AN UNWORTHY LEAD FOR DALLAS ORGANIZATIONS TO MAKE In the last analysis there will be little difference to the Dallas City Plan Commission and the Keesler Fiscal Commission for their leadership in encouraging legislative segregation among all of the cities of the state in their campaign for the five measures which they are planning to propose in the coming Legislature. And to be brutally frank, the latest attempt of those leaders in Dallas will do much to counteract the city at large in the minds of Neal W. With the record of the number of lynchings for 1928 for the past year before us, it is impossible for any further hope that there will be a cessation of this most heinous practice by any of the methods most strongly offered by the southern states in their fight two years ago over the anti-lynching bill. With 13 cases more in 1928 than in 1923 and 41 more than the number of cases committed in the states themselves will be able in time to come to control the evil as it now seems necessary. The power of suasion does not successfully move mobs and the willingness of the officials of the law to seek out and join members of the mob does not seem sufficient to bring forth the desired result. For during the year the records show that there were only four instances in which members of the mob were brought to justice. In these four instances the number of persons involved in the lynchings from four to twenty years and one was sentenced for life. The record is a dissappointing one for those who had begun to have hope that the campaign of moral surrender to prevent lynching was likely to prove successful. The lessened number recorded for the two years just preceding 1920 plashed. Probably it was producing good and probably it is still producing good. But that good is of noileble amount when compared with the number of persons who met death this year at the hands of mobs and without the sanction of the courts of law. The state of Mississippi had four of the convictions of members of those mobs. And yet durin' last year Mississippi was foreseen in its pronouncement against lynchers and the leaders of the state spread broadcast in pamphlet setting forth their abhorrence to the crime in no uncertain terms. Other states did likewise by resolution. There is no reason to point now to the fact that the number of convictions this year was greater or to the single instance in Georgia of the life sentence meted out to a mob leader. There can be only one conclusion. And that is to the effect that lynching must be made punishable by law. The states themselves have left no other alternatives." During the fight for the Dyer Anti-lynching bill several years ago all of the representatives of southern howevet that the states themselves could and would control lynching. They told of the curtailment of states rights from the passage of such a law by the Federal Congress in 1865 and approached fulfillment. No law against lynching has been even introduced in any state of which The Epress has record. The time has again come for the proposal of a Federal law against lynching. The state indicates its necessity and the chance for the repeal of such a law. Who not recently now to make the passage of a law against lynching the slogan of the race during the next convention and bend every energy to make strong the contensions for action in that regard. The condition warrants it and relief from the lynching evil in America seems not due to come without the very active participation of the people. The state will stop the outreaches which continue to make Negro life in America a mockery and which are constantly and with increasing force making the claims of this country to civilization and enlightenment. features of no import.
