More than one aspect of the problem which confronts the thinking public as well as the members of the Board of Directors in regard to the situation at Prairie View is worthy of careful study and merits deliberation in more than the ordinary amount, if that school is to come up to the degree of efficiency which the general public and the State has the right to expect of it.
At present, its affairs are being administered by a temporary head. And, in this concluding chapter, that causal investigation discloses the fact that he is commanding a degree of co-operation from both students and faculty which argues that the head
erate enough to guarantee to that a school a president who will work up to the point that is neces- sary in its service of the educational needs of the race in the state. The Service serves the dual purpose of training the majority of the teachers of the state and of giving practical training to those who will enter the trades and vocations. In fact, the number of teachers equipped to do this and in some respects, it is sady lacking. Particularly is the lack noticeable in its teacher training department, there were more than twice the number enrolled for teacher training in 1922-23 as there were in the trades and vocations, and we are now furnished for the trades and only three in the teacher training department. And the room in which the practice work for the trades and vocations only can be carried only on a dow. The appalling results of this lack can be readily appreciated when it is realized that of the whole number of Negro teachers in the cent were trained in this school. And here it may also be remarked that of the total number of Negro teachers 31 per cent are graduates of no more. It is not to be wondered at then that the Survey Committee a few months ago, in its Office, the Department of Education ordered the school "needs thorough reorganization both as to its curricula and administration" in order to meet the demands of a teacher training institution.
Thus it is true that to a greater extent than is true of any other institution in the state, this school needs to thoroughly competent school man; one who has the actual knowledge of technical school administration; one who has had the training to give him the ability to harmonize the two sorts of courses which are offered by the institution and see to it that each receives the equipment and equipment which it needs.
But such a man cannot be attracted by the meager salary which the institution may be willing to come to the place as soon as he has reason to feel that he may lose his place at every change of political administration. HE HELP TO THE EDUCATION OF THE STATE THAN HAS BEEN TRUE IN TIMES PAST.
The head of the school should be chosen carefully, with view to his career and not as a reward for political affaires. He should be so high-class that no taint of irregularity could affect him and so free from conversion which are often in positions like this, that he would be free to work unham-

A member in an address of welcome to a gathering of ministers and laymen in one of the Dallas churches last week argued more progressive methods in the church saying they should increase demand that such gatherings as this justify their existence. They must come to feel that it is not enough just to meet in the name of the Lord; that they must find out how that is needed and do that service. This can be done by carefully planned budgets and careful methods of keeping records. The church must hand this to the church as it has to any other organization. The church must along with all of his other creations in accordance with the regulations. Strange to say, nearly all of this during the delivery and little at the close of the remarks, despite the minister just fainted for his ability to speak, seemed as though, the opinions too progressive. That the members of that assembly felt uncomfortable and that such truth should not be
appeared as though the sentiment *all there were like that* appeared in the church, where a church trustee is a trustee who is a baker system, or accounting in a baker system, or this pastor, "remember, this is no bank. Church books don't have. THE PRESIDENTS AMERICAN LEGION SPEECH
America has a new opinion of the ability of President Coolidge since the publication of his recent speech to the American Legion Convention in Omaha. There can be no doubt that its dignity of expression, excellence of discernment, and the ability to speak with speeches of America. That the traditions of Coolidge would cause such utterances is not surprising but the reputation which he has earned for economy of speech has rather tended to cause the general public to welcome this extended period of time. America needed a recalling to the fundamentals which he discussed. Real danger from the "hatreds and infollerances" of which he spoke has been evidenced in more than a few quarters since the close of the Great War and not an unimportant one of those evidences has been seen in the Legion. Said he: "The bringing together of all these different national, racial, religious and cultural elements has made our country a kind of composite of the rest of the world, and we can render no greater service than by demonstrating the importance of our material resources to the accepted from the obligation to serve when the hour of danger struck. The event proved that our theory 'had been sound. On a solid foundation of national unity there had been erected a superstructure which in its varied parts had been made to stand in the light of the genius that had gone into its making. Well-night all the any part from this structure of patriot unity."
