GO PAY YOUR POLL TAX NOW 7c PER COPY EVERYWHERE THE HOUSTON INFORMER 7c PER COPY EVERYWHERE DALLAS "RAPE" STORY WAS "FRAMED" Meharry Gets $500,000 Endowment COLORED MEDICAL COLLEGE GETS SUBSTANTIAL CHRISTMAS GIFT; HUBBARD RETIRES FROM DUTY Nashville, Town—An endowment of $500,000 for Meharry Medical College, from the Carnegie Foundation, the General Educational Board and the Board of Education for Negroes of the Methodist Episcopal Church has been announced by Robert Ewing, president of the board of trustees. The endowment will be made effective about February 10, 1921. Of this sum, $150,000 comes from the Carnegie fund, $150,000 from the general educational board and the remaining $200,000 is to be given by the Methodist Church board. The present endowment of the college is $68,000. Trustees Hold Meeting. The announcement followed a meeting of the trustees, held yesterday afternoon at the Nashville Trust Company, which was attended also by Bishop Nicholson of Chicago and Dr. P. J. Mavey, secretary of the board of education of the Methodist Church. By the action of the trustees, the Nashville Trust Company is made fiscal agent for the institution and a complete statement of the present endowment and the finances of the school was made by Dr. G. W. Hubbard, president. Doctor Hubbard, who some time ago notified the trustees of the college of his desire to retire from active duty, was unanimously chosen president emeritus of the institution, and Dr. John J. Mullowney, who occupies a chair in Girard Medical College of Philadelphia, was elected president. Hubbard to Retire February 1. In anticipation of the retirement of Dr. Hubbard, and his election as successor, the new president has been in Nashville for the past thirty days familiarizing himself with the work of the college and will assume his duties about February 1. Until that time Dr. Hubbard will continue in charge. The new president of the college was chosen, after a considerable amount of investigation and his experience in Philadelphia and other fields, according to Dr. P. J. Mavey, has fitted him admirably for the duty he will assume here. In discussing the endowment, Dr. Mavey said: "This is only the beginning. Speaking for the board of education for Negroes of the Methodist Episcopal Church, it is not the policy of the board to make one endowment and then quit. As the school grows there will probably be other sums advanced in proportion to its needs. Mehary Medical College ought to be made the biggest and best institution of its kind in the world." Dr. G. W. Hubbard, who has been the active head of Mehary Medical College practically since its inception in 1876, was given a vote of appreciation for his long and faithful service by the trustees. He was also given the assurance that with the severance of active connection with the college, the pension heretofore promised by the general educational board in recognition of his service, would take immediate effect. Since the announcement that Dr. Hubbard would retire, the alumni of the institution, with the concurrence of the board of trustees, have been building a home for him on the grounds of the college. Meharry Medical College now has 678 students in the departments of medicine, pharmacy, dentistry and nursing. In addition to the income from the former endowment, Dr. Maveyet said last night that $25,000 had been supplied to the institution each year by the three boards making the endowment announced yesterday. The college was originally the medical department of the Central Tennessee College, organized in 1876 for the purpose of furnishing an opportunity to Negroes to secure medical education. It became known as Meharry Medical College in 1900, when the Central Tennessee College changed its name to Walden University. Because of the generous contributions by five members of the Meharry family the institution bears that name. These men, Hugh, Alexander, David, Jesse and Samuel Meharry, were during their lifetime, among the strongest supporters of the school. Graduates of Meharry College are to be found all over the South and the statement is made that the college educated Negro physicians in the Southern states are graduates of this school. Franklin McCoy, who is the sole proprietor and inventor and establisher of Madame N. A. Franklin's System of Beauty Work, and in this line she is at the head of the class, and put it down that I told you she will make the world know that she has been here and all by her works. Perhaps it would be of interest to you to know that she is yet a young woman, having arrived in this world via Cuero, Texas, just how many years ago I do not know, but she went to public school there and got all they were prepared to dish out there and then continued to study until she had studied herself into a lucrative business. It was about ten years ago, with faith in her system and trusting God, with less than $10 she opened her business in For: Worth, Texas, making good there. She had to do the work herself, and even was her own janitor, housegirl, cook and dish washer. Upon her knees one day she promised God to serve Hm. She had only a desire to get in a position where she could be of service, and from the first had to get one girl, then another and another. Next found her down in Houston, Texas, opening a branch for her business, and it has grown and grown, until now she keeps busy right in Houston 150 women. Williamson, formerly of Shreveport, la, who three months ago bought one-half interest in the San Felipe Auto Repair Company, becoming associate partner with Mr. Pugh Anderson, announces that their shop has inaugurated several new features in the line of automobile service for 1921. When approached by an Informer representative last Wednesday, and when several inquiries were made regarding the business and their prospects for the new year, Mr. Williamson, who is manager, replied: "Our business has increased 100 percent since my connection with the plant and directly it has outgrown our present quiescent quar- do a iterative business. "We really have a 24-hour service that is unsurpassed and on the claims of racial identity, but on Innocent Black Man, Accused of Rape, Freed By Woman's Confession Dallas, Dec. 30.—"Don't hang an innocent man!" With these words Mrs. Gurtrude Clark confessed yesterday to District Attorney Maury Hughes that she "framed charges of attempted criminal assault, burglary and robbery against Walter Stegall, Negro. Mrs. Clark did it, she said, to "save her home." According to Hughes, she told him she wanted to conceal her physical condition from her husband by simulating an attack of nervous prostration. But when county sleuths found she had pawned her wedding ring six days before the alleged robbery, she broke down and admitted she tied herself to her bed, told a story of attempted assault and later identified Stegall as her assailant. Stegall was to have been tried next week. He was held under heavy bond since his indictment by the grand jury.—Ex. Peter's Question (v. 21) This question, "How often shall my brother sin against me and I forgive him?" probably was occasioned by the events of the crucifixion at the hands of his fellow disciples. Christ's confession of Christ brought him into the limelight. That event was the greatest event in the greatest in the kingdom of heaven? shows that there was some leaurance of Peter among the disciples and the disciples from the Lord's teaching as to the efforts to bring about reconciliation in case of offences between brother and brother. Peter was the first to exercise the exercise of the spirit of forgiveness. Ten thousand talents are equal to some money. This obligation will be an utter impossibility. This man's plan for time, promising to DJ. B., which resentfully paid for our debt to God, that by our good works we can stand for our past most grievous star. By the justice of God's law we were hopefully concerned that the grace of God we were freely pardoned. 2. The cruel creditor (vv. 28-35) This man who was forgiven so much found a man who owed him a small amount of money. He hurt his son to the man's entreaty to be patient with him,死 at his throat and creply put him into a life of poverty. He hurt his heart, so he refused to be merciful. Be set free from so great a debt as our sins against God we should make God's act of unlimited forgiveness toward others. In dealing with others we should always keep these considerations before we deal with others. Every day continue to need the forgiveness of God. With all our imperfections and positive sins we need the forgiveness of God. Forgive us our debts as we forgive our debtors. We let us be sure that we have put away all thought of sin held against others. To pray that we have forgiven others. (2) That there is a day of judgment coming at and that day we shall be treated as we treat others. No mercy comes when those who have not shown mercy The heart, then, of this lesson is that God's gracile act toward us should be the standard of our actions toward others, and that we must exercise our gracile act toward our fellowmen if we would continue to enjoy God's forgiveness. The proof that we are God's children is that we manifest the spirit of God. "Be ye therefore perfect, even as your sons are in heaven is perfect" (Matt. 5:48). NO MAN IS ENTITLED TO MORE AND NO MAN RHOULD RECEIVE LESS. —ROOBEVELT. HOUSTON, TEXAS, SATURDAY, JANUARY 8, 1921 GOOD GROUNDS FOR COMPLAINT. The Informer has been delined with complaints from colored property owners, who paid their city taxes for 1920, and since practically all complaints are of the same tone, this paper has been forced to take cognizance of the same. These tax-paying citizens complain because they are forced to pay taxes like all other citizens of the municipality and then compelled to live amidst intolerable and describable conditions. Taxes are paid for the express purpose of keeping up the expenses of the city, for its maintenance and the protection of its citizens. The money paid for city taxes is supposed to be employed for the upkeep of the streets, for bridges, schools, police and fire protection, for taking care of the city's bonded indebtedness and the legitimate expenses incurred in conducting the municipal affairs. While colored property owners are shown no special favors in being exempted from the payment of their city taxes, the sections of the city in which they live are certainly exempted from any improvements and a visit to these residential sections occupied by colored citizens will readily and undeniably disclose this startling and staggering fact. With the exception of Robin Street, which is paved from Smith to Heiner Streets; Andrews, which is paved from Heiner to Wilson Streets; San Felipe, (a quasi-business street) from Wilson Street to Dallas Avenue; Matthews, from Andrews out to Gregory School, which was shelled by the adjoining property owners—excepting these improvements, all the other streets in colored residential streets in the Fourth Ward, excluding Heiner, which is miserably paved with bricks from San Felipe to Sabine bridge, are in a terrible shape and are practically impassable the entire year. Take Third Ward: McKinney Avenue, another quasi-business street, is the only street occupied by colored citizens that is paved and yet colored citizens only live in about five blocks on this street. There are, perhaps, more colored citizens owning or buying homes on Dowling Street than any similar street in the city and to date not one inch is either paved, shelled or gravelled and in some places ruts are so deep that a Ford car can almost be hidden from view. St. Charles Street, Third Ward, is pretty fair during dry weather; but all the other streets in Third Ward would be a reflection upon a town of 5,000 inhabitants. In Fifth Ward, Odin Avenue, another quasi-business street, occupied by colored citizens (in the minority) and most for- --- THE HOUSTON INFORMER, SATURDAY, JAN. 8, 1921 eigners (in the majority), is about the only street this side of the Southern Pacific railroad tracks that is navigable, even during an absence of rain. On the North Side some streets are a little better, but most of these homes were formerly owned and occupied by white citizens, who have sold them to colored people and moved elsewhere. These three wards possess in the neighborhood of 95 per cent of Houston's colored population and thousands of them are annually contributing to the upkeep and maintenance of the city in the shape of taxes. First, Second and Sixth Wards are in a little better shape than the aforementioned wards, but colored citizens comprise a small part of their population; yet in First Ward colored citizens are forced to eke out an existence amidst mud, water, slime and other life-shorteners, just like their racial brothers in Third, Fourth and Fifth Wards. Undoubtedly the city fathers think the colored citizens amphibious, for they do not seem concerned nor interested the least bit in the sections occupied by these loyal and tax-paying citizens. Besides the deplorable and disgraceful conditions of the streets in colored sections, electric lights are conspicuous by their absence and surface privies, which are ubiquitous and abound profusely, are an abomination in the eyes of civilized society and menace to the health of the community. But if these colored tax-payers could get their streets even graded, filled in and kept in repairs, they would be willing to bide their time for these other modern and sanitary improvements and necessities. These streets, with their cesspools and miniature lakes, are breeding places for disease-producing germs and insects and are the most potent factors in giving the colored race in Houston such a high death rate. Not being satisfied with the physical condition of the colored residential sections, the city maintains its dumping grounds for garbage and other filth in one of these selfsame wards. The colored race is always criticised and condemned for being unhealthy and criminal and yet the very conditions under which they are compelled to live in the South, Houston not excluded, are conducive to bringing about just such a status. If the city is unwilling to improve and make and maintain colored residential sections habitable, then colored citizens and property owners should be exempted from paying any taxes to the city government. If taxation without representation is tyranny, what is taxation without improvements and civic consideration? The city authorities and citizens of Houston can not much longer ignore and refuse to improve the physical surroundings and environments in colored residential sections and hope to survive; for, like no chain is stronger than its weakest link, no city is stronger nor better than its weakest and lowest citizen. But complaining, petitioning and conferences with city officials, backed and supported by some of the leading white citizens of Houston, have thus far netted the colored citizens no tangible results—only promises, nothing more. There is only one remedy left and unless colored citizens become awake and alert, pay their poll tax and speak with the ballot, "Mudville" and "Dark Alley" will continue to be their lot until Gabriel tots his trumpet proclaiming that time shall be no more. The man who does not and can not vote is worse than a slave and the time has arrived for colored citizens to become more interested in those who are to rule over them immediately than in those who are to preside at long range. It matters not who the chief magistrate of this country is, if colored citizens are to continue to be subjected to such civic fare that as dislaced out to them in Houston, their days will be "few and full of trouble." A hint to the wise should be sufficient. PAY YOUR POLL TAX NOW! THAT DALLAS "RAPE" CASE. Press dispatches carried a news story from Dallas last week which was so unusual (i.e. the confession) that it deserves editorial comment. A colored man had been arrested and lodged in the Dallas county jail on the S. O. S. ("same old story") of "attempted criminal assault" upon a white woman, also burglary and robbery. The night that the supposed robbery and "rape" occurred this colored man was sitting around the bier of his dead sister; yet when the alarm was given, as is the usual case in Dixie when such charges are made and cries given, the first black man accosted was arrested and the woman "identified" him as "her assailant." When the colored man, who was held under heavy bond and indicted by the Dallas County grand jury, proved an alibi, sleuths and detectives began to make an investigation and when they began to interrogate the "outraged woman," she broke down and exclaimed: "Don't hang an innocent man!" Yet how many innocent men of color have been both legally and illegally lynched for crimes they never committed and knew absolutely nothing about! It is customary in the South to lay everything upon "a Negro" and the Dallas woman simply followed custom in "framing" her charges against some man with a dark skin. Thanks to Providence and determined detectives, or this innocent American citizen, like thousands of his race have done, would have atoned with his death for a crime he was both innocent and ignorant of; his only crime being that of a dark skin, which in itself is considered a worse crime than robbery by firearms, rape and murder combined, in many sections of this boasted "land of the free and home of the brave." Let us suppose that this alleged charge had been trumped up or "framed" against a colored man in some smaller town in the state—only his ashes, toes and fingers (souvenirs of the brutal and barbarous lynching to average the "unmentionable crime") would be remaining. It has become the unwritten law of the South to believe and consider every charge against a black man true and in pursuance of this custom every alleged criminal with a black skin is a fit candidate for the lyncher's rope or anarchist's torch. CONLEY, Reporter. during 1920, Texas led the procession with 10—a most enviable (?) record and a dark blot and damnable spot upon the escutcheon of the Lone Star State. This hasty action of courts and more hasty actions of mobs have exacted too large a toll in human lives among colored people in the South; and while The Informer does not believe in the unnecessary court delays, it does contend that all persons charged with any offense in the catalogue of crime should be given a fair and impartial trial before a jury of his peers. If a little time were taken in investigating similar charges and allegations elsewhere, often the same thing would result as the Dallas incident. The time has come in the South when criminals must be punished without regard to color, when their guilt has been fully established; but as long as the South maintains a double standard of citizenship—one for colored "people" and another for white "citizens"—there are going to be many abortions of justice and mob law will continue to defile and disgrace this country. This Dallas incident should be a lesson to the authorities and should serve as a deterrent and checkrein upon America's large colony of mobbists and anarchists. The Informer wishes to congratulate and commend that committee of white citizens and our own Rev. J. W. Freeman, who appeared before the commissioners court and requested that a tubercular unit for colored citizens afflicted with the "white plague" be established here. Several weeks ago The Informer discussed, editorially, the crying need of a ward, unit or sanitorium for colored tubercular victims in Houston and Harris County and suggested that the city and county governments appropriate sufficient funds in their 1921 budget to establish and carry on this much-needed institution. During the pre-Christmas season many colored citizens were asked to purchase Red Cross Christmas seals, the proceeds of which are to be employed in fighting tuberculosis in Texas. These stamps were bought in large numbers by colored citizens, many of them believing that by so doing they were materially aiding the cause and that steps would be launched to establish such humanitarian work here and in other parts of the state for colored people. If there is a hitch anywhere, locally, The Informer hopes that all differences can be smoothed out and a suitable place secured and operated to care for colored tubercular victims. To establish such a unit is more than an act of charity; it is a bounden duty that the city and county owe to the citizens of this community, and prejudice and petty politics should not stand in the way of this project. The Informer asks for the tubercular unit because the colored race is not a ward of society, but a component part of our American citizenship. In all Texas there is not even a ward, operated by municipal, county or state government, where colored victims of tuberculosis can get treatment. This condition not only reflects discreditably upon Texas' humanitarianism, but constitutes a serious and ever-present menace to the health and economic welfare of each member of the social unit. Therefore, self-preservation makes it imperative to throw around the citizenry generally the proper safeguards so as to minimize their chances of falling heirs to communicable diseases, of which tuberculosis leads. Sirs, give us the tubercular unit for colored victims and then lessen the chances of others of our group and city victims to the dreaded malady by improving the living conditions in colored residential sections. IN 1920 Tuskegee, Ala. I send you the following relative to lynchings for the past year. I find, according to the records compiled by Monroe N. Work, of the department of records and research of the Tuskegee Institute, that there were 56 instances in which officers of the law prevented lynchings. Of these, 10 were in Northern states and 46 were in Southern states. In 42 of the cases, the prisoners were removed or the guards were augmented or other precautions taken. In 14 instances armadge force was used to repel the would-be lynchers. In 4 of these instances the mobs were fired upon and as a result, seven of the attackers were killed and severely wounded. There were 61 persons lynched in 1920. Of these, 52 were in the South and nine in the North and West. This is 22 less than the number, 83, for the year 1919. Of those lynched 53 were Negroes and eight were whites. One of those put to death was a Negro woman. Eighteen, or less than one-third of those put to death, were charged with rape or attempted rape. Three of the victims were burned to death. The charges against those burned to death were: Rape and murder; 1, killing landlord in a dispute, 2. sents to the Court; That both plaintiff and defendant are resident citizens of Harris County. Hannes Kolehmainen, Finland's winner of the premier prize in the marathon race at the last Olympic games, has arrived in this country for a visit, beginning to train in Finland where he plans to make his permanent residence.
