New York, Jan. 8—(ANP) The organization is sponsoring the 19th headquarters in Dallas with J. W. Wier, Executive Secretary in charge. It is understood that the association has realized the necessity for a headquarters since its inauguration of a year round program of development for the organization.
The meeting Saturday included the adoption of a budget for the year, the authorization of the beginning of the annual membership drive in February and the publication of two issues of the official newsletter in accordance with the plan adopted at the recent meeting in New York.
Among those present at the meeting, was Misa E. Alms, Wall of Houston elected at the recent meeting as the Secretary-Treasurer of the association and to whom all of the recharge of all of the finance of the association and to whom all of the monies are to be sent during the meeting.

AN UNWORTHY LEAD FOR
DALLAS ORGANIZATIONS
TO MAKE
In the last analysis there will be little difference to the Dallas City Plan Commission and the Keesler Fiscal Commission for their leadership in encouraging legislative segregation among all of the cities of the state in their campaign for the five measures which they are planning to propose in the coming Legislature. It appears to The Exemple being a leader could well afford to do. There probably is more morbidity in all of the other things proposed but could well afford to do.
And to be brutally frank, the latest attempt of those leaders in Dallas will do much to counteract the city at large in the minds of Neal W. Hogan who was compelled to test that they were charity in the view of the real housing situation as held by the city and that they were bending all of their effort at an inevitable action of their own problem. The tensions of all of the editorial titles which appeared costumerianism had been decelerated because that the Dallas segregation ordinance had been decelerated invasively. That that sentiment was representative of the think-while-ill-aware nature of the widespread efforts of these three commissions gives us

It may be that property owners can not pay all of their property taxes now and that they may be forced to make those taxes wait but there is no reason that Poll Tax should not be paid promptly. And since it must be paid any way with the payment of property taxes and its late payment will not allow one to vote, these sensible thing would seem to be that the Poll Tax be paid early. Every Negro of voting age in Dallas should hold his certificate of citizenship.

light to Negro in New York. How do Negress that question is? Many answers. Negress of the New York there is to vote. Negress of it. Perhaps to help the general mean citizen. Negress will see all alides should as well as alides should tell the facts of an enquiry. There are apart Jim Crow in the South. These in the white railroads, and not just private property matters as between in New York.
With the record of the number of lynchings for 1928 for the past year before us, it is impossible for any further hope that there will be a cessation of this most heinous practice by any of the methods most strongly offered by the southern states in their fight two years ago over the anti-lynching bill. With 13 cases more in 1928 than in 1923 and 41 more than the number of cases committed in the states themselves will be able in time to come to control the evil as it now seems necessary. The power of suasion does not successfully move mobs and the willingness of the officials of the law to seek out and join members of the mob does not seem sufficient to bring forth the desired result. For during the year the records show that there were only four instances in which members of the mob were brought to justice. In these four instances the number of persons involved in the lynchings from four to twenty years and one was sentenced for life.
The record is a dissappointing one for those who had begun to have hope that the campaign of moral surrender to prevent lynching was likely to prove successful. The lessened number recorded for the two years just preceding 1920 plashed. Probably it was producing good and probably it is still producing good. But that good is of noileble amount when compared with the number of persons who met death this year at the hands of mobs and without the sanction of the courts of law. The state of Mississippi had four of the convictions of members of those mobs. And yet durin' last year Mississippi was foreseen in its pronouncement against lynchers and the leaders of the state spread broadcast in pamphlet setting forth their abhorrence to the crime in no uncertain terms. Other states did likewise by resolution. There is no reason to point now to the fact that the number of convictions this year was greater or to the single instance in Georgia of the life sentence meted out to a mob leader. There can be only one conclusion. And that is to the effect that lynching must be made punishable by law. The states themselves have left no other alternatives."
During the fight for the Dyer Anti-lynching bill several years ago all of the representatives of southern howevet that the states themselves could and would control lynching. They told of the curtailment of states rights from the passage of such a law by the Federal Congress in 1865 and approached fulfillment. No law against lynching has been even introduced in any state of which The Epress has record. In few instances has any action been taken since the close of that Converse in which they made their speeches in an attempt to thwart that much needed legislation. The time has again come for the proposal of a Federal law against lynching. The state indicates its necessity and the chance for the repeal of such a law. Election time for New Jersey have a place in these elections which is far more powerful than it has been in times past. Who not recently now to make the passage of a law against lynching the slogan of the race during the next convention and bend every energy to make strong the contensions for action in that regard. The condition warrants it and relief from the lynching evil in America seems not due to come without the very active participation of the people. The state will stop the outreaches which continue to make Negro life in America a mockery and which are constantly and with increasing force making the claims of this country to civilization and enlightenment. features of no import.
Dr. James E. Shepherd, President of the North Carolina State College for Negroes, Durham, North Carolina, and the University of Durham's educational progress, and that of North Carolina without thinking of Dr. Shepherd. Shepherd was a graduate and officer, and is backed by the people of both races in the great North Carolina. The location of the school, at the suburban edge of a beautiful Durham, is within walking distance of the school, and their buildings burned about two years ago, but that only gave impetus to the work, under the magnetic guidance of Dr. Shepherd, with greater impetus.
