Since we are so visibly affected, situate us here and permit the result to be known, lethargy and in difference towards this election, simply by and permit the result to be known. As we have contended repeatedly, colored citizens should be of interest in all elections as other citizens of our municipality, and whenever the opportunity arises, we should vote, election, we should go and vote, whichever for or against the measure or proportion. The greatest enemy to a democratic form of government is the opposition, a proposition or measure, but the passive citizen who will not vote at all. Is he in the question "Why, of course, American Negro in intellect regard, is he in Tampa, Florida, or Udica, New York?" But is he? No doubt he is right in the assertion of his mental superiority over the Tampa Negro, but he is just as likely to be a "problem man?" Probably not, for the real reason that the army alba and beth intelligence tests in 1918 with higher grades than the Army Negro. New York Ahead Of Georgia In fact, the United States army alpha and beta tests of 1918 show Nebraska an average better grades than the whites of any state south of the Mason-Dixon line, with the exception of Texas, where the average is realised that the New York average is the result of testing over 1500 college students. The number of white entrants in the tests from any single Southern state, or the number of compartment comparison apperences even more striking. a total of 6,671 Negroes from the North and South were tested alpha or beta examinations in the army tests. Of this mass, 5.35 per cent received the alpha or beta examinations in the 14,354 whites of the South, who took the same test, and of whom but 52.5 per cent received C or above. We also sense a measure of intelligence, whether inherited or acquired, they were all tested by the authority the Northern Negro and the Southern white are approximately South's Blacks Far Behind It is evident that the Southern white is unquestionably the intellectual superior of the Negroes about himself mentally about the Negroes about himself is therefore justified in feeling himself at the edge of the Negroes about himself and attitude toward the Negro of the North he is simply deciding himself of being above a "nigger," as long as he is certain that the latter is not a New Yorker. MENACES TO OUR COMMUNITY LIFE MENACES TO OUR COMMUNITY LIFE The recent wet spell that has visited this section and city, with its much water and more mud, has placed the colored residential districts in their usual muddy, insanitary and unhealthy condition, and the vast majority of these streets are well nigh impassable, even at this early part of the rainy season. Yet colored property owners, who must pay their city taxes before midnight of the 31st inst., or pay an additional sum as a penalty, are expected to continue to fill the coffers of the municipal exchequer by such tax levies, and yet they get absolutely nothing in return but a tax receipt, and sometimes they are lucky to get that. Despite the fact that there are more colored citizens in Houston owning homes or purchasing them, than in any other Texas city, the city fathers never have given the sections of the city occupied by these loyal and faithful citizens, any civic consideration whatever, and all petitions, requests and prayers for some kind of relief, generally fall upon deaf and unresponsive ears. Colored schools and churches, unless they are located on paved streets, seldom, if ever, get any civic consideration and it is a sin to high heaven for human beings to be forced to live amid the intolerable and unbearable conditions that prevail in Houston's colored residential districts. No plausible reason can be assigned for the failure of the city officials and public servants to give these people some civic improvements, such as gravede or shelled streets, electric lights, fire and police protection. Recently a colored minister was forced to ask the city council for police protection for his part of the city, where more colored people are home owners and tax payers than in any other part of the city. Did this minister, who is trying to uplift and elevate his people, get any favorable action from the city council? Not on your tintype! If a fire were to break out in certain parts of the Third, Fourth or Fifth Wards, where large numbers of our people reside, the entire district would be in imminent danger of destruction by the conflagration, due to the inability of the fire-fighting apparatus to penetrate said sections. There is not a decent street in the several colored residential sections in Houston, unless these streets are served by the traction company or were formerly occupied by white people. Dowling Street in Third Ward, with its exceedingly large number of colored property owners and tax payers—notwithstanding promises galore from the city hall and favorable action on the part of the city council several times—is still impassable and unavigable, during both dry and rainy spells. The average colored resident of Houston has to be amphibious, for he must live in water about as often as on land! Forced and compelled to live amidst these deplorable, devitalizing and destructive conditions, why marvel at the colored race's high death rate? Why will the city officials persist in and insist upon fully one-fourth of our urban population living in mud, sloughs, ponds, marshes, lakes and creeks? Then, there are other sides and angles to this housing and living situation among colored people. This method of crowding houses and shacks together only obtains in colored residential sections, and it appears to The Informer that, if the city has no ordinance prohibiting and making such a practice an offense, such a law should be passed immediately and be enforced rigidly and impartially. If men love darkness because their deeds are evil, then the absence of street lights in colored residential sections furnishes these evil-doers—highwaymen, stick-up men and other criminals—a fertile and virgin field in which to stage their holdups and perpetrate other depredations. IT IS PREPOSTEROUS TO MAKE A CHILD PLAY IN THE DIRT ALL THE TIME AND THEN EXPECT THAT CHILD TO KEEP HIS CLOTHES CLEAN AND UNSOILED! Even if these colored citizens were not paying taxes, directly or indirectly, as a matter of self-preservation and self-protection the social family should see to it that only wholesome and healthy environments and surroundings are afforded these people. There is no such thing as isolation these days—not even with segregation and zoning (more polite term for segregation); for unhealthy and unsavory conditions precipitated because of these public menaces and crime incubators will ultimately react upon the entire community. This crab characteristic of trying to hold our fellowman down with us, is too manifest in all our undertakings—religious, civic, fraternal, educational, commercial, political and what-not. The moment one black man essays to rise, his colleagues, yea his professed bosom friends, begin to work overtime, often insidiously and maliciously, in a maddened effort to keep him down and render him a nomenity in the bivouac of human endeavor. If, by sheer pluck, grit, determination, perseverance and "stick-to-it-iveness," some black man surmounts these seemingly insuperable barriers, he is denounced vehemently, is the vitiot countless charges and base and willful misrepresents and is the constant and handy target of these black-hearted, jealous, conniving and white-livered jackasses and crabbing bipeds. Our organizations—those that survive and thrive—there are those who, like the dog in the manger, could not eat the hay and would not permit the cow to eat it! Our racial philosophy seems to be, "If I can't, you shouldn't." We are not willing to give credit where same is due, and, if one else should accord such credit to one, these knackers, wise-acres, spotlight seekers and egotists get busy with their hammer and propaganda—"and we don't mean maybe!" Oh, boy, it is just awful to see us engaging in a fierce and unrelenting tog-of-war among ourselves, getting nowhere; while the other races are employing us as a human footstool on which to rise and rest. We like to make other races rich, powerful and affluent and keep our poverty-stricken, impotent, helpless and divided! We are quite adept and proficient in the game and pastime of making a place for the children of other races, but quite inefficient and deficient in providing places for our offspring! We take pleasure in doing for others, but our chief delight seems to be in "doing" each other, and we'll stay awake at night scheming and planning how to "do" each other in "brown skin" fashion! Our boys go to college and university and learn to play life's typical game—football—and then these same young people will enter the gridiron of life and absolutely refuse to put into practical and daily use the lessons of team play, co-ordination and solidarity of forces and group action, which constitute the rudimentary principles of this game. It seems that so many of our supposedly educated people are otherwise deprived of the training, with the wrong conception of life and their holden duty to their fellowman. It is this species that causes more trouble, intracritically, than any other element within our racial contingent! They will knife, dagger, knock, oppose and plot against each other, apparently, for the fun they think is in such tactics, or to show how smart they think they are, and what a small potato their own self-conticted, and self-opinionated and self-intoxicated viewpoint. H. McGruder, U.B.F. Grand Sec'y M. (By the Associated Negro Press.) Atlanta, Ga.-The funeral services of Dr. Richard Henry Singleton, the late Richard H. M. E. Church were held in the Chapel of Bethel Monday afternoon, November 26, at 2 a.clock. The church was crowded to its capacity by colored people representing every walk of life from the most humble wachwerwoman to the highest servant to the highest profession. The sermon was preached by Bishop J. S. Flipper from the "know, *Know that a prince, a great man has fallen this day in Israel.*" He urged the membership of Big Bethel to carry on the landmark mission of the territorial landmark in the religious life of the Negro people as a memorial to this late pastor, who laid down his life upon the altar for sacrificial service that Dr. Singleton did not conceive or limit in his sympathy to his own life, as phased by M. A. Mashyne and C. R. Wilmer. Dr. Wilmer, speaker at the conference, stated that his work with the committee has been made more productive. Dr. M. A.
