New York City—The appointment of Charles W. Anderson to be the collector of internal revenue for the Third district of New York has created both excitement and comment. President Harding gave Anderson a recess appointment. He likewise resigned Joseph Tolbert to be United States marshal for the Western district of South Carolina. Mr. Tolbert is a white man, but he has always stood by his colored constituents and is confident that the chief executive is finally "getting into action" on first class appointments. They are saying: "As a matter of fact, President Harding has been slow to make appointments because of the attitude of the senate in making confirmations of colored appointees. The president has been greatly handicapped, and therefore greatly misunderstood and criticized."
The third internal revenue district is a new one, made possible by a new district, which have not yet been set. The new district was created because the second district, which included upper Manhattan and the District of New York, was broken, and part Westchester was divided so that Harlem will probably comprise the third district. Secretary of the Treasury Melion Newman was new district. Mr. Anderson will take over his duties as soon as the district is complete. His salary will be $4,000. Mr. Anderson was a former collector of internal revenue during part of the Taft administration in the state treasurer's office at Albany. His home is at 156 West 123rd Street.

The Texas Public Health Association of Austin announces the fifth annual Negro Health Week in Texas, beginning Sunday, April 1, and ending Saturday, April 7, 1923. The following program is suggested for observance on these days:
Sunday, April 1, sermon and lecture day.
Monday, April 2, hygiene day.
Tuesday, April 3, "swat the fly" day.
Wednesday, April 4, tuberculosis day.
Thursday, April 5, children's health day. (This is repeated of Booker T. Washington, founder, Negro Health Trust.)
Friday, April 6, church sanitation day.
Saturday, April 7, general clean-up day.
Statistics compiled by Monroe N. Work, Tunkegue institute, editor of the Negro Year Book, state that Dionne Johnson is one of the few women ill all the time, the sickness costing annually $75,000,000; that 225,000 colored Southerners die annually, estimated annual expense of $25,000,000, or a total of $100,000,000, from sickness and deaths alone among our people. Johnson stated that 60 out of every 100 cases of sickness can be prevented and that 45 out of every 100 deaths can be prevented.
The annual loss of savings from sickness and death is $300,000,000, which makes it possible for a total of 150,000 to be saved annually by hygiene and sanitation.

And just about this time, when all the "tack"s were down on the ground, Officers Tucker and Morris, of the mounted police decided to do some fainting themselves. There was suddenly a grabbing and scrapping for all the bodies and the dogs all "faded." No names were recorded because there was no one there to answer rallies. However, some dwarves were left and clothes were bought with them to be used as future references.

While the "knockers" have been busy with the hammer and the "doubting Themases" have scattered their hostile and pseudo-obstructive propaganda regarding the erection of the Odd Fellows' temple in this city, Grand Master H. G. Goree and his cabinet have been busy working out certain details of financing the proposition (as stated several months ago in The Informer), and thus last Saturday they tendered the owner of the two local lots a certified check for $72,450, being balance due on local property and all interest that had accrued up to date.
As a result of this transaction the grand lodge of the Grand United Order of Odd Fellows and Household of Ruth does not owe one red penny on its Houston holdings, located in the heart of the business section, at corner of Louisiana Street and Prairie Avenue—two blocks from the City Hall and one block from the City Auditorium. Omitting the interest, the two lots, measuring 100x100, cost the order $85,000, and are right in the path of progress and expansion and could easily sell, at the prevailing price of Houston downtown realty, for $135,000 to $150,000.
A committee, composed of Grand Master Goree of Texarkana, J. H. Riddle of Deionis, secretary of the endowment department, and B. Y. Aycock of San Antonio, tendered T. F. Lofus the huge check for the balance on the property and the deed and release have been filed in the office of the county clerk of Harris County.
According to Grand Master Goree, the plans for the temple are now being drawn by W. Sidney Pittman, Dallas, and as soon as they are completed and accepted by the official family of the order, a contract will be awarded for the construction of the building, which will cost around $290,000.
Announcement has been made by the grand master that James T. Ewing, Austin, has been appointed to fill out the unexpired term of the late Prof. J. P. Starks, who was grand secretary of the Texas jurisdiction.
Prof. G. W. Jackson, Caricasm, deputy grand master, has been appointed editor of the Budget, official organ of the order.
According to the grand master, the order is in a flourishing condition and, with the temple coming to Houston, this city will be headquarters for the order in Texas.

North Side Literary Club
The North Side Literary, Art and Vic Club was entertained on the Holiday Island and HILO Stevens. A splendid program was rendered, which consisted of the following: Mrs. C. The Jolly Hour Social club was delightfully entertained at the home of the club on a noon. A nappy business meeting was held in a large room with individual subjects were considered. Punch was served throughout the afternoon and in a course with individual food cakes and candies was also served. House was beautiful decorated only form and cut flowers. It is time we were getting together and doing something for ourselves. Let’s put our hearts and minds together and pull.
We don’t know when the war will start. This Association covers all classes of colored workers, men and women.
Joining fee $2.50. Four monthly due rates. $2.00 gives $7.50 per week, 75c gives $2.50 per week, 50c gives $2.00 per week for sickness, hurt, or of employment.
The local will send $1.50 of the joining fees to headquarters and hoop $1.00 for sickness, hurt, or of employment.
Each local shall also keep $1.00 of all monthly doses for the home treasury.
In case a brother gets out of service, we will see after him.
In case a brother gets sick, we will see after him. In case of his death this Association will look after his widow for at least a year.
If a brother is out of a job and looking for work, this Association will see that his family does not suffer.
When a brother becomes totally disabled he cannot work he will be paid $2.50 per month until he is dead or else.
This association decides that he wants to never connect with his family one half of the money he has paid in will be refunded to him if he hasn’t drawn any benefit.
This Association wants to live in peace and harmony with all mankind and stands for the faith in human general.
Read carefully and see what we workingmen and women can do if we only come together. Are we going to remain swinging back against ourselves? Race men and women wake up and let us do something; if we fail to do this we will be made arrangements with Mr. R. T. Andrews, our Milam Street grocer, to send groceries, at our expense, to all members in need; also with Mr. Tom Lawson, wood and coal dealer, for fuel. How that?

The Union Sunday school rally at the Fairgrounds purchased a new Ford. The teachers and patrons of the Harriburg school entertained the county meet and received with the reception and entertainment they received, and the entertainment they sent out to the public sewing. Mrs. Vivian Crawley is building a new house in South Addison to host a county club will give a high class musical and a county meet. March 25, Bethlet quartette and the Olympia quartette will appear on this program. Hear them, "they meet their staff!"

Up to March 1, 1922, the National Building & Loan Association had sold a total of one hundred and twenty shares ($11,000) of its stock to our people. Which is positive proof that the association is steadily growing. With such encouraging co-operation, we are determined to sell at least $50,000 worth of the stock by the end of 1922. We are now selling to the greater interest and enlistment in the purchase of the stock, the highest number of shares we have ever sold his personal funds, to school children and members of the association as follows:
selling with March 1922, and continuing until further notice, a $2.00 price will be paid to any child of school children, the highest number of shares of stock above ten (10), and a $2 price will be paid for selling the next highest number above ten, about the last month of March. We may also sell any shares of the stock will be paid a $1 price each.
