BOTH RACES HAVE SUFFERED MANY CASUALTIES ARE WE TO HAVE A REIGN OF TERROR? RACE MEN, PROVOKE NO DISTURBANCES! The race riot in Washington, D. C., and its attendant serious and fatal results, is a regrettable and demoralizing incident, and adds weight to the argument that President Wilson should endeavor to make America safe for all nations before attempting to reform the world. Since his induction into office he has diplomatically and politically avoided employing his high office to blot out the lynch spirit. Even while the country was at war and faced with extraordinary powers, he persistently refused to say or do one thing to destroy the court of Judge Lynch. It is true he came out with a pronouncement against lynching, but that was not done with extraordinary powers. He was lynched in Illinois and Wilson was fearful that the Germans would attempt reprisals upon both American civilians and soldiers. When brutal and barbarous deeds of Southern mobs were revered, he has on more than one occasion remarked that he had heard nothing of such incidents. He has dealt in glittering generalities and employed high sounding phrases and scholarly rhetorics prescriptive of the press, but undoubtedly he did not or does not include the United States in the world; for he has consistently and steadfastly refused to make any effort to put into execution these teachings and preachings by precept and example at home. Who can doubt but that this race riot was the work of Providence, in order that Chief Wilson would not have to be told of the affair, but could witness it in his own hands andaked eyes or through his eyes. We wonder what he will say now, if his European colleagues would ask him what about his country 'be safe for its own citizens? It reflects very discreditably upon the military and naval departments of this country, when men in uniform will run rampant and seek to do violence unto American citizens who have committed no wrong. The multiplicity of racial clashes almost simultaneously throughout the country bodies ill for this nation, unless the causes giving rise to such unfortunate disturbances are remedied forthwith and that permanently. Looking at it from one angle it might appear to some that it is a wholesale gtempt at intimidation and browbeating of colored Americans, who are now insisting upon a fair and impartial participation in the democracy for which they fought on the sanguinary and shot-hidden battlefields of France and Switzerland. While they have lowly preclaimed, both at home and abroad. One thing is certain and sure: all these charges of attempted criminal assault upon womanhood are absurd and ridiculous and are so thin that they can easily be seen through. But The Informer is particularly concerned in the colorful and violent scenes. To that and it desires to counsel colored Americans to invoken no Had some of these same tramps had a chance at the enemy "over there" they would have been running yet—in the opposite direction. Yet they are not alone. Many of them are manhunting for one little weak human being! Some bravery! It is said that several colored men have recently attempted crimes upon white women in the nation's capital and after arresting one race man the authorities were convinced that he was not guilty such crime and released him. This action inflamed and infuriated the exponents of mobocracy and Hummish cultur and they forthwith proceeded to take matters in their hands and do violence to every colored person encountered. The informer can not submit evidence that all these reported crimes against women have been committed by race men, if they have really been committed at all. With a howling and hungry mob scouring the city for alleged perpetrators of said crimes, no sensible man would entertain the idea of trying to kill others; the people are being sought with death at the hands Mind you, all this occurred right under the dome of the capitol and in close proximity to the White House, while poor President Wilson was suffering with dysentery. It is to be hoped that he was not to ill to see for such a reason as whom he savagery and barbarism OVER HERE that fade those of the Turks and European Huns "over there" into 'utter insignificance'. While the senate is wrangling over a peace treaty and a covetor and safeguard the world's greatest future wars than denunciations and newspaper articles against lynching will break up the latter in this country, their very lives are being put in jeopardy as rioters patrol and parade the streets of the world, they may devour. Shades of George Washington! How long are, we to behold such Humhain, heathenish and hellish stunts? Any crime upon womanhood should be punishable, but it should and must be done disturbances, either by words or deeds. It is not always employing keen judgment or common sense to say everything one thinks. One must be discreet, remembering that "fools rush in where angels creak." Anybody body or precipitate such racial clashes and domestic disturbances, but once they are set in motion it is like endeavoring to overtake the wind to put them out of commission. They generally continue until shorn of their fury and passion by wearing themselves out. The old adage, "An ounce of cure worth a pound of cure," is a truism that applies as appropriately in the body politic as it does in the physical anatomy. Once the germ of disease secures an abode in the human body, it is the exception rather than the rule to put an end to his ravages and pillaging until it has done his deadly work. So it is more violence, lynchship and anarchy. This is no plea for a demonstration of covariance on the through the legal channels and not by a bunch of hoodlums and roughnecks taking the law into their hands. Their things occur at the capital of the country, what must one expect way down in "Bam" The seeds of mobocracy have been planted so deeply and firmly by its Southern expONENT have been planted so deeply and that it is fast gripping the entire country, with direful results. Once upon a time such acts of the mobs were never opposed with force by black Americans, and the peanuts of the peanut war each attempt recently has met with many casualties and serious reverses, with the end hardly in sight. While Washington is not particularly Northern, the far enough not to be pregnant with a spirit of contempt for law and order; for if this spirit is permitted to continue unchecked, a boomerang 'is inevitable and then who can gain assistance that even the president's life will not be in danger? ing to be frequent and fatal. The Washington riot is both fortunate and unfortunate; fortunate because it was enacted by the mob, and very eyes of congressmen, chief magistrate and other high gubernatorial officials and it brings home to them in a concrete form and most striking manner the odiousness and heinousness of the spirit of mob-violence and the violence of anarchy wrought by this arch-ency of good government; unfortunate in that it ruptures racial relations and anchones a spirit of violence and anarchy, exacting its toll in human lives and physical suffering. When spoken by action in Longview, Texas; Norfolk, Va., or Washington, D.C., each incididual proclaims the arrival of a new day and a new type of colored man, who is determined to protect his life, his family and the rest, efforts of the mobbists to the contrary notwithstanding. part of our people; but for fear some members of the race will go around with a "chip on their shoulder" watchfully waiting for some one to knock it off (which will invariably happen). The Informer advises that we employ cool and level heads at all times and as much as lie within us live peacefully with all men, remember, any old fool or fossilized man, will be able to work with big brains, ruby hearts, reinforced by humanitarian spirit and impulsed and motivated by a proper conception of right and wrong to bring internal peace and domestic tranquility out of such demoralizing and disgraceful situations. The Informer especially wishes to urge the colored citizens of Houston and South Texas, where it has a wide circulation, to refrain from any act or utterance calculated in the least to stir up racial animosity and rupture the between the two races in this section. This attempted reign of terror must be suppressed. The Ka Klexan Klax, whether operating in ALABAMA COLORED SOLDIER'S DEATH SENTENCE AFFIRMED BY STATE'S HIGHEST COURT Aniston, Ala.—Sergt. Edgar Caldwell, the Negro soldier convicted at a special term of the circuit court of Calhoun County for the murder of Conductor Cecil Linton on the afternoon of December 15, will be hanged in the Calhoun County jail yard on Friday, August 15, exactly eight months after the commission of the crime. The Supreme Court of Alabama on Monday handed a decision down sustaining the verdict of the Calhoun County Court and jury which inflicted the death penalty on the slayer of the street car man. The only thing which can save the Negro from the hangman's noose is the commuting power of Governor Thomas E. Kilby, or some unforeseen and unexpected situation, and the chances are that the Negro soldier will pay for the penalty for his crime on the gallows. The case of Caldwell has become one of the few celebrated criminal cases arising in this county. While riding as a passenger on the street car of the dead conductor last December, the soldier and the conductor became involved in a difficulty. After being ejected from the car by Conductor Linton and his motorman, Kelsie Morrison, Caldwell drew a small calibre pistol from his blouse, shot Conductor Linton squarely through the head, killing him instantly. Turning the lera's Hospital for several days but finally recovered. He is now engaged in the same capacity with the Alabama Power Company's street car service and but for the slight lameness of his right shoulder and arm, has entirely recovered from the effect of the pistol shot in his neck. A feature of the case which created a profound sensation was the action of President Wilson in wiring the governor of Alabama asking a postponement of Caldwell's sentence so that the Attorney General of the United States could investigate the matter. Hundreds of citizens and officials in the North have taken a hand in the letter writing and telegraphing, and the Caldwell case has become one of the most widely known in the history of the country. Caldwell was a member of the 157th Depot Brigade and had been to Hobson City on the afternoon on which Linton was shot and killed. A peculiar feature developed at the trial of the accused Negro before the Calhoun County jury. It was understood that Caldwell had always denied the shooting. His attorney, however, desired to urge in mitigation of the offense that he shot on great provocation. The upshot was that they made this argument for him, but he did not take the stand to testify in his own behalf. North Carolina, Tennessee, Texas, Georgia, Virginia or District of Columbia, must be banished from this country and sent to join their erstwhile imperial lord and autocratic emperor. Texas Educator Tendered High Post In Cracker State International greed and availce brought about the great world martial conflict. Racial antipathy and prejudice, supernatural hostility, and the presence of a certain element in this country to keep the black man in abject slavery and oppression and deny him those rights and privileges made possible for others by the black man's contributions of men and money and property and federal constitutions, are responsible for these race riots, if such they can be rightly termed. As American citizens let us be orderly and law-abiding, at the same time not relinquishing one vestige of our manhood, fortitude, and bravery. Finally, brethren and sisters, provoke no disturbances, but be men and women. Dr. W. J. Four prizes will be awarded to the successful contestants at the LINCOLN THEATRE, TUESDAY NIGHT, SEPTEMBER 2, 1919. First Price—a $5 gold piece. Second prize—$3 in cash. Third prize—1 year's subscription to The Informer. Fourth prize—6 months' subscription to The Informer. OUR PURPOSE. AIM AND OBJECT In promoting this YARD CLEANING AND SANITATION CONTEST among our people in this city, The Houston Informer is mindful of the fact that "Righteousness and healthfulness exalteh a nation, but sin and sickness are a curse to any people." This is a preventive rather than a curative age. "An ounce of prevention is worth a pound of cure." This contest is not launched to cheat the undertaker out of his means of a livelihood, nor to bankrupt the physician; but to prolong the lives of many members of our race who are dying premature and untimely deaths, due to insanity and unhealthy conditions existing mostly in our residential districts. The prizes do not represent much in monetary value, but it is a new departure for race newspapers in this part of the country to stage a campaign and the success of this one will mean larger prizes next year. The incessant rains during the past months have grown weeds and bred mosquitoes and other carriers of disease, death, desolation and despair and we must do our duty to prevent the breaking out or spreading of any epidemic or disease, by cutting the weeds and grass, draining all ditches and cleaning up our premises generally. We must safeguard not only the health of ourselves and immediate family, but the entire citiyenry. CONDITIONS OF THE CONTEST 1. This contest is open to every bona-fide, paid-up subscriber of the Houston Informer in the City of Houston. All subscribing on or before SATURDAY, August 16, 1919, will be eligible to participate. 2. This contest is open to property-owners and renters alike. 3. Judges will visit homes of all those entering the contest and will select as winners those whose physical properties are kept in the best condition between July 15, 1919, and August 16, 1919. 4. Contestants must cut all weeds and grass; drain all stale water off the premises; clean out ditches in front or to the side of their property or residence; place and maintain their yards in first-class sanitary condition. 5. All contestants must send their names to THE HOUSTON INFORMER, Room 208, 807 1-2 Prairie Avenue, giving their address. 6. Photographs of the yard of the contestant winning first home will be taken and run in the following issue of THE HOUSTON INFORMER, together with name and address. 7. This contest is not open to suburban dwellers, but to all residents in the City of Houston proper, who join The Informer's list of satisfied and delighted subscribers during the allotted time. 8. No subscription taken in this contest for less than six months. Rates: $2 per year; $1.50 for nine months; $1.00 for six months. 9. All contestants agree to abide by all the rules and regulations of the contest. 10. No employees or attaches of The Houston Informer will be permitted to enter this contest. NOTICE! All who are not bona fide subscribers to THE HOUSTON INFORMER and are desirous of entering this contest can phone PRESTON 1243 during the day and PRESTON 4100 or CAPITOL 1445 during the night and our representative will call and secure your subscription; or you can mail check to office, 807 1-2 Prairie Avenue. CITY HEALTH OFFICER CONGRATULATES MOVE This YARD CLEANING and SANITATION CONTEST has the approval of the City Health Department. Read what Dr. L. B. Kline, City Health Officer, has to say: "I wish to congratulate you in bringing before the people the influence of The Informer on the side of civic sanitation and wish you all success in your YARD CLEANING SANITATION CONTEST."
