HOWARD-LINCOLN CLASSIC 6-6 PHIL A. BROWN EXPIRED SUDDENLY FINAL EDITION VOL. V. HOW PHIL THE MIRROR By C. F. RICHARDSON. SUPERIORITY AND INFERIORITY. THE JITNEY ELECTION. The city council has designated St. Louis as the city where the city will either abolish the white jimine lines or give them a new white jimine lines because "we may a white jimine lines because the city council abolished, with one fell ear, the old lines of the year and their action has seemed like the laws of the city, particularly as it relates to the San Pete jimine lines. The city council is revering of the matter to the voters, was decided upon by the city fathers in response to a proposed of a number of leading citizens who are trying to unravel and veragely the situation, to settle the matter." The Houston Street car Company has hired the federal courts and was seeking a higher care fare on its local bus. January election their has been temporarily withdrawn by the voters, both colored and white, of the city of Houston. The jimine lines of all other American cities have done, the traction company and make extensive improvements and extensions, agreeing to spend a large sum of money over a certain period of time. If the electors retain the jimine, the suit will be renewed by the federal courts. The city will be forced to spend a large sum of money if fights are resolved for increased fees after all the legal litigations and with the city's increasingly large number of automobiles, the majority of the street car company for transportation and among this number the city most entirely upon this mode of rapid transit facilities. They directly home to people and the consequence of the forthcoming election will have a far-reaching effect. Since we are so visibly affected, situate us here and permit the result to be known, lethargy and in difference towards this election, simply by and permit the result to be known. As we have contended repeatedly, colored citizens should be of interest in all elections as other citizens of our municipality, and whenever the opportunity arises, we should vote, election, we should go and vote, whichever for or against the measure or proportion. The greatest enemy to a democratic form of government is the opposition, a proposition or measure, but the passive citizen who will not vote at all. Let us qualify 'for' this and other elections of 1854 by paying (Continued on Page 4.) THE HOUSTON INFORMER EMINENT FRATERNAL LEADER HON. W. F. GRAND MASTER BLEDSOE IN FINE FORM AT BETHEL TUESDAY NIGHT; ORDER HAS HEAVY INVESTMENTS GRAND MASTER BLEDSOE IN FINE FORM AT BETHEL TUESDAY NIGHT; ORDER HAS HEAVY INVESTMENTS Maintaining his record and reputation as one of the most pro-fulph, profound and scholarly speakers on the American platform, and giving his hearers a vital, sane, sensible and sound message, Hon. W. F. Bledsoe of Marshall, grand master of the United Brothers of Friendship and Sisters of the Mysterious Ten of the Texas jurisdiction, won new honors in his great and masterly speech at Bethel Baptist Church, Tuesday night. Employing, as a theme, "Social Heritage," this eminent fraternal and ripe scholar drove home truth after truth in his impassioned plea to the race to cease serving in the role of limitation in the United States, about the color of your skin or the texture of your hair, if you produce something or possess something that they want. Marshall; $28,000; Orphan Home, Auxiliary; $12,500; and being well-hope-fully divided. Order'a Origin Recounted. He recounted the origin, growth and history of the U. R. F. Traternity: history of purchasing their freedom during the era of American slavery; how they burgled for a chance to fight for the freedom of their brothers in chain during the bloody conflict of 1684-85; the former slaves who former slaves were freedmen, those pioneers secured a charter and the order men as its founder and inspiration. The grand master also gave some of his sons the Texas order has played among members of the order and race, even in Houston, and his figures were both successful. Total Investments, $418,950 In eating their achievements and efforts, Mr. Hildebrand read the following facts: Hirsch Investment Group, the street, street, street, Piraeus avenue, $35,000 (be stated that the grand judge officers had been held in the hotel, which are located in the next HOUSTON, TEXAS, SATURDAY, DECEMBER 8, 1923 block to the city hall); Union Hospital, $8,800; Houston College, $10,000; Houston University, $10,000; Houston homes—Third ward, $11,000; Second ward, $4,000; Fourth ward, $2,000; by the order in Houston, $28,800. Healthy Condition Obtains. "HOUSTON'S GOT 'EM" TEXAS, SATURDAY, DEC COLN EXP LINCOLN HOLDS HOWARD ELEVEN IN HARD BATTLE Two Outstanding Stars. bearance Donkey Doney and "Jazz" Byrd were the two men who furnished the first team of the first-firm meeting of the two eleven. And as the historical mob leaped from the field, both could rest assured that they would be the glory and honor of their schools. Battered, beaten, battle-scarred and the field, both could rest assured that to which they were subject, these two starred in many different ways. Donkey Doney, Donkey Doney. Three times out of the playground and called upon to fall to respond. Thruts through the line and all of these calls played for Donkey Doney. The most powerful man on the field, even more eloquent than the endurance of his school's mascot. Rush through even eloquent rush first-line defense in the second half of this superhero. His fame, already established through other games play, rushed and bound, and even to the most distant place of observation in the field. Work it was Donkey Doney's supreme play. It was Donkey Doney's supreme play. It was Donkey Doney's supreme play. For playtime on the football ball from the 45-yard line to the ball from the 45-yard line to the ball. Play after play to the only pass forward to Contee, and that it took three, four and sometimes five men of the opposition to Byrd's Great Run. But while Dougherty's playing was remarkable because of his steadiness, to the extent that he was the man who made young and the same man who made young. (Continued on Page 5.) Army Alpha and Beta Tests Show New York Colored Americans More Intelligent Than Georgia Whites "White Superiority" Claim Punctured. (Herbert B. Alexander in November Pearson.) A ask a typical white resident of Alabama if he considers himself mentally ill. He will turn at you, utterly contended. Is he in the question "Why, of course, American Negro in intellect regard, is he in Tampa, Florida, or Udica, New York?" But is he? No doubt he is right in the assertion of his mental superiority over the Tampa Negro, but he is just as likely to be a "problem man?" Probably not, for the real reason that the army alba and beth intelligence tests in 1918 with higher grades than the Army Negro. New York Ahead Of Georgia In fact, the United States army alpha and beta tests of 1918 show Nebraska an average better grades than the whites of any state south of the Mason-Dixon line, with the exception of Texas, where the average is realised that the New York average is the result of testing over 1500 college students. The number of white entrants in the tests from any single Southern state, or the number of compartment comparison apperences even more striking. a total of 6,671 Negroes from the North and South were tested alpha or beta examinations in the army tests. Of this mass, 5.35 per cent received the alpha or beta examinations in the 14,354 whites of the South, who took the same test, and of whom but 52.5 per cent received C or above. We also sense a measure of intelligence, whether inherited or acquired, they were all tested by the authority the Northern Negro and the Southern white are approximately South's Blacks Far Behind It is evident that the Southern white is unquestionably the intellectual superior of the Negroes about himself mentally about the Negroes about himself is therefore justified in feeling himself at the edge of the Negroes about himself and attitude toward the Negro of the North he is simply deciding himself of being above a "nigger," as long as he is certain that the latter is not a New Yorker. There has been a theory consciously advocated of late, but unconsciously advocated of late, that black blondes are the cream of humanity. The army tests, however, puncture this theory beyond repair. A state like North Carolina with 99 per cent of the population in lower in average intelligence than the average Ngro in the North. No one BISHOP PROFESSOR HERE. Prof. Allen P. Brown, commissioner of conciliation in the United States department of labor, died here Friday at 5:22 a. m. Death was unexpected. He had just returned from a trip to Chicago and other cities of the Middle West. Doctors named heart disease a contributory cause of death. "Phil," as Mr. Brown was more often spoken of by his many friends, was regarded by many of those persons on the inside of Negro politics as the "ace" of Negro political strategists in America. He was said to have possessed an uncanny ability to produce results with satisfaction to all parties concerned. It was in recognition of his ability that he was named to a $5,000 a year position in the labor department. He was sixty years old. Much of the admiration for Mr. Brown was due to the high standards he maintained as a journalist. He was easily conceded to the greatest and most natural newspaper man among most of present day Negro newspaper men, and H. W. Moore, a friend and colleague of thirty-five years' standing, declared that, "Phil was one of the greatest natural-born newspaper men America has produced." For years he was associated with white newspapers, not tarrying anywhere long because of a desire to travel and see things, which he never got away from. For a number of years he worked in the newspaper and there working for the republican party. He will be invited to Louisville, Ky. He leaves a widow and a number of distant relatives. In Norway a cock is taken in the dish which searches for the body of a bird, and the cock is then brought to crow when passing over the body. In Pernik the crowing of a cock is habitated to the bird's feet. If it harms the family, and the master of the house harbors to feed the bird's feet. If it harms the family, and the master reacts to death, but if they are warm the sign is propitious, and the master replaces it. Egyptian Templea. Owing to the prevailing solar illumination the prehistoric temples, certainly in Egypt, were enclosed east and west so that the rising sun at the equinoxes might light up the temples and bring them to the current Egyptian conception. The was the sun god before all others who dwelt in every region of heaven itself. Thus a favorite description of a temple is that it is *like a sun god* while *like the Sun god* (sun god) rises within it.* Winding Up. HOUSTON, TEXAS, SATURDAY, DEC. 8, 1923. MENACES TO OUR COMMUNITY LIFE MENACES TO OUR COMMUNITY LIFE The recent wet spell that has visited this section and city, with its much water and more mud, has placed the colored residential districts in their usual muddy, insanitary and unhealthy condition, and the vast majority of these streets are well nigh impassable, even at this early part of the rainy season. Yet colored property owners, who must pay their city taxes before midnight of the 31st inst., or pay an additional sum as a penalty, are expected to continue to fill the coffers of the municipal exchequer by such tax levies, and yet they get absolutely nothing in return but a tax receipt, and sometimes they are lucky to get that. Despite the fact that there are more colored citizens in Houston owning homes or purchasing them, than in any other Texas city, the city fathers never have given the sections of the city occupied by these loyal and faithful citizens, any civic consideration whatever, and all petitions, requests and prayers for some kind of relief, generally fall upon deaf and unresponsive ears. Colored schools and churches, unless they are located on paved streets, seldom, if ever, get any civic consideration and it is a sin to high heaven for human beings to be forced to live amid the intolerable and unbearable conditions that prevail in Houston's colored residential districts. No plausible reason can be assigned for the failure of the city officials and public servants to give these people some civic improvements, such as gravede or shelled streets, electric lights, fire and police protection. Recently a colored minister was forced to ask the city council for police protection for his part of the city, where more colored people are home owners and tax payers than in any other part of the city. Did this minister, who is trying to uplift and elevate his people, get any favorable action from the city council? Not on your tintype! If a fire were to break out in certain parts of the Third, Fourth or Fifth Wards, where large numbers of our people reside, the entire district would be in imminent danger of destruction by the conflagration, due to the inability of the fire-fighting apparatus to penetrate said sections. There is not a decent street in the several colored residential sections in Houston, unless these streets are served by the traction company or were formerly occupied by white people. Dowling Street in Third Ward, with its exceedingly large number of colored property owners and tax payers—notwithstanding promises galore from the city hall and favorable action on the part of the city council several times—is still impassable and unavigable, during both dry and rainy spells. The average colored resident of Houston has to be amphibious, for he must live in water about as often as on land! Forced and compelled to live amidst these deplorable, devitalizing and destructive conditions, why marvel at the colored race's high death rate? Why will the city officials persist in and insist upon fully one-fourth of our urban population living in mud, sloughs, ponds, marshes, lakes and creeks? Then, there are other sides and angles to this housing and living situation among colored people. Greedy, hoggish and avaricious landlords are permitted to build as many as four rent houses or shacks (as the case may be) on land measuring only 50x100 feet; with the result that people living in one house can hardly whisper without being heard in the PAGE FOUR NEW SUBSCRIPTION RATES: IMPORTANT TELEPHONE: o 7 p. m. This method of crowding houses and shacks together only obtains in colored residential sections, and it appears to The Informer that, if the city has no ordinance prohibiting and making such a practice an offense, such a law should be passed immediately and be enforced rigidly and impartially. If men love darkness because their deeds are evil, then the absence of street lights in colored residential sections furnishes these evil-doers—highwaymen, stick-up men and other criminals—a fertile and virgin field in which to stage their holdups and perpetrate other depredations. IT IS PREPOSTEROUS TO MAKE A CHILD PLAY IN THE DIRT ALL THE TIME AND THEN EXPECT THAT CHILD TO KEEP HIS CLOTHES CLEAN AND UNSOILED! Even if these colored citizens were not paying taxes, directly or indirectly, as a matter of self-preservation and self-protection the social family should see to it that only wholesome and healthy environments and surroundings are afforded these people. There is no such thing as isolation these days—not even with segregation and zoning (more polite term for segregation); for unhealthy and unsavory conditions precipitated because of these public menaces and crime incubators will ultimately react upon the entire community. THE MIRROR (Continue with police card or certificate then let us vote. No decision on citizens to vote who are holding a seat for fear that he or tax or exempt them. But we pay our exemption date.) 18,000 yucca quality as vote this was held and a certificate place, like any all manner of more than 15,192 most important the next year, for January 15, 1923. For we live in a city or president A stitch in time will not only save nine, but often ninety and nine and sometimes nine hundred and ninety-nine! OUR BESETTING FAULTS If our people would or could oily discard env, jealousy, malice and "cussed" meanness towards each other and in their stead install team play and love for each other, what a burden would be lifted from our racial shoulders and what weight removed from the neck of our group! We are entirely too envious and jealous of each other's success or seeming success and apparent headway. This crab characteristic of trying to hold our fellowman down with us, is too manifest in all our undertakings—religious, civic, fraternal, educational, commercial, political and what-not. The moment one black man essays to rise, his colleagues, yea his professed bosom friends, begin to work overtime, often insidiously and maliciously, in a maddened effort to keep him down and render him a nomenity in the bivouac of human endeavor. If, by sheer pluck, grit, determination, perseverance and "stick-to-it-iveness," some black man surmounts these seemingly insuperable barriers, he is denounced vehemently, is the vitiot countless charges and base and willful misrepresents and is the constant and handy target of these black-hearted, jealous, conniving and white-livered jackasses and crabbing bipeds. Our organizations—those that survive and thrive—there are those who, like the dog in the manger, could not eat the hay and would not permit the cow to eat it! Our racial philosophy seems to be, "If I can't, you shouldn't." We are not willing to give credit where same is due, and, if one else should accord such credit to one, these knackers, wise-acres, spotlight seekers and egotists get busy with their hammer and propaganda—"and we don't mean maybe!" Oh, boy, it is just awful to see us engaging in a fierce and unrelenting tog-of-war among ourselves, getting nowhere; while the other races are employing us as a human footstool on which to rise and rest. We like to make other races rich, powerful and affluent and keep our poverty-stricken, impotent, helpless and divided! We are quite adept and proficient in the game and pastime of making a place for the children of other races, but quite inefficient and deficient in providing places for our offspring! We take pleasure in doing for others, but our chief delight seems to be in "doing" each other, and we'll stay awake at night scheming and planning how to "do" each other in "brown skin" fashion! Our boys go to college and university and learn to play life's typical game—football—and then these same young people will enter the gridiron of life and absolutely refuse to put into practical and daily use the lessons of team play, co-ordination and solidarity of forces and group action, which constitute the rudimentary principles of this game. It seems that so many of our supposedly educated people are otherwise deprived of the training, with the wrong conception of life and their holden duty to their fellowman. It is this species that causes more trouble, intracritically, than any other element within our racial contingent! They will knife, dagger, knock, oppose and plot against each other, apparently, for the fun they think is in such tactics, or to show how smart they think they are, and what a small potato their own self-conticted, and self-opinionated and self-intoxicated viewpoint. THE MIRROR our poll tax or securing our exemption certificate during the proper time, and we have no decision. No decision has been handed out yet regarding the eligibility of those who are holding their 1922 poll tax receipt or exemption certificate but we have no decision to vote in this jilney election or tax exemption certificate will be insignificant to vote in this jilney election or our exemption certificate before that day. Pully, 16,000 of our people should qualify as voters for 1924, but to do this we need a campaign of education and training, and certificates at some convenient place, like was done in 1913. Our people should manifest more than passing interest in this jilney election of Saturday, the most important and vital elections of the next year, the presidential election of the next year, the color of are concerned. "We live in Houston, and it matters that our local street cars for transportation in the city be quite rapid transit facilities and a fair and equitable fare of vild concern and the street cars daily. P.) 34—Were colored troops with General Jackson at New Orleans in 1812? On the eve of the battle, General Jackson reviewed the white and colored troops with the famous address. To the colored troops he said: "To the Men of Color: Soldiers! From the shores of Mobile to arm: I invited you to join me in the glory of your white countrysies. I expected much from you; for I was not uniformed of those qualities, which multitude render so formidable. You could hinder and thwart all the hardships of war.
