$4,000,000 School Bond Issue and Colored Citizens HOME EDITION VOL. VII GET IT RIGHT. FOLKS! The Informer has been defused with compliments and praise for the news item appearing in last week's edition of *The Cornerstone* of public men at the cornerstone exercises of the Jack Yates Colored High School, which took place Wednesday. ANOTHER MILESTONE REACHED. Today (Friday, October 30) marks the conductor of the conductor of this column, for which we are thankful and grateful. It was on this date, several years THE HOUSTON INFORMER For the first time in the history of the public schools of Houston, the board of education of the Houston Independent School District has designated and published in the daily papers the contemplated improvements at the various schools of the city, white and colored, provided the $4,000,000 school bond issue is successful at the polls next Tuesday, November 3. In other words, the school board has pledged to make certain improvements, acquire additional grounds, model some grade school structures, and develop additional elementary schools in close proximity to each other, add additional rooms where the building will warrant or justify such additions, change and standardize the class rooms, provide lunch-play-auditorium rooms at the largest ward schools and two colored high schools, and to thoroughly modernize the entire local public school system along the line of physical equipment and facilities. Respecting the colored schools, the board pledges to do the following: McGOWEN—Be considered for conversion into Negro high school after proper alterations, or be retained as white school, as which it would need. More site, improve present rooms, illumination, and facilities. NEGRO SCHOOLS. BLACKHAIRSE—Additional site; 6 to 8 rooms added; improvement of present class rooms; lunch-play-auditorium provided; service system improved; ground, 12 to 14 more rooms; class rooms altered; service system improved; lunch-play-auditorium provided CRAWFORD—Abandon present building; acquire new or additional site; erect 6 to 8 room building CRAWFORD—Alter and standardize present class rooms; improve service system; provide lunch-play-auditorium; add to 12 class rooms if Dunbar is abandoned CRAWFORD—Acquire new or additional site; erect 16 to 20 room building DUNBAR--Remodel class rooms; improve service system; alter building to provide for a primary school. Mr. McDonald, known far and near as "Goooseck Hill," and one of the outstanding men of his race, is also recognized as one of the leading orators in the country, and is a very interesting talker. During the world war the government pressed him into service as one of its "big gums." He is also a very successful business man, financier (dead of a colored bank in Fort Worth), with clear and practical views as to present day requirements, is one of the leading fraternalists of the race and one of the most subversive citizens of Texas. To bear Mr. McDonald when he speaks here will be beneficial and helpful, and in order that a packed house may hear him on this occasion, free doors will prevail. NEGRIO HIGH—Repair classrooms and add new ones; provide a lunch-outdoor-play room; improve service system and provide facilities for vocational work. The board of education, in specifying just what it plans to do with and at the several schools of the system, colored and white, has done just what the Informer has repeatedly suggested, and this paper takes this occasion to congratulate and commend the board for its latest action, and believes that the voters of this school district now in possession of some concrete and tangible facts, will be more inclined to support the $4,000,000 school bond issue next Tuesday. No such comprehensive school building and expansion program has been undertaken by any previous school board here, and, while the board has often indicated what it planned to do regarding white schools out of bond issues, it has never before publicly committed itself to any such policy regarding and respecting the colored schools of the local system. Any opposition to this school bond issue, which may have existed heretofore, was not directed against the issue per se; but policymakers have been encouraged to be spent for public improvements and school purposes before voting for such bond issues, and The Informer has insisted DARROW WILL COMMENCE COURT DEFENSE IN DETROIT OCTOBER 30: FUNDS NEEDED TO PUSH CAUSE MATTHEWS GETS FEDERAL POST; LED GOP FORCES Special to the Informer. Washington, D. C.—William C. Matthews, Boston, Mass., former Harvard University football and baseball star, was appointed to the attorney general of the United States, and immediately ordered to testify in the nomination of the governor certain Federal prosecutors. He was head at the head of the colored division of the republican national executive committee during presidential campaign hours. He has the largest possible measure of the members of his White, who concluded the arrangements with Mr. Darrow, said: "There are in jail not because they have committed a crime but because they are Negroes and darve to defend their rights. They are in the forefront of the battle being waged for all Negroes in America. A. C. P. has retained the greatest criminal lawyer in the country and we were able to do so only because we were able to business and devote himself to this case for a fee which is probably one of the most expensive in the case of a such magnitude. C. P. A. C. P. (please act as a witness). MME. FRANKLIN MOVING SHOP TO GUOOF TEMPLE The Houston plant and beauty parlor of the Madame N. A. Franklin Sykes building in the Old Poldos Temple, according to W. L. McCoy, Chicago, German, was personally supervising the moving and installation of their parlor at 562 Fifth Avenue. For the last several years this concern has operated on the ground floor of the Taberian building, 865 Parlor Street, grown those quarters and it became necessary to secure it. The parlor and the Old Poldos Temple was finally selected. According to Mr. McCoy, when fitted that the citizens and taxpayers had a perfect right to get these facts before casting a ballot for the proposition next Tuesday. Some of our people, having been fooled, deceived and betrayed so much, will look askance at this pledge of the local board of education regarding improvements, enlargements and expansion at the several colored schools of the system; but The Informer, knowing that the board is composed of honorable, honest and patriotic men and women having the urgent and moving nature of the colored elementary schools, is perfectly willing to take a chance (if such it is under such circumstances and in the face of such faithful promises and public pledges) and this paper is both consistent and firm in its belief that the colored citizens of Houston should go to the polls next Tuesday and vote FOR THE $4,000,000 SCHOOL BOND ISSUE. We have asked for definite assurances and public pledges prior to the election; we have insisted upon the school board putting their hands on the table face up; we have sought to convince the board that the school board will be unaware and unquite and unfit for school purposes, and that most of the campuses were jokes; we have contended that Houston trailed practically all cities and large towns in Texas with respect to the class and callibre of buildings, equipment and facilities for colored scholastics, and now the board agrees with us and pledges to remedy most of these conditions if funds become available through the proposed $4,000,000 school bond issue. In the face of the board's public declaration of just what it intends to do to and for the colored public schools, The Informer wonders itself and the race inconsistent and unreasonable were we to fail to support and vote in the affirmative next Tuesday. Therefore, The Informer, taking all things into consideration and fully sensing unexpected developments, favors the approval of the $4,000,000 school bond issue next Tuesday, November 3, and urges the colored voters of Houston (every qualified voter—man and woman—can vote in this election) to go to the polls en masse on next Tuesday and cast their ballots for this proposition, forming a civic and holden duty to our community and society, and by being a direct and positive service to our own race and posterity. direct and positive service to our own race and posterity. The answer includes an annotate to McDonough School No. 6, located at Chestnut and Lyon. Portier of the school board has been bitter in the fight against Negroes by Negroes and is credited with having made the matter a personal colored people here are load in denouncing the action of the school board in planning a new building in the city. PRODUCES EVIDENCE AGAINST CHIEF OF POLICE The special committee of the local branch of the National Association for the Race of Colored People has filed a motion to the race relations committee of the Association of Commerce, which it is asking the police are being used to further the segregation fight against the colored race. In the article last week we mentioned the assistant superintendent of the city school, was generally supposed to have neglected the idea of appointing a Negro assistant superintendent of the city schools and that had the position been created with a real desire to advance the education of the children affected that there is little doubt but what the teachers and public school teachers have hailed the idea we lighten. Prior to the appointment of Prof. S. R. Brown, the principals and teachers were alarmed when it became known that Assistant superintendent to have many night meetings with Professors Lucien V. Alexius, L. K. B. and A. G. group afterwards charged with attempting to dictate and dominate all matters affecting the colored schools. The writer has been told that both unfair and indirect to mention the late assistant superintendent, but the vice president, with viosity debacle without mentioning him, though he has passed to the Great Commission and rewards and meet such punishments. Some have been unkind enough to admit a compliment was paid to a student who was the assistant superintendent decided that they were not of the material he was supposed to be. There many content that with a man as assistant supervisee can help with learning and prejudice as possessed by the late A. C. Harris. it would have done much, this theory is largely discounted because over the assistance of members and members of the school board, who are known to be sincerely interested in the schools and to whom, as a last recourse, appeal could have been made. There is no doubt but that the supervisor failed to obtain the cooperative support of the students. Few will dispute the fact that the attitude of the supervisor and that of the cooperator such that from self-representing women, that cooperation could harden. There can be no question but that there is a far more liberal attitude of the cooperator to go education. Thinking men perceive that the darker third of the tional advantage even if it does make their exploitation less profitable. Even though it is construed by some scholars to be the opinion that the predominate thought of the white South is opposed to liberal education and that inferior teachers, incompetent principals and poorly trained teachers, are greatly provided for colored schools. The excuse that the educational development of the white South is so far lower than the section of the country, which has not been provided adequate facilities to provide adequate facilities for the white children, is considered not tenable unless the doctorate is subscribed to the national educational enactment of the Negro part and parcel of America. In days gone by, it is realized, the Negro population did not recognize when given a sham. Today there is a sufficient number of Negro capable of judging when a white person has intelligent intelligence to decide, when the perpetrators are able to know what Prejudice Wins. From the very moment the anomie was made that a superintendent was made to attend school, the opinion prevailed that he should submerged his educational experience and let his prejudice away him, and that he should be a bony phantom. It is inconvenient that an anomie be made so enough to fill the position of assistant superintendent in a system as far as this house is concerned, a man of real scholarship, persevering in the function as supervisor with credit to the schools administration and with experience. To be frank, few Nerrous are used to authority and importance, since the book he wrote and edited the very souls of block folks, set other Nerrous over them as overpowering in the average Nerrous a tendency to believe that as long as he had write authority behind him he would not criticize or beyond the mouth of any complainants who were involved in the same case he feels himself in the same degree he feels himself cultivated above his own, is subservient to his own authority, in the same degree of his white backer. And, it takes it fully needed information in order to enable his superior to give to the subordinate helpful decisions, and relied upon to carry tales. Especially when Nerrous are involved, it takes a white man inspired with an hostility to the deceive him to make his appointed "leader" simply an abbreviation of tales. A good tale of a detective trait of character is fatal in a man who must deal with women. TULSA DENTIST GETS LIFE TERM: KILLED HIS WIFE (By the Associated Negro Press.) Tulsa, Okla.—Convicted by the jury hearing his case of first degree murder, he was sentenced to death. The district of this city, was sentenced to life imprisonment here Monday for the killing of his beautiful young wife, Mrs. Lucille Travis, last August. The killing which occurred during the closing hours of the trial, was witnessed by the League session which was being held here at that time, attracted nation-wide attention, because of the prominence of the deceased, who was the daughter of Mr. and Mrs. J. H. Travis. The testimony showed that Mr. Travis was assisting in entertaining guests at an afternoon reception given in an apartment on Greenwood avenue, when Dr. Travis cared her on the phone for several minutes, few minutes later, he had got her wraps and accompany him. As they were leaving the apartment, he shot her four times with deadly force, and many of these returned for the trial, testifying in behalf of the state, and making a plea for the death of the deceased as to the high character of the affair and the excellent standing of Mr. Travis. HOUSTON, TEXAS, SATURDAY, OCTOBER 31, 1925 The members of the school board are merely administrators of the public funds, raised through taxation of all the people—high school students, teachers, and parents. They are performing no special service nor bestowing upon us any unmerited favors by erecting public school buildings for fully one-fourth of the urban population; in fact, they would not be doing their holden duty if they refused or failed to provide educational services. None that I know of. Some are not named. No data that specifies their income. Heard of none whose names appear in the tax records with fortunes that are named. PUBLIC INSULTS TO COLORED TEACHERS! At the recent cornerstone laying of the Jack Yates Colored High School, located in "deep Third Ward," the superintendent of the Houston public schools showed either undue familiarity or rank discounty in referring to and calling some of the colored principals by their first or Christian name, such as "Jimmie," "Nat," etc. Did Abraham Lincoln fight any slave cases before he became presi dent?-G. G. L. Detroit, Mich. Perhana "Professah" Henderson, noting the modern trend of the masses instead of the government of, for and by the masses, was laboring under this erroneous impression and naturally concluded that the masses should be satisfied with the crumbs from the bread. One of his first cases was that of "Black Nance," whose case he fought and won. She was an escaped slave. Coming from the head of the local educational system—a man supposedly learned and a doctor in education—this thrust was not merely directed at the head of the colored high, but the system and profession; and was such a vivid contrast to the glowing manner in which the principal of the local high, who was master ceremonies, introduced the local superintendent on that occasion. It is time for Br'er Henderson to stop trying to stick his fingers in the white people's eyes and essaying to speak for the masses of people, who are out of complete harmony and sympathy with his views as expressed at the Yates School cornerstone laying last week. The fact that all the public school teachers, a large number of pupils, patrons of the schools and citizens were present at the exercises, had no deterent effect upon the superintendent, who not only violated all rules of propriety and common courtesy by employing such common titles on such a public occasion, but created a hostile environment for teachers, pupils and patrons aliarespect for their colored principals. PUBLIC FORUM ANOTHER ALUMNUS OF PRAIRIE VIEW COMMENDS INFORMER The school board of Houston owes it to society to do its part towards making every colored child in this school district just as good and useful citizen as the white child. THIS IS BOTH PRACIAL DEMOCRACY AND APPLIED CHRISTIANITY! We dare say that pupils at some of these schools will have the audacity to approach some principal and call him by his first name, and if the principal remonstrates with and upbraids such flippant and discourteous student for such gratious familiarity this student will tell said-principal right off the reel, "Well, I superintendent Oberholtz call you that and you didn't get mad!" The colored race does not ask nor desire any special privileges in this city, state or republic, but it demands and has a right to expect a fair and square deal—the same kind and class of consid- eration and recognition accorded other racial units in our polygot populate. Editor Houston Informer: After reading each of your splendid editorials for the past three weeks, I was impressed by the great and grand old school, Prairie View. I was animated to the extent that I wrote you and wrote you and express my appreciation wishes to you for such splendid note you are sounding to our people over The Informer is tired of and asexamated with these peanut politicians and pusillanimous pussyfooters of ebony hue, who are ever more irritated by the fact that they are a particular group in any community, either by the city fathers or board of education, is a gracious gift and unmerited favor conferred upon our race, and that we should not contend for a full body, then crumbs and leavings have been and are yet our only portion. The Informer is not necessarily contending that the superintendent of the Houston public schools should so stify his manhood and violate the traditions of his race in the South (let us pray!) by calling our principals "Mister;" but this paper does contend that he could call them "Principal So-and-So" or "Professor So-and-So" without bordering on what most Southerners are accustomed to do. The Informer is not every man the title that society has decreed that shall be employed and is rightfully his, particularly on public occasions. As one of the sons of Pricia View I feel as you do on the matter of so-called "sacred lands," the Three educational giants you want would surely fit in in every way, principal of Pricia View, and, as you do in every way, possessing the qualifications of the characters you named herodots is so sure that where it should and must land in the R. T. Andrews, successful business man of color and a positive force for public weal in the community, struck the racial keynote in his brief address at the cornerstone exercises, when he contended for a square meal at the civic and public educational table; though the board members and "Uncle Toms" received his message in story silence, with the result that his written address was delivered to the board, which was placed by the board behind the cornerstone, as was done with the prepared papers and addresses of the others on that program. From an intellectual and cultural standpoint our principals and teachers are supposed to, and do, represent the best the race posits. We are not supposed to, and we see these over-worked and under-paid public servants publicly insulted by the superintendent of the public schools of Houston and then to behold these insulted principals and teachers appear to be insultingaging such slurs and slaps, is beyond our mental comprehension. Dr. Osborne was a big man in a big man's place and there must be a big man in the room to preside the wishes of all Southwest Texas as when I say to you to continue sounding your splendid notes for the selection of a real school man for the job. When we cease to look upon, regard and rate ourselves as more colored people less, and as American citizens more; when we stop appraising ourselves as wards of society, mendicants and parasites, and consider and conduct ourselves as free men and part and whole, and consider ourselves as free women, then, and not until then, are we going to receive an appreciable amount of justice, equity and equality in this section of our country. When any race or man reaches the stage in its or his career where it or he is not susceptible to insults and gullibly swallows every concoction he打 it or him, the situation becomes hopeless and insult after insult is heaped upon it or him with impunity. For nearly three centuries our forbears, forbly brought from the African shores and inducted into American bondage, tilled the land, and raised the people of the Northwest, of winter, suffered privations and even death itself to make this section a fit habitation for the slave-owners and ruling classes, never receiving one solitary penny for all this labor, their only compensation being the lash of the overseer, coarse food and unpleasant conditions. When it comes to developing real manhood and instilling the fundamental principles of Americanism and democracy in the children, the public schools, especially of Houston, as they relate to children, are a dismal and heart-rending failure in many respects. OIL CITY MEDICAL, DENTAL AND PHARMACEUTICAL ASSOCIATION CONVENE Beamont, Texas — The Oll City Medical, Dental and Pharmaceutical School of Dr. P. R. Steward, Dr. W. F. Taylor read a paper on "Treatment of the Oll City Dental School by Dr. P. M. Nelson, followed by Dr. R. M. Nelson, followed by Dr. P. M. Nelson," C. Shaffield. The session voted to maintain a booth in the colored exhibit during the East Texas Dental School. The object of this booth is to help students in the colored chemical house, a museum of dental care the ground to care for minor emergencies arising among our people and the community. The students served by Mrs. P. R. Steward is rich and rare, and extremely enlightened. In no other city in Texas does the superintendent of the school show such little regard and respect for the colored principals and teachers, and the principals and teachers who are subjected to most of these insults and discourties are chiefly responsible for the same being accorded them; for they are always squatting, bowing and playing pure "Uncle Tom" around the school head. Since our ancestors were the major factor in the development, cultivation and civilizing of the South; and, since they were unable to collect for services rendered, their children and offspring, members of the Southern household by blood and toll, are completely dependent on the public for their care and ministers of public affairs are bestowing no special favor upon us, when dispensing such public necessities and essentials as modern school buildings, good streets, electric lights, police protection, justice in the courts, the right to vote in all elections ("taxation without representation is tyranny") and to share in all matters and names as other American citizens, both native-born and naturalized. The superintendent of public schools in another Texas city used to-pull off such stuff on the colored teachers and principals as the Houston superintendent is doing, but his hand was called one day by one manly and courageous young male teacher in an in-room classroom of public schools in that city accords every colored principal and teacher his or her rightful title, even to "Mr., "Miss," or "Mr." Our Fifth Ward principal, and those in the race who hold views along this line similar to his, will do well to read up on and study their American history again and consult the pages of the Holy Word. We will be able to read the pages of the real quintessence of democracy and Christianity, Selah.
