Moton, principal of Tuskegee Institute, now on a tour of the world, was the principal speaker at a recent meeting in Mission Memorial Hall, Honolulu, Hawaii, according to word received here this week. Dr. Moton spoke upon the life of General Samuel C. Armstrong, founder of Hampstead, who was born in Hawaii, telling how his education policy has affected education in the United States through Hampton and Tuskegee.
In an interview in the Honolulu Star Bulletin, Dr. Moton is quoted as having said that "race relations between Negroes and whites in the United States are steadily improving." This is due on the one hand to the progress along all lines of social development which is taking place in the Negro race, and on the other hand to the growing conviction among white people that the white race has nothing whatever to lose by being fair and just to the Negro race. Texas Negro Asks Highest American Court to "Outlaw" Pernicious "White Man's Primary" Statute—Case Has Nationwide Importance—Justices Show Unusual Interest in Brief—El Paso Lawyer, Assisted by Eminent Counsel, Presents Case—Constitutional Rights of American Citizens at Stake.
Washington, D. C., Jan. 3.—Attorney retained by the National Association for the Advancement of Colored People with headquarters in New York today argued before the supreme court that the Texas "white primary" law, enacted May, 1923, barring Negroes from voting in the democratic party primaries of the state, is unconstitutional; urging that the Texas law was a violation of the 15th amendment to the constitution and of sections 1979 and 2004 of the United States statutes.
The case before the supreme court arose out of an action brought in the Texas courts by Dr. L. A. Nixon, El Paso, who, being a bona fide democrat with poll tax receipt and entitled to vote in precinct No. 9 of El Paso County, was on July 26, 1924, barred from voting in the party primaries in pursuance with the contested Texas law of 1928. The judge and associate judge of elections in that district (C. C. Hernand and Chas. Porras) issued a certificate to Dr. Nixon confirm that they had declined to permit him to vote.
Dr. Nixon in this test case, financed by the National Association for the Advancement of Colored People, is claiming damages in the sum of $5,000. The case has come to the supreme court on appeal from the federal district court for the western district of Texas.

"There is one excellent and reasonable effort to prevent the failure of 18 lychons in 1925 to 1928. While there was a threat of a federal law, with consequent jurisdiction of federal courts this crime was halted. Lychons hesitated. When the United States refused even to situate the lychons in the United States, they was equivalent to serving notice on the lychons that they could pursue the law. But only one lychon, and that one in Georgia, has been waived by punishment at the hands of the law."
