Hartford, Con—Those who think that the matter of reducing southern black education in the great daily newspapers of electoral college is mere talk, are directed to watch the editorial expression in the great daily newspapers of the Electoral College in a recent editorial, the Hartford Times, daily, says: "If Negroes are too hard to work they can drive out of power every office holder in the extreme southern states. As they can see no need to work in the north, thus depriving the south of labor which it needs." They said a well known attorney here so far an I can learn from talking to his leaders, is not seeking to "dominate" the white people in the south, but constitutional right to see, to to see that it those who profit by his presence should do so no longer in the south, in the face of 'taxation without representation.' The most conservative whites of the south are anxious to have colored people right rights of citizenship. They have come to rank them as the most dependent on depriving the Negroes of voting is not really protection but slow destruction for the people are leaving the south without HOUSTON, TEXAS, SATURDAY, NOVEMBER 27, 1920. HOUSTON CAPTIVATED BY STATE'S BEST EDUCATORS Houston is host to the thirty-sixth annual session of the Colored Teachers' Association, which is attended by several hundred teachers from all parts of the Lone Star State. Some distinguished educators of both races are here and the session bids fair to eclipse all former meetings of the association. The opening session was held Tuesdays at Trinity M. E. Church, Bell and Travis, of which Rev. C. K. Brown is pastor. The features of the opening program were the addresses of welcome, the response, the musical club, Wesley Chapel chair, the duet by Mr. and Mrs. M. W. D. Sledge and the annual address by President A. E. Holland of Palestine. Thursday afternoon the primary department, Mrs. C. G. H. Hulland, the musical club, Wesley Chapel chair, the duet by Mr. and Mrs. M. W. D. LOCAL PHYSICIAN'S MOTHER WILL SPEND WINTER WITH SON One of the most far-reaching features of the association was the inter-rater program held Thursday night, President M. W. Dogan of Wiley University, conductor. Music was furnished by Wiley University, Marshall and Paul Quinn College, Waco. President Jesse Washington of Guadalupe College, Seguin, discussed "Along What Lines Can the Races Effectively Co-Operate?" Prof. L. W. Rogers, (white) state supervisor of Negro schools, state department of African American studies, Dr. Hardy Dillard, (white) president Slater board, Charlottesville, Va., delivered able addresses. The high school department, in charge of Prof. A. M. Story, principal Deaf, Dumb and Blind Institute, Austin, was the first in the country to implement Dr. J.ogram. Several masterly addresses and discussions were delivered by some of the foremost pedagogues in Texas. Miss M. E. B. Isaacs, Houston, had charge of the intermediate the program was a credit to the conductress and participants, both papers and music. Dean G. White Jordan of Wiley University, Marshall, conducted the college department in the late afternoon and one of the best programs of the session was delivered by heads of departments of several Texas colleges, while Wiley, Paul Quinn and COLUMBUS The apple pie social given at the school house last Saturday night was a grand affair. The prize in the pie was the apple pie, Nat Connor. Miss Arnolia Brown, Eagle Lake, was a visitor Sunday. Mrs. Victoria Dibrell received several articles of furniture last week as a present from her son, a resident of Houston. Mr. Willie Walker, in company with seven other young men, mourned over from the La Grange Sunday event. Mrs. Mattie Foley and family returned from Bartlett last week. FAST, SNAPPY GAME The fast football aggregation of Wiley University, Marshall, Texas, will soon be forced to cry for other teams to conquer, as every opponent to meet them on the grifforon this season has been compelled to taste defeat at the hands of this stellar East Texas eleven. Their first victory was over Arkansas Baptist College of Little Rock, Ark., which team Wiley walloped by a lop-sided score On Armistice Day Wiley mixed it with Samuel Huston College team at West End Park, the city, and carried off the laurels with a 28 to 0 score, completely routing their Austin adversaries before one of the largest crowds to ever witness a football game between colored teams in Houston's history. Last Saturday Prairie View tackled the job of subduing the Wiley "Wild Cats" in the latter's lair and when the smoke of battle had cleared away, P. V. was on the small end of a 7 to 0 score. It was the first time these two teams had met in Marshall since 1908 and the game was snappy, fast and well played. Both teams put up a fine exhibition of the autumn college sport and in winning the victory Wiley lays claim to the championship of the Southwest among colored colleges. As a result of their victories President M. W. Dugan and Dean G. Whittle Jordan are wearing smiles in Houston this week that will not come off. OSBORNE BACK CITY'S ONLY COLORED FROM ATLANTA MEET PLAYHOUSE MAKES WITH FRESH SPIRIT BIG IMPROVEMENTS Port Au Prince, Haiti [the press release] Sidure Dutrehage has made a direct and emphatic appeal to the people of the United States for congressional action to raise high handedness, and misrepresent the American minister and those duly appointed to the American minister and in trust with the execution of democratic treaties between the United States and Haiti. My regret at this junceure is not that the treaty is being violated but that it is not being carried out because the American government out is because the Haitian government is under the oppression of the American minister and the American financier. "If the American government and people wish the Haitian people to continue their independent starting point of their true independence, they must sory that a congressional commission come to the American treaty functions and lightened American ministerage that is emphatically the first step toward clearing up the present situation. "From 2115 to this day the Haitian government complains against the American treaty officials. Often when I protest against congressional action to our relations with the United States, I am not yet certain that the nations they declare to have come from me personally, of which I have not uttered a word, for no other reason than to preface the state department and to confirm Washington in their error that my government does not recognize the American ministerage." 11 Dr. J. G. Osborne, principal of Paradise State, Normal and Industrial College, and Dr. J. G. Osborne, principal of Atlanta conference held last week in Atlanta GA. Dr. Osborne was very favorably impressed with the conference, the open, free and frank discussions and admissions and believes that unified good is south as a result of that meeting. The meeting was called by Dr. P. C. Chisholm, executive director of education and was held in the chamber of the state capita history of historic city of Texas, with white educators from New Jersey to Texas, most of them hailing from states around the Atlantic and Gulf. A real constructive program for giving the colored race better educational opportunities was taught to under way and a more friendly and co-operative spirit of teachers was put under way and the problem of the day to be is strive for earnestness and sincerity. That it was by the greatest conference of its kind that he has ever attended and he feels very optimistic as a result of LIBERIA WELCOMES COLOR'D IMMIGRANTS DON'T WANT WHITES (By The Associated Negro Press.) Liberia, Africa—American Negroes would be welcomed as inmigrants in Liberia, the black republic of Africa, says the Right Rev. W. H. Over, American Epiphaniate Bishop of Liberia, who has land and commercial grants to all blacks, he says, but the Liberians are refusing concessions or citizenship to them, saying they see their country develop more slowly than to lose any of the liberties which has made Liberia the pride of the world. "On similar occasions these two officials have caused much distress to my government." "And you believe a congressional investigation could clear the air," he said. "President Dartiganze answered emphatically. I believe so. There are people who are a great people. I beg you to be kind to a little people." He joined with the United States authorities at Washington that one Freeman Lang, an attorney for the Haitian prisoner in Hincie in 1917, was brought out before the court investigating the alleged murder of a military officer in Adolph Kahn. A former native acting corporal killed a colleague of the alleged killer took place in the end of an attack by insurgents. The men killed were by him in revenge for the attack which had been repulsed with considerable on the back of the American marines. Testify Otho Milled. Leutemant Colonel Hooke told the investigators of the January attack on Port-au-Prince where 600 gorillas were killed. He declared the attack had been to bolster the handiwork. Colonel Louis testified that the only committee he had received was that he had to be interviewed. The warranted killing that a drunken marine had assaulted a judge. Marlin Louis, a Russian, testified to the international force, but was indefinite to dates, places and names. The insurgent will be continued for several weeks. The informer man, while passing the Lincoln theatre Wednesday evening on the floor, said he was by a big sign extending a welcome from the celebrated theatre to the theater where he was working. O. P. DeWalt standing in the lobby, the scribe eased up and complied with the progressiveness and awakening. The scribe's response was further elaborated in a notice also noticed that a new electric sign had replaced the old Lincoln sign and that a new lighting system had been installed. In response to the scribe that the Lincoln theatre is the only theatre in Honolulu by one person, and it also gives employment to fully 15 million Lincoln is conceded to be the sweetest movie house in the South for people who love movies. The movie film was advertising them as first-run features. The informer man has seen pictures in Chicago several months after they were released. The colorful pride of the Lincoln, for it is "our theatre" and it is keeping everything in the theater, teachers will do themselves an injustice if they visit the Lincoln and see the culture of picture-tended the movie films of Honolulu. DEAN PICKENS COMING Prof. William Pickens, former dean of Morgan's College and field secretary for the University of Colored People, is expected to deliver a lecture here Thursday night, December 5. Professor Pickens, a graduate of Yale University, is one of the brightest minds in the race and if he appears in the lecture, he should greet him. NO MAN IS ENTITLED TO MORE AND NO MAN SHOULD RECEIVE LESS. — ROOSEVELT. HOUSTON, TEXAS, SATURDAY, NOVEMBER 27, 1920. REDUCING SOUTH'S REPRESENTATION. REDUCING SOUTH'S REPRESENTATION. The country is being treated to quite a bit of discussion relative to reduction of the South's representation in congress and the electoral college. The ground for this contention is based on the fact that the colored citizens in the South are counted in for representation purposes, but counted out at the polls, being denied a right to cast their ballot as other American citizens. All kinds of subterfuges have been resorted to in an effort to abridge and confiscate the rights of colored citizens in most of the Southern states. There are at least three Southern states that have a larger colored population than white, yet the minority refuses the majority the right to say who shall rule in the state and represent them in the halls of congress. Others, where the situation is just the opposite, pursue the same tactics and thus rob and cheat American citizens out of their sacred and constitutional rights. The fourteenth amendment to the constitution of the United States, adopted July 28, 1868, makes it mandatory upon congress to reduce the congressional representation in all vote-denying states. For the benefit of those who are not well versed with the American constitution and its amendments, the Informer reproduces the law on this point: "Article XIV. Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are CITIZENS OF THE UNIT-STATES and of the STATE wherein they reside. No State shall make or enforce any law which shall ABRIDE the privileges or immunities of citizens of the United States, nor shall any State DE-PRIVE any person of LIFE, LIBERTY OR PROPERTY, without due process of law, nor deny to any person within its jurisdiction the EQUAL PROTECTION OF THE LAWS. Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice-President of the United States, representatives in Congress, the executive and judicial officers of a State, or members of the Legislature thereof, are DENIED to ANY of the MALE MEMBERS of such State, being twenty-one years of age, and citizens of the United States, or in any way ABRIED, except for participation in rebellion or other crime, the BASIS OF REPRESENTATION THEREIN SHALL BE REDUCED in the proportion which the num- THE HOUSTON INFORMER, SATURDAY, NOV. 27, 1920 ber of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State. Section 5. The Congress shall have power to enforce by appropriate legislation the provisions of this article. The constitution does not even sanction nor make any provision for any test or qualifications in order to vote and if teeth were inserted into our present laws a new order of things would ultimately result. If all persons born or naturalized in the United States are not citizens and if they do not come under the scope of the above and other constitutional amendments, why does the government press those denied of their rights in the South into the army in time of war? Would a patriotic republic like America call men to the colors who are not citizens? Would those in authority expect men treated and regarded as cattle to participate in the martial conflicts waged by their country? But, if the South persists and invists upon denying the ballot to American citizens, because of color, then The Informer thinks the South should be fair and honorable enough to be allowed representation for only those citizens allowed to vote. Congress' pussyfooting and vacillating policy in enforcing this and other laws of the land has done more to breed contempt for law and order than any other one singular force, for they are in "innocuous desuetude" and as such fail to beget the respect our national laws should and must receive, if the republic is to endure. Law enforcement must become paramount and wherever American citizens are denied and refused their constitutional and inalienable rights, invoke the constitution and all its provisions. If it is necessary to reduce the South's congressional and electoral representation in order that all American citizens might enjoy their rights of citizenship, then the sooner the job is undertaken and commensaled, the better it will be for the country at large. AMERICA AWAKE! ACT! Judging from the signs of the times, while this country is not headed for the rocks nor rushing pell-mell to the dogs, America must awake from its lethargy and apathy and act. The republican party will find itself face to face with a man's sized job upon its assumption of the reins of government on and after March 4, 1921, and unless the task is undertaken courageously and determinedly, the state of ship is going to drift into some dangerous and disastrous shoals. The problems confronting this country are varied and complex and matters seem to be going from bad to worse. On all sides individuals are losing respect for and faith in constitutional government and law and order and the constitution is now being regarded as a "mere scrap of paper." Classism is becoming the ruling passion of the day and the strong and taking advantage of and tramping down the weak with alarming results. The government has admitted, by its loose and lax enforcement of the laws of the land, that certain groups and persons are to be given unusual privileges and license and no crime committed by their "favored ones" is of sufficient cause to even cause their arrest, to say nothing of their incarceration and punishment. The term democracy is simply used as a vote-getter and because it sounds pleasing to the ears and possesses political influences of a soporific nature. The American people must be taught respect for constituted authority and all flagrant and violent disorderly manifestations and demonstrations of brutality and mobocracy must come under the jurisdiction of the federal government. Our taxation system needs revision, while the poor and unfortunate producer needs adequate protection in marketing his products. Labor and capital must bury the sword and both work for the common good of the country at large. Proffitering, the curse and blight of America, must be eradicated with the resultant reduction of the high cost of living. America must enter heartily and wholly into her reconstruction program and that can not be done with a resurrection of the practices and policies in vogue immediately following the civil war. All organizations that even breathe the spirit of revolt and rebellion, intimidation and browbeating, trouble and insurrection, it matters not what name they are masquerading under, or who the leaders are, must be put out of commission and this country made and maintained safe for all of its citizens in every nook and corner of this great domain. "Back to the constitution and all its amendments," should be and must be the slogan and battle-cri of the republican party and all Americans interested in the maintenance and perpetuity of democratic ideals and institutions. Let have a general house-cleaning and then before entering any world league to enforce peace or "make the world safe for democracy," let America first see to it that her own house is in order and all her dirty linen washed and ironed. Our public school teachers, considering the equipment and opportunity, rank with the best in the country engaged in the exclusive education of colored youths. The text-book is not your only task, for the children in your care and tutelage often must be taught the lessons of cleanliness and right living and your duty is more onerous than many others engaged in the same profession. You are engaged in a profession that can not be filled by anybody, for real teachers are born, not made. It is your golden privilege to indoctrinate our youths in racial self-respect and in the acquirement and exemplification of those traits and attributes that contribute to render races and peoples great and lofty. The Informer extends a hearty welcome to you because you are more intensely interested in developing and training the young minds for future usefulness than in the monthly or semi-monthly pay check. The Informer welcomes you because your years of devotion and uniting labor for the alleviation of the ills and woes of your race demonstrate conclusively that you realize that intelligence exalteth a nation, but ignorance is a reaproach upon any people. The Informer is not surprised to hear that the promoters of the late De-Re-Loc carnival association and industrial exhibition did not fare so well financially. When it is taken into consideration that practically no newspaper advertising was done in colored journals that the people read and have respect for and confidence in, it is hard to imagine that it would not be combined with shelters and long green. The colored carnival, as operated and staged by the De-Re-Loc association, has outlived its days of usefulness and at best is only a money-making scheme for the concessionists, whose gaming and gambling devices annually fleece our people out of thousands of dollars. All this with several Baptist deacons and Methodist class leaders and towards on the board of directors—let us pray! But why were to one and two kaisers on the board of directors given the free lance to do as they pleased, which policy was diametrically opposite to the one formerly in operation by the same organization? The Informer is not crowning because it was not considered as an advertising medium (for this paper can live without said advertising), but the Informer wishes to call attention to the narrow scope of its policy of those who expect the people to patronize their enterprise. Even the big poster advertising the carnival was not printed in a colored printing office, despite the fact that it could have been produced in a colored shop. The Informer is unable to comprehend the actions and attitude of the De-Re-Loc carnival toward colored enterprises and wonders if these "race" (?) men have a grouch against the race, as well as against themselves. The local Young Men's Christian Association, of which Professor H. P. Carter is the executive secretary, has under his management jumped by leaps and bounds and has completely outgrown its present cramped quarters in the Lincoln Theatre building. Professor Carter has wrought exceptionally well in this undertaking, more of an experiment than anything else, and the support accorded him by the board of managers, the white Y. M. C. A. and the citizens of Houston, both white and colored, has been very envious. A more extensive program has been mapped out for 1921, calling for larger and more commodious quarters, an assistant secretary and a budget several times larger than the one for the past fiscal year of the colored branch. If new quarters are secured (and that seems assured and is imperative), furnishings and other equipment must be secured and a handsome rent paid, in order that a larger number of young men can be reached and served by the local "Y." Large groups must be made for religious, educational and recreational phases and other expenses incident to the operation and maintenance of the "Y" on the part-equipment plan. Herefordo the "Y" has been run on the non-equipment plan and while this policy will be abandoned, the community service rendered by the organization will be greatly enlarged and its benefits more far-reaching. When the program is announced to the public and its aid solicited The Informer believes that every man interested in the welfare and well-being of the young men of our race will rally to the cause and the top in raising its quota the white "Y" will meet the colored "Y." The local "Y" is filling a long-felt need and must be supported heartily and enthusiastically by our group. Everybody knows how a cold starts but nobody knows how it stops. The teacher should keep in mind the progress of thought in Matthew and present these lessons accordingly. In chapters 5 to 7 we have the laws of the kingdom; chapters 8 and 9, the mighty works to demonstrate the King's ability to administer the affairs of the kingdom; chapter 10, the propagation of the kingdom through the sending forth of the twelve; chapters 11 and 12, how the kingdom was received. 1. Four Classes of Hearers (ch. 11). 1. Perplexed hearers like John the Baptist (11:2-11). John believed that Jesus was the Christ (v. 2), but was somewhat perplexed as to the manner of the establishment of the kingdom. In the Old Testament predictions there were two lines in the Messianic prophecies; the one set forth Christ as the suffering one, as in Isaiah 53, and the other, as the invincible Conqueror, as in Isaiah 63. Indeed, in Isaiah 60-1, 2 we have the two advents in one view (see Matt. 3:10-12). He said that the ax is laid unto the root of the trees and that there was to be a separation of the chaff from the wheat and a burning of the chaff, but now the King was occupied merely with the opening of the eyes of the blind, etc. John saw Christ as the one who would remove the sins of the people by the shedding of his blood (John 1:29), but he failed to see the interval between the time of his sufferings and the time of his triumph. Since the interval between the first and second connotations—the nature of the age in which we live—was not known until Christ revealed it in the parables of the thirteenth chapter, we do not wonder at John's peoplexity. John's faith was not falling him, neither did he send this deputation to Jesus for the sake of his disciples. He was a true prophet and a faithful man, but he was perplexed. 2. Violent hearers (11.12-11.19) they were willing to receive the kingdom according to their own way, but were not willing to receive the kingdom were closed to everything but their own carnality. They would not repent when called upon to repent by Christ to rebel upon by Christ to rebel (vv. 17-19). 3. The heart-sweated hearer (11.20-24). In Choraxin, Beghadha and Capernaum, Christ had done most of his mighty works, but the people him and his message. It was not for lack of knowledge and opportunity that they were unsaved, but for their faith. He was filled with immoral predigests and idolaters, but they will be more tolerably dealt with in the day of judge Christ, who with whom they will refiect Christ. 4. Hearers who are babes in spirit (11.25-50). There were some among those who heard Jesus with childlike amazement, and they speed their hearts to receive him. Christ invites those who have the babe-like spirit to come to him, and to all who come to him. 5. The Antagonist of the Kingdom. (ch. 12). In chapter 11 we saw the shameless indifference of the Jews to their King. In this chapter we see positive and negative actions against him. They are not only without a heart for him, but do their best to destroy him. The immediate consequence of their actions was Christ's relation to the Sabbath. Because the hungry displeased plucked corn and Jesus beheld the withered and destroyed him, so that he could destroy him. They accused him of being in league with the Devil. Jesus with unanswerable logic showed them the truth of the Gospel, the Holy Ghost, and were therefore guilty of an unapparent sin. They did not deny the miracle but sought to account for it without caring to the Me What Tenderness Is Tenderness is the extreme susceptibility of the softer emotions and passions.
