Library Monday night, May 7, to discuss and outline plans for the Embancation Day celebration, which will be held at Emancipation Park on June 19, 1923. Every colored citizen, male and female, is urgently requested to be present. Attendance at this meeting officers will be elected and committee selected for the forthcoming of the meeting. DRIVE The last report from workers in the financial campaign brings the figures up to $1303.55, a little less than $200.00 short of our goal. We are very grateful for this amount and know that it is worth it. We are not, but we need $100.00 for our year's work. We are had promises from men whom we consider reliable, sufficient to raise the money. We are not speaking of pledges made some time ago, but promises made in this campaign. We pay up at once and are not grateful for the education of the class of Prairie View are making an educational survey in Houston this fall. Miss Desaline Roberts, a young girl of great promise, apresiates the survey. She will give a piano recital at Center Friday evening, May 11. Enumerations. A special lecture to mothers on the necessity of monthly physical examination for children under school age in May under the suspices of the committee on health education, should be attended by everyone evening May 5. The Y. W. C. A. clubs who did such excellent work in the past are invited to be present. We are asking that all soliciting cards and other materials for the time, the PARCHIM, Chairman of Publicity. Prof. J. C. Phillips, the noted educator, left the city early part of the week to appear in recital at the School at Hunville, also in the city school at Trinity, Texas. Returning he to the School at Broadway, night May 4. --- --- Fellow-Citizens: PRIZES OFFERED ON PERCENTAGE BASIS IN HOSPITAL DRIVE The president and officers of the New Union Hospital beg to announce the special tag day in connection with this institution. Various Sunday schools throughout the city have of course been invited to attend and as an encouragement to the pupil a prize of $10.00 will be offered. This prize will be awarded on the percentage basis as to the number of students enrolled in the school so that the one with the least enrollment can compete with the Sunday schools whose enrollment runs into the spring. Negroes in Soviet Russia. News dispatches tell of Claude McKay, the Negro poet, or "Harlem Shadows," as one of the two Negroes who addressed the Fourth Communist League for his work. It is reported that resolutions were adopted in the interest of Negro emancipation. While it is too early to estimate the significance of such resolutions, the mere presence of such resolutions among members, in the great deliberative bodies of the world, radical liberal movements, the existence of the monistic behavior of race, mentality, morality and physicality, it is a cogent argument in favor of a basic human egalitarianism. If modern anthropology and sociology have similar vices and virtues, similar instincts and habits; similar instincts and habits; similar social and social; stimuli are similar. Erect new buildings at BRAY'S BAYOU, MT. GILLIAN, RYAN ADDITION, HENDERSON and INDEPENDENCE HEIGHTS SCHOOLS. On a basis of percentage, we believe that the school building program should be so comprehensive that a people, constituting fully one-third of the population, should receive, out of this proposed $3,000,000 school bond issue, at least one-sixth, or fully $500,000 for improving, erecting and purchasing additional property and equipment for schools for colored children. When it is borne in mind that practically nothing has been expended for these schools out of past bond issues, this appeal and allowance or request is rather mild and modest. To arouse interest among the colored voters in the proposed school bond issue election, which will be held Monday, May 7, 1923, it is imperative that we receive some facts and figures re the exact or possible amount of this $3,000,000 to be spent for colored schools. Harder M.S. graduated in 1911 St. Emanuel, awarded a tuesday morning at the family residence following close on the death of her husband, and whose earthly career came to a end close at Waco a few months ago. President Cleveland Publishes Statement Regarding the three propositions to be submitted to the voters of the Houston independent school district at Monday's special election, Hon. A. S. Cleveland, president of the board of education, has issued the following statement to the electors of the district: --- "It is the desire of the board to bring to bear all available architectural intelligence in improving old buildings and in building new ones so that the Houston school system shall be equal to the very best in the whole world. In point of physical properties, such as building financing, equipment, as well as in management and instruction. "Under the new law, the board of education will handle all school finances and is responsible only to the people. The school property in the Houston independent school district can now be estimated conservatively at about $9,000,000.00 Bonds. "The law requires the board of education to assume a school bond debt of $24,000, hitherto carried by the the $3,000,000 bond issue asked to be up a total indebtedness of $45,600. This debt will be represented by 4 year bonds bearing 5 per cent interest. The sinking fund to pay the debt in 40 years, hence we shall need 7% per cent interest and sinking fund, and allowing for delinquents. The amount also 22 cents on the hundred dollar amount of the property of the Houston independent school district to pay this interest and create a sinking Schools Crowded. "The schools have been separated from the city government and are in the hands of the boards of education. "All the schools are full and many of them are crowded. If the citizens want to attend, the board will be compelled to provide BAPTIST LEADERS HOLD BOARD MEETING HERE The executive board of the State Baptist Sunday School. Convention held a two-day session at Bethel Baptist Church last weekend. Those present were: Rev. J. E. Knox, Austin president; Rev. W. F. Bledsoe, Marseille; Rev. J. E. Knox, superintendent of Sunday school misSION; Miss E. Lemons, Galveston, lbrarian; Prof. W. L. W. Houston secretary; Rev. R. C. Barbour, Galveston, statistician, who preached the first night. Rev. Knox filled the pupil at Bethel Sunday morning and was preached the second night. The board preaching, which prepared the program for the annual session to be held at Antich Baptist Church in August, was pronounced the best event in the history of the convention. Support and Maintenance. "In 1919 the people voted 50 cents on the $100 for the support of the schools in the city and in 1922 they voted 25 cents more, making a total of 75 cents. "District 25 came in with a 50 cent tax and still carries that amount. "The new school law repeals or arghaves the 25 cents levied in the city in 1922, to take effect January 1, 1924." "Unless the tax rate requested, 78 cents is granted, the rate for 1924 will be 78 cents, and the rate for 1925 should fall also, from this 60 cents we must subtract 9 cents necessary to provide interest and sinking fund to the municipal government, according to the school bonds 2,425,000, a debt which is handed to the board of education by the municipal government, according to Taking this 9 cents from the 60 cents would leave us only 41 cents as the tax rate. "Should the citizens refuse to cast a majority vote for these propositions, the salary allowance would be about 5 months' salary schedule, then the school term must be about 5 months in the year, if monthly salaries were left untouched. "We know that good citizens are divided on the question of the elective and appetitive board. We believe it that the schools of Houston that the appositive system be continued. "We therefore think it is not improper for us to ask the voters to vote for all three of us." COLORED EMBALMERS WILL, HOLD SESSION IN HOUSTON MAY 23-4 The Licensed Embalmers and Funeral Directors of Texas will conduct a course of lectures and practical demonstrations in Houston, Texas, May 14. The course is the seventh annual course of lectures and demonstrations of the Colored Funeral Directors and Embalmers Association. The first course was held in Dallas in 1917; second, San Antonio, 1918; third, Galveston, 1919; fourth, Waco, 1920; fifth, San Antonio, 1921; sixth, Fort Worth, 1922. All those who attended the Fort Worth session and those who did not attend it, are urged to attend the Houston meeting on May 23 and 24, and the local committee assures all delegates and visitors the grandest session.
