4. That Negro parks be extended, improved and beautified to the end that they will compare favorably with those in other cities.
5. That the employment of the Welfare Worker for Negroes and the Public Health nurse be continued.
6. That a larger number of Negroes be given work by the city in the departments where common laborers are employed.

In the field of invention the Nogreus has won and in Practical Scientific Contributions A Nogreus, Prof. George Carver, has made invaluable contributions to the science of agriculture and the history of African poets and African asters who have won wide distinction. This is a remarkable achievement for a race on a century and a half out of the jungles of Africa. Small wonder that no other race in history and made an equal amount of progress in an era of rapid industrialization.

The Democratic Primary Has Been Opened to Negroes
IF it is impossible for the average person to completely send the disorganization in the Democratic
older and it is realized that such provision offers an opportunity for their care and decent living by one who can feel the gravity of their situation. It can be realized that the creation of this home constitutes a more than ordinary step of equal social opportunities for Negroes whose fate, under other circumstances would have been exceedingly doubtful. The Negroes of Texas should take great pride in the knowledge that there is coming a consciousness of the needs of the state to such an extent that measures like this which guarantee definition of large social ways, can be passed to realization of the needs of the state arise from the efforts of the State Federation of Colored Women's Clubs. It is to be remembered that for several years that organization has been engaged in raising funds for such an institution and has been urging that the State take notice of the need for such an institution. Now this organization can with more freedom turn its attention to other matters of as great importance as the grant of land college, and it is not hard to see that a population when it has been
Senator Hall of Houston has earned the everlasting gratitude of the State of Texas and the present Legislature, at least as far as this particular bill is concerned, is entitled to much credit for sensing social needs, because of the introduction and passage of the bill creating a state home for delinquent Negro girls between the ages of seven and eighteen. It is seldom mentioned but for many years it has been literally true that there was provision made in but one county of state for the care of Negro girls that age who were in this case the unusual happened. The bill is so framed as to provide for the employment of a trained Negro social worker as superintendent of the home. An immediate appropriation of $100,000 for the purchase of grounds and equipment was also passed. The governing board of the institution is to be composed of five wamen. There are the unusual features of the institution considered as particularly so in the light of the conduct of the institutions of the state to which Negroes are usually
The social value to Texas of this act of the Legislature cannot be over-estimated. THE PROBABLE EFFECT OF THE N. E. A. MEETING IN DALLAS
Many of those who attended the meeting of The National Association in Dallas last week saw separate Negro schools for the first time and came in contact with southern ideas of education for the first time. The chorus of The Booker Washington High School sang for it and received the greatest praise from the audience. Thousands of visitors visited the Negro schools of the city and their impressions will with out a doubt, be mirrored in the attempt at change which they will make in the vicinities in which they reside. That these impressions were many and varied is to be understood from some of the questions which were asked by them. In the majority of cases they were surprised at the cleanliness of the school and the evident intelligence that they possess, the type of evidence of the teachers, the condition of the buildings, are.
There can be no doubt but that the most universal response to the new sights in Negro schools which these visitors gained was to the effect that the condition of the Negro in the South had been overstated and that the condi-
the description of him which had for so many years been taken for the truth in other sections of America was false. That was amply evidenced by the generalness of the statements to that effect. "Another very definite impression was to the effect that the provision for Negro schools in the south is far below what it should be." Comparisons were made between the provision for education which they were in many cases asked "how can you teach and get such good results with such poor equipment." But probably the only impression received by many of these visitors the country where segregation is not yet an accomplished fact was that the provision for equipment of these students of the trend of American thought, in regard to the Negro should by no means feel discouraged at the manifestation of the efforts of those most easily influenced by casual study of conditions which can be definitely known only at the expense of deep and careful study. What the reason for the Negro's failure in the provision cannot be now said. But in the last analysis, the education of American generally to the need of right thinking concerning the Negro is the only advantage of the consistent progress of the race and the fact that separate schools may be proposed as the result of this meeting is of little importance. What the reason for the Negro themselves in such communities and their decision to fight honestly for the convictions which they have in regard to such proposals. And in this connection it may be remarked that Negro schools offends everywhere would well to make attendance at such meetings possible in order to be able to act in regard to situations which might be mentioned in these. The N. E. A. has met in the southwest and there will certainly be some rather radical re-actions to some of the impressions received here by the delegates. It is more than likely that the presumption of the Express in regard to form which they will take will be found to have been correct.
ANOTHER "STUNT" GOES TO PIECES
Two Negro aviators in the West with notifying but a second rate airplane and an murpurs of aviation took off last week to cross country flight amid the plumlets of about five hundred persons whose sense of fitness was no more to be compounded than theirs. According to news dispatches, they flow about five hundred miles and were forced down. They then wired back to the city from which they came for more money to pay for repaira on the plane. It claimed that they had intended to purchase another plane for the flight but had waited to reach zome objective before coming into the city. They showed poor judgment. They had more ambition

"Black Panther" Fame
After his admission to the bar,
he began the practice of law, building up a wonderful practice. Perhaps the most important attraction of Barney Tulloch case, Tulloch was a sentinel Indian who died, but whose accomplishment, shortly after his death, inspired oil pools in the Southwest. Coody Johnson and his accusers claimed this property. The case was long drawn out, extending over a period of men who joined in this historic battle, they organized the "Black Panther Oil Co., the Federal court fights against it," to the "Black Panther Oil company. The property is worth million.
It was with this Tulloch litigation at a fever heat that it almost seemed that the fates had been changed. Coody Johnson. Always a man of great and abiding faith in his efforts, he dined in Seminole County court battle. He mortgaged his holdings in Seminole County, County, and struggled. He married an Oklahoma City girl in 1918, and a young woman, who was Mina Hoeff, wife, into the financial breach. Just before he marries and a teacher, he found the financial order came. Mrs. Johnson had opened a Jude Reddy药房 from the moment that the doors opened on the establishment.
Judge Johnson, as he was known this latter year, had more than 40 years of experience with Bumblebee County, the vicinity of Oklahoma. Much of it is located near the territory that is being developed in Bumblebee County, and is said to be the greatest oil pool in Oklahoma. It is located in addition, he has a three-bedroom, three-frame hotel, and numerous rent houses. His home is in rentals in the city of Wewoka, three frame hotels, and more than $200,000 per month, so it is said. His home is one of the most complete and complete in the section.
