THE ULMICKER PLAN has been adopted by the City of Baltimore and its plans for nine years of improvement are already underway. The plan is part of the movement of our Greer Chamber of Commerce as well as the Association of Parish Teachers, the Washington High School League, a very commandable part. They have planned and interpreted it in terms of what it would mean to the city from the other race to come to gatherings held specially for the need, and the needs for its adoption. That was good. It was as if it had been a request to its reorganization that these two organizations could not have worked in conjunction with others and that all parts of the city, especially of the city portion, could not have been neglected against the segregation amendment which our voters allowed to pass.
But the work is by means done. There is still more to do because benefits must now be actually ensured and the plans for Negro well will happen, as it is often thought, that prejudice against the race will continue to rob it of job. It is not that the benefits on its part may lead to prejudices of those prejudices or that they are not desired and that they may be allowed to do the default. That is the white folks didn't invent necessarily, true. It might have happened that some other people that it pleased the class, with more regularity. It might have helped that other groups "believe" naturally that they received and that it does not get what this time, whilst let Negro-organizations simply themselves and support

RACE DEMAND IN CONGRESS.
The past year has been momentous in many respects. Numerous improvements have been noted in many quarters while distinct losses have occurred in others. In business organizations into more compact groups of several of the lines of endeavor; particularly the bankers, undertakers and insurance man. But in the main there has been no outstanding improvement to be noted. In politics we have stood still or, as is though in many cases, intervened in disputes in which groups in cities under vile leadership have gone forward in the work of making their own conditions better by the judicious use of the ballot. Our church life has not measured up and the coming of the New Year will witness the greatest unrest in the Negro church which is the most powerful of the real administration to the needs of the souls of men on the part of those whose duty it is to keep the Light of Truth ever before the gaze of the world. It seems that only in the matter of growth in pride and self respect has the race made distinct advances during the parachute. And the real influence of organizations which, supported by a very small group of persons, has won for the success the several court victories which have caused the rank and file of our people to look further upward.
What of the coming year? Though there are those who have already spared and are speedily found and that once found it is easy to cause the masses of a discriminative debate there. But indeed, because this competition of the extent of the influence of the system of slavery that the two men in the black to its white witness when once it to travel them, time neverless will prove that "the

that the work of reaching the desired goal will perforce be done by the individual efficiency of many million. It cannot come as the rushing of mighty whinds. The real work of the world is not accomplished to the ringing of bells and the blowing of horns. It is done quietly; slowly; with no advertisement of persons or thought of praise and acclaim of the institution. We was abolished a war between the northern and southern states. The United States would come—the clash of sectionsal interests could be resolved. They are the institution. It is inspired by courage born of these convictions and beliefa. Those who do it count the victory worthy of the payment of any price. They are not time servers. They do not worry about the honor involved. They are inspired by the thought of real service to themselves and their fellow men and in that though go forward, courageously. Some more of this sort of understanding must come to us in coining words if we would make progress greatly and in making the world a better place. We have common needs and that in greater union there is reason of hope for greater progress. And most of all, we must come to face facts about ourselves which involve our fallings with as great enthusiasm as we do the facts which have to do with our successes. We must realize that to a great extent our failures and lack of progress are traceable to our own negligence and lack of the courage to go forward. The ability to be great in accomplishment or misfortune because of the failure of our efforts has escaped from any bondage.
After the passage of 80 years we Filled Colorized Americans victimized in many parts of the India and are now the most powerful forces of arrogance and hate which had held them so long in the past, both State and Federal, permanently—the great leaders of the Nation, at the close of the Civil War, who were so intent on making it secure with the Declaration of Independence and the principles of free democratic government that the Student Congress was empowered to enforce these new articles where ever and whenever they should be.
THE POLITICIANS ARE MEETING AGAIN
NOW THAT ANOTHER four years has rolled round and the political mills are being oilled preparatory to grinding out more candidates and political struggles, our politicians have begun their meetings and their sparrings for position. News accounts tell of the recent meeting in Washington in which the well known Perry Howard and Roscoe Porto also has it that the well known woman, also given by the famous Mr. Howard, was featured by much oratory and more rumor and that the caterer wondered why he was criticised for his service when the plates were to have been more sumptuously served than they were. Compelling evidence of the dinner was arranged by still other politicians of white alins in order that there be no embarrassment because of racial friction on the eve of this campaign which is fraught with many dangers to the Good Old Party. As usual the masters of the room were some thought another and it is proper to think, at least for the masses to think, that the thoughts of all of them were directed toward the securing of a good fat birth in the ship for the coming struggle—a place from which they could whatever of "poor" might accrue with little thought of

It is time for us to wake up. It is time for the careers of grafters and non-constructionists in politics to be cut short. Let the pie go around in the form of greater prizes for Negroes all over the country. Let the pay of some of these racial uplifters through politics take the place of those against the Lilwah movement, against segregation in the South, against themselves, against the complete exclusion of Negroes from serving their country in official capacities other than the most mental kind. Then we can consider them really what they should be. Few if any of those who are now numbered among our leaders in this regard can lay claim to recognition to service.
