Mayor Otax Holcombe and Mayor Holcombe-Jackson have been relected for another term as judge of one of the civil district courts located in Harwich. As a judge he has the respect of bar, bench and laity, and the Holcombe supporters are arguing that the office for which he seems best prepared to fill凋 to his legal training and experience in judicial affairs, to bring about his defeat by indicting him in the public press with divers and sundry deeds of omission and commission, and contending that the machine" has been built up which, like a huge juggernaut, will destroy offences of permitted to hold away any longer. C.—President Mordecai W. Johnson of Howard University has announced a grant by the Julius Rosenwald Fund of $80,000 to be expended over a period of five years, to the department of zoology. The purpose of the gift is to make possible the continuation of the research of Dr. Ernest E. Just, a Negro scholar and one of the world's leading zoologists, and to build up a department offering instruction to graduate students with a view to developing biologists who might take important positions in other Negro colleges. NEGRO IS SLAIN; NEGROES URGE SOUTH CAROLINA ABOLITION OF WHITE MAN HELD SEGREGATION Dr. Just has been a Julius Rosenwald fellow in biology of the National Research Council since 1920, is an honor graduate of Dartmouth College and University of Chicago, member and editor of many publications. He is regarded as a leading authority in the world today in his special field. Dr Just has been a member of Howard University faculty since 1907 and professor of zoology since 1912. He is a professor of Texas Rosenwald field providing $15,000 for books and equipment over a period of five years, makes possible the supply of general physiology and physiology of development. This work, according to the plan of the department, will include research with NEGRO IS SLAIN; SOUTH CAROLINA WHITE MAN HELD Columbus, S. C.—(ANP)—Contra testimony by a group of white cloakmen who the coroner's jury to hold E. H. Addick in the killing of Paul Harmon here Thursday night. LIBERIAN BISHOP VISITS TUSKEGEE; DELIVERS SPEECH Tuckekee Institute, Ala.—(By The Associated Negro Press) — Visiting Institute, Theophilus was the Right Reverend Theophilus Gardiner, suffragan bishop of the Republic of Liberia. Bishop Gardiner weeks ago to attend the 49th tribunal general convention of the Episcopal Church which met in Washington, D. C. The bishop delivered a series of addresses to the student body telling them on the customs and conditions of the church which country offers those who want to serve humanity. He is the first native African to be HOOVER LAUDS FEMALE LEADER FOR PARTY WORK Daytona Beach, Fl.—(ANP) —The president of Brownsville-Cookean College, Mrs. Mary McLeod Bethune, the recipient of a signal and outstanding honor in the form of a letter of congratulation from the centennial Republican presidential campaign, personally signed by the Honorable Herbert Hoover, president-elect of the United States. Mrs. Bethune's influence and work toward the election of Mr. Hoover to the presidency of the United States. With her characteristic sincerity and thoroughness, she has been able to do much toward keeping the minds of the people in Florida stamour for the Republican party. New Orleans Blacks Holding Good Jobs New Orleans, LA—(AAN)—The Negro population of New Orleans contributes nearly one-third of the total population, occupations, statistics compiled by the Association of Commerce from the latest United States census reports. Occupational figures are based on person ten years of age and older. Fifty-five thousand, 25,055 males, and 12,500 females of the colored race. Compared with the total of all races occupied in New Orleans, the Negroes are 70.7 per cent of the service group; 39.3 per cent of the transportation group; 28.3 per cent of the manufacturing and mechanical occupations; and 12.6 per cent in the trade group. CHICAGO'S POLITI FURNISHES LESSC MANY RECIPIENT CHICAGO'S POLITICAL SCANDAL FURNISHES LESSONS TO AMERICA; MANY RECIPIENTS OF 'EASY MONEY Chicago, ill.—(ANP)—Negroes who manufacture an alibi for their own misdeeds out of the scandalous pattern set by their white fellow citizens, and whites who view with great the high degree of speculation among their black positions, were furnished an abundance of food for thought here this week when the pay rolls of the sanitary district of the city of Chicago were the high degree of speculation among the official officials responsible for putting them. The sanitary district is a self-governing agency of the county with an annual budget of $600,000.00, and the pay rolls revealed that although a total of $858,530 was appropriated for salaries thus far an aggregate of $3,973,770, for which there is no appropriation. The scandal in the situation displays itself principally in the fact that the district has credited and paid on the distribution payroll at salaries ranging from $2,000 to $20,000 a year, severely estimated that nearly five millions of dollars have been given to persons variously termed an alibi, and who did no work, except to use their influence politically or near the election. This was made by Tertullius, perhaps a Roman lawyer employed by (1) a putative fellow (v. 5). This would indicate a fellow utterly hate and corruptec-a plague. (2) he would be a soldier, a lover of the Roman power. (3) they hoped would bring him into conflict with the Roman power. (4) that he was ruler of a sect was designed to contempt and suplenon upon the Christians. (4) that he had professed the tentacles of the sect. (5) Paul's defense (vv. 10-21). At present he is a diary writer as well as dean of the Lyceum Prince. Contex, La Ronde, HaliT Litteraria are three of his other well-known books, and one of his stories splendidly told in every book is excellent reading matter in this book. In Ronde is a half satirical novel, in which his style is free, natural and vigorous; and his feeling as everywhere on the island is natural and vivacious. HaliT Litteraria is a work of criticism. The book, though interesting, is far from being complete. In a word, it is a work of criticism, and the contribution to the Haitian field of literary criticism. It is one of the most pleasing and useful books of its kind which I have below an extract from his Captive Wing. I have translated the book, and it appears in the original French edition. Membership at the present time according to the report of Mrs. Alberta Clark, historian, represents an increase of almost a thousand teachers in the state in 1988 with a membership of fifty teachers. During the twenty years, the state has grown numerically and in influence. Problems confronted by the teacher state came in for much discussion and a program was designed to advance the education of the leading educators of the country who attended the meeting. Henderson, assistant of the conference and principal of the Landownership for the Negro farmer is the topic to which the speakers and delegates will direct their attention. They will discuss their role from the state of tenancy to that of the landowner; what aids they used; what thrifts they practiced and how they landed. Landowners, Teachers, ministers, and other social service workers of the Alabama will present a demonstration at the workers' section of the conference, which together with the farmers' action, compiles the report. This conference, founded by Booker W. Washington, annually attracts hundreds of farmers from all Southern states who come to learn by example, to see how they can improve their use of agriculture, and to hear experts on different phases of farm life. This conference was one of the most important events of the year. He was always present at the conference and mixing with the farmers, urging those who succeeded to tell others how they did and always inspiring them to do so. Dr. Moton has been in the conference. During his administration, in addition to his work, he more generally stressed, the idea being to place concretely before the farmers the methods used in better farming. To the farmer in Georgia, Florida, Mississippi, Texas, Louisiana, Alabama, and outstanding in his gait will be awarded the certificate of merit by the extension service and make national cooperator in the selection of the best farmer in the state. Cooper, and Anley scholar on different philanthropy, senior speaker on different philanthropy, and on Friday morning L. S. Cauter, principal of the Washburn thoughtful address looking to the future. Mr. Cauter emphasized the importance in cooperation along lines with the educational opportunity for the educated Negro, and he also stressed the important rights. He held the closest altar to the audience throughout his address. On the evening of November 13, the university offered as the first number of courses a lecture by Dr. W. E. B. HOUSTON, TEXAS, SATURDAY, DECEMBER 1, 1928 DOES IT MEAN A NEW TEXAS PARTY? Does the declaration of principles set forth here last Saturday night, at the banquet hall honoring Alvin S. Moody, state leader of the anti-Smith Democrats in the recent presidential campaign, mean that Texas is to have a new political party? From press reports of the banquet, attended by hundreds of Democrats of Texas, the leaders proposed a statewide organization of Democrats in the faces of the Democratic party in Texas who are "determined to rid the Democratic party of Tammany Hall control and to promote moral issues in politics and government." Does this proposal amount to the perpetuation of the anti-Smith organization in Texas? Are we to have two strong contending Democratic parties in this state, or will the "dove of peace" again occupy a lofty place of democratic standards in the Lone Star State? According to the news, this now (1) political party is to be composed of Democrats, although an auxiliary organization of non-Democrats may be formed later, if desired. Read this militant note sounded in the declaration of principles: "Another specific purpose will be to safeguard the primary and rights of all Hoover Democrats in Texas, and to drive from possession the leadership every man who would take away of those rights." The leaders of the proposed party declared that men would be elected to state and county offices "who can be trusted to put principle above party," and only men would occupy party posts whom we can trust to short from the housetops when party princes become by false party leadership. Does this organization of the "moral forces of the Democratic party" intend to do battle against the regular (Smith-Dowdy-Wilcox) faction? Does this action mean that the anti-Smith Democrats will bring out a full state ticket in 1930? Does it indicate that Senator Morris Sheppard, Texas' senior in the upper house of congress—father of the dry amendment, and former governor Smith—will be opposed by anti-Smith group? Will Governor Dan Moody be opposed in 1930, if he should seek the senatorial toga now worn by Senator Sheppard? Will the anti-Smith blower center its strength upon some outstanding Democratic Texan who opposed the nomination and election of the Gotham governor as president of the union? In the senatorial, congressional, gubernational, state and county in 1930, will this proposed political organization of anti-Smith Democrats be promoted in public office, and will this newly formed organization back only those candidates who were antagonistic to the New York governor's presidential candidacy? In other words, has the Texas house of "Democracy" divided and come to the parting of the ways, or will the Smith Democrats hold the "white flag", and accede to the peace terms submitted and promulgated by the anti-Smith forces? In other words, will the anti-Smith democracy, will unabundantly be determined within the next biennium. At this stage of the game (judging from recent presidential election returns in this state and the small number of Texans who voted for the reelection of Governor Moody), it appears as if the anti-Smith Democrats have the whip hand over the Smith Democrats; and it will be interesting to watch and await political developments in the former banner Democratic state of the country, which recently gave its twenty electoral votes to a Republican nominee for the first time in the political history of the state. Well, politics not only makes some strange bedfellows, but politics makes 'some fellows cut some curious capes and do some dumb tricks.' TAMPERING WITH CONGRESSIONAL VOTES According to newspaper reports, the congressional elections investigation committee may be asked to probe alleged irregularities and tampering with ballots in the recent congressional race between Congressman Harry M. Wurzbach, Republican, and Judge Robert Haskey, Democrat, in the Fourteenth congressional district of Texas. The tabulated returns of election officials showed that the Republican representative had been reelected over his strong Democratic opponent; but Bexar County commissioners' court, composed of Democrats, later canvassed the election returns and correlated them with the returns. The congressman and his supporters content that the Bexar County (San Antonio) ballots were tampered with; that envelopes containing the ballots were opened and votes cast for Congressman Wurzbach removed before the commissioners' court canvassed the returns. In addition, it is being charged that certain Democratic voters in Bexar County are trying to "steal" the election from the Republican congressman, and many election officials have already justified that hundreds of ballots are missing from election returns. The Bexar County district attorney has appointed a special counsel and numerous witnesses, most of whom were former officials at the general election, have already been submitted before this inquisitorial body and given much evidence and rank violations of the election laws of the state and na- The civil clerk of Bexar County has testified that on the face of election returns submitted to and tabulated by his office. Congressman Wurzbach was reelected. This clerk further averred that figures on returns as canvassed by the county commissioners' court, which awarded the election to the San Antonio Democrat, did not tally with the entries in his office, made when the returns were brought into his office on election day. From the evidence thus far adduced, it is charged that the ballots were tampered with after having been placed in the court house vaults; that sufficient ballot was "missing" to insure the defeat of the Seguin Republican. If the state does not find sufficient grounds on which to bring criminal action against certain Bexar County and San Antonio counties, then federal election irregularities, it is not improbable that the federal commissioner will be held accountable; since the post is a federal office and early comes within the purview of the federal court and the United States congress. Really, isn't it strangely fine how our Dixie Democrats are always opposing and objecting to Negroes participating in politics on the ground of the black man's susceptibility to crookedness and graft, while these same Democrats are so often guilty of deeds, that these same charges to the Negro race during the darkest days of reconstitution? If there were any tampering with the ballots in the congressional race in Bexar County, the guilty culpits should feel the strong arm of the law, and they should be placed behind prison walls. Finally, isn't it awful that Democrats, in the erstwhile premier Democratic stronghold of America (Texas), find it necessary to impeach an election in order to defeat a Republican congressional candidate and make possible the questionable election of a Democrat? FEW JOBS OR FULL JUSTICE? After every presidential election the "faithful" of the "House of Africa" begin a wild scramble for federal offices, particularly the few jobs usually dished out to the race as a sop by the winning party, most notably the Republican party. Heretofore the ebony-hued political leaders have devoted most of their time and energy in trying to land some fat plum for themselves, and the race's sad plight has entirely escaped their attention. While admitting that black party leaders should be rewarded for faithful service in a manner similar to the recognition and recompense accorded members of other races in this country, The Informer does not subscribe to the idea (and never will) that the race is satisfied with a few jobs for racial politicians every quadrennium. It is to be hoped that the colored leaders who directed the Hoover-Curtis campaign will not engage in a fight for the few party posts generally allotted to members of the "black cabinet;" but on the other hand we hope that these race leaders will take the role of the world and have achieved political power or political preferment or emolument, but because they believed Mr. Hoover would make this country an ideal chief executive, and that as an integral part of the American citizenship, colored America would have nothing to lose in Mr. Hoover's election to the presidency. During the campaign and at its close, it was published to the world that John R. Hawkins, Washington race banker and lay officer in the African Methodist Episcopal Church, who served as director of the Colored Voters' Division of the Republican committee, refused to accept one pennant for this services or expenses incident to his activities during the presidential race. The secretary of the colored division, Albon L. Holsey, secretary of the National Negro Business League and Tuskegee Normal and Industrial College, also gave a type of gratis service to the cause which shows that a new type of Negro leadership has appeared upon the political horizon of the nation. The Informer would hate to see these two distinguished and patriotic colored Americans descend from the lofty pre-election ground which they occupied to the low level of seeking, begging for help, and which hardly afford a living salary to the person landing the "plums." On the other hand, these G. O. P. race leaders can contend that full justice to the Negro race, with the resultant enjoyment and exercise of all their constitutional rights and prerogatives, is far more important and essential than a few jobs and federal offices; especially if the landing of the jobs will mean the foregoing of justice for the whole racial unit. Why not follow up the presidential campaign by a national conference of race leaders from all sections of the country, at which parley steps will be launched to push a concerted and nationwide fight for full justice rather than a few federal jobs? The secretary of the National Negro Business League and the American Negro will never be satisfied and contented, politically, until the constitution of the country is enforced and color ceases to be the standard of Americanism and democracy. Selah NEGROES "SCAPE-GOATS" AGAIN! An ocean-going liner sinks in the briny deep, carrying down more than 100 passengers (men, women and children) to a watery and untimely grave, and now maritime and federal authorities are trying to place the blame for the Vestri's disaster. The ship, the captain and the press operator, both of whom went down with the ship some of the survivors are now charging that the failure of black firemen and coal-chunkers to remain in water above their waistline in the boiler room of the ship for an indefinite period of time, and their ultimate refusal to remain at their posts, water the pumps and permitted the ship to remain on the water. Despite the fact that water began to rush into the lower part of the ill-fated vessel Sunday, and notwithstanding the fact that it was a dangerous and hazardous undertaking to continue the trip without outside aid, it is stated that the skipper of the ship did not flash his distress signal (S O S) until Monday morning. The captain of this vessel had wireless for succor as soon as this damage to the ship's hulk was known, it is possible that aid would have reached the ship before it sank; and it is highly probable that no loss of life would have been sustained. But, no, the captain took a desperate chance and lost, now somebody must be made the scape-goat of bombheaded art, and not the captain of the British West Indies serving as stokers and fire attendants on this ship, it is a very easy matter to place the blame of the ship's sinking upon their shoulders. Not being satisfied with making the Negro serve as the "scape-goat" on land, it now appears as if some of our white folks are determined also to make the black man serve in this same role. While some are charging that the sulking and insubordination of these colored crewmen were largely responsible for the Vestiris destruction, many of the survivors were charitable enough to re-enter the ship and heroism on the part of some of the black mates on the ship. Thus the black race gets its name listed both on the debit and credit side of this maritime catatrophe, while the authorities continue to investigate the disaster with a view of fixing the guilt of the crewmen and to take steps to prevent a recurrence of this terrible sea tragedy. OPINIONS Cimbee's Ramblings be any spirit of hostility between them. They should work with perseverance, not with despair, what the other cannot; when the other can do what the one does not dare. Both should form cooperant factors in what does the race expect during the next four years? It is perfectly clear that, however, kindly disposed it may be, that the African agenda spells the doom of the Negro's political prospect, as they have been forced to do in recent years. The political progress and program for the future must be worked on those who are free from partisan questioning and have a shared-mindedness toward racial realism. Experience shows that the Negro race has usually secured more gynapia advantage from the white race than from the victor. The outsiders shake the tree the indians gather the fruit. What the race has naturally fallen to the lot of those who remain regular, notwithstanding the wings and arrows of outrageous Now is the time to begin. It is unfortunate that the judge's administration, until the political conventions have been called and the governor's office has been removed, Chicago Defender, l.t.c. Afr-American, the Pittsburgh Courter, and other candidates pressed their declaration of political independence. The 'Negro press is now a major force to either elder party in the last campaign. The time is ripe for unitarian counsel looking to the future. Let us have a nation-wide council to decide the race. The Dyer anti-lynching bill was fought in the House, and allied militant organizations, while the office-mongers were either indifferent or impatient with the efforts of the fortune of the G. O. P. hypothetized their influence by being to become more aggressive, while the opponents, struck out boldly for racial rights. The great fight won, against department segregation was due solely to the protestants, and the fight made against residential segregation disfranchisement and sundry forms of race discriminators, those outside of the white community, that were injured in the lead, while the official favorites, have given their ally approval, and sometimes not even THE MIRROR (Continued from Page One) severage prior to the Holcombe administration, wherein at the present time urban houses have average compaction. In the final analysis, the record of the Holcumbe administration is before debate. It is clear that they have had enough of the present administration, it is their constitutional right to vote for the president, and it is the novelty of making a change and to afford certain interests an opportunity to strike the Informer as a dangerous policy and ruinous program, despite the reputed ability of the mayoralty to govern. The fact is that the race must take its cause to the public against the insecurity of the state and the power. Public conscience was aroused against the iniquity of lynching in the state, in the meanwhile the domestic party maneuvered to smother the pro-peace measure under the thin veil of the public sentiment. The public sentiment had been arraced that Carolina Virginia took the lead in enacting a state-and-lynching law.
