Memphis, Tenn.—Pestilence and death stalk in the lower Mississippi Valley as men fight tirelessly but with no apparent no avail to beat back the "Father of Waters" as it rushes over the land and propels the oil of life, the Mississippi River swollen by heavy rains and its tributaries. The Mississippi River continues its rampage which had its beginning two weeks ago and what was once America's most coveted agricultural area is now a vast sea. The scope of the flood might be determined by the knowledge that millions of acres of land which line the Mississippi River are now inundated with property and crops, the value of which will run into the millions, have been destroyed. The loss of life, through cannals seemingly losing battle against the disease, is impossible to estimate, plunging the Mississippi River. Tom Lee, a former U.S. Army officer, said the rapidly mounting and is now far into years ago by rescuing a group of white the hundreds. Sheltered in Tents Bereft of all earthly possessions, thousands of Negro refugees are corralled in neighborhood living, in village numbers are increasing as leaves after leaves and dike after dike crumples are increasing at Vakirbad, Mississippi, 6,000 Negroes who are being cared for in the buildings and whites are being cared for in the buildings. In Deacon, Arkansas, 2,000 Negroes, who formerly filled the fertile fields in church buildings and barracks in church buildings, are being cared for in the district, living in the second stories of houses. Arkansas, is crowded with more than 8,000 Negroes, who were driven from their homes by the turbulent gaters. Hundreds of them were working they were working very hapily hoping that they were working very hapily hoping that they would be spared from the wrath of the riotous river that refused to be Epidemics Add to Suffering: Ying with the suffering caused by the lack of sufficient clothing and the scarcity of food is that resulting from broken or broken in fourteen refuge camps, dotting Arkansas where measles, pneumonia and malaria are prevalent. To combat the invasions of disease, physicians and nurses have rushed to these areas and are working hard to day. Refugees are being vaccinated in hospitals, a step of curbing disease and conserving health in the inundated regions. **BLACK-FACE** With Tragedy, No war has served more effectively the herotom of the Negro than this **BLACK-FACE** **MASTERSHOT** BLACK-FACED WHITE MAN SHOT AS NEGRO BY POLICE OFFICERS St. Louis, Mo.—The police shot and mortally wounded a white man last Monday night in a fashionable residential section of the city, who was masqueraded as colored in that he had his hands and face blackened with the same kind of black cork. The "make-up" was almost perfect, according to statements, and the police thought they had "bugged a nigger" and could harden their teeth. But the police had no hands of the victim at the hospital. It was just a week before that three men who had been identified as Negroes, had attacked a white woman and her escort in Forest Park, and the St. Louis Argus, race paper, had warned the police to look out for the black-faced criminals who operate under black faces to hide their crimes. Of course the report of the police and daily newspapers, taking the culprit's word for it that he was looking for his estranged wife, is not to be taken seriously, according to the general belief that the police make the nigger believe that one of a gang who makes a practice of hiding crimes under a black face. HOUSTON, TEXAS, SATURDAY, MAY 7, 1927 TOO MUCH RACIAL INDIFFERENCE. We need more men like Moses, who willingly sacrificed his high position in the king's palace and elected to suffer with his own race and people during Egyptian bondage, and who later appropriated his education and training received at the hands of Egyptians and married and married their forces for the ultimate conquest of Canaan. There are certain traits and characteristics in our people that have the appearances of being racial and deeply imbedded; but they are our people, and we can not hope to get away from them. We must not help them, but rather hinder the situation and merely delay the day when "princes shall come out of Egypt and Ethiopia shall stretch forth her hands unto God." We must not lose heart nor become discouraged and quit the job of teaching, and we must follow all along lines, in a little over fifty years, with other races that have centuries of training, culture, refinement, freedom, wealth and education behind them. Suppose those in other races, who were entrusted with some of this world's goods and the ability to lead, train, educate and teach, we must take the task in disguise, what would have happened to them and their races? There is a trite and hackneyed aphorism that goes something like this: "We must take our friends with their faults, or be without friends," we must take our race with its faults, or be without a race; for no member of our race is stronger nor higher than the weakest and lowest member. Brother, if you have made a fair success in life and are in a position to help your brother (racially speaking), in any manner for good, and you fail or refuse to do so, a sheaker; for where much is known and much has been acquired, much is expected and Remember that the Holy Writ declares that the strong must bear the infirmities of the weak; and the candle that will not function in the candlestick, ere long will be taken from its lofty position and thrown into the junk pile. The Houston Informer South's Greatest Weekly Newspaper This proposed action on the part of Maryland still further indicates of Texas. that the Negro must look to local, rather than to national action for tangible change. The Negro must look to the interstate feature of the Maryland jim-crow car law represents the only concrete advantage, which I now recall, that has come to the race from agitating the Negro community. The Negro community has the franchise by the Maryland courts is the only action, as I now recall, which has actually enhanced the power of the ballot in the black man's hands. This action has been made possible by the burden Washington and Texas is magnificent and. Unless some liberal movement springs up in Texas the victory in which we now exit will be but a small step. The Negro community has the burden of advantage of this action or the brunt of disadvantage upon the democratic party which now has the reigns of power. If the democrat votes to the Democratic Party, the Negro community so upon which to fool the gullible Negro voter. I recall how the democrat gave the Negro teachers in the public schools of Baltimore, after long connection, it might also be well to say that West Virginia is the only Southern state which has no jim-crow car system. Why Hereby the Negro community has the power to take the journalist and politician of the mountain state. The issue was close between the two parties in the Democratic Party, and the Democratic Party would oppose the Negro voters. An understanding was reached with such outstanding leaders as John W. Davis and Congressman Wilhelm, that if the Negro would join with in them the Negro community would have won and kept their word. If by any mischance, the democrat had fanned the on the state jim-crow car, no number of subsequent republican victory would. The most re Let us hope and pray that Maryland will do the sensible thing in being the first to abolish Jim-crow care, and that the Negroes of Maryland will do the sensible thing in bringing it to pass. settled: the ye society is made This policy is RESCINDING JIM-CROW LAWS. (BY KELLY MILLER, Howard University) Under sponsorship of the Inter-racial Committee, a bill was introduced in the Maryland legislature to abolish the state Jim-crow car law. This bill according to the secretary of the Inter-racial Committee, T. M. Jallow, passed the House and the Senate Bruce stated some time ago that the time had come for the elimination of such distinction in transportation in the state of Maryland. It seems that the bill was tabled in the committee, although the majority canvassed beforehand was supposed to be in favor of it. Mr. Calaway is still hopeful that the bill will be passed. Mr. Calaway will be able to other powerful democratic supporters as basis of his hope. This is perhaps the first attempt bit of legislation in recent years to wipe out odd race discrimination in statal laws. It gives hope that all such discriminatory regulations which were borne of local condition will pass. The first attempt to abolish such discriminatory regulations in Northern states were wiped out by the moral crusade of the civil war. At least fifteen Northern states had provision limiting the franchise to white men when the fifteenth amendment was passed. Some of these states voluntarily removed such racial distinctions by the revision of their laws. The first attempt to abolish such discrimination legislation was wiped out by the fourteenth and fifteenth amendments. The state of Michigan, at one time, had a law forbidding the intermarriage between the races, but this discriminatory provision was wiped out by subsequence state law. The first attempt to eradicate the Jim-crow car law makes me reminiscent. One backs hark to the days of the Afro-American Council when race wide effort was launched to check the rising tinge, especially in its interstate feature. A considerable legal defense fund was raised for this purpose of which Booker T. Washington contributed or far by the greater When congress was about to revise the Interstate Commerce act, the Honorable Whitfield McKinley and myself called upon Senator Dolliver of Iowa, chairman of the committee, and went away supposing that we had his permission to conduct the investigation of kind in interstate passenger traffic. But on a subsequent call we were frankly and flatly informed that the pending measure would be limited wholly to material freight. The Mon Archibald Grainse and myself called upon Senator Forker, to engage his good offices in behalf of guaranteeing no racial discrimination in interstate travel. The good senator informed us that he would gladly work for a provision for equal accommodation, but that such a position as we suggested would be simply impossible in face of prevailing racial discrimination. The senator said that at all should be taken unless there was full guarantee of no discrimination or discrimination and told him that we could secure equal, but separate, accommodations from the Southern states, and that we preferred that the federal government should not touch the question one way or the other, unless it was possible to do so. We were between American citizens. He thought that our attitude was very short-sighted and unwise. The first suit brought to test the Jim-crow car law was, I believe, instituted by Professor William H. Council of the Alabama Normal Institute. The judge said that the federal government should not touch the question one way or the other, unless it was possible to do so. We were between American citizens. Our China War Every honest man must confess that one of the marvels of the present situation is being killed or injured in this civil war in China. We wonder how on earth the Chinese can kill a lot of "dub" missionaries who insist on staying in the war zone, even though they are fighting of their military backing, rather than on the Lord. If these missionaries China, they would get out, for the time being, instead of standing around to help the Chinese, to cower to their barbarous gunbatt commanders for slaughtering Chinese people. ARTICLE II Following the (White) State Teachers Association—Advantages and Contributions By JOSEPH J. RHOADS, Principal, Booker T. Washington High School, Dallas, Texas. My whole personality resents the teachers' policy that represents Negro teachers in the policy conventions on other folks "passes"; seeking the services of outstanding teachers; and asking for the price; and begging others to do for them what they can and should do. Just here I wish to list more pleasing advantages that our fervent teaching has experienced as a result of this practice. First, in following the (white) State Teachers State Association, taking advantage of its rates we have lost an important incentive to increase the view of securing rates for the view of securing rates for the Colored Teachers State Association Colored Teachers State Association Texas its Identity and influence with the other states. The policies have been applied for, and issued to the (white) State Teachers Association. Technically, we have violated the provision of the tariff on file with the state, but we have restricted the use of identification card numbers of the organization whose name is printed on its face. We have ridden the state's tariff on file with the organization we have placed ourselves in the embarrassing position of imposing our own cities to which the (white) State Association has a strong strength of numbers of invations and other inductions. We have chosen the strength of numbers of dignity and politeness. Fourth. We have chosen to be "videowrap" rather than "video-record" to respect self-racism and self-expression. We have lost in numbers and money. The most recent tangible evidence of the State Association of Texas has sufficed, 1, largely because the president, Mr. Houston, has organized the association, spent three months on our idea, settled; the year is passing, the association has organized a cheap and degrading.
