WHIT Color WILEY UNIVERSITY FOR GREAT SESS SUMMER SCHOOL (BY CLIFTON F. RICHARDSON) Marshall, Texas, July 19, 1920. Through the kindness of the bi-lingested and amabile president of the university, and who tendered you to scribe the use of his beautiful, spanking-new 1920 Studenbacher Light Six, and chauffer, a visit was made to the campus last Friday and a tour of inspection followed—but the students were not impressed, "his family being in Hot Springs, Ark) and the writer had enjoyed a most palatable and appetiting dinner at the president's mansion, his chef of the male persuasion knowing his wife, Wiley University is operated by the Presidents' Aid Society of the Methodist Episcopal Church, Cincinnati, Ohio and had an enrollment last session. The campus is anticipated this session and arrangements have been made to take care of all students seeking admittance. Next session opens Wednesday, September 16. The buildings destroyed by fire have been rebuilt: The refectory or dining room and administration building. The dining room can accommodate 600 diners and cost $30,000. The kitchen is modest throughout and like the other rooms, it possesses abundant natural light. The administration building, which measures 130x170 feet, is a "thing of beauty and a joy forever." The building is modern in every respect, heated by steam, possessing the latest ventilators, and is designed to afford plenty of light. The desks are sanitary and of a new, distinct type. The building contains 15 class rooms, chemical, physical and biological laboratories, book store, office of president, dean and bookkeeper. It is a fireproof structure and in many respects is ideal for use in modern conveniences and other modern conveniences abound throughout the building. The building cost $7,200 and like the refectory, not a cent is owed on the building nor equipment. Chapel exercises will be held in the auditorium of Carnegie Library, which contains a large collection of books, caity of the auditorium is 450. DON'T YOU MISS IT! hautistic inspection of the grounds and school buildings, highly commended the laboratories and the administration building. Two regular science professors with two assistants, will charge of that department next session. Coe Hall, now employed as the girl's dormitory, with a capacity for 300 inmates, is now heated with steam like the refectory and administration building. All buildings are lighted by electric charge. A large girl's dormitory will be erected as soon as the labor and money markets become normal, which according to Dr. Dogan, will ellipse any building of its kind among colored cations. The national cation board intends to make Wiley one of the leading colleges of the system. The small brick outbuildings will treat structures have been ordered required, enlarged and put in the basement. The new girls' dormitory is erected. The grounds were being cleaned off at King Home preparatory to the erection of a new building. This industrial feature has been operated in the base of the building. An expert will be in charge of the business department, where typewriting, stenography and latest business methods will be taught. There will be 26 members on the faculty next session. The campus, consisting of 60 acres is kept in nice order; while paved sidewalks adorn the grounds laid out and paid for by the student body. The joint session of the summer school and summer normal is in session at Wiley and the present attendance is 108, consisting of 30 teachers and 26 school teachers, who are building on degree courses. HOUSTON, TEXAS, SATURDAY, JULY 24, 1920. TWO YOUNG COLORD GIRLS ARE VICTIMS OF HUNGISH KULTUR AT HANDS OF SHALL POLICE Marshall, Texas, July 20, 1920.—This East Texas burg has been greatly stirred up for the last several days and the colored citizens here have been seeing red, all due to the fiendish, brutal and savage acts of two white "peace officers," who committed outrages upon two young colored girls in the city prison a few nights ago. These young girls, about 16 years of age, were in their way home with male escorts of their own race when accosted by these officers. Constable Melton and Patrolman McCay. The officers informed them that they were disturbing the peace and such rot and arrested the entire party of four. Upon arriving at the city prison these officers placed the young girls in the basement and carried the two young captives and their wives about bestial appetites. After raping and outraging these two young girls these two "peace officers" carried the two girls back to their male escorts, whom they released from the cell, and told them to "beat it," but if they told what had happened they (the officers) would kill every one of them. Despite such warning and threat, the young men (at least one of them) reported the outrage the following morning and both officers were suspended, so they say. The Harrison County grand jury was in session at the time, but whether it will return a true bill against these two white rapists the correspondent is unable to say just now. Some of the leading members of the race here have talked plainly to the authorities and have not failed to let them know just how the race feels about the fiendish and brutal outrages. On the other hand, the two former "peace officers" have made their disappearance and some say they were advised to leave unlawfully and jury had completed its labors. Many colored Americans here do not ask the grand jury to indict these two rapists and they further remark that when a colored man is even accused or suspected of rape upon a woman of the other race, he is generally arrested and executed without the trouble of even going to court, to say nothing of waiting for a grand jury to indict him. Several prominent white citizens (as is the Southern custom) have denounced in most bitter terms, when talking to colored citizens, the acts of the two white rapists, but just how far their denunciation and excoviation have gone among their own race here, not even a sage can tell. There is still a deal of indignation and resentment among the colored citizens here, who are sitting tight endeavoring not to rock the boat, at the same time awaiting developments and grand jury indictments. If the good white citizens of Marshall and Harrison County will stand for and condone such acts of brutality, bestiality and barbarism, then there are dangerous breakers ahead and the present amicable relations between the two races here will be strained considerably. COLORED REPUBLICANS, DON'T FAIL TO ATTEND PRECINCT CONVENTIONS The colored republicans of Harris County must not fail to attend their precinct conventions of Saturday, July 24, when precinct chairmen will be elected and delegates elected to the county convention, which meets in Hokken, Saturday, July 21, at 11 a.m. Find out from your precinct chairman the place and hour of meeting See that no man is elected precinct chairman of your precinct nor that any delegate is elected who is even inclined toward "Rhy-wily." Elest only true and republican chairman and if no precinct convention has been called, the voters to that precinct have a legal right to meet and perfect an agreement, next, electing delegates to the county convention, as well as a precinct chairman. We have papers—papers H. H. HALL, PRESS. COLLEGE PROFESSOR AND EAST TEXAS METHODIST MINISTER FORCED TO LEAVE I. & G. N. DINER "You can't sleep in night and you can't eat in the day" has become the policy of the Texas railroads towards their colored passengers. As a matter of fact, colored passengers never have enjoyed sleep in Texas in a Pulman, until recently a few have traveled in drawing rooms, but it has been the policy on all Texas railroads to permit colored passengers to eat in diners beginning with second call, until last Monday, when Dr. M. W. Dogan, president of Wiley University, Marshall, Texas, and Rev. A. W. Carr, superintendent of the Marshall district of the M. E. Church, were almost forcibly ejected from the diner of the widely-heralded and much patronized Sunshine Special of the International and Great Northern Railroad by a hurry-burry train conductor. Upon invitation of one of the waiters, Dr. Dogan and Rev. Carr repaired to the diner and upon entering the car asked the waiter if they might eat it, it being the last call for dinner. The steward smiling told them that they could eat in the diner at that hour and gave them a menu card. While they were preparing to make their order the train conductor entered the diner and told Dr. Dogan and Rev. Carr that "you can't eat in here!" The waiter and steward then informed the race men that they could eat in the diner; that it was the custom, practice and policy of the railroad to permit colored passengers to eat at second call. The conductor again came back and ordered the colored citizens and passengers out again and further remarked that if they were not out of the diner by time the train reached the next town (Conroe) he would call an officer and arrest both of them. The steward then took cold feet and suggested that they withdraw from the diner to "avoid trouble" and to "avoid trouble," despite the fact that it was after 4 p. m. and they had not eaten since about 8 a. m. two of Texas' leading citizens were thus humiliated and forced to leave the diner and return to the day coach and thus make their way to Houston hungry and sore. Dr. Dogan, besides being one of the leading educators of the race in America, is a member of an inter-racial commission seeking to better relations between the races in the South. For years he has always patronized the I. & G. N. R. with his "Wiley Special" to Marshall and has spent thousands of dollars with this railroad; besides he always employs the line when traveling himself and urges his friends to do likewise. He is being urged by his friends to file a damage suit against the railroad for such humiliation and embarrassment. Furthermore, Dugan is not in the best of positions. Rev. Carr was for several years pastor of Trinity M. E. Church of Houston and is recognized as one of the leading ministers of the Texas conference. He boarded the Sunshine Monday at Longview and, like Dr. Dogan, would not have entered the diner had not the steward of the diner (who is supposed to have charge of the diner) informed them that they were perfectly within their rights and that he would be glad to serve them. The divine feels the embarrassment and humiliation very keenly and he, too, is being urged by his friends to file a damage suit against the L. & G. N. R'y. The writer was on the same train and knows the facts in the case. He knows further that colored passengers do eat on diners in Texas beginning with the second call, for he has eaten in them and has never been ordered out nor ejected. Dr. Dogan and Rev. Carr represent the best in the colored race, and if little ham-fat, bullying train conductors will take advantage of and humilize them because of their color and decent appearance, what can the less fortunate of the race expect from the hands of these ignorant and illiterate conductors? The colored citizens of Texas have used the I. & G. N. B. N. wherever possible, in making trips to conventions, grand lodges, etc., and it is regrettable that the race's leading men are subjected to such humiliation by a railroad they have so liberally and loyalty patronized. The Nationals season has gone far enough to indicate that the Reds will get stiff opposition than last year in winning a pennant. The Brooklyn, Pirates and Cubs are sticking right persistently. McGraw falls to on the show on these days, the writers reiterate the need to win streak, then John J. will be caught in evidence. With a batting average of .390 and fencing for .997, Doc Johnson of the Cleveland Indians is showing the way to American league first baseman. There have been so many home runs made this season that no more at-bats to add to them than common base hits. Roy Corbin is finding the ball park at Oakland his hoodoom. When the Saints play there Roy seems to play with the team, makes few mistakes on other fields. Harry Dabbert, cousin of the Cincinnati Reds fader, is shy with the Rail-Lights, semi-pro club at Toledo. He plays shortstop. Joe Judge of the Washington Sensors is a good judge of pitching. He hit in sixteen consecutive games before they broke his string. The Los Angeles club has released Pred Haney, a young infielder, and Pete Stidgen, an Elmhurst club of the Western Canada league. Jack Browning couldn't make the grade as a pitcher for Sacramento, but he has been going good this season with Salt Lake. HOUSTON, TEXAS, SATURDAY, JULY 24, 1920. THE GALVESTON SITUATION. Those who are acquainted with the political situation in Galveston know that the placing of the city under martial law and the inauguration and maintenance of militarism have political significance. It is to be regretted and deplored that the governor of Texas would be a party to such crude, yet high-handed and autocratic methods as resorted to and put in force at Galveston. But the recent suspension of the city officials, police and detective departments of the Island City (excepting the mayor, who is reported to be wishy-washy and floppy) was both ridiculous, ludicrous and "kaiseric" in the face of a policy diametrically opposite heretofore. In his proclamation the chief executive of Texas cited as his reasons for suspension of the officials that they had "FAILED, REFUSED and NEGLECTED to MAINTAIN ORDER in PRESERVING the PEACE"; that they made "NO ATTEMPT to PREVENT and SUPPRESS the riots that occurred in Galveston or to ARREST and APPREHEND the persons who engaged and participated there; neither did they PUT DOWN the insurrection that existed nor would they ATTEMPT to do so." The proclamation further proclaimed that the Galveston officials "NEGLECTED to PROTECT the CITIZENS of THIS STATE in their CONSTITUTIONAL RIGHTS." Really, the suspension proclamation and reasons given therefor are both interesting, illuminating, unparalleled and unprecedented. If the governor has had such power under the constitution hereof, why did not this same governor suspend the officials of Hillsboro in January, 1919, when those officials "FAILED, REFUSED and NEGLECTED to PROTECT CITIZENS of THIS STATE" and permitted a convicted and condemned man to be burned to death at the stake in the public square, and that after sentence had been pronounced upon him in court? If "n neglect of duty" is sufficient cause for peremptory suspension of officials, why does not this selfsame governor remove from office the officials, both city and county, of Paris and Wharton? In Paris, Lamar County, the posse had been scouring the country for miles around for two suspects—"citizens of this state"—who were accused of slaying a white man and his son, who tried to rob and then kill two colored tenants. The Paris and Lamar County officials knew the mobocratic sentiment of that damnable, diabolical and despicable community (the first civilized city in the world to burn a human being to THE HOUSTON INFORMER, SATURDAY, JULY 24, 1920. An East Texas School Building ADMINISTRATION BUILDING, WILEY UNIVERSITY, MARSHALL, TEXAS death at the stake in the public square, which barbarous and heathenish stunt was pulled off there several years ago), and yet when the mob caught these two "citizens of this state," despite their innocence, which was established after their unfortunate death at the hands of a fiendish, brutal, barbarous and cannibalistic mob of hoodlums and Huns—the officials took no steps to prevent a lynching nor make any arrests, while the grand jury has adjourned without indicting a single participant, notwithstanding the fact that many of the mobbists are well known in that lynchocratic community. If this "neglect of duty" is not more flagrant than reaching than the strike situation in Galveston, then our system of psychology and reasoning is fundamentally and radically wrong and lamentably faulty. Press dispatches state that the Texas rangers have been sent to both Lamar and Wharton counties "to investigate and arrest, IF POSSIBLE, the leaders of mobs responsible to recent Negro lynchings." This is S. O. S. ("same old stuff") and "crime" also POSSIBLE" is an excellent loop-hole and camouflage. To "investigate" feature is a joke and the verdict in both cases is "hair you of" the men "met death at the hands of unknown pastors." Such makeshift "investigations" only tend to lynching and mob-rule more popular and aid them to get a firmer and tighter grip upon the American people, as well as the foreigners who constitute the majority of the mobs in the North; for the lynchers and anarchists know in advance that nothing will be done to them and thus they become bold and defiant in their heathenish, Hunnish and hellish depredations. Why not suspend the officials of Wharton for "neglect of duty" and for failure to "protect the citizens of this state"? Four "citizens of this state" were the victims of a peastly and brutal mob in that infernal and infamous one-horse and one-man burg and yet no arrests have been made and none will be made as a consequence of the quadruple lynching. It is all right for officials to permit lynching and burning of human beings and "citizens of this state" in Texas, but if they can not put down a strike, then they have committed a most heinous and horrible crime and must be suspended indefinitely and peremptarily. If grand stand playing and petty peanut politics were cut out in Galveston and Texas, too, conditions would not only become normal in Galveston without resorting to and employing the autocratic militaristic methods of Kaiser Bill and his military minions, but (perhaps) human life would be safer and worth a little bit more consideration in the Lone Star State, which is always being disgraced and outraged by the stunts of mobbists, lynchroats, hoodlums and Huns. Politics not only makes some strange bed-fellows, but it makes some politicians in high places come some mighty peculiar and funny political antics and capers. The Informer is not attempting to criticize Governor Hobby for his stand on loading and unloading merchandise at the Galveston port per se, but subsequent actions and demands to remove officials in other Texas towns for "necessarily have proven conclusively that this martial law andRD pension of Galveston city officials possess quite a bit of political significance. But the thing that concerns our group is this: If the officials of Galveston can be suspended by the governor of Texas for "neglect of duty," what about the officials of Wharton, Paris and every other lynchocratic, mobocratic and "hellocritic" town in Texas where "citizens of this state" are not "protected in their constitutional rights?" Our double standard of citizenship in the South and the training at a grat and swallowing a camel program and policy like consistency a rare and priceless jewel and an almost extinct evil and political specimen. So persistent have those calling to have the regular republican party organize a state congress of H. F. MacGregor, Phi E. Bae, and the so-called republican state executive committee, been in subtly drawing the color line in the republican party, until they have driven eighty per cent of the republican electors out of the party in an assassin and mediate attack on office seeker, dissuading democrats. We believe the republican party to be the party of humanity, of equal justice to all, of assimilation and not elimination, and governed by the honestly expressed will of the majorities and the honestly expressed will of the public party organization, state or national, be destructive of these ends and is no longer responsive to the will, wishes and desires of the majorities, it is the right of those constituting the majority to ignore the insolent and arrogant rule of the minorities and as to them may seem most likely to remedy the evil complained of. The republican organization in Tex as has been used as a federal patronage broker for thirty years. The most tyrannical and desperate usurpations have been resorted to to get certain national committees and state chairmen, coupled with the so-called republican state executive committee, have bent and spent their energy in parcelling out federal patronage to the highest bidder, without regard to fitness or party loyalty. Experience has shown that party partisan are also possessed of political midemembers, where the party leaders show amenableity and respect the will of the majority, but where party leaders make state and national committees despidim, to rule and govern the people against their expressed will, it is their responsibility to govern their ship and select new men to safeguard their political rights and liberties. We accept the political designation, "Black and Tan Republicans," or white and black republicans and arraign before the bar of public justice and American decency and democracy all white republicans or so-called republican leaders, or candidates who are unwilling to accord to republican electors white and colored, equal political rights and justice in the administration of law. ELECTORS STATE TICKET PUBLICAN ELITE A FULL STA In Texas there are two hundred thousand and republican voters. Under the subtle leadership of the present lily white republican state committee this vote is reduced to twenty-six thousand in 1918. They have refused to call precinct county conventions in Dallas, Bexar, Harris, Falls, McLennan, Talent and Jefferson counties, uncolored men and women wielding the right of representation in the convention. They have called political conventions in their homes and in hotels where colored voters were not welcome. In Bexar County there are 91 box precincts. Fifty-seven (57) white preincincts. The lily white republican state committee, in order to embarrass and intimidate colored delegates, called state district and county conventions in places unusual, private halls and hockey arenas, and district and district chiefmen dependent on their will alone and the republican people the right to elect their own chairmen. They trump up a contest or a protest for this or that cause and by the unanimous vote of the state convention elected delegates and make up a temporary roll composed of fictious names, of counties which held no conventions. They appeal to race hate and to fan of the basest passion of mankind, continually hollowing "Wolf" names elected delegates and make up a temporary roll the delegates to the republican national convention by composed of 588 conventional votes, and legally elected delegates, naming others in their places and by putting on a show that held no republican conventions. Appealing to their magnanimity and justice is like giving medicine to the dead. We must, therefore, announce our separation from and hold them in our armies who have forfeited the support of the republicans and fair-minded citizens. We recommend to the republicans of Texas that all true republicans, white and colored, assemble at their respective precinct voting boxes July 24, 1920, and reorganize the republican party under the name of Black Republican alliances by electing chairmen who shall hold office for two years—and elect delegates to the county convention which meets July 31, 1920. At the county conventions elect delegates to the state convention August 10th, 1920, 12 o'clock noon at City Hall, Dallas, Texas, for the purpose of nominating a "black and Tan Republican State Ticket." The basis of representation shall be one conventional vote for each 100 votes cast for Hughes and Fairbanks in 1920.
