Somehow the Express stories THE RESIDENTIAL QUESTION BOBS UP AGAIN SEGREGATION and residential boundary lines for the two races comes to the fore again with the distribution of circular letters in the Negro neighborhoods along Thomas Avenue and the city administration is again brought to a situation which tests its sense of fairness as well as its political sagacity. Negroes have been sold homes in a block which was formerly considered white and the residents adjacent have complained in no uncertain terms. But it seems that their complaints have been directed at a white realtor rather than at the Negroes. And finally the city has seen fit to adopt a sweeping segregation measure apparently recognizing all forms of segregation which are now in vogue and further countenancing any other forms which may be resorted to in the near future. Written agreements between property owners extending even to the additions in and about the city are included. The Express is loth to feel that the measure so recently adopted by the city commission is as all embracing as printed dispatches give evidence of. For the general-effect of such a published description of it the give that it has provided in very small measure for the spread of Negro home districts and has in it very little allowance for any increase in Negro population which may come in the future. The merits of this measure of course cannot be discussed without a careful reading of it. And the Express does not yet possess a copy of it. But the general question which is raised by it certainly seems to warrant the restatement of certain elements which enter such disturbances which arise. Without going into the rightness or wrongness of whatever attitude may or may not be assumed by any persons or groups in this question, The Express desires to raise for consideration the same contentions which have long been established by a study of the problems of housing the races in Dallas and they are as follows. The housing survey made several years ago by the Negro Housing Commission erty, accumulated with the same sacrifice and deprivation just for the sake of entering a new neighborhood. It is all no an established fact that Dallas offers little - room for Negro expansion. It has also been proven that the Negro family is always striving for a decent place in which to rear his family and to live his own life. Such considerations have been rather definitely established as facts and they are now a matter of record. And in the light of them, it does seem that the approach to a solution of the many tangles which are constantly presenting themselves would lie along a line which would have to do with changing the situation as it concerns the white real estate provision for the expansion of Negro residential districts for the accommodation for comfortable living. And in this connection, it might be remarked that the attitude of the Dallas Real Estate Board has always been of such a high order as to make it well worth the while of the new city officials to seek its aid in this question. And too, the experiences of other southern cities in just such situations as this which Dallas now faces might be worth study. Some of them have approached the problem of this difficulty without the accompanying realization, and some of them have accompanied a ruthless decision in one way or another. Certainly Dallas can afford to attempt to maintain the very fine spirit which has always been manifested in such difficulties as this and it would appear that studied rather than hasty actions would tend to bring to this pass. THE PLIGHT OF THE ODD FELLOWS OF TEXAS THE NEWS STORIES of the recently closed grand lodge of Odd Fellows of Texas contain certain facts which would lead the general public into the opinion that all was not well with that organization, especially as far as the complete agreement of the members of the cabinet is concernful. Idea is no doubt, firmly rooted in the minds of all of those who attended the grand lodge and saw the very apparent lack of direction which marked certain of its deliberations.
