MOB-LAW'S INEVITABLE BOOMERANG
Elaine Rioters' Case Before U.S. Supreme Court
VOL. IV.
COLORED BANKER DISCUSSES VITAL RACIAL MATTERS
Palestine, Tex. Jan. 12, 1922.
Editor Houston Informer:
Fifty years ago our group of people
were in the country, but after these years we
were in the population in towns, cities and villages,
but the towns, cities and villages are not in them. We can scarcely find a family of people but that some of them are children. Because of the peculiar condition in
which we are placed it is impossible for our girls and boys to be clerks of any kind. It behoves us to begin in the condition of our children. In Palestine thousands of children in the schools, in Houston, Texas about seven thousand, in Pt. Worth, Texas, about three thousand, more or less, and so in all of the schools. In now about ten years, all of these children will be grown and calling for positions. They are not farmers, for they have not been on the farm. What people are selling us are people we are selling us the groceries we eat, practically all the clothes we wear, the furniture we use, the hardware we buy, and are controlling most all of our money in their banks, yet we give no interest to them. If we would begin to think, it apples to me, that we, as people would begin to think and organize grocery stores, dry goods stores, furniture stores, banks of our stores, banks of our in self defense, an order that we might give employment to the thousands of children that are coming out of the schools.
The Bible says, First Timothy 5:4, "We are wise in towns and villages and not make preparations for our child's dream." It speaks in defense of the
To the Stockholders of the Farmers and Citizens Savings Bank, Palestine, Texas:
You are hereby called to meet in a regular stockholder meeting to be held Feb. 16, 1922 at 1 o'clock in Bank Hall, to elect a board of Directors and to transmit such other business as may properly come before and meet. M. G. MORGAN, President.
THE HOUSTON INFORMER
On the heels of the Mer Rouge, La., torture and horror comes the Goose Creek, Harris County, Texas, forible seizure and merciless flogging of a white woman and her male companion—the acts of lawlessness in both instances being attributed to a superlegal, mysterious organization with mobocratic propensities and terroristic practices, yet all the time calling itself "an arm of the law." (O. law! How many crimes are committed in thy name!) Third molly-boering is now evident, and, since every action has a reaction, these depredations and acts of violence by terrorists, mobbists and misguided zealots are the natural outgrowth and culmination of the many forms of mob-violence perpetrated upon colored citizens, and the tolerant and antisemitic attitudes of the mob. These crimes break on a wholesale scale against a weak and unfortunate people. This tolerance of mob-violence has given birth to a wave of intolerance that threatens to engulf and embroil certain sections of this country in civil strife and domestic disorders, and undermine the foundation on which our legal super-structure is erected. It makes quite a bit of difference when the color of the molly's victimization becomes less and less and the forces to ferret out the crimes and bring the guilty culprits and arch-criminals to justice.
Take a glance at Mer Rouge, La., for instance.
A hooded mob tortures and slays two white men and the governor and attorney-general of Louisiana not only hasten to Washington and impulse federal aid, but the militia is called out and all the machinery of the state is pressed into action, aided by government operatives, to solve the murder mystery, apprehend and punish the arch-fiends who committed one of the most revolting crimes in the annals of civilized man.
Yet when black men and women were tortured and lynched in that state, no voice was raised in either high or low circles in defection to the order.
Even since the "Mer Rouge hearing has been on, a supposed colored man was abducted and lynched by a hooded band at Shreveport, La., and we have yet to read one word about this incident from the lips of Governor John M. Parker of that state; yet, when Walter L. Cohen was appointed to a high federal position in that state, this same governor yelled himself hoarse with protestion.
Did not the "good white people" of that state know or realize that, when they condoned and winked at the illegal and legal lynching of colored citizens in that state, they were likewise aiding, abetting and encouraging mob-law upon their own race?

South Launches Drive For'23 Lynching Flag
(Preston News Service.)
Pittsburg, Pa.—To a close observer of the trend of events it would seem that following the report from Tuskegee that there were only 57 persons lynched in the United States during 1922 that the South plans to eclipse that record for the month of January. During the week the newspapers of the country carried the report of the lynching record for 1922 more than a dozen lynchings and riots occurred in various parts of the South.
From all indications this outbreak of lawlessness in all parts of the South indicates that the white people—that is the white trash—are determined to strike terror into the hearts of the Negro. Whether these manifestations of lawlessness are the activities of the Ku Klux Klan remains to be seen, but in view of the fact that such an organization exists, gives ample excuse for these wanton acts to be perpetrated upon Negro.
The Tuskegee report shows that of the attempted lynchings in Northern states there were fourteen in all and every one was prevented, thus leaving the North a clear slate for 1922. The South, however, has to its credit that the South will come a more deeper sinly in the future and stamp out this scourge of lawlessness.
UNDERTAKER'S WIFE
PASSED SUDDENLY
FINAL RITES SUNDAY
Mr. Elvidge Jackson, 1214 Brick Street, street of E. Jackman, who conducts an understaking establishment on 1200 Pebble Street, died suddenly. Mrs. night day while conversing with members of the family. Decadent had a circle of friends, who were shocked at the news of her death. She was surrounded with several loved ones. The funeral will be held from Baptist Church, of which she was a member, Sunday, Jan. 21 at 2 p.m. on the church's outdoor terrace. Paster J. R. Burdell will officiate, assisted by Rora M. L. Heston, Will Smith, and John James.
**TRADING WITH INFOGRAPHIC ADVERTISING.** They appreciate and admire Mrs.
The Tuskegue report shows that-of the attempted lynchings in Northern states there were fourteen in all and every one was prevented, thus leaving South, but has its to credit 44 successful efforts to prevent lynchings. The record for the first week in January shows: Samuel Carter killed by mob in Bromson, Fla., for adding a Negro to a mob a wipe, it says. Hattieburg, Miss., by a mob of 25 masked men. Webster is said to have been implicated in the murder of a white contractor; serious race riots in Sapulpe, Oka; Sam Leggett in Shreveport; clashing with Italian women; according to press reports 18 Negroes have been slain in race riots in Rosewood, Fla., another Negro war lynched in South Carolina. The above is not to be reported as a full and complete list of atrocities committed against Negroes throughout the country during the first week of 1923, but is simply a list compiled from the reports they obtained in local daily newspapers during the water. It would seem that conclusion is obviously wrong. Something is
HOUSTON, TEXAS, SATURDAY, JANUARY 20, 1923
Goose Creek, the Harris County hot-bed of gang rule, is just another notable example of disregard for law and constituted authority.
Just a few years since, did not this same oil burg treat a colored man to a dose of America's famous lynching concoction?
How many local white papers raised their editorial voices to decry the mob's action? How much money was offered as a reward for the arrest and conviction of those participating in that "stunt"?
What was done to obliterate this seed of lynch-law and anarchy, which began to flourish in Goose Creek so pronounced at the 1917 lynching hee?
It should not be surprising a few years later, since nothing was done then to shame this monster, to see this mobocratic community with all eyes within its wake and it is being sentiment (largely because the mob's first victim was an ebony-hed son of Hamish lineage), wreaking its hellish meanness and "Humain kultur" upon members of another race and one of an opposite sex.
The debilitative justice is immutable, inexorable, unyielding, unchanging, unalterable, eternal.
Given an inch, mob-law can be taken to an ell; for its operations and deprivations can not be placed under certain limitations and prescriptions.
Like the ravages of the swollen stream, this American pasties plays have with all eyes within its wake and it is being gunned down by the Brother Eatmore in his famous sermon on "Throwing Rocks" by the late Bert Williams, mob-law "miss nobody."
The condition is deplorable and the situation is alarming, to say the least; but what could one expect?
It is not the Southern and hardy and keypushed law on the all the d—nigger] whenever and wherever they so desired?
Did not all the Southern states refuse to pass anti-lynching legislation? Did not the Southern solons kill the late Dyer bill?
Did not the majority of the sheriffs, constabulary and peace officers not only turn colored prisoners and suspects over to the police but also turn them into sworn to uphold the law and protect their prisoners at all risks and hazards, often participate in these mobocratic orgies?
Why express surprise at this late date because these same peace officers hold membership in a super-llegal organization that seeks to superseize constituted authority and establish a reign of terror in the community and yearn for the description of the "reddest red-dom" of "reddest Red-dom"

WHITE WOMEN
HEAR COLORED
WOMAN SPEAK
Mrs. R. J. Covington, wife of one of our founding physicians, was the principal speaker before an organization called the Women's Church, South, Tuesday afternoon.
Mrs. Covington, wife of chairman of the board of management of the colored branch of the Young Women's church, was the principal chairwoman of the church clerics, discussed the needs of the race here and held particular stress upon the crying need of better school buildings and facilities for colored children.
Here her mother made a man impassioned plan for better living conditions for the white women that they went on record as providing to do the work that was made possible for colored children.
She made a statement and colored men do not seem to be able to accomplish anything worth while here in their conferences and discussed what women and once white and women will meet and discuss what women and once white and women will meet and discuss what conditions are likely to grow better.

Special to The Informer.
This country has sown to the wind and is now beginning to reap the whirlwind, while the end is not yet!
The day is not far distant (in some localities it has verily arrived) when the South will be a seething cauldron—an armed camp, ready for a fratricidal struggle unlike anything this republic has ever witnessed.
The teacher and brutalities at Mer Rouge, Goose Creek, Teneha and numerous other Southern communities are by the boomerang of mob-law.
Just encourage a child in certain so-called kiddish pranks while he is young and chances are one hundred to one that this same youngster will cause your heart to bleed in later years.
He will play a role in the predicament of a certain man who worked hard every day home to his supper, lead his newspapers and then retired for the night, never escorting his wife to any social, civic or religious gathering. His daily routine was work, eat, read and sleep.
He kept up this program for several years and one night while he was in Othello, a fire broke out in his neighborhood and his wife went to witchcraft.
Friend husband finally awake, and, discover wifey A. W. O. L., went out on the porch and made inquiries of his neighbors as to her whereabouts.
The neighbors informed him that wifey was at the fire some hours previously, but they did not know where she was at that time. Othello the blaze had been cattenlised about two hours prior to his inquiries both the firemen and spectators had departed.
Friend hubby went back to bed and waited in vain until early morning for his spouse's return.
The teacher and blaze yawned, and just before again entering the arms of Morphus, hubby exclaimed: "Well, I slept too much!" Despite the realization of this fact he went back to sleep.
The Informer is not rejoicing not to migrate over all the largest outrages, but since this paper has often been excoriated and candid utterances and pitiless exposes of the Southern species of lions, intuition, but largely because this paper dared to tell the truth and to warn the South and nation against the perils of moblaw. The Informer simply takes this occasion not to join again the "W-told-you-so" chorus, but to once more refresh the minds of leaders to "Be not deceived, God is not mocked; for whatsoever a man (race or nation) sowth, that shall he (it) also reel." Selah.
ed Negroes constitutes a series of outrages "than which it is hard to imagine worse." He is cited of H. F. Smiley and T. K. Jones, the former deputy sheriff of Phillips County, Arkansas, the latter a special agent of the Missouri Railroad, both white, who were killed by Negroes and aware that the white man, for whose murder the Negroes were convicted, was killed by members of the poise, and that Negroes had nothing to do with the crimes. We swear that they personally whipped the prisoners with struts studded with metal, put strung drugs in their notrils and forced the Negroes to sit in the manner desired by the mob. The summary of the conditions under which the Arkansas trials were conducted is as follows in the brief:
"We have the whole community infamed against the defendants, preyed on by Negroes, refraining from doing so because they are armed by leading citizens that the trial should accomplish, the same purpose, a condition of things where the defendant is favored to vote for释放 or death.
PEOPLE'S
PAPER
could have lived in Phillips County, according to the testimony of one of the men who engaged in the business of the newspaper for the state. We have false statements in the newspaper; we have society substantially organized to convict these people; and that, that we have witnesses deliberately terrorized and killed the pain of death or torture to give false testimony of witnesses themselves that they were so terrorized and that their testimony was false. We have the testimony of the men who inflicted the violence; we have a mass of evidence which shows that the defenders never had a fair trial and in fact that they are innocent. As to some of them there is no evidence as to any act or word evidence that they were with a gang of witnesses needed to all purposes for self defense.
Among the organizations named as formating the state of feeling in which the Negroes were convicted are: Rick and L. Kitchens Rotary, American Lions the Helena Rotary Club, Lion's Club of Helena, and the Committee of Seven appointed at the time of the riot by the governor of Arkansas.
Associated with Mr. Moorfield Story before the Supreme Court, in Mr. Sculp A. Jones of Little Rock, Arkansas. He was involved in the cases from their incestion.
The Negroes in whose behalf appeal is being made were first sentenced to death in 1915, their cases passing through four State and Federal Courts. The Negroes were sentenced to death and the date of their execution has been fixed on five occasions. Twelve Negroes in all were sentenced to death and 67 received prison sentences varying from a few years in life. The defense of the man has been successful for theAdvancement of Colored Men. 10 Fiftieth Avenue, New York.

HOUSTON, TEXAS, SATURDAY, JANUARY 20,1923
WATCH YOUR STEP, WACO!
Paraphrasing Dr. Coue’s celebrated health maxim again, “Day|
bey day, in every way, the Waco case is getting funnier and fun-
When this widely-heralded murder was first committed several
white and colored men were arrested, bit the whites were releas-
(and the crime charged against th customary “Negra.”
A few issues since, The Informer discussed, editorially, how
‘such “fanny things” and “peculiar crimes” are always being palled
ff at “Barbecuevile” and sounded a note of warning.
Now, with the girl identifying the usual “COLORED” man as
her lover's murderer and her assailant, the Texas rangers, acting,
St fe reported, upon adviee of the district attorney's office of Me-
Lennan County, placed the girl and her two brothers under ar-
rest for the erime. ("Dere, now!")
With thin act done and the prisoners transferred to other lo
calites, a veritable storm arose and even the governor of the
‘state joined in the protesting and disclaiming delegation.
Tt veems, by auch actions, that there is a determined effort on
the part of certain forces to make some innocent colored man
tone for this erome, whether he committed it or not
Tt is something like the rule in vogue at so many’ of the com-
missaries at certain large Dixie plantations and lumber eampe.
‘Often it happens that, when a colored employe attempts to
set a settlement of his account, he is charged for artiles that he
never purchased and for telephone rent, when he never used the
"phone, is
When this colored man protests and declares that he bought
no such articles nor used the telephone, this rejoinder often
sreets him from the “boss.” “Well, John, it was here for you and
E'you did't get i, it was your fault.”
‘Thus speaking, the charge sticks and poor John has the same
deducted from his small stipend and if he shows dissatisfaction
cor displeasure at the transaction he receives a sixahooter drub
Ding oF is a vietim of mob-law, the charge being that he “talked
back to a white man.”
‘The trend of events leads one to reason similarly this
‘Waco case Le. the crime should have been computed by & cok

‘This really sounds silly and ludicrous, but doesn't it begin to
took that way? ("Ub-huh")

‘The Informer does not believe in condoning crime, not even
em perpetrated by se man, it when pie offical eer
to methods and high-handed measures to prevent a thor-
ough and impartial investigation of alleged crimes from all
‘angles, they simply increase rather than diminish crimes, and
also create additional disrespect and contempt for law and order,
‘The scape-goat dispensat Jong since thou-

‘ammitting, but were grossly ignorant of the same.

happen at Waco (Barbecueville),” and they seem to be
‘and funnier, every day, in every way.

POLICE i=
ABOLISHING BRUTALITY. «| | wos
‘The statement accredited to the mew superintendent of police,
‘Tom Goodson, that brutality in police circles must go and that
under his administration courtesy must prevail and that all peo-
ple must be treated civilly by the police officers, would indicate
that Houston has secured a head of the police department at last
that has put his official disapproval (and that publicly) upon bru-
tality and employment of force by peace officers upon those un-
der arrest or who go to the police station on business.
If the new chief will back up his declaration with action and
see that neither “higher ups” nor civil service “red tape” inter-
feres with the rigid and strict enforcement of his edict abolishing
brutality in police circles, he will do much to elevate and place
fon a modern, humane and civilized basis the local police depart-
ment,
“Few people, especially the leading white citizens (many of the
colored know, for they have been victims of many crucities and
brutalities at’ the hands of police officers that were uncalled for
and unwarranted) have the least, idea or conception of the dark-
‘age and barbarous methods emplayed by the Houston police de-
partment, particularly in their dealings with colored prisoners and
thers of the race who frequent the station from time to time on
other matters.
If Chief Goodson included all the citizens of Houston in this ban
‘on brutality, then The Informer wishes to commend him and wish
hhim success’ and Godspeed in the undertaking, bat we fear that
his pathway will be strewn with many thorns and thistles when
the Colored brother becomes involved.
‘Too many peace officers have a mistaken conception of the
duties of their office and instead of protecting prisoners and im-
parting necessary information to citizens, they proceed to use
{the “billie” or six-shooter upon the prisoner or citizen.
Tt is customary to assault, intimidate and otherwise browbeat
‘our leading colored citizens when visiting the local police station
‘on business, and, unless colored men doff their hats before enter-
ing the station, they are the recipients of a six-shooter beating,
{a wallop from several husky officers and even the desk sergeant
hhas struck one colored man with a bunch of Keys, who simply went
to the station to get out his cows that had been impounded.
‘Leading colored men going there to make bond for those under
arrest have been cursed, bulldoaed and pat to all kinds of incon-
Yenience and even threats made against them by peace officers,
‘whose taxes these abused and maltreated colored ‘citisens make
possible the pay of these so-called peace officers.
"The Informer has on more than one occasion ealled attention to
the need of reorganized and modernized police department, but
such suggestions, coming as they did from this paper, were al
‘ways considered “radical” in certain circles.
“The Informer, in this connection, would like to see sufficient
colored patrolmen added to the force to give the beats in at least
‘Third, Fourth and Fifth Wards to race officers on all shifts,
while’ at least two colored plain clothes officers should also be
laced on duty.
Several other Texas citi, with far lea colored popalation tha
Houston, have seen the wisdom and expediency of placing colore
‘officers on the force, and these men have proven a credit to the
police systems of these cities, and reduced friction between the

‘The daily papers chronicled, in their Sanday edition, the news
ot the first raid engineered wnder the new superintendent of the
police department, and while nearty two hundred men and women
were apprehended in the dragnet spread by the department, not a
Dolitary colored woman was found, ciptured or arrested in the
fwholeele rel.
Several women of other races were caught snd haled before an
attache of the corporation court, but for ance not any Face women
were included in the number.
“This itt news item speaks volumes for the women of our race

‘Denied many of the agencies for human uplift and sécial bet-
terment provided for women of other races, it has been the rule

A smoker was given by Mr. John W. The Sower, in the parable, cast his seed to the winds of heaven.
That which landed among the stones, the thorns and in the barren places, perished.
Only the seeds which reached the good ground had a chance to grow.
The modern advertiser does not strew his seed of salesmanship to the winds.
He plants it carefully in the "good ground"—in the places where because of favorable conditions it has a chance to bear a harvest of consumer results.
He uses newspaper advertising because through the newspapers he covers completely the market, which he knows, upon careful investigation, to be right places for his product to flourish.
