WHEN, IF NOT NOW? MEMBERS OF OUR group in Texas are faced with certain situations which even now are proving unfortunate and which in time to come, bid fair to offer handcaps and hardships to those who are seeking a fuller measure of citizenship than they now enjoy. Chief among these situations and circumstances is that of the free use of the ballot. Next in importance is the inequality of appropriation for Negro education. And of equal importance though not so clearly seen now are the two acts of the recent legislature enabling cities to enforce zoning laws and to create ghetto districts in which all Negroes may be confined. It is on the basis of this latest enactment that the City of Dallas now finds itself in a quandary in regard to the enforcement of very rigid enactments concerning white and Negro districts. There can be no doubt but that the will come, if it is not already at hand, when Negroes will see in such means as these very definite handicaps to their progress as free and untrammeled citizens; and in such enactments and practices they will find definite bars to full and free contribution to the civic units of which they are a part. Even in prospect these circumstances and situations should appear as dangerous to such a point that already definite steps would have been taken to change them and to remove the danger of their effects from the pathway of those who are to come in after years. There can be no doubt but that they must be removed. It would seem n't act of wisdom to begin now to work against them and if work against them is not begun now, when should it begin? It is literally true that the sin of silence often forges more strongly the chains that bind and hinder. It is also true that the gets done at the dictates of prejudice are being slowly overcome, and at the expense of much trouble; and results are seen after the lapse of much time. More than a few months was required to settle the Democratic primary case, and no sooner had a favorable judgment been rendered by the Supreme Court of the United States than the Texas Legislature at once began to frame another measure; different in tone but with the same intent, and now before full and free participation in politics is possible to members of the group, test cases must be made of this new ruling and the expense of defeat in all the local courts must be gone through and the Supreme Court finally approached. All of such struggles will take time and money; they will require a stoutness of heart which cannot now be said to be a part of the make-up of the ordinary member of our group. It would seem them, naturally that we would decide now to bestir ourselves, we Texans, and to move steadily in a sensible yet intelligently aggressive way against these evils which we recognize as handicaps. If not now, when should we start? Until we start we cannot end. The future becomes present with every day and with the coming of every day there is a postponement of the hopes of yesterday, for the day which was not born. Now is the appointed time; upon us is the responsibility. We will be remiss in our duties to the generations which are to come after us if we are found hesitant and unwilling to assume and discharge these responsibilities to ourselves and our POLITICS AND TEXANS NOW THAT ANOTHER Presidential Campaign looms in the near future and political forces are stirring themselves in all quarters of America, preparing for the test of strength in the selection of a new chief executive; it is natural that Texas and Texas should cast about, look over the political field, and see if it in this campaign there is not opportunity to try again to retrieve their fortunes and recover their lost position. Such rumors may not be found in fact but so often it happens that representatives of our race, in their desire to do the large and spectacular thing, talk until the truth gives out and then just keep on talking, and in the last analysis only they will very often the race as well is embarrassed.
