Elks Pick New Cabinet Officers START COLORED VOTERS' LEAGUE 5 PRICE CENTS VOLUME X Elks STAR THE MIRROR By C. F. RICHARDSON GO-TO-SCHOOL, MOVEMENT WORKERS AND PRODUCERS PEEDLING PREJUDICE DIXIE HYMNS OF HATE The movement to encourage young people to attend school is a worthy one and deserving of the consideration and pupils; for the world is calling for prepared men and women and the commercial or industrial life of the nation where ignorant and illiterate persons might find profitable and in the present day, with public schools within easy reach of almost all girls, girl, girl, and college students as well as institutions of vocational training, trained in close proximity to communities and in a crime for any boy or girl, young man or woman to enter life's arena of criminal activities, a crime for any boy or girl, young man or woman to enter life's arena of criminal activities, which shall surely face them and most assuredly overwhelm them without adequate preparation ... Of course, we should urge and see to it that our children go to school, educate them critically speaking, should see to it that we prepare some places for our prepared children. If our graduates can not enter the teaching profession, or become physicians, d e n t i t s, pharmacists, lawyers and ministers, as well as our children, we must prepare places in the economic field while educating our children, so that they will not be compelled to spend the best of their lives trying to find a job, favorably with any racial unit in America, but when it comes to provide these same self-categories, the colored race is at the end of the process and making a mighty poor show at that. Too many of our young people think that education unifies them for Welfare, or system, which does not stress and emphasize work of some character, in the world. Workers become producers, and the world always has a place reserved for the worker and producer while the rest of the world must content themselves with the crumbs that fall from the table of those who are doing and doing things. That the "solid South" has made very little part headway and political progress during the past seven decades, and that pledge to paddle racial prejudice in the presidential campaign. "the suprenure" and "superiority" crumbles and falls flat to the earth, when any race must intolerate, bigory and antipathy in order to hold intact a political party, and employ underserved and persecuted minorities, bigory and antipathy in order to rape a minority group to make possible a damnable and diabolical Whenever Northerners begin to mention sectionals, the "soldad South" becomes red in the face and contends that they are the islanders and that day there is a united nation, with all sectional lines either forgotten or ... A. Johnson has announced support for the nomination to congress. The Rev. William Hayes, pastor of the large and influential congregation of M. Olivet Baptist Church declined the nomination as told to him. He was scheduled to weeks ago, stating that he would not serve the church and politics very well. He further declared that he had cast his lot with the church and there he would stay as either the chairman or the president if he attempted to hold both offices. Immediately, the friends of E. A. Johnson rallied to his support and declared they would present his name at the next meeting of the Manhattan Convention Center to the destine of the 21st district. Mr. Johnson needs no introduction to New Yorkers, having been the first colored man elected to the assembly. He is not only also, but also, a vigorous campaign as will be needed to emerge victorious. It is said that his selection meets the approval of the party leaders, and he will be named unanimously. A year ago, Mr. Johnson brought a fine reputation with him. As head of the department of law at St. University, he made that institution's law school one of the finest in the country and an author of several text books on law and at present in retirement in New York City. It was only when the party was foundering about himself that Mr. Johnson was persuaded to come out of retirement and an author of the congressional nomination. This is a challenge and an opportunity for organizations with organizational fields of endeavor, together with organizations whose aim is to encourage and promote our business interests generally must co-operate to provide the group with a more intelligent leadership. According to a survey which is being conducted through the Associated Negro Press, the number of successful commercial enterprises owned by these organizations is in accordance with enlightened educational opportunities and expanding social needs. Our commercial activity is virtually at a standstill. Competition is pressing harder and harder upon those engaged in the many lines of retail trade. As a consequence our drug stores, grocery stores, markets, confectioneries and entire small merchant class is in danger of being overwhelmed by the vast number of factories of important dimensions and they, too, are experiencing the keen competition of white capitalists. Only in the fields of insurance and public services have we had yet to experience a threatening attitude on the part of white insurance companies and a limited field of advertising revenue available to our publications, which are growing institutions among us is not only in danger of partial dimenion but complete elimination. Only a sane, aggressive leadership can be about the change needed to overcome this situation. GREATER INCENTIVE NEEDED Aside from the problem of white competition used condition is threefold. Colored enterprise which must be changed. We must first get the business out of the way we have no distinct social classes. As a consequence vantage goes with achievement. While the fields we cannot hope for any considerable change in the numerous failure few outstanding successes. Aside from the problem of white competition, the reason for this continued condition is threefold. Colored enterprise is confronted with conditions which must be changed. We must first get down to fundamental issues. The most important is that we have no distinct social classes. As a consequence, little or no social advantage goes with achievement. Colored employees and employees are not the same as white employees. The prived of the most essential element to progress—they are denied a proper incentive. Lacking an adequate incentive to great accomplishment and to the satisfaction of their needs, we well develop enterprises of large magnitude turn to other and more certain avenues than business. Business at best has a certain amount of unqualified employees. The most successful enterprise all but the most enterprising men and women to seek a job. Thus with the possible rewards of trade unusually questionable, few colored men and women are willing to do the things necessary for the establishment and success of their enterprise. The effect of the foregoing handicap is observable to all who know the position of our group in the fields of management, marketing, and delivery of services and opportunity. We cannot even doubt the importance of our position because we no outlets for manufactured goods centered in the hands of colored people. AMERICA'S GREATEST WEEKLY NEWSPAPER Negro Republican Leaders Thank White Bolters For Aid To Hoover BY ED KILMAN In the Houston Post-Dispatch Republican Negroes of Texas are supremely confident of Hoover's election in November, and are grate- ful to the bolting anti-Smith Demo- mentary in G. The Richmond News Leader, the most influential Democratic daily in the state, is out to discredit the "injustice" and both the "injustice" and the "universid" of raising the race issue in the state. "Why should the South go backward politically?" asks the News of unconfined fears of unconfined fears? The Negro has not involved himself in this camp, but he has been involved in South he has been in this camp, where he has business where he has political power, even if he has been in an effort to his own business where he has political power in protest against ostracism by the lily-white Republicans, an advocacy not to be worked out through a unity born of hate, of ignorance, or of self-deception, the editor concludes. The Southern democracy, in this hour of great opportunity if the part is right, is not a place of Pride against Smith cannot be conflated by prejudice against the. This liberal attitude on the part of the News Leader is not in surprise in the South, where a university faculty accord with the recent movement for interracial goodwill and cooperation. ANY MAN WHO IS GOOD ENOUGH TO SHEED HIS BLOOD FOR HIS COUNTRY, IS GOOD ENOUGH TO BE GIVEN A SQUARE DEAL AFTERWARDS. NO MAN IS ENTITLED TO MORE AND NO MAN SHOULD RECEIVE LESS—ROOSEVELT. HOUSTON, TEXAS, SATURDAY, SEPTEMBER 8, 1928 THE NEGRO AND PRESIDENTIAL RACE With both major political parties unimbing their oratorical gyrotechnics and getting up full steam for an intensive campaign, the attitude of the American Negro in the presidential race is daily coming to the fore; and, from present indications, it appears that many crusadehired Republicans will forsake the "grand old party" and cast their votes for the Democratic presidential electors. Throughout the North, East and Middlewest there is a growing sentiment among Negro voters, according to a recent unbiased survey made in that section of the country by political authorities, to desert the party of Lincoln, Grant and Roosevelt, and to support the party of Cleveland, Wilson and Smith, as far as the national ticket is concerned. The charge is openly made that the Republican party has forsaken its ancient principles and tenets, and that the action of party leaders towards colored Republicans in the South—as shown in the recent treatment accorded Perry W. Howard of Mississippi, Benjamin J. Davis of Georgia, Walter L. Cohen of Louisiana, Robert R. Church of Tennessee and William M. McDonald of Texas—has done much to alienate colored voters in the important and pivotal states of the country. To get even with the Republican party leaders, it is stated on good authority that thousands of Northern and Eastern Negro plan to support and vote for Governor Alfred E. Smith and Senator Joseph T. Robinson, Democratic presidential and vice-presidential candidates, respectively. Some of these colored political leaders are contending that such a course will be a fine disciplinary measure for the Republican party; that the party will assume an altogether different attitude towards its colored constituents in the event the Democratic party is victorious in the presidential sweepstakes; that one never misses the water until the well becomes dry. They further allege that under Republican national administrations constitutional nullification has become a national pastime, and that racial segregation is even rife in governmental departments at Washington, despite the nearly eight consecutive years the "grand old party" has been in control of all branches of the national government. These race "bolsters" point with pride to Governor Smith's record and friendly attitude towards the Negro race during his many years in public office, and they are bold enough to argue that Mr. Smith will not be dominated and influenced by the South in the event of his election, and that the colored race has absolutely nothing to lose by supporting and voting for the Gotham governor. So many outstanding Republicans of both races are openly exposing the candidacy of Governor Smith that The Informer has been literally besieged with queries from colored citizens of this state and section, and they are anxious to know which candidate or ticket to support at the November election. While The Informer is somewhat independent in its politics, not being hide-bound to any political paper, this one, as one of the original Hoover boosters and supporters, can assume no other honorable course but to continue its support and advocacy of Mr. Hoover for the presidency; believing that he is better qualified for the highest elective post in the country than his Democratic opponent, and holding to the deep-seated belief that no minority group or bloc can hope for much from such a hybrid partisan organization as the present Democratic party. To illustrate our point, we wish to cite attention to the attitude assumed by the Democratic party in the North and South, as it relates not only to the Negro, but to national issues and problems. The Northern Democratic party is liberal in its views on the "race question," and is backing a black candidate for congress from the St. Louis district, opposing Congressman Leonidas C. Dyer, father and proponent of the ill-fated Dyer anti-lynch bill. The Northern Democratic party goes out of its way to corral the colored voters in the Southern Democratic party goes out of its way to insult, intimidate, humiliate and distrust colored electors; maintaining and trying to perpetuate the infamous "white man's primary" election, which excludes no race on account of color except the Negro race. At present the Democratic South's rallying cry, in order to maintain the partisan solidity of this section, is the "Negro issue," and the awful consequence which will accrue to the nation is that if Hoover ever wins the national control of the national government; while on the other hand the Southern Democratic party is organizing and conducting drives C. Holding such divergent views, it does not require a political prophet to forcelt the ultimate outcome with such a mongrel gesture. Then, just imagine what would befall this republic in general and the Negro race in particular, should some eventuality place Senator Robinson, the Arkansas Negrophobe, in the presidential chair! If the Negro race has fared rather badly at the hands of the Republican party, what would be its plight under such fortunate conditions and adverse circumstances? The Negro race has a wellcontrol of the national government, and God forbid that this nation and our people should suffer a similar fate again! The Informer has the highest respect for Governor Smith, for few men in public life possess the courage and stamina demonstrated by him on public questions; but we fear the gift-bearing Greeks, knowing full well that the Democrats have not as much use for Negroes as the Republicans, and that the doctrine of donkey party, "a la Dixie, is "white men up and black men down." PRESTON 1243-7560 If any Negroes, either of Texas, the South or nation can consistently and conscientiously support and vote for such a hybrid political party, then that is their business, and we have no fuss about it. The Negroes of Texas are also the voters and vote for the Hoover-Curtis presidential electors because of the forces backing them and traditions behind the partisan organization whose standard-bearers they are. Furthermore, The Informer holds to the opinion that the Negroes of Texas should organize their forces and cast the race's full voting strength for Mr. Hoover and Senator Curtis in the race. The Negroes of Texas will try to typify the time-honored and cherished American ideals and institutions than do their Democratic opponents. Granting that both major political parties are evils, it seems to be the better part of wisdom or valor to choose the lesser of the two evils, which means that Negroes will perform a greater public service by supporting and voting for the Republican nominee in adversity than by casting their ballot for the Democratic nominee. WHAT ABOUT TEXAS' COLORED VOTERS? In a recent issue of The Informer, editorial attention was called to the fact that some definite program should be launched in Texas to organize and enlist the large number of colored voters to the cause and standard of the Republican presidential and vice-presidential nominees; but up to this good hour nothing has been said or done to effect an organization and sponsor such a program. Whether one believes it or not, Texas will witness a hectic fight on the presidential sector during the next few weeks; and, if the Republican leaders of the state and nation are in earnest making a good show in the Lone Star State, they should take time by the forelock and organize all their forces to this end. For years the main strength of the Republican party in Texas (and the majority of other purely Southern states) has been recruited from the Negro group; in fact, the fires of republicanism in Dixieland have been kept alive and smouldering by the ebony-hued adherents and devotees of the party of Lincoln. During later years the colored Republicans of the South have lost interest in partisan affairs, due to the policy of racial exclusion and ostracism followed by most of the "illy-white" party leaders in this section of the country, who have fuitily and vainly sought to build up and maintain a WHITE Republican party in the South. In the impending presidential election, while thousands of Texas Democrats, who have moral, social, political, and sectional scruples against supporting Governor Smith, will cast their ballots for the Hoover-Curtis presidential electors, the fact should not be overlooked that there are more than 100,000 trust and tried colored Republicans in Texas, who can be relied upon to support and vote for the Republican presidential ticket, provided these race voters are assured that their votes are desired and appreciated by the party leaders. In the final days of the campaign, if it is shown that Hoover sentiment is predominating among Texas Democrats, a last-minute effort will be made to offset the Democratic defence by aligning and lining up dissatisfied and disgruntled Negro Republicans for the Smith-Robinson presidential ticket. During the gubernatorial campaign in Texas during 1924, the Republican party lost an excellent chance of electing Dr. George C. Butte governor of this state, due chiefly to the fact that they permitted their gubernatorial candidate to raise the "race question" and thereby insult the self-respecting Negroes of Texas coupled with the fact that no concerted and organized effort was made to corral the colored electors of the state. Now, another fine opportunity faces the Republican party in Texas, as it relates to the presidential race; and the party leaders in this state will be recruit to their bounden duty if they sit supinely by and fail to take advantage of every situation to poll votes for the Hoover-Curtis presidential electors. It takes votes to win an election, and the unselfish party leader is not concerned in the color, creed or class of said voters. In this connection, Texas Negroes not should sit down and wait for some "party leader" to make possible the organization of our forces, but we should bestir ourselves and perfect organizations in every county where colored citizens reside, to muster and poll the race's full voting strength in the general election for Herbert Hoover and Charles Curtis. Racially speaking, we are continually contending that we are full-grown and free American citizens, and yet we are always waiting to see what is going to happen or who is going to "touch" us before becoming interested in political affairs, which more or less vitally and directly concern and affect our racial group. Texas Negroes who are interested in the candidacies of Mr. Hoover and Senator Curtis, should hold a statewide conference, select their leaders, raise their campaign fund, choose their campaigners and other workers and conduct an intensive drive in this state for the Republican national ticket. Such a parley should be held at once in some centrally located Texas city, and an invitation extended to some of the national Republican leaders of color to visit the state and confer and counsel with our group in such a partisan undertaking. Even if it is impossible to obtain the presence of some outstanding Republican national figure, there is sufficient organizing ability among Texas Negroes to perfect one of the most effective and virile organizations of its kind in the country. As usual with us, the question of paramount importance is, "Who will take the lead in such a statewide movement?" The Houston Informer Crowds Packed Coliseum Tuesday night, more than thirty thousand persons sought to cram the grand ball, which was tremendous when space for twenty thousand had been reserved, in order to attend the grand ball, which was tremendous. Prior to the grand ball, a meeting of folliculation was held at the Wendell of folliculation took advantage of their opportunity to voice some of the complaints against the political status of the National Negro Elks took advantage of their were held the previous Friday. We also concluded that we felt the opinion that if they could get the white South, and therefore, would not need us. So, finally, we concluded that a national organization of Negro voters was needed and adjourned to meet here for permanent organization, setting off as a foundation our existence the following purposes: To have for its purpose the full commitment to the American Negro. To have for its purpose the stands in the Republican party.
