast in the realization that the voter has decided on his course after having carefully weighed all of the facts. There has been in Texas in the past few weeks a situation unparalleled in the whole of its political existence; a situation in which it has happened that Democrats have been made under the pressure of dire necessity. No other reason could be assigned for their unusual consideration for the Negro voter. It has never happened before. And it has never happened because of the fact that hereofore there is no reason to believe that the Democratic candidate would be equivalent to his election. But with the entry into the context of a candidate who seems to have at his back all of the G. O. P. forces and a large number of life long Democrats who have been willing to cast aside the ties of party in the interest of good government; there has come a well defined attack of panic in Democratic voters. In their desperation they have sought the Negro voter. But the leopard can change his spots more easily than can the Democratic party in Texas convince the Negro voter that there is any sincerity in their attempts to convert him in this contest. He just knows better. And the Express takes this position in full knowledge of the fact that the services of the life-long Republican leader, Bill McDonald have been successful in convincing him that it may be that there is a great deal of wonderness at the agreement of this veteran leader to champion the cause of a party which for so long has been the avowed enemy of the race, but there is much reason to doubt that even he will be able to successfully sell the Democratic candidate to members of his group. The history of the Democratic party is against it. Its past has been of such a nature that no amount of anger at the doing of the present regime of Republican leaders could have the effect of driving the voters to the Democratic standard. Such a course would be suicidal. It would be a step backward. In the first place, even in their campaign, the Democrats do not offer to the Negro voters who they solicit, one single constructive thing. They do not promise it because of the fact that they realize that they will have no more use of the vote after this election than they have had in times past. These who may be in the mood to be fooled by their advances may as well face the facts. There is no profit in the support of the Democratic ticket in either the state or national elections. There is every reason to feel that there is profit in the support of the regular Republican ticket. Granted that the present leaders of the Republican party in Texas are not to the liking of the general run of Negro voters, there is no way to change that condition by guaranteeing that the Republican party would have. Rather it would seem profitable to seek to strengthen the Republican party in every way and argue out with them, the question of what disposition would be made of our grievances. It is true that in case of a Republican victory in the state, Negroes would be in position to help to make safe that power and thus could come into their own. For with the close of this election there will be a union of all of the Democratic forces in an effort to regain leaders will endeavor to conduct the political affairs of the Negroes with a view not so much for the group's good as for their own personal advantage. They will be their chief aim in politics. Of course most politicians are first of all for self-adventure. A well-defined group consciousness a well-defined group consciousness of expressing it, the white politician must respect this and not oppose it. People even the Vare Republican organization in Philadelphia or the Tammany Democratic organization in New York should stand by the charges of selfishness, do much good for the public, and continue their hold because they never develop strong politicians until we develop racial self-confidence. We never thought on political matters and action on the part of a considerable portion of our group because we never develop strong politicians, the race church, and civic organizations. As Negro develop business and industry, or essentially have more use for political expression and develop a political development this is the big political job of this generation. Present day politicians are merely the first of all groups to stream. They have not much more than their own weight. Outside of a few big centers like New York and Chicago, they have little attention is paid to the Negro politician. He is in none of them. He always shapes no shapes in politics (though he is permitted to cannonfire). He more likely awaits ordinance. And he must have an increased group constituency to fall back on. He can raise no finance. He has therefore large enough support to be a paid worker. In many communities white politicians tell you that they are not a paid worker. He knows, for he burses them. Now we are not writing this to criticize the political gentlemen, but to tell them as well as we do, but it is the situation we have in mind. The situation we have in mind is a few political enthustas. The group must be waked up. It must men, women, children, and interests must be organized. This is the plumbing patient work of years. We twelve million New Yorkers have been filling bills etc., while half as many Jews demand and get what are needed to keep up the education through pulpit, press, school and club.
