There recently appeared an article in Forbes Magazine, recognized as one of the most influential life insurance Company and allied interests of Atlanta, Ga., all of which are members of the former Houstonian, Herman E. Perry. The Standard is now engaged in the acquisition of its capital stock to $250,000, in order that the company may meet the requirements of the several Eastern, Northern and western states. "These people are no long men, so they must be helped." Educated, they must be helped; for I knew there was not anything like it. Nor is it the fly-by-night, mushroom business of the firm. From it, we know that the South must be helped, organized on the basis of system and organization. Every morning at 8:30, the affairs of Standard Life and its twelve subsidiary corporations (included in Augusta, GA.), whose combined assets amount to $100,000, put plan for the day. While The Informer is fully cognizant of the onerous and manifold duties incumbent upon you as public office holders and servants of the people, this paper wishes to cite your attention to the shameful, shocking and deplorable conditions existing in the sessions of the city occupied by the colored residents and taxpayers. Though nominated on a partisan ticket, and virtually elected similarly, after your induction into office you became the servants of all the people and these people, regardless of racial connection, political faith or civic station, have a right to expect you to be a partisan citizen. Our municipal government should be democratic, not from a partisan viewpoint, but from the standpoint of "a government of the people, for the people and by the people."
For many years the colored citizens of Houston have been forced to eke out their existence in the most insatiable and unhealthy environment, where drainage is a huge joke; where modern and sanitary conveniences constitute the unknown quantity; where electric street lights are conspicuous by their absence; where cesspools, sloughs, miniature lakes, surface privies, and disease-producing incubators are ubiquitous; where police officers are never seen, unless they sally forth to apprehend some alleged violator of the DEMOCRACY PRESUPPOSES A FAIR CHANCE FOR EVERY CITIZEN AND A SQUARE DEAL TO EVERY MAN. IT IS NOTHING MORE THAN REPRESENTATIVE, POPULAR GOVERNMENT, AND THE IDEA THAT IT IS A GOVERNMENT OF A PEOPLE, IS A FALLACY AND CALCULATED TO DEFEAT AND DESTROY THE VERY ENDS THAT IT IS SUPPOSED TO PROMOTE AND ADVANCE.
These citizens have filed petitions upon petitions, requests upon requests and prayers upon prayers for some relief, only to be told that no funds are available for the city to perform its holdout duty by these people in improving their living conditions. We are forced to DEFEAT AND DESTROY THE VERY ENDS THAT IT IS SUPPOSED TO PROMOTE AND ADVANCE.

Houston is making a determined fight for the Texas centennial and every red-blooded resident of this city would like to see the celebration held here; but who would favor bringing thousands of visitors to this city under the existing civic and living conditions?
Before inviting company to their homes, good housekeepers not only clean up the house and arrange everything in order, but they also clean up and beautify the premises as much as possible—seeing to it that the place presents a spic and span appearance. This is both good policy and good sense!
But, SIRS, as LONG AS THOUSANDS OF YOUR CITIZENS ARE COMPETED TO LIVE IN HOG WOLLOWS, ON MUD ALLEYS, WITH LITTLE, OR NO, POLICE NOR FIRE PROTECTION; WITH SHACKS JAMMED TOGETHER LIKE SARDINES IN A CAN; WITH NO PARK FACILITIES AND PLAYGROUND ACTIVITIES; WITH STAGNANT, FOUL AND POLLUTED WATER BREEDING AND GIVING SUSTENANCE TO DISEASE-PRODUCING AND HEALTH-DESTROYING PESTS AND INSECTS, THE HEALTH, WELL-BEING, SAFETY AND PERPETUITY OF THE ENTIRE COMMUNITY AND COMBINED CITIZENRY ARE JEOPARDIZED, MENACED AND IN CONSTANT PERIL.
Such NEGROENCE WILL ULTIMATELY LEAD TO EITHER AN EARLY ANCIPHER, PESTILENCE, CONFILAGRATION OR SOME OTHER DREFLING AND APALLING CATASTROPHE, AND THEN WILL BE THOSE WHO WILL ARISE AND PROCEED TO READ THE COLORED RACE OUT OF THE WHOLE ECONOMIC OR CIVILIZATION.
The frequent aims of the winter make it imperative that these sections be considered and these conditions remedied and retested before the warm weather arrives, when mosquitoes and other germ carriers will make Houston and environs their dwelling place.

COLORED EXTENSION INTERESTING MID WITH PRAIRIE

Prairie View, Texas. The mid-winter extension agents' meeting, held at Prairie View College, February 11, 12, with the entire working force on site. The extended work hold since extension work has been carried on among Negroes in Texas. The extension agents, a state leader, a state agent, a state leader, two district agents, and 20 local farm agents and 15 local home demonstration agents. Becthel Baptist Church, Andrew and Crosey streets, Rev. J. R. Burdett, pastor, will begin a series of revival meetings March 8, 1964. Rev. Alexander William of Washington, D. C., national evangelist, has been enraged to conduct this protracted effort. He is regarded as one of the most forceful evangelists of the church. The church choir, under direction of the pastor, performs special music for the revival and will sing each night. The Rev. Walter Payne Stanley, who was the first Episcopal Church, Clemson Episcopal Church, $490, Hadden avenue, has resigned his cure, to accept the St. Andrews Episcopal Church. The Rev. HOUSTON POSSESSES WONDERFUL POSSIBILITIES AND OPPORTUNITIES, BUT NO CITY CAN MAKE PERMANENT LASTING PROGRESS AND GROWTH that FAILS TO SAFE AND HEALTHFUL ENVIRONMENTS AND SUBROUNDINGS.
The Informer could cite street after street, any number of areas located on a stone's throw of Main Street, that are impassable and unnavigable almost the entire year.
There are several thousand homes here that have no fire protection, at the fire fighting apparatus can not penetrate these areas. Delivery is practically a physical impossibility in many local sections, and numerous neighborhoods, within the corporate confines, can not even get their mail delivered to their homes because of the deplorable and bad shape of the streets.
Paraphrasing Dr. Emile Colle, celebrated French psycho-analyst, "quite often, in every way, these streets are getting worse and worse."
We admit that there are many weighty and momentous matters demanding your attention and consideration, but there is none more vital and far-reaching than the living conditions of the citizens of the city.
YOU ARE THE CITIZENS OF THE HEALTH, WELL-BEING AND SAFETY OF THESE THOUSANDS OF PEOPLE AND THEY HAVE NO OTHER RECOURSE NOR ALTERNATIVE THAN TO APPEAL TO AND LOOK TO YOU FOR RELIEF FROM THESE DELETERIOUS CONDITIONS.
Realizing that you are grappling with many problems; that your time is limited and that you must investigate all these streets, we are addressing this open letter to you, prompted by no selfish reasons other than a desire to see our great city made as safe and sanitary as possible for all the people.
THE CITY CITIZEN SHOULD EXPECT THIS MUCH AND RECEIVE NO LESS, AND WE HERE URGE YOU TO GIVE THESE PEOPLE SOME IMMEDIATE AND TANGIBLE RELIEF FROM THESE SHOCKING AND SHAMEFUL CONDITIONS.
Finally, sirs, it rests largely upon your shoulders whether Houston is to be a real city or a more over-grown country town! Let's all be sure to make Houston "heavenly" both in name, deed and truth! Selah!

But thanks to the mental attitude in the air, that makes up the opinion on the meeting to include harmony along with union.
The conduct, composition and result of the Sanhedrin might also be described as a surprise. More organizations were actually registered or attained in the air. That thought was shared by those present. They were surprised to see "the other follow." It was shared also, we suspect, by some important national and semi-national organizations but whose presence was merely suggested by lesser lights of their immediate "family" or on their official representation. National movements and organizations, each with their own hands, received, each with their own hands.
Sanhedrin Future Court.
Those attending, with the expectation of radical or hurried decisions on the matters of the conference must have disappointed. Most of the matters of resolution or organization were acclaimed for the conference must have the decisions were tentative in form. FIGHTING FOR THE RIGHTS OF THEIR GROUP
He says that whenever he would write or write some colored leader or leaders to hasten to Washington and lobby and labor for the passage of some measure to help our group in particular, this would be a good thing, and he writes him to send them their railroad fare and per diem expenses. Instead of being willing to pay the price for our freedom, liberty and rights, too many of us want to be paid for our "influence," "goodwill," "standing," "reputation," etc., whenever movements are launched or agitations waged for the acquisition of these women. Instead of being willing to carry ourselves to the Promised Land, too often, like the children of Israel, we murmur and complain, fail and rebel at Kadesh, we want other people to fight our battles and we lack the hardihood, nerve and stamina to press forward and possess the land, secure our rights and come into possession of our larger blessings. We want to come to us on a silver tray or golden platter, but that is not being done these days and times. Not only are races' rights and privileges not conveyed to them on silver trays nor golden platters, but they are not even dumped in garbage cans nor junk yards. Moreover, we are too prone to "harm in" and "nause" up so many men and women in imagined desire for the spotlight and leadership; as was recently demonstrated at the White House, when two contending delegations sought executive clemency for the former members of the Twenty-fourth United States infantry, now incarcerated at the federal prison at Leavenworth, Kansas, and alleged participation in the Houston riot and mutiny on August 11.
The same interloping tactics have wrought havoc and contributed to the defeat of other measures advanced and advocated for the interest of our race; the same spirit having been manifested in the efforts of the church to support efforts that sought to give us some relief and redress from the ills and evils to which we have fallen peculiar heirs in this country, notably the South.
Every problem has a solution, but whining, complaining and chirping songs of lamentation never did and never will solve any problems. The Israelites, in their hegira from Egyptian bondage, consumed forty years in covering a distance that they could have easily made in forty days, all because they were not willing to pay the price of liberty and conquest; even going so far as to forget their chosen leader and their venerable and illustrious patriarchs.
They considered themselves as mere "grasshoppers" compared with the physical giants of the land that lay before them, and which had been promised and bequeathed to them, if they would own them. "As a man thinketh in his heart, so is he," was one of the precepts of the Great Teacher; and if we regard ourselves as "grasshoppers" and as being unable to press forward and possess the land that rightfully belongs to us, we need not sit supinely by and expect other races to lift and carry us bodily across the Jordan into the Jordan.
The pathway to success and the enjoyment of all guaranteed rights and privileges is not strenued with roses, neither does manna descend from the skies any more; but the man or race that would gain his or its desired and destined end, must press forward, with the day and conquer the land both by individual and combined
If the colored people of Texas were to organize their forces, pool their money and employ safe, sound, reliable and able counsel, without the firing of a single shot, or without inflicting bodily injury upon any person, they would soon have equal railroad accommodations and a cessation of numerous injustices and inequalities now heaped upon the race with impunity.
But we seem to fear that when we contend and fight for our rights we are going to hurt somebody's feelings, or incur their

In other words, we want our rights, but we are perfectly satisfied and contented with the gloomy prospect of other races bringing the same to us, or else we expect these rights to be delivered to us. We are not going to be the ones who make our actions believe our preachments and oral cements; for we SAY in one breath that WE ARE MEN, but continue to ACT LIKE BABIES and serve in the infantile roll. The history of the other successful races of the world means that the upland and the more vulnerable, in them in the "SHOWY" things, but fail miserably and shamefully to pattern after them in the "GO-Y" and fundamental things. Take Houston, for instance: Forty-odd thousand colored citizens and tax payers, (since all pay taxes either directly as property owners or indirectly as renters and tenants), and yet we are not going to be the ones from those in authority than any other single racial unit in this community. There are numerous foreigners in this city, who can barely speak our common tongue; yet these outlandish hordes get far away from us, and we are not going to race with its years of residence in this city, its loyalty to the municipal and county governments and its steadfastness to and support of the American ideals and institutions. Apparently, we place too much dependence upon and reliance in numerical strength and passive attitude in the face of ordeals and violence; and we are not going to the line of least resistance, with the result that we are always going somewhere or ever going to do something, but we never get anywhere and never get very much done. In fact, we have "done" and been "done" so much that we are unpleasant and never get to appear that we rather relish this unpleasant and unhappy role.
The difference in other racial groups and ours does not lie in the color of the skin, texture of the hair or family antecedents, but in the former's disposition to organize their forces, safeguard and protect their environment, hazard and cost, while we pursue an entirely diametric course.
Instead of conserving and utilizing our energy, marshalling our forces and directing our efforts for the best interests of our people, we must also present ourselves that fighting each other, bickering and spattering among ourselves, holding down our own group, staying our own progress, all the time unconsciously and consciously making and maintaining other races in a state of affluence, power and authority.
We must not present ourselves as "accounting Hoyle," and thus defeat, reverses, failures, oppressions and repressions are our sad and bitter fate!
Until we are willing to strike the blow for our freedom; until we are willing to pay the price of success; until we tire of wandering his life, and then decide within ourselves (and then put that decision into execution) that we are going to "carry on" and come into possession of the promised land, we are going to spend and be spent in a vain and futile effort to stay and thwart the inevitable.
With apologies to Longfellow, we urge and exhort you thus:
Let us, then, be up and doing,
With a heart for any fate;
Still, we must be brave.
Let us labor while we wait.
CAPITAL PUNISHMENT DARK-AGE PRACTICE
From time to time The Informer has stated its position on capital punishment—inflicting of the death penalty upon people for committing heinous and diabolical crimes.
Society has a misconceived idea about the matter of reforming crime, and the death penalty's life is taken (the old Mosiac law of an eye for an eye and a tooth for a tooth), his earthly career is terminated and there is no chance to reform him and make him a better person.
Penal institutions should be designed, primarily, to salvage, save and help criminals and not to destroy them.
As long as society invokes capital punishment (death penalty) it has not been helped one bit, and the argument advanced throughout the ages that such executions serve as a deterrent of crime and its inability to suppress crime and punish criminals in a humane and reformatory manner.

Society has fallen down shamefully and failed miserably in its duty to the members of the social family, and for this dereliction it seeks to cover up its sins of commission and omission by taking the life of its own proleges.
As corroboration of this contention, we merely cite the alarming increase in crime in this country, where the death penalty is exacted both through orderly and disorderly executions and seems to be overlooking and neglecting the worthwhile and fundamental things of life; we are becoming one-sided and single-tracked and this procedure is reflected in our criminal records.
Youths, neglected in their early life and permitted to roam the streets at will, soon become incorrigible, and when they reach their lives they have become hardened criminals.
And why? Simply because society has not thrown around them the proper safeguards and inculcated into their youthful minds the principles of right living, respect for the rights of others, the rights of the poor, and the observance of the law. Some of the conditions and institutions of our time breed criminals and disrespect for constituted authority, and then we try to make amends for our shortcomings by invoking hard and darkage methods to inflict punishment and discourage the infraction of the law. Lethal gas, electrocution, the gallows and other contravances for executing criminals will not deter nor render and maintain society any better. We must be trained, educated and developed along the right lines, and this task should begin at the cradle or during the pre-natal period.
Man is not under the law (an ordinance of "don'ts") so much as he is under the dispensation of grace ("do.") at the next session, will abolish capital punishment in the Lone Star State, will humane and humanitarian policy towards those who come under the tolls of the law. Wholesale executions are sickening, nauseating and revolting; not because the unfortunate victims were black, but because they were human beings, and while their executions may have satisfied their needs, the society has not been made better one whit by this ordeal of death.
We stand horrid and aggrandish when we read of wholesale executions in other countries, yet we do not seem to be very far in advance of those countries that resort to such extreme measures.
Surely, if we have made progress along other lines, we can make some appreciable progress in dealing with and punishing our criminals; but the death penalty is a mighty poor and inadequate means to the end!

From the unanimous and sustained recommendations of the committee, conferences and discussions, we assert convictions that the permanence of the race attraction and the principle and expediency of a united committee of fundamentalists of race policy have been established."

Organization Made Permanent
1. That the conference be continued on a permanently organized basis as soon as possible, and that the organization there be maintained at Washington, D. C, as part of or under the supervision of the executive committee of the organization on public information to keep the conference organizations appended to the organization especially with respect to congressional matters. 2. That the body is assured that the Sanhneirn project in no way compromises the individual independence of the constituent organizations, but that the organization will be effective and supporting necessary measures by a greater unanimity of public opinion.

The commission then makes recommendations on health, education, the foreign; fraternal organization, relic education; public education; public uterance, women movements and organization, labor, business, scholarship, music, literature and art and the college youth. Southern influence on such matters.
Permit me to reproduce a paragraph from this reply that reads as follows: "We are building a new museum, and tradesmen getting a chance to construct and build race buildings. We are building the contracts to men of color rather than on sound, mane and built-in knowledge, and we are putting attitude is demonstrated. It would be first-hand prejudice for any building company such as a sacrifice $100, which is out of keeping with sane and business standards, and a set of divisional because of color. Furthermore, is this not the same evil we are fighting today with both men of color and race prejudice if we expect to succeed in doing away with our house before we can advise others to clean their house. I must command you for consideration and justice for one people, but for all. That is the only lasting kind, and they all point to "a square deal." We are praying for the day to come when the spirit of racial prejudice is gone, and every American city. We stand 100 per cent for that spirit and good sense, and we must keep us good work. SOCIAL SERVICE BUREAU ASSISTS COLORED PEOPLE
The Social Service Bureau, Houston's welfare organization, is completing its eighth year of departmental social work. It is composed of five social work agencies: public health nursing, settlement girls' protective, and child welfare. Health problems, unemployment, deliquency, poor management, bootlegging, and the impairment of the brain that have to be dealt with by the beau. The aim of the rolley department is to bring the family from its present condition to normal living; to help the child to live and then goes further with an intensive and constructive program aiming to improve their feet, back to a basis of self-support and self-respect. The cases of the organization have thoroughly proved its value in this community. The services department has actively cooperated with the agency of this community regarding its agency of Obella Jackson is colored worker.

Bethlehem Settlement.

After a period of six years the work at Bethlehem Hospital has proved that the active activities conducted there are not only physical activities, playground, playroom and music. A needlework class where sewing, embroidery, crochet and knitting is performed, and a keeper's class and a story hour for children of school age are also main activities. Parties are given once or twice a month for the adults. A playground in June to September in the summer from December to March in the treatments, dances and hikes in the woods are given at stated intervals. The program is designed for the program, which is given the day a nursery is doing a very important part of work, special mention. It is carried for children whose mothers are toiling in the nursery. A day a 12-hour lunchroom and a 4 acre lunchroom are given two meals a day, a 12-hour lunchroom and a 4 acre lunchroom in the evening they are taken home by their mothers to spend the night. The mothers return them to the nursery.
