CENTRIFUGAL FORCES.
In science and philosophy we have two forces known as centrifugal and gravitational. We fly away from the center, to move outward; while the latter means to fly away from the center, to move outward. Judging from our race disposition to fly apart on the most filmic pretension and often for no reason, we have many of us are actuated and motivated by the centrifugal force.
College students are educated or organization—commercial, fraternal, educational, civil, religious or political. We are not only motivated by our prominence, our centrifugal exponents get busy to destroy, or at least to program of said movement or concern.
This force has been instrumental in wreaking numerous racial organizations, and demolish many more, unless we can substitute in the same a centrifugal force.

Alken, S. C., Feb. 3.—The Alken County grand jury investigation into the lynching last October of the three Lowman Negroes reported late Friday that it did not find sufficient evidence had been submitted to it to warrant any indictments.
Demon, Clarences and Bertha Lowman were taken from the Alken County jail and shot last October after one had been ordered freed and the others had been granted a new trial for murder. There was virtually no offending investigation until a staff correspondent of the New York World brought to light the story of Mrs. Lucy Mooney and others who were in the jail, that officers of the law, including the sheriff and a governor's constable, had helped the lynchers take the prisoners from their cells.
Those who told their stories before the grand jury included seven prisoners who were taken to the state penitentiary for safekeeping some time after the World's story had resulted in official action.

ITTLE has been noticed of the real test which is going on inside Soviet Russia in recent years. The real test and theory and proclamations has filled the ears of the world. Theories have developed through the ages, and world laws universal in humanity, unwritten rules of life and trade which have developed through the ages, and world laws countries have formulated for nations.
Russia is the world's largest country, and the second largest continent, and when theory and proclamation balance, the test of a new system of government will have world-wide effect. Politically, it is divided into six constituent groups; they in turn comprise 88 autonomous units, each differing from the others. Most of them have their own language, their own customs and customs, and their own culture, and comes even greater from the tribes who are as yet too backward for self-government. The villages string along the railroads and rivers all over that territory. As one rides over the SI-88, the people end. Then a person's cart is seen in the distance, the invariable dog sees, and appears other cities, nilling in them.

In several cities homes are maintained by the government for these young vagabonds—heritage of war and peace. They are banded by month to wander-with bath, clean cots, cheeses, food, and a caretaker to give them instruction and advice. They are cared for by the social group, too young to appreciate civic responsibility even if they had been taught it. Policies and rules are enforced by the wild, untamed children and put in the homes. The crowds show through the windows, lining in, and out of the Red Square, between a sample of venders. Baskets and clumps of little wagons are on the curb, also lined with vendors. In and fat cats, carefully sheltered under blankets, for 40 cents; stands of cigarettes, each with one and a quarter of an ounce; mouthpiece and fat mouthpiece; cut and weighed for 70 cents; cheeses, cut and weighed while you wait; candies collecting dust; no flower seeds, two cents a glass.
The goal which Soviet Russia has set is to industrialize the country until it can supply its domestic needs. It is a task which has developed industry by a side side. The United States is taken as a model, not the countries of Ecuador, which have developed industry by a side side. The goal is reached, or abandoned, no war of Russia's making need be an objective. The social movement in Russia may be divided into three phases: First, to arouse the workers to a revolution; Second, to mobilize minds that they were the rulers of the country; third, to impress them that the third stage has now been reached. The Inter-County Dental Society met in its regular quarterly meeting Wednesday, January 26, at the Odd Fellows Temple. Quite an interesting meeting, the group was warded to those who attended the two-day sessions. The welcome address, delivered by Hon. C. F. Richardson, was quite masterfully extended. The dentistry were by Dr. J. W. Davis and dentistry were by Dr. K. W. Davis and discussion, *clinics* by Dr. N. H. Ward and Earnest A. Morrish (white) were indeed worth white. The lecture was on "The Extraction of the Wisdom Tooth," was wonderful. His coming lecture was on "The Extraction of the Wisdom Tooth."

The company has realized the great necessity for higher education among many individuals, and many hindrances that enter in to prevent many individuals from procuring the necessary education. Atlanta Life has set a contract to alleviate this issue, a contract that will give unlimited assistance along this line. Victory Life Shows Big 1926 Gains
Chicago, Ill.—The third annual meeting of the stockholders and directors of Victory Life Insurance Company, held in Chicago, Jan. 26-27, 1927, was organized by the people, Wednesday, January 26, 1927, of the stockholders and directors of progress and successful operation, which caused all of the persons present to become elated by the success of the group's agreement. Young and progressive organization has taken its place in the front rank of our corporate business activities. The group is a group of holders and the general public during the year 1926 the greatest protection for the stockholders. The group operated by our group. Its capital is $200,000, fully paid, with a tax of $10,000.
The financial statement as of December 31, 1926, which will be released on January 1, 2021, closes a record of growth unprecedented in the development of any other company with a period of 4 years or more. The increase in the number has been increased to the point that it makes Life Life the largest capital investment company in the country and operated by our group, with assets amounting to more than $400,000. The company also manages, shows paid-for business amounting to $460,000, of which insurance that was in force at the end of the year as a result of six months of business insurance that was in force at the end of one business furnishes protection to the families of more than 600 policyholders in the nine states in the country.
Real estate loans totaling $175,000 have been made since the company was placed in property owned by Negroes. In addition to the wrinkles made in the property, the company has shown that high-type, lucrative employment is being furnished to 398 students in the home and branch offices in the home and branch offices in the officers, clerks, bookkeepers, nurses, medical examiners and inspectors. A program of expansion was projected for the year 1927 that will enable the company to furnish a still larger office space. The company creates larger opportunities for the young men and women who are complying with the state's each year. The economy which has been examined in the operation of Victory Life was the subject of favorable comments from the economist who elicited the following statement from the ex-actors of the Illinois insurance company: "The management of the company has evidently adopted a management policy for which it deserves commendation. Your examiners believe that the management devised a management policy for which it deserves commendation with which the affaire of the company have been managed."
At the meeting of the newly elected directors the program of operation for the organization was followed promoting made: Richard Hilt. Jr., vice president general counsel of the medical director; Chas. A. Shaw, a senior medical director; and William Wood, auditor, of Vicory Life, are composed of persons who have made outstanding successes in their personal affairs and have the confidence of young men who are backed by years of experience in other companies with whom they were associated prior to the organization of the organization.

South's Greatest Weekly Newspaper and liberty-lowing people; but when these officers risk their very lives to arrest criminals and then sentimental jurists, the newly formed corporation perpetrates the eviction of a free element is exercised overtime in an effort to pardon and release criminals even before they reach the penal institutions, little wonder is it if our peace officers become slack and lose some interest in their work.

In Tom C. Goodson, Houston has a superintendent of police who compares favorably with any chief of police in Texas or the South, and, despite the fact that he has been head of the police department during the period of Houston's marvelous and wonderful growth and expansion (a drawing card for master criminologist), he is still fairly well with such a small force and under present conditions.

A man may be a great military genius and born leader of men, but if his army is not up to the standard and man-power is not available, he can make very little headway against a superior and well-trained foe.
While The Informer regrets the Milam Street killing scrape, and does not endorse the mayor's "shoot to kill" idiom, this paper is not a threat to the mayor's authority. Its attention on the numerous dives and dens flourishing within a stone's throw of the City Hall, and that, these crime incubators will be closed and padlocked for "ninety-nine years and one dark day," the report will be enlarged and rendered more efficient and proficient.
SOME DESERVING TRANSFERS AND PROMOTIONS.
In the transfer and promotion of Professor E. O. Smith, former principal of Washington and Harper schools, to the principalship of the new Fifth Ward colored high school, the local board of education and superintendent of the Houston public schools made an appointment and promotion that met the unqualified endorsement and wellnigh universal approval of the colored citizens of this school district.
Professor Smith is recognized as an educator of no mean ability, is well prepared from an intellectual standpoint and is withal a school man of extraordinary attentions; and under his guidance the students are expected to play an important part in the educational training and literary development of the colored children who shall attend it, and are long wield its influence over the entire community and school district.

The Informer does not know whether Mr. Smith was the original choice; he does not know whether the board and superintendent could hardly have made a better selection; for this paper doubts if there was another election. The Informer does not know whether the qualified and metered for it in a new post, than the new principal.
REGRETTABLE INCIDENT ON MILAM STREET.
The fatal shooting of a white patrolman on Milam street, last Sunday morning, by a colored man, whether the act was provoked or unprovoked, was a regrettable and deplorable incident. The Informer is not trying to sit in judgment on the case and our discussion shall deal chiefly with the contributing factors; for a cause must precede every effect.
Mr. Smith has not heretofore represented nor typified that group of local mandicants and sycophants of color, who will sell books, pamphlets, and other materials; and, because of his sterling qualities and the respect both teachers, pupils and patrons have for him and the confidence they repose in his, his election to this new position was a popular appeal, and he has begun to get a hearing in the colored public schools of Houston.

This paper has repeatedly called attention to certain practices that are openly plied on Milam and other streets in Houston, where denizens of the underworld are permitted to do about as they please, often under police protection; particularly if these dens are operated by foreigners or certain "stool pigeons" who have a "pull" with the powers-that-be.
The Informer feels highly gratified with this appointment, but he should not be at least on speaking terms with the subjects taught in his school, and not just a figurehead, looking wise and acting otherwise; and that his should be appointed because of his peculiar background.
These institutions, running in open violation of the law, are crime incubators, and the surprising thing is that we have not seen any of them.
Other transfers and promotions, where preparation, efficiency and attitude were given some real consideration, were also made.
We do not mean to state, infer or insinuate that the colored man accused of slaying this white officer is a direct protege or product of these dives and dens; but the system that tolerates, sanctions and winks at these crime-producing institutions and joints, is indirectly responsible for this and many other crimes committed here in Houston by members of both races.
Professor E. A. Chester was transferred from Independence Heights to Harper School; while Professor P. H. Holden, history teacher at the Houston Colored (Washington) High for several years, was made principal of Independence Heights School.
There is a philosophy in some of our Southern communities which holds that as long as Negroes are debauched and exploited in certain quarters by certain "privileged characters," the practice can continue uninterrupted as long as the blacks do not get out of "their places" and make trouble with the whites; but lawlessness can not be confined to any one particular channel, nor do criminals exercise much discrimination, as to races, when following their criminal profession.
Dr. J. G. Osborne, former principal of Prairie View State College, has been elected to fill the post at Washington High made vacant by the transfer and promotion of Professor Holden. Several other teachers in elementary schools have been promoted to the position of teacher in C. J. McDade from Gregory, P. H. Watkins from Langton, J. C. Sanderson and Mrs. H. E. Lee from Bruce, and others. The majority of the teachers assigned to this new high school have been attending school during the past summers, and thus they are now being rewarded for their faithful efforts to increase their knowledge and become more efficient and proficient teacher.
A black criminal would just as soon vent his spleen upon a white citizen as a white criminal would upon a colored citizen; criminals are no respecters of persons or races, and our system of dealing with crime and criminals must undergo a complete transformation to be reduced, and our communities become and remain safe places in which to live and enjoy our inherit and sacred rights.
While commending the local board of education and superintendent for these transfers and promotions, the Informer trusts that all of these principals and teachers will make good at their new business and that their transfers and promotions are deserved and merited.
The Houston police department is being severely censured and vehemently criticised by some for the seeming reign of crime and the impotence of the department to apprehend the perpetrators of the crime, but the police department is victimized by an obsolete system that permits so many of the peace officers to depend largely and almost entirely on the police force, out certain crimes and bringing about the arrest of criminals.
TEXAS AND NATIONAL NEGRO BUSINESS LEAGUE.
Some weeks ago The Informer called attention, editorially, to the action of the executive committee of the National Negro Business League, of which Dr. R. R. Moton of Tuskegee is president, in Texas, as the place for the 1927 session of this national organization.
Consequently, when a crime is committed where these "trusted officers" are literally lit up in the air for a clue; with the result that many innocent people are often arrested in the dragnet to catch the perpetrators of these crimes, resulting in the failure to catch the suspect.
We have watched the columns of the Dallas Express for the last several weeks, and we have been unable to see any mention made in our North Texas publication concerning preparations and arrangements being made to care for and entertain this gathering
This situation not only obtains in Houston, but in so many of our American cities; and to combat the problem, we must have a system of our large colony of criminals, our police department must be reorganized along modern lines, even if it becomes necessary to import experts here to deal with the problem.
However, it may be that we have overlooked such news items, or the business and professional men of Dallas are getting along so well that we don't need any publicity concerning their activities in this respect; but since this is the first time in the history of this national body that a Texas city has been selected as host to the national session, we are anxious to see Texas maintain its enviable reputation.
Houston is not the only American city that has a crime wave which appears to have the police and constabulary officers at a distinct disadvantage; and, while this city has grown by leaps and bounds during the last few years, sufficient men have not been trained and added to the police department to successfully combat and outwit the modern-day criminals.
The Dallas leaders should evolve a plan whereby the Northern and Eastern visitors (many of whom have never seen Texas and have mistaken ideas concerning this state) could make a side trip to South Texas, with stopovers in Waco, Houston, and Galveston, for no trip to the Lone Star State is compile which does not encompass heavenly Houston", the fastest growing city in the entire Southwest.
Criminals have adopted new and "modern" methods nowadays in becoming their crimes and often escape; and if our police department is successfully in the trials, the forces must be recruited to "war strength" and modern methods of detection and apprehension must be invoked and embody.
We would like to hear from our journalistic contemporary, Editor John W. Rice of the Dallas Express, as he has worked so hard and tireless for the last few years to bring the league to Dallas and to make it a more attractive place to return to see the 1927 session of this organization a signal success.
Furthermore, police and constabulary officers are human and must be encouraged and assisted in their efforts by all law-abiding
and try to engineer or execute some play to bring individual story and experience to a team. A team of stars, even led by a brilliant and smart captain and trained by an expert coach, will only win by working together to the good of the team; and the moment that discipline is applied, winning ability is rendered negative or seriously impaired. Unlike typical game, and no many of our young people who learn and play this game in school, college and university, enter a refuge to put into execution a single lesson learned while playing this game. If the black race is to win its great contest or to least make a decent and successful life, we must dispense with our cultural policy and substitute in its place a institutional program. In the knowledge of the knowledge, but we are making a mighty poor knowledge, seemingly unimaginable of the fact that it is applied rather than acquired and counts in the titanic struggle of life.

D., for more than 25 years a member of the faculty, Atlanta, Ga., serving in the several capacities of professor of his field at the University of Georgia president of the institution, will address the people of Houston at his o'clock at Trinity Methodist Episcopal Church. Dr. Bowen will educate scholar and thinker, a popular writer and a most distinguished platform and speaker, a favorite candidate for the episcopacy in the Methodist Episcopal Church of all white and colored delegates for that coveted position. He is coming to the city of Atlanta for the latter's Association, but people of all denominations are cordially invited to attend.

HEARD MISS MILLER
Miss Virginia B. Miller, a member of the Jackson Understandings Inc, Co., correctly head of the Law Department, delivered the principal address to the graduates of Booker T. Washington and her as subject, "Modern Education and the Modern Youth," Sunday morning, in time for the program of the Women's Missionary Society at Anti-Drug Abuse. This was the first time is the history of the Dallas school that a woman has delivered the address to.
